was most popular with young girls in the
shire. A princess was selected from a panel
of judges each year and they not only took

The 2015 Autumn Festival will be held this

incorporate the theme Our Culture, Our
Art.

Whilst Inglis Street will be closed for the


day (between Cowie and Stead), attractions
will include a Japanese quilt exhibition,
miniature dollhouses, an animal farm and
the annual parade at 11am, followed by a pet
show and wood chop at 12pm.

Mr Shanahan said the festival was a great


way to put Ballan on the map, and he and
Gabrielle were pleased to see that after all
these years the festival still existed.

LUCKY early visitors to the
Loving Indigo The World
of Shigeko Asada quilt exhibition in March will receive
a handmade bookmark featuring ancient Japanese kasuri family cloth.
Friend and colleague of the
late Shigeko Asada, Chizuru Momoge, said the 1000
bookmarks were made by
four friends of Mrs Asada
using their traditional family cloth. She said the four
Japanese ladies who were
aged over 80-years-old cut
up valuable indigo-dyed
cloth which belonged to
their families in order to create the bookmarks.
Event organiser Jacinta
Davie said: They specially
made these bookmarks as
small keepsakes for visitors
to Shigeko Asadas Australian exhibition.
The women generously
used genuine kasuri cloth hard to obtain these days - to
make the bookmarks, Ms
Davie said.
She said while the ladies
couldnt make it to Ballan
they asked visitors to the

exhibition to please accept

Pub clinic ploughs into health

WHEN several young Bacchus Marsh


men died of preventable causes eight
years ago, Dr Ravin Sadhai opened his
first pub clinic.
The Bacchus Marsh Medical Clinic
doctor said when the men aged in their
early 40s died he decided to investigate
and found that those men had rarely
come to the hospital and had died of
preventable diseases.
Men seem to be the worst asking for
help, Dr Sadhai said.
He realised that if men wouldnt come
to a clinic, then he had to take the clinic
to them. He will hold his ninth free pub

Sketching the shed boys

MOORABOOL artist Brian Lawrence is well


known for winning art prizes and his heavy Scottish accent, but perhaps his most important legacy
will be his recent series of sketches featuring a
group of sheddies.
Mr Lawrence has sketched 27 members of the Ballan Mens Shed in pencil, including a self-portrait,
capturing cheeky smiles and eyes that have accumulated centuries of experiences and wisdom.
Im a member of the mens shed and did a series
of sketches of the older guys ranging from 60 to
91-years-old, Mr Lawrence said.
Im probably better known as a sketcher more
than anything. I did two or three sketches a week
and want to keep going and do a sketch of all of
the men.
He said the sketches would eventually be framed
and used to raise funds for the mens shed.
Mr Lawrence has been sketching and painting watercolours and acrylic landscapes for more than 16
years, taking it up after a workplace accident.
He said his art was therapeutic and had helped
him through some difficult times.
Despite winning numerous awards including the
2014 Ballarat Artists Award and Ballan Art Shows
best local content and acquisition prizes, he said he
didnt believe art was a competition.
I like the words art show rather than art competition because its your own journey, he said.
Mr Lawrence has been entering the Ballan Art
Show for the last 11 years and said it saddened him
that this years show (held on March 20-22), would
be its last.
Its one of the most friendly and best presented
rural shows and Ive made some really good friends
from it. They make you feel very welcome.

Lack of funding puts


council at risk

Moorabool Shire Council


has fallen below the line
when it comes to financial
sustainability, according to a
Victorian Auditor Generals
report.
The report labelled councils
financial sustainability as at
risk.
The report said more than
20 of the states councils reported underlying operating
deficits in the last financial
year and attributed it largely
to the Federal Governments
decision not to pay Financial Assistance Grants in
advance.
Mayor Paul Tatchell defended Moorabools financial
position.
Theres a really complex
reason why it happened, and
its to do with local government grants which lowers
the cost of our borrowing
and they hadnt been approved at the time.
The overwhelming thing
in all of this is that regional
councils are so underfunded
that theyre trying to build
on the back of the ratepayer
and thats simply not sus-

