POST MISSION REPORT

SECURITY ASSESSMENT TO SEMARANG/SOLO


UN DESA CONFERENCE
High Level Dialogue on the Institutional Framework for Sustainable
Development
On 19 21 July 2011 in Lor In Hotel, Solo, Central Javas
I.

Introduction

1.
During the period 5-7 July, UNDSS-I Comd Group conducted a joint security
assessment/reconnaissance mission with MOFA and Ministry of the Environment to Semarang
and Solo ahead of the UN DESA conference at caption which is scheduled for 19-21 July. The
assessment focused on the venue (conference and delegates accommodation, coordination of
security arrangements and assessment of capabilities of both hotel management and local police).

The Lor In Hotel pictured below will serve as both venue and hotel of accommodation
for the conference.

Outline of the Mission

The mission schedule is attached at Annex A.

On Day 1, the team flew to Semarang and after settling in held a coordination meeting
with representatives of the MOFA (security), Ministry of the Environment and Event Organisers.

It was established that the UN and government teams shared similar expectations of the
assessment mission and government officials offered full support to the UNDSS team. Persons

On Day 2, the joint assessment mission paid an office visit to the Deputy-Governor of
Semarang. The team was well received and during the visit, the CSA outlined the role/objectives
of the mission and the expectations of the UN. The Deputy-Governor assured the CSA of her
knowledge of the conference and the full support of the administration in Semarang.

The assessment mission then moved to the police headquarters for a meeting with the
KAPOLDA (Provincial level Police Chief). While both the KAPOLDA and Deputy were
unavoidably absent, the mission was received by the General Staff including the Operations and
Intelligence Chiefs and the KAPOLRES (District level Police Chief) of Solo, Lieutenant Colonel
Edi Suroso. Following introductions on both sides, the CSA outlined the mission objectives and
expectations of the UN. The police general staff indicated their awareness of the upcoming
conference and shared a copy of the initial concept and plan of operations. The full support of the
police was assured inclusive of intelligence updates on the situation in Solo. The KAPOLRES of
Solo was introduced and was availed to escort the mission on to Solo for the continuation of the
assessment.

The assessment mission then travelled by road to Solo with a police escort provided from
the boundary of Solo district to the Lor In Hotel. On arrival and following reception, the team
did an initial tour of the compound with hotel management and police before checking in.
Thereafter, a more detailed assessment was done by the UNDSS team followed by the
completion of the Security Requirements Estimate (See annex C). In the evening, a tour of the
perimeter was conducted to assess lighting, surveillance and detection capabilities. The team
from MoE and MOFA departed Solo on the afternoon of Day 2.

On Day 3, the UNDSS team conducted a confirmatory assessment of the perimeter
security prior to a planning meeting with police and hotel management. The CSA first presented
a brief SRA detailing threats, vulnerabilities and risks before delivering a concept outline. The
police commander then presented a review of the initial security plan which addressed most but
not all of the security concerns identified by UNDSS. However, the KAPOLRES, exhibited great
flexibility and assured that the concerns that were raised by the DSS team would be reworked
into the final plan.

CSA also discussed the need for a rehearsal and indicated that a DSS team led by DSA
would return early enough to review planning and engage in a joint rehearsal with the police

ahead of the event. The CSA and KAPOLRES also agreed to the establishment of a joint
operations/coordination centre.

Following, these meeting the team travel directly from Solo to Jakarta.
III.

Venue Assessment

Overview
12.
The venue is a large, sprawling resort complex covering 4.5 hectares and situated about 4
km from Solo airport. It is expected that most delegates will arrive at Solo airport on direct
flights from Jakarta while some may fly directly into Solo on international flights. In that regard,
the police have identified 36 points that they will cover along the route to the hotel in addition to
providing escorts.

It is expected that at least 105 delegates of the UN DESA conference will be
accommodated at the Lor In Hotel with some others to be accommodated at nearby hotels. In
addition to the UN DESA conference, two other government sponsored conferences will be
hosted at the Lor In Hotel at the same time.

Refer to Annex D for a layout of the Lor In Hotel while the vulnerabilities are detailed in
Security Requirement Estimate (Annex C). The estimate covers layered security, counter
breach/blast mitigation, External/internal controls, Fire, Venue Security, Information
Management, Medical and Command and Control.

The Police have an EOD, rapid response and armoured escort capability.
IV.

Threat Environment

16.
The threats and risks to the conference are examined in the security risk assessment
(Annex B). The overall threat that is determined in the provincial region of the conference is
assessed as High. However, with all security mitigation measures in place, the level of risk is
considered to be LOW.

The security requirements estimate which examined vulnerabilities/gaps and required
mitigation measures are complementary to the SRA. Specific mitigation measures that were
identified have been accepted by the police and hotel management for inclusion in their final
plan.

UNDSS support mission will return to Solo on 17 July and remain for the duration of the
conference. The mission will be focused on ensuring coordination/implementation of security
measures and general oversight.
Issues of Concern

19.
Though a threat of small scale attack exists, there is no available explosives detection
capability available in Solo. The threat of explosive detonation is amplified when combined with
a vehicle-borne threat. Similarly the police and hotel management did not have the equipment to
preclude vehicle attack on the front entrance of the hotel.

These two gaps have been identified for action physical barriers at front entrance to
prevent vehicle borne attack and an effective and efficient explosives detection capability (EDD).
The police have been asked to address this concern to the Kapolda in Semarang and similarly
UNDSS will communicate this concern to the office of the Kopolda.
IV.

Conclusions and Recommendation

The assessment mission was timely and has assured UNDSS that the Government of
Indonesia is serious in their support of this conference. Government and security stakeholders
were very supportive and responsive and once this holds through to the end, the implementation
of the security plan should allow for a well-supported conference.
22.
The expectations of the UN were well articulated and police, government and hotel
officials are now all reading from the same script. However, there are concerns related to the
vehicle borne and explosive threat at front lobby that have still not been sufficiently mitigated
though the concern has been accepted by the police. In this regard, follow up is needed with the
Office of the Kopolda in Semarang.
