Presidential Preference Caucus Proposal


7.0 CONVENTIONS AND ELECTIONS
[Summary]
This proposal is put forward to conform with the RNC rules regarding national delegate participation in
the Republican Party's 2016 Presidential Nominating Convention.
[Proposal]
B. Allocation and Binding of National Delegation. Prior to any deadline required by the Republican
National Committee Rules, the State Central Committee shall certify a presidential primary or a
presidential caucus as the Republican Presidential Preference Vote. All National Convention delegates
and alternates shall be allocated to the candidate receiving the most votes of the statewide vote in the
Republican Presidential Primary Preference Vote. On the first ballot, the national delegation shall be
bound to vote for the candidate who has received the most votes in the Republican
Presidential Primary Preference Vote, but the delegation shall not be bound on any subsequent ballots. If
the candidate requests in writing that the state party not bind its national delegaes or if the candidate is not
a candidate at the national convention according to the rules of that convention, then the national
delegates shall not be allocated or bound on the first ballot.
C. Eligibility for the Republican Presidential Primary Preference Vote. Only voters who are
registered Republicans may vote in the Republican Presidential Primary Preference Vote. The Republican
Presidential Primary Preference Vote shall be open to registered Republicans, and unaffiliated voters
requesting a Republican ballot who affiliate at the polls or at their caucus as a Republican.