tainable, its as simple as


that. Theres no equity or
fairness in how state funding is released into a region,
theres a lack of parity in regional funding as opposed
to urban funding and ultimately all regional councils
are paying the price.
And I think the Auditor
General makes that point.
He said that despite the
snapshot of Moorabools finances being taken at an inopportune time, council still
needs more funding.
Look at our rate base were 30 per cent of Ballarat,
25 per cent of Melton, and
we have to carry at least a
third more land and a third
more roads to maintain.
You dont have to be secondcousin to Einstein to work
out why regional ratepayers
are being abused to prop up
infrastructure that the state
government should be paying for.
Weve never had fair and
equitable funding, and were
trying to play catch-up as
the second fastest growing
shire in Victoria in terms of
infrastructure.

Art Show paint dries up Women hold court

THE 40th and final annual


Ballan Art & Craft Society
Art Show will take place this
weekend.
After four decades, Ballan
Arts & Crafts Society members have decided to pack
away their brushes and easels. They will dissolve as a
society after they dismantle
the 40th art show.
Art show convenor Jessie
Davis has been organising
the art show for the past 15
years.
She said the art show was
started by the late Edward
Heffernan (a well-known
artist) and the late Jessie
McLean in 1975 as part of the
Arcadian Art Festival (now
Ballan Autumn Festival).
The first festival was used
to raise funds for the Ballan
and District Soldiers Memorial Bush Nursing Hospital,
Ms Davis said.
In 1979 the Ballan Art &
Craft Society continued to
organise the art show, assisted by the service clubs of
Ballan.
She said it was a shame the
society could no longer run
the art show, however the
number of art show entries
had reduced by 100 pieces
over the last three years.
We got a buzz to see all the
artwork exhibited, she said.
She said residual funds
from the society had been
donated to Ballan District

Health & Care (BDHC) for
an oncology chair and also
to the local mens community group. She thanked all the
local businesses and organisations who had sponsored
and supported the society
over the years.
There are still plenty of
avenues for people to exhibit
their art in Bacchus Marsh,
Trentham, Daylesford and
Ballarat, she said.
Tentative plans by BDHC to
take over the annual Ballan
art show were also packed
away.

BDHC had regretfully decided they were unable to
take over the annual Ballan
Art Show from 2016 because
they didnt have enough volunteers to run it.
BDHC s decision is a sad
one, mourned by members
of the Ballan Art & Craft Society and the Ballan Autumn
Festival committee. Both
groups understand the rarity of new volunteers, willing and able to put several

whole days into a project,


Ms Peckham said.
Mind you, if anybody out
there wants to run a great
art show they should contact Jessie Davis right now.
She will gladly show you the
ropes.
The 40th art show and presentation of awards will be
launched on Friday, March
20, 7pm at the Moorabool
Shire offices at Stead St, Ballan. The art show will continue on Saturday, March 21
from 10am to 5pm, and Sunday, March 22, 10am 4pm.

Local resident Carol Saffer
was appointed to the orchestras board of directors in
January and already envisions bringing the orchestra
to a local venue.
Its the sort of music that
appeals to a fairly wide
demographic. Its a classic
orchestra with a little bit of
a jazz influence, Ms Saffer
said.
She said NPCO was a ninepiece orchestra with six
women. Thats unusual for
an orchestra.
I found it has quite a
big fan base, particularly
around Daylesford and the
Ballarat area, she said.
I want to look at the possibilities of taking the music to the fans, such as the
Hepburn Springs Swiss
Italian Festa. If we have the
ability to have a concert in
Ballan, with the right venue
and acoustics, it would be
fantastic.
She said the orchestra was
founded by young Austral-

ian pianist and composer

The music is very accessible. Gemma is an amazing
woman and has a fantastic
feel of how to communicate
musically, Ms Saffer said.
Like any performing arts
organisation, we dont make
any money, we really depend
on sponsorship. Gemma has

a not-for-profit and set up a
board of directors.
I had been interested
in joining a not-for-profit
board. Im on the Ballan
Farmers Market committee
and used to be on the Ballan
Autumn Festival committee.

new CD Between the Lines
at its first concert this year
on Thursday, March 19, 2015
at 7.30pm at Deakin Edge on
Federation Square.

