GENERAL
TWRE will establish, operate and maintain a Site organization constituting an
essential part of the project organization and having executive responsibility, in
order to achieve the objective of completion in compliance with the relevant plans,
drawings, technical standards, specification and safety regulations etc., in close
with the home office organizations.
TWRE will recruit and employ, in conformity with Government Labor Acts, other
applicable laws and local regulations, reliable and experienced labor in sufficient
force with the required skills and qualifications.
TWRE will be fully responsible for staffs and work force and shall advise employees
to refrain from participating in any illegal gatherings and disorderly acts but to
exhibit only the utmost in good conduct.
The TWREs staffs organized will execute the construction works on the basis of
the following three essential elements as a policy:
(i) SAFETY Safety of personal and equipment
(ii) QUALITY High quality workmanship
(iii) TIME
Maintaining on time schedule

1. Construction Manager
Construction Manager will be the focal point for PROJECT and the
primary contact with Consortium and others. The Project Manager
will monitor and direct the work such that the required activities are
considered, budgeted, schedule and accomplished, and that
adequate management and support are provided. His
responsibilities shall include:
The Construction Manager is the senior member of the construction
organization on the Work Site and is responsible for direction,
management and supervision of the total construction effort. He
will direct all services and production groups in accordance with the
overall project budget and schedule. His responsibilities shall
include:
z Overall project management, coordination and administration at
each stage of planning fabrication and Installation
z Making certain that the intended project will be completed within
the specified schedule and executed within the established
budget through proper supervision of the work.
z Maintain effective coordination between the various departments
involved with the project
z Assist in preparing plans that incorporate the scope of work,
procedures, budgets and overall schedule.
z Facilitate the preparation of the safety and quality plans.
z Review and approve progress, forecasts.
z Attend schedule progress meetings with Contractor

z Directing the onsite construction work in accordance with project


plans and procedures utilizing input from his key staff.
z Maintain a close relationship and coordination with Contractor
z Preparation of weekly, monthly, and three months schedules
following the requirements of the project master schedule.
z Directing a comprehensive safety and security program which
requires compliance by all personnel.
z Standing ultimately responsible for production and control of
entire construction activities, ensuring quality construction within
schedule.

2. Safety Manager
Site Safety Manager is responsible for the implementation of safe
working practices on site and report to Construction Manager and
Contractor. The Safety Manager will be responsible for conducting
the weekly safety meeting on site with discipline engineer and
supervisor. The purpose of these meetings is to ensure the
compliance with site safety procedures and all other status,
regulations and orders relating to health and safety at work.
The Site Safety Manger is also responsible for preparing and
presenting the site safety procedures and instructions for all sites
through lectures, video and other training aids.

3. QA/QC Manager
The QA/QC manager will be responsible for establishing and
monitoring the project quality requirements in accordance with
Contractors established quality assurance practices. He will also be
responsible through the QA/QC staff at SITE, for ensuring
consistency of quality management across the Project.

4. Appointment of Engineers
TWRE will appoint the engineers at each discipline with viewing the
following basis and to comply with the relevant plans, drawings,
technical standards, specification and safety regulations etc.

Fully conversant with the English language


Interpretation of Project Specification and Drawings
Maintain effective coordination with each discipline
Assist in preparing plans that incorporate the scope of work,
procedures and overall schedule.
Facilitate the preparation of the safety and quality plans.
Review and approve progress, forecasts.
Attend schedule progress meetings with Contractor

5. TWREs Home Office Audit Team


TWREs home office will organize the audit team and audit the
project by weekly for the following items;
Safety
Quality
Progress

The audit results will be immediately corrected and prevented with


corrective action plan.
