No futuro Congresso que temos a peito convocar breve, essa cr�tica ser�
o �nico ju�z a que todos n�s os Portugueses havemos de nos sujeitar para
adop��o de ortografia portuguesa e rejei��o absoluta de toda ortografia
individual, seja quem for seu autor.
Todos n�s, os que lemos, e mais a�nda os que escrevemos para o p�blico,
sabemos qu�o diverjentes s�o as ortografias das v�rias Redac��es e
estabelecimentos tipogr�ficos. Teem escritores +suas ortografias+
pr�prias, como +as+ teem as imprensas particulares e as do Estado. E nas
do Estado s�o diferentes +as ortografias+ da Imprensa Nacional e +as+ da
Imprensa da Universidade--estes plurais s�o a express�o real de um
facto, sem censura pessoal.
Com a exposi��o que vamos fazer dos princ�pios mais jerais em que
assenta a reforma ortogr�fica, por n�s iniciada, temos em vista mostrar,
a todo o pa�s capaz de pensar e ler, que o nosso intuito � realizar uma
das verdadeiras condi��es da vida nacional--exist�ncia de ortografia
+uniforme e cientificamente sistem�tica+ a que deva chamar-se
+Ortografia Portuguesa+.
Sigamos dois bons exemplos a que largos anos deram ha muito j� a san��o:
o exemplo da Hispanha e o mais antigo da It�lia. V. Ex.� a quem
dirijimos esta nossa exposi��o, honrar-nos ha dando-lhe a maior
publicidade que puder; e por certo se julgar� honrado se entender que
com essa publica��o presta bom servi�o � p�tria a quem devemos �ste
respeito.

2.� Como facto social � produto complexo, vari�vel por evolu��o pr�pria
da sociedade cujas rela��es serve.
4.� Esta representa��o deve ser exacta para todo o povo, para toda a
na��o e portanto deve respeitar a filia��o hist�rica.
5.� � evidente, pois, que a ortografia n�o pode ser especial dum modo de
falar, quer �ste seja dum s� indiv�duo, quer duma prov�ncia ou dialecto
da l�ngua.

II. Valor hist�rico dos fonemas a�nda proferidos e dos que j� n�o se
proferem; influ�ncia d�stes s�bre a modula��o da vogal precedente.

V. Hom�nimos e par�nimos.
I--DA ACENTUA��O
6.� _bis_. Todo voc�bulo terminado d�ste modo mas cuja acentua��o se faz
noutra s�laba tem o acento gr�fico nessa s�laba. Ex.: _pedi, pedis;
funil, 'funis; matiz; p�nsil, p�nseis; cascavel, cascaveis; peru,
perus; Hindu, Hindus; Caramuru; tr�bu, tr�bus; P�ru_.
7.� _bis_. Ser�, por�m, marcada a acentua��o d�sses voc�bulos quando ela
se fa�a noutra qualquer s�laba. Ex.: _�rg�o, Est�v�o_.
2.� S�o banidos da escrita os s�mbolos gr�ficos sem valor. S�o eles as
consoantes dobradas ou grupos de consoantes n�o proferidas e sem
influ�ncia na modula��o antecedente, nem necessidade por deriva��o
manifesta de outro voc�bulo existente em que haja de proferir-se cada
uma das consoantes, como � _Ejipto_ de que se deriva _ej�pcio_.
_a)_--1.� Escrevem-se com _ch_ as s�labas que s�o proferidas com palatal
dura, segundo os dialectos, explosiva ou cont�nua: _chave, chapeu,
chuva_; etc. A etimolojia e as l�nguas conj�neres determinam que sigamos
o exemplo dos nossos cl�ssicos e de v�rios monumentos escritos usando-se
da grafia _ch_.
2.� Escrevem-se com _x_ (melhor seria _[.x]*_) as s�labas cuja inicial
palatal � dura cont�nua: _xacoco, xadrez, xarafim; enx�rcia, enxada,
enx�rga, enx�rga, enxertia, enxaimel, enxame, enx�ndia; rixa, roixo;_
etc. Cf. _d)_.
3.� Escrevem-se com _s_ as s�labas cuja final � sibilante dura palatal
e, espor�dicamente, sibilante dura dental: _mas; basta; foste; d�mos,
d�mos; bosques; portugu�s, portugueses_; etc. A etimolojia, o dialecto
transmontano e as l�nguas conj�neres determinam a grafia _s_.
4.� Escrevem-se com _s_ inicial, ou com _ss_ entre vogais, as s�labas em
que a sibilante dura � ou dental, ou supra-alveolar, conforme os
dialectos: _saber, classe, diverso, sess�o, conselho, soss�go, soss�go_,
etc. Determina��o hist�rica e compara��o.
5.� Escrevem-se com _�_, ou com _c_(_e, i_), inicial as s�labas em que a
sibilante � dental dura, e s� � supra-alveolar nas partes do pa�s onde
n�o ha outra sibilante dura inicial: _pe�o, ci�ncia, concelho, po�o,
do�ura, pre�o, �apato, �ar�a, c�rcere_, etc. Determina��o hist�rica e
compara��o.
6.� Escrevem-se com _s_ entre duas vogais (uma final da s�laba a que
pertence a sibilante, outra final da s�laba precedente) as s�labas em
que a sibilante � branda dental ou, segundo o dialecto, supra-alveolar:
_posi��o, coser_ (consuere), _precioso, preso_ (prehensum, cf. _prezo_),
_preciso, p�so, p�so_, etc. Determina��o hist�rica e compara��o.
8.� Escrevem-se com _z_ final os voc�bulos que nos seus derivados s�o
escritos com _c_ (_e, i_) correspondente � sibilante final deles. Assim
o determina a etimolojia, evidente na deriva��o, e a pron�ncia
dialectal. Exemplos: _infeliz, infelicidade; s�mplez, s�mplices,
simplicidade; our�vez, ourivezaria_; etc.
_c)_ Conservamos todo sinal gr�fico de fonema hist�rico, hoje nulo, cuja
influ�ncia na vogal precedente � persistente: _ac��o, actor,
predilec��o, redac��o, respectivo, traject�ria, baptismo, concep��o_; e
a�nda quando � facultativa a pronuncia��o, como em _car�cter._
III--DOS DITONGOS
Pelo que fica dito se v� qual a maneira por que indicamos a dissolu��o
do ditongo. N�o usamos da _di�rese_, tamb�m chamada _�pices_, e mais
jeralmente _trema_ �, que alguns gram�ticos entre n�s querem que se use
na vogal prepositiva ou conjuntiva, e no _u_ das prola��es, para neste
caso mostrar que faz sin�rese com a voz seguinte.

O NOSSO INTUITO
� claro que tratar de assuntos como �ste n�o � objecto de uma s�mplez
circular. E se o leitor houver notado que us�mos nela de modos de
ortografar para que n�o encontra explica��o nos princ�pos que ficam
estabelecidos, atribua o facto a n�o caber a explica��o suficiente nos
princ�pios jerais. Cremos que as bases, como ficam postas, constituem
m�todo sem contradi��es:--se o Congresso f�r at� suprimir (como julgamos
que deve suprimir) as letras consoantes in�teis nos nomes pr�prios e nos
de fam�lia, assinaremos sem dobrar as consoantes _nn, ll_ dos nossos
nomes.
N�o nos preocupa uma idea preconcebida. N�o nos domina um subjectivismo
apaixonado. Desejamos que no pa�s todo se una para discutir de boa f�
quem tiver estudado o problema, e que �ste se resolva estabelecendo-se
ORTOGRAFIA PORTUGUESA.