Weighing up the cost of rate capping

High percentage increases
in council rates may be a
thing of the past as the State
Government begins its rates
capping plan by enlisting
the Essential Services Commission to develop a framework for the system.

Introducing a system where


rates increases are capped
at the same rate as inflation
is designed to keep rates in
check with the cost of living,
a promise of the Labor Party
before its election last year.
As part of its inquiry, the
ESC will consult widely with
councils and government
agencies, as well as peak
bodies such as the Munici-

pal Association of Victoria,


Victorian Local Governance
Association and LGPro.
Additionally, the ESC will
regularly consult with a
sector panel established
by the Minister for Local
Government.

The ESC will publish a draft


report on the framework,
with local governments and
other interested parties invited to comment.
A final framework report
along with draft guidance
material will be provided to
the Minister for Finance and
Minister for Local Government by October 31 2015.

which would burden a shire
like Moorabool which has a
vast roads network to pay

outlook including population growth, services and
infrastructure needs, she

ground - CPI is a shopping
basket formula; happy to
lower rates; but will the cost
shift be transparent, and
who will pick up the tab.
The CPI in the city can be
completely different to that
in the country; its a bit rich
for pollies to talk about fair
and equitable when 25 per
cent of the people live in
rural Victoria, and we only
get five per cent of the funding, and if you are in a safe
seat its even worse. Rural
Councils are being set up
to fail; we can live within
our means - can the State
Government?

Early estimates say that it


will cost this Shire about $36
million in infrastructural
investment, and people will
lose jobs based on a very
simple formula where the
EBA is higher than the CPI.
The Government needs to
lose the headline and tell the
whole story; the only thing
the capping deal will expose
is the lack of funding being
applied to rural Victoria.

As I started in the previous


recreation article in this paper, sports participation is
high in Moorabool which is
fantastic but we know there

are gaps in the facilities


available and the demand.
Research done by the Sports
and Recreation team has
shown key growth sports
such as Australian Rules
football, soccer, cricket, basketball and netball are placing further pressure on facility provision in the Shire.
The Recreation and Leisure
Strategy used data from our
Moorabool 2041 planning research to show the demands
on sports and recreation in
the decades to come. Projected growth is unsurprisingly increasing but data
shows it is increasing most
significantly in the 5-39 year
olds and growth in Bacchus
Marsh and surrounds will
be at a much higher rate than
in the west of the shire.
The implication for sports
and recreation is not only an
increase in demand due to
a rising population but the

age group that is increasing


most in population is also
the age group that research
shows participates most in
team sports. There is much
to discuss from the Recreation and Leisure Strategy
and I will use this space to
do so in coming weeks.
As well as doing what we
can to address the challenges that face us, we are
constantly advocating to
other levels of government
for funding to ensure we can
cater for the growing population and growing demand
on our sporting facilities. We
all know the health benefits
of participating in sport,
particularly social connectedness and maintaining a
healthy body physically and
mentally, and we need the
federal and state governments to help us provide
the best possible recreation
facilities.

Positive benefits to plan KERB CHATTER

Investigating how to deal with


the impact of the drug ICE and
increasing community use of
the Darley Civic and Community Hub have both been added to
Moorabools Health and Wellbeing Plan.
Councillors adopted the additions, as well as endorsing the
first annual review of the 20132017 plan at the Wednesday 4
March council meeting.
A Report tabled at the meeting
explained that the first year contained 26 ambitious actions
Considering the number of actions in the first year, the number of actions completed or in
progress was considered very
positive and the committee remarked that this was a positive
achievement for the first year,
the report read.

