Please find enclosed herewith one set of tender documents for submitting quotation for
Development and Implementation of PCRA Android Application for Mobile Phones & iPad at
PCRA, New Delhi
You are requested to submit your most competitive offer for the above on or before the due date
and time indicated above following the instructions given in Note for Bidders.
The scope of work, terms and conditions and specifications are enclosed with this document.
Deviations to our terms and conditions is not acceptable. Bidder should conform to all our
specifications, all data sheets and annexures of the tender to be filled in and one copy of the
tender document to be duly signed on each page and stamped as a token of your
acceptance to conform to our terms and conditions.
PCRA reserves the right to accept or reject any or all tenders in part or full without assigning any
reason whatsoever.
Incomplete tender, and tender not accompanied with the required documents and conditional
tender is liable for rejection without assigning any reason thereof. Each Annexure/document
attached with the tender notice will form the part of the tender.

Bids shall be submitted in the manner as described in Note for the Bidders of this
tender document.
Pre-Qualification Requirements
The agencies that intend to participate shall meet the following qualifying
requirements and shall submit substantiating documents in support of their claim,
along with their bid.
1. Experience Criteria:
The bidder should possess experience of completed Similar Works of following
executed cost during the last five years:
a) Three similar completed works each costing not less than the amount
equal to Rs.1,01,124/OR
b) Two similar completed works each costing not less than the amount equal
to Rs. 1,34,832/OR
c) One similar completed work costing not less than the amount equal to
Rs. 1,68,540/The bidder should submit the copies of the work orders for supporting their
experience. Work orders should reflect total value of the jobs awarded to the
bidder.
2.
Financial Criteria:
Minimum Annual turnover of the Bidder in any one of the three preceding financial
years i.e. 2009-10, 2010-11 & 2011-12 shall not be less than Rs. 2,02,248/The bidder should submit the copies of the Balance sheet for supporting their
Turnover.

The bidder should quote the rates in English both in Figures as well as in words, in the
Schedule of Rates format forming part of the Tender Documents.

If there is any discrepancy in the rates quoted in figures and in words the rates quoted
in words will be considered.

Owner reserves the right to reject, accept any or all offers without assigning any reason
whatsoever. Owner also reserves the right to split up the contract between two or more
successful bidders.

Following shall be the scope of the work for Development and Implementation of PCRA
Android application for Mobile Phones & iPad at PCRA, New Delhi:
1. Successful bidder has to Develop & Implement PCRA android application for Mobile
Phones & iPad on Petroleum Conservation in Domestic, Transport and Industrial sector
with following main features:
User can download & install the PCRA Apps (Application) from Apps store /
Android market free of cost on their Mobile Phones / iPad.
User can go to any category and read the petroleum conservation tips of
PCRA in that particular category.
User can refer the PCRA Apps to their friends through contact list where
the SMS will be sent to their friend with the application link.
User can share the PCRA petroleum conservation tips on face book if they
have the facebook account.
2. Deliverables:
Submit the complete working PCRA android application for Mobile Phones
& iPad on petroleum conservation in 03 CDs.
Link to download the PCRA android application for Mobile Phones & iPad
from android market.
Submit the Source code of the developed PCRA android application for
Mobile Phones & iPad in 03 CDs.

3. Delivery Schedule : Successful bidder has to complete the job within 30 Days of Date of
workorder.
The
schedule for main stages involved for the Development and
Implementation of PCRA Android application for Mobile Phones & iPad is as follows:
4. PCRA will provide all the tips for Petroleum conservation in Transport, Domestic and
Industrial Sector to successful bidder.

7. The rating given by users for the developed PCRA android application can be seen any
time from Android market by accessing the developed PCRA android application.
8. Job completion report in the standard format, duly signed by the officer concerned
posted at the location shall be submitted by the successful vendor to PCRA, New Delhi.
9. The developed PCRA android application will be the property of PCRA.
10. The successful vendor has to provide 1 year support / warranty (from the date of
implementation and acceptance of the PCRA android application) on the developed
PCRA android application to PCRA. During the support period of 1 year the successful
bidder has to carryout the necessary changes/ error corrections (if any) recommended
by PCRA officers in the implemented PCRA android application for Mobile phones &
iPad.
11. The successful bidder has to ensure the smooth (error free) running of the PCRA
android application and availability of the PCRA android application at android market
for the duration of 1 year.

The bidders are required to quote only for those items for which they can provide the
maintenance of software during and after the warranty period either themselves or
through their authorised representatives. The Name & Address of contact person,
responsible for maintenance services at their location is mandatory.

The job will be awarded on L-1 basis ( i.e., Lowest Technically accepted Bid)

The bidder is required to submit following with the Bid in separate envelope, without
which, the bid may be rejected:

A certificate as per Annexure B.
Names of offices who will provide warranty/support/maintenance services
at locations mentioned at Annexure A.

Payment terms: 90% of the payments against invoice shall normally be made within 30
days of receipt and acceptance of materials at destination and submission of Job
completion reports. Balance 10% against submission of performance Bank Guarantee
for equivalent amount from a Scheduled/Nationalised Bank in prescribed format which
will be valid for 15 months from the date of acceptance of materials at locations.

Rates quoted must be inclusive of all taxes, octroi, transportation charges, transit
insurance etc up to the place of delivery.
7.
The existing PCRA petroleum conservation Tips for transport, Domestic and Industrial
sector can be seen from PCRA website ( i.e, www.pcra.org)
8.
The Petroleum Conservation Tips for transport, Domestic and Industrial sector used for
PCRA android application may vary from what is mentioned at PCRA website
( i.e, www.pcra.org).
9.
The ownership of the Developed PCRA android application for Mobile phones & iPad
will at all times vest with the PCRA and the Successful bidder will have no proprietary or
other rights in respect of the same.

