Request for expression of interest for consulting services
Brief Description of the Project
1. The government of Nepal has provided the funds for construction of Maternity and Child Health
Center 400 Bedded Hospital Building And 38 Unit PG Hostel residential building and its
infrastructure works starting from fiscal year 2071/72 to 2072/73 and intend to apply part of the
proceeds toward the procurement of reputed and experienced national consultants for carrying
out of detailed design, drawing, documentation works and construction supervision of
multistoried buildings and its related infrastructure works within the premises of B.P. Koirala
institute of Health sciences, Ghopa camp Dharan, Nepal.
Brief Description of the consulting services
2. The object of the consultancy service is to(a)site inspection and selection of sites as per the
approved master plan.(b)detailed design of multistoried structural design ,drawing for
residence.(C) preparation of estimate, specification, tender documents, and all related works as
per the standard norms and Engineering practice.(d) Evaluation of tender and submit
recommendations to the client through proper channel .(e)construction supervision of the
building and handover to the client as mentioned in the agreement under public procurement
Acts 2063 and rules 2064.
3. Interested consulting forms/ institutions with single or (j/v) must provide informations
indicating that they are qualify to perform the services and carry out building works in line with
highest management and professional standards. The application will be evaluated by BPKIHS
and consulting forms/institution will be short-listed based on the following information.
a. General Experience of consulting forms/institution for last 10 years.
b. Experience in similar fields for last 5 years.
c. Availability of staffs with suitable experience and qualifications.
d. Average annual turnover for last 5 years.
e. Positive net worth for last 2 fiscal Year
f. Consulting /institutions duly registered in VAT and PAN
g. Registration certificates issued by authorized government agency.
h. Tax clearance certificate up to F/Y 2070/071
i. A written declaration made by the forms/ institutions with the statement that
s/he is in the proposed procurement proceeding, and has not been punished for
a professional or business related offence.

4. Application for Expression of Interest (EOI) shall provide all above required information
duly substantiated by supporting document. In case of an application is submitted in
association of two or more consulting forms/ institution ,the association shall be in the
form of a joint venture (with the joint venture agreement clearly specifying that the
partners shall be jointly and severally liable) or an intended joint venture, and shall
specify the leading partner.
5. Interested consulting forms/institution may obtained Terms of references (TOR)and
further information at contract phone no 025525555 ext. no.4021/4012 during the
period of 15 days from the first publication of notice within normal office hours.
6. Expression of interest (EOI) must be clearly marked as Expression of Interest (EOI) for
consulting service for BPKIHS Ghopa camp, Dharan, Nepal, and submitted through
online bidding website of BPKIHS www.bpkihs.edu addressing to The registrar, B.P.
Koirala institute of Health sciences, not later than 15th day from the first publication of
notice before 2:00 PM. In case of last submission date falls on the public holiday, the
next following day will be regarded as the last date of EOI submission. EOI opening
should be done immediately after last date and time of submission. Bidders or
authorized agents are required to present with original documents and letter of
authorization at the time of EOI opening.
The EOI Must include a capability statement showing adequate information regarding
the organization, relevant experience, experience of working in similar assignments,
proposed professional staffs etc. It is intended that the short listed firms will be invited
subsequently to submit their technical and financial proposal as per the Request for
Proposal (RFP) to be issued to them. A consulting firm will be selected in accordance
with the procedures set out in public procurements act & regulation.
BPKIHS reserves the right to shortlist any or all the firms without assigning any reason
whatsoever. Interested firms may obtain further information at the address below

building/PG Hostels)
B.P.Koirala Institute of Health sciences(BPKIHS) invites EOI(Expression of interest )for the
purpose of short listing the qualified, eligible and experienced domestic Consulting firms for
design and supervision of the Hospital/Hostels/ in the BPKIHS premises at Dharan. The budget
to this purpose has been allocated by the BPKIHS for the fiscal year 2071/072. Experienced,
eligible and willing consulting firms are invited to submit their EOI. Submission of EOI from joint
venture of firms will also be considered.
The EOI shall be submitted online at e-tender website of BPKIHS www.bpkihs.edu no later than
the working hours on 15th day of first publication of this notice.
The receive EOI shall be short listed based on criteria attached.
In case the days of submission of the EOI falls on a public holiday, it shall then be submitted on
the following working day. Only the short listed consulting firms shall be invited for RFP
(request for proposal). BPKIHS reserves the right to shortlist any or all of the firms without
assigning any reasons whatsoever. Further information or clarification can be obtained from
the Registrar Office, BPKIHS during office hours (8:00 am to 5:00 pm)
ELIGIBILITY OF CONSULTANT
The application of EOI shall be submitted by single or joint-venture firms.

EVALUTAION CRITERIA
The evaluation shall be done as per following criteria
Profile of the firm -30%

Year of standing, average annual turnover of last three years and manpower resource of
the firm.
Experience of the firm -70%
- General experience 60%
# Experience in design and supervision of civil engineering works of the project cost not
less than 15 million.
# Experience in design and supervision of Building works of project cost not less than 15
million

-specific Experiences-10%
# Experience in design and supervision of hospital works of project cost not less than
15 million