11 actions were completed in


the twelve months, which were
to implement a Community
Leadership Program that focuses on health and wellbeing
issues and outcomes; implement the Lerdi Listeners program, a program for isolated
older people and people with
disabilities to utilise the Lerder-

derg Library; further promote


walking, cycling and running
groups operating in the Shire;
and to identify and apply for
funding opportunities for improving and enhancing walking tracks, including cultural
walks.

Also included were to advocate to the State Government to


implement the Bacchus Marsh
Town Bus review recommendations; increase access to services
for the elderly in Ballan through
a trial community transport service around Ballan; be a culturally inclusive Shire and create
a sense of place for Indigenous
people; deliver and promote the
Federal Government funded
Healthy Communities Project
and evaluate this project with
a view to sustainability; develop a Domestic Animal Management Plan to support and
encourage the positive health
benefits of responsible pet ownership; advocate for improved
food security for low-income
families; and to promote and
monitor food safety compliance
in Moorabool and provide advice on food safety to the public.
14 actions are in progress, however the report explained that

nine of these actions are specified as year one through to four


actions and will therefore not
be completed until the end of
the plan.

The State Government will collect data from councils regarding their annual
phone customer satisfaction survey this month.

From 1-10, how would you rate this council on their


overall performance and community consultation?

One action was also removed


as it was no longer current.
The two new actions involve
encouraging greater use of the
Darley Civic and Community
Hub by community organisations, committees and services,
as well as that a partnership
approach be undertaken to investigating the impact of ICE on
the community and that a strategy be developed to address the
issue including determining the
Councils role.

By 2041, Moorabools Shires population will double to 55076 residents. The areas of Bacchus
Marsh, Darley and Maddingley will be home to 31751 residents and an a further 9861 will call
the district of Bences Road, Hopetoun Park, Long Forest and Parwan home. The population in
the rural areas of the Shire, primarily in the west, will also grow to 7476 with almost 2000 new
residents moving to this part of the Shire.

through to 2041 through the latest stage of the Talking 2041 community engagement campaign.

Maddingley Park Recreation Reserve Committee of Management Community
representative positions (volunteer positions)
Council is seeking expressions of interest from community members to undertake community
representative roles on the Maddingley Park Recreation Reserve Committee of Management.
The Reserve Committee of Management is responsible for the allocation and management
of reserve usage and maintenance, whilst representing the general communities views on the
development of the reserve. Other representatives on the committee consist of a delegate from
each of the reserve user groups and a Council appointed Chairperson.
Interested persons are encouraged to contact the Recreation Development Ofcer on

Nomination forms outlining applicant interest, skills and relevant experience to successfully

Lunch worthy cause


IMAGINE eating a delicious three-course lunch
and raising money for a worthy cause at the same time.

guests did at the Djerriwarrh
Health Services Longest
Lunch on Friday, March 6.
Djerriwarrh Health Services CEO Bruce Marshall said
the event raised more than
$10,000 for the hospitals palliative care unit and services.
Its a cause close to The
Plough owner Mark Mills

heart. Mr Mills lost his father, his wife, and more


recently a good friend from
Myrniong, to cancer and has
spent a considerable amount
of time at Djerriwarrh
Health Services palliative
care unit.
Mr Mills donated his time
to cater for the fundraising
lunch and said knowing the
money would go to the palliative care unit made him
very happy.
It (cancer) touches every-

one, Mr Mills said.


I just love giving my time
for such a worthy cause.
The money just buys lots of
equipment that they need.
I feel very privileged to
have the pub and to be able
to do something for the
community.
He thanked the owners of
St Annes Winery for providing their venue for the lunch,
local producers for donating

Marsh Racecourse and Recreation Reserve Committee
of Management.
The two-year appointment was confirmed at the
Wednesday 4 March council
meeting, in line with the appointments and delegations
policy.