The successful bidder will be responsible for any copy right issues / plagiarism resorted
to by the successful bidder. The PCRA will not be a party to any dispute arising out of
copyright violation / plagiarism by the successful bidder.

The Owner reserves the right to accept any bid, and to annul the Tender process and
reject all bids at any time prior to award of Contract, without thereby incurring any
liability to any Bidder or any obligation to inform the Bidder of the grounds for the
Owners action.
12.
In case of any dispute arising between the Owner and the Bidder relating to any matter
connected with the contract, the same shall be settled by an arbitrator to be appointed
by the Executive Director of PCRA whose decision shall be final and binding. The
arbitration proceedings shall take place at Delhi and courts at Delhi shall have
jurisdiction over the matter. The contract shall be interpreted in accordance with the
Indian laws

DEFINITIONS
The following expressions used hereunder and elsewhere in the tender documents shall,
unless repugnant to the subject or context thereof, have the following meanings
hereunder respectively assigned to them, as under:The OWNER/PCRA means Petroleum Conservation Research Association, a registered
society Ministry of Petroleum & Natural Gas, Government of India situated at Sanrakshan
Bhawan, 10 Bhikaji Cama Place, New Delhi 110066.
Goods/Materials: Goods and/or materials, shall mean any of the articles, materials,
instruments, equipments, supplies, data and other property and all services including but
not limited to design, delivery, inspection and testing at Vendors works and installation
and commissioning specified to complete the order.
Vendor/Supplier : Vendor shall mean the Person, firm or corporation to whom the
Workorder is issued.
Contractual Delivery Date : Contractual Delivery Date is the date on which goods
shall be delivered F.O.R. dispatching Point/destination in accordance with the terms of
the Workorder. This contractual delivery date/period is inclusive of all the lead time for
engineering, procurement of raw materials, manufacturing, inspection testing, packing
and any other activity whatsoever required to be accomplished for effecting the delivery at
the agreed delivery point.
Procurement Coordinators/Managers: Owners authorised representatives appointed
as Procurement Coordinators/Managers.
Inspectors : Inspectors deputed by Owner.

Firm and not subjected to escalation for any reason whatsoever till the execution
of the entire order, even though it might be necessary for the order execution to
take longer than the delivery period specified in the order.

INSPECTION/REJECTION/ACCEPTANCE
Materials/equipment received by the Purchaser will be inspected according to the
specifications as necessary. The goods, which do not meet the requirements, will be
rejected and the supplier intimated accordingly. These shall lie at the risk and the cost
of the supplier, if the defects can be removed the Supplier shall do so at his expenses.

DELAYED DELIVERY
In the event of delay on the part of the Vendor in effecting deliveries as stipulated in the
order, or any extension thereof permitted by the Purchaser, Owner may at his option
either

Cancel the order in part or in full and award such cancelled work from
elsewhere on account and at the risk and cost of the Vendor without prejudice
to its right under (i) above in respect of goods delivered.
CONTROL REGULATIONS
The supply, dispatch and delivery of material(s)/equipment(s) should be arranged by the
supplier in strict conformity with the statutory regulations as applicable from time to time.
The Owner disowns any responsibility for any irregularity or contravention of any of the
statutory regulations in manufacture or supply of the goods covered by the order.

SALES CONDITIONS
With Vendors acceptance of provisions of the Workorder he waives and considers as
cancelled any of his general sales conditions.

COMPLETE AGREEMENT
The terms and conditions of the Workorder shall constitute the entire agreement
between the parties hereto. Changes will be binding only if the amendments are made
in writing and signed by an authorised representative of the Owner and the Vendor.

TRANSIT RISK
Transit Risk Insurance shall be covered by the Vendor.

CHANGES
The Owner has the option at any time to make changes in quantities ordered or in
specifications and drawings. If such changes cause an increase or decrease in the

price or in the time required for supply, an equitable adjustment under this provision
must be finalised within 10 days from the date when the change is ordered.

CANCELLATION
The Owner reserves the right to cancel the Workorder or any part thereof and shall be
entitled to rescind the contract wholly or in part in a written notice to the vendor if:

Upon receipt of the said cancellation notice the Vendor shall discontinue all work on the
Workorder and matters connected with it.
The Owner in that event shall be entitled to procure the requirement in the open market.
The Vendors liability shall be limited to the extra cost, if any, only so incurred by the
Owner for the remaining work done by the Owner. Owner shall be responsible for
quality and workmanship thereof. Vendor shall not be responsible if the equipment
performance is affected by the work done by the Owner.

NON-WAIVER
Failure of the owner/Procurement Co-ordinators to insist upon any of the terms or
conditions incorporated in the Workorder or failure or delay to exercise any rights or
remedies herein or by law or failure to properly notify Vendor in the event of breach, or
the acceptance of, or payment of any goods hereunder or approval of design shall not
relieve the Vendor and shall not be deemed a waiver of any right of the Owner or
Procurement Co-ordinators/Managers to insist upon the strict performance thereof or of
any of his or their rights or remedies as to any such goods regardless of when goods
are shipped, received or accepted nor shall any purported oral modification or revision
of the order by procurement Co-ordinators/Managers act as waiver of the terms hereof.