community representative
positions (one person per
club) were received from the
Bacchus Marsh BMX Club,
BM Soccer Club, BM Cricket
Club, Darley Cricket Club
and a community member
who is a non-active Life
Member of the BM Pony
Club.
A report to council stated
that there was also interest
from both the Darley and
Bacchus Marsh Football Netball Clubs in having representation on the committee
in the future.
User group nominations
were also received from
the Bacchus Marsh and
Melton Poultry Club, Pony
Club, Campdrafting Club,
Harness Club, and Footscray
Poultry Club.
A nomination was also received from the West Golf
Club to be regarded as a user
group with an active interest

in the future development


and operation of the reserve.
However it was the nomination of the life member
of the Pony Club to act as a
community representative
which saw the West Golf
Club representative Dean
Cowan object, saying it
would mean that the Pony
Club would have two representatives on the committee.
Councillors debated whether a nominated community
representative who is a nonactive Life Member of a club
should be allowed to serve
on the committee as a community representative.
East Ward Councillor Dave
Edwards argued that having
two representatives for the
Pony Club would be unfair.
Its not about the actual
person, its whether or not
we can have two people
representing one group and
whether thats balanced or
not. I just think that each
group should have equal

representation, he said.
East Ward Councillor John
Spain asked if the appointments and delegations policy covered the question of
life members of a club serving as community representatives, while Woodlands
Ward Councillor pat Toohey
raised concerns about it and
East Ward Councillor Tonia
Dudzik asked about voting
rights.
Councils General Manager of Community Services
Danny Colgan said that the
appointments and delegations policy may need to be
revised to clarify the issue,
while West Ward Councillor
Tom Sullivan said that the
representative would have
to declare any conflicts of interest and that the situation
could be monitored.

A family reunion has proven the perfect time to also


celebrate the name change
of a road that represents
the history of a Mt Egerton
family.
Thomas Thyne arrived in
Australia on February 22
1865, with two brothers Patrick and John and his uncle
Bartholomew soon following, where he settled on the

Fast-forward 150 years
through time to Saturday
21 February 2015, and descendants gathered to commemorate the changing of
the roads name to Thynes
Road.
The old homesite is still visible from the dams viewing
area.
The family visited the
site on Saturday and were
amazed to find foundations,

paths and pieces of crockery


scattered around the area,
said fifth-generation Thyne,
Monica Eastwood from
Gordon.
It was the impending family reunion that prompted
descendants to apply to
Moorabool Shire Council to
have the roads name officially changed.
Eddie Davis, a long-time
neighbour of the Thyne family, unveiled the Thynes road
sign, with about 70 Thyne

family members.
And at mass at St Patricks
church at Gordon the following Sunday morning a Mary
McKillop rose was planted
in the rose garden in memory of the pioneering family
in the area.
Following this a gathering
was held at the Gordon Recreation Reserve with about
130 descendants, coming
from all parts of Australia,
New Zealand and the Fiji
Islands.

Keeping up internet connections in a shire growing as fast


as Moorabool can be a tough job.
As experienced by Ballan couple Natalie and Owen Byers,
who moved into their newly built Bryant Court home in
October and still have no internet connection.
Telstra told us there were no ADSL ports available in our
area so we would have to go on a waiting list - for how long
who knows? - and there were no plans to add any new ports
therefore we are waiting for other people to disconnect,
Natalie explained.
We thought perhaps being out-of-town a bit we were on
a separate telephone exchange, but after further prying it
seems that we might be in the same boat as a lot more people.
So we are concerned that it is actually a wide-spread issue
and may affect a lot more people in town given the amount of
new houses that are being built and blocks being developed.
Bill Mundy from Telstra Countrywide explained that the
Telstra exchange in the centre of Ballan has a limited number
of ADSL1 ports available - and no ADSL 2 ports available
currently.
In terms of how many are required, we constantly monitor
the level of demand and where appropriate look to invest
in further augmentation of the available ports as demands
exceeds supply, he said.
Mr Mundy said that Telstra understands the need for more
ports on the existing exchange, and also pointed out that the
National Broadband Network (NBN Co) Company plans to
build in the area in June this year.
He also said that it is a possibility that the Byers wont be
able to get ADSL as they may be too far from the exchange.
ADSL is distance limited to six kilometres, and they wont
want ADSL 1 as it would be too slow potentially.
Mr Mundy offered his contact details to the Byers to work
out if anything further can be done for the couple.

Council responds to
call from Hockey

Federal funds are being lobbied for as the May budget
approaches and Moorabool is putting its best foot
forward.
As part of the Peri Urban
Group of Rural Councils,
Moorabool is set to benefit as
the group calls on the Federal Government to direct
funds towards improving
key roads and bridges along
with mobile and internet access across the Victorian peri
urban region in its 2015/16
Budget.
Responding to a call for PreBudget Submissions from
the Treasurer Joe Hockey,
the Peri Urban Group of Rural Councils has submitted
two proposals to the Federal Government aimed at
supporting the sustainable
growth of the peri urban
region.
The proposals request the
Federal Government to direct infrastructure funds towards a region building program of fixing rural roads
and bridges and also black
spot issues for mobile phone
coverage and to address the
poor internet access in many
areas.

The Perri Urban Group of
councils have budgets usually 25-35 per cent of that of
their neighbouring regional
cities and urban growth
areas and the reality is that
Peri Urban Councils are
often experiencing a much
greater growth than their
neighbours, he said.
This funding request
would allow Moorabool
to provide much needed
infrastructure such as kindergartens, roads and alike.
You only have to look at the
waiting lists for our kinders
and the traffic congestion in
Bacchus Marsh to see that
there are shortfalls.
Moorabools growth outstrips our budgets ability to
keep up with our infrastructure needs. We cant continue to hike rates to pay for the
growth but we must work
with other levels of government in partnership to find
solutions.

These areas are growing
rapidly and are highly attractive to people seeking affordable homes and lifestyle
properties within commuting distance to capital and

Sadly, mobile and internet
coverage across parts of the
Victorian peri urban area
is almost non-existent and
we have agriculture and
industry competing with
residents for access to roads
and bridges that were built
during the gold rush to be
used by a horse and buggy.

Heritage station
to re-open
GORDON Railway Station
will undergo a renaissance
and become a new hub for
the community thanks to a
VicTrack refurbishment.
VicTrack senior communications and government relations adviser, Nicola Holland, said the station would
be refurbished under the
Community Use of Vacant
Rail Buildings Program,
which aimed to revitalise
Victorias disused rail buildings by making affordable
spaces available for community use.
The program was funded
by the Victorian Government and administered by
VicTrack.
Many regional railway stations have iconic status and
are highly valued by local
communities, Ms Holland
said.
Rail precincts have historically been the life-blood
of communities and are
experiencing a renaissance
as they are restored to their
pride of place as a home for
creative new uses in local
communities.
She said VicTrack was working with Moorabool Shire
Council and the Gordon
community to identify how
the disused railway building
could be brought back into
use.
The Australian Railways
Historical Society will renew its existing community
lease on the building, which
is currently used as office
space. The Community Use
Program will transform the
historic station, creating
small group meeting spaces
not currently available in the
local community, she said.

on March 18 and VicTrack

History of the station


The Gordon Railway Station was constructed
in 1879 on the Melbourne-Ballarat line, for the
Victorian Railways. It comprises a distinctive,
curved roof station building. The building formerly
included a residence but the interior has been
altered to provide a central booking lobby and an
enlarged stationmasters office. The station was
closed in the 1980s.
The Gordon Railway Station is historically
significant for its associations with the GeelongBallarat Line, one of Victorias first railway lines.
The station is a rare and intact example of a station
building during the light lines era, along one of the
main trunk lines.
Designed as an experimental prototype, it was
an economic solution to the previously costly
construction of railway station buildings, and
remains today as the only example of its type.

weeks to evaluate and award
the contract and obtain
permits.
A planning permit has
been lodged with Moorabool Shire Council and heritage permits are also being
sought from Heritage Victoria, as the building is heritage listed. VicTrack hopes to
start work at the station in
early May, with the project
completed by September
2015, Ms Holland said.
Work to the station will
include construction of a
new toilet amenities building, minor restoration and
installation and fit-out of a
kitchenette.
Moorabool Shire councillor
Pat Toohey said it had been a
strong desire of the Gordon
community for a long time to
see the railway facility once
again rejuvenated and made
useful to the community.

the Gordon railway station

will be repaired and fully


renovated for the communitys use, Cr Toohey said.
The tender documents that
are out are very thorough
and it will be an absolutely
marvellous upgrade of that
facility. Itll put it in a good
position for the future with
the potential for passenger
movements again - even
if they are only off-peak a
couple of times per day to
create a transport opportunity for the community in
the Gordon and Mt Egerton
area for jobs and for senior
citizens to be able to partake
in their appointments and
shopping.
Its a very significant heritage and iconic building
so I congratulate the State
Government and VicRail
for their initiative and we
look forward to the opportunity for our community
to utilise that upgraded facility for community group
activities.

Council in the
classroom

The Melbourne Cricket
Ground will be moved to
Gordon.
That is, if a group of councillors elected at Gordon Primary School have their way.

Moorabool Shire Council


Mayor Paul Tatchell visited
the school, turning the classroom into a mock-council
chamber - complete with
seven councillors and a
Mayor.
The councillors had to pick
an asset they would like to
see built in the town, debate
it, and vote on it imitating
real council meetings.
Mayor Tatchell said he had
a great morning.

There was some serious


competition as I handed the
Mayoral reins to one of the
students for the morning.
Five of the resolutions got
through including the building of an MCG in Gordon;
we will have to run the con-

cept through finance before


we start building, and we
may have to consider a name
change!
But seriously the school
has grown in numbers dramatically over the last couple
of years with no sign of the
trend letting up; the principal Russell Cowan and I
had a long discussion on the
future needs of the school to
accommodate the unprecedented growth, and I will
be taking Russells plan to
the Minister in the near future. Its a great school with
happy and vibrant students,
and I look forward to my
next visit.
Principal Cowan said the
students loved the experience, which also gave the
schools junior council direction for the year.
It went really, really well
he gave the kids an idea
of what it was like to lobby
councillors to get populist
opinion, and then voting
accordingly.

Its good to give them an


idea of how things work in
the real world.
The kids really liked it and
they asked some good questions, they mainly asked
about leadership, and they
tackled some very good issues in the community actually - the skate park was
one of them, one child asked
about a kindergarten, another was asking about equestrian and pony clubs, there
was the MCG, and a soccer
stadium so were getting
both of those in Gordon; and
tennis courts, I think they
asked for speedy delivery of
the tennis courts.
I think they cost the Moorabool Shire a lot of money
that day.
But the Mayor did explain
a bit about where money
comes from and budgets,
and then the kids realised
about the ratepayer and
there was an ah-ha! moment, where they went okay,
we might not build this.

Phone survey commences

When the phone rings this
month, it might be time to
have your say about Moorabool Shire Council.

The annual Community Satisfaction Survey gives ratepayers the opportunity to


rate councils performance.
The state-wide telephone
survey seeks opinion on
four main criteria, includ-

ing councils overall performance,


community
consultation, advocacy and
customer service.
At least 400 Moorabool residents will be surveyed.

Local Government Minister


Natalie Hutchins said the
survey is an opportunity for
local residents to give feedback on their council and
help shape the delivery of
local services.

This survey is another way


to assess the performance of
councils and I urge every local resident who is contacted
to take part, she said.
Interviews will be conducted throughout March with
participating councils to receive their survey report by
the end of May.
The state-wide Local Government Services Report
will be published soon after.

Dear Editor,
I recently attended a breakfast meeting at Ballarat
Technology Park, the subject
being The Future of Wind
Industry in Victoria. During question time one of
the attending businessmen
asked why wind turbines
were not sited in Port Phillip Bay where they would
annoy no one. The answers
from the presenters, one
of whom was a wind farm
proponent and the other an
Australian Wind Alliance
representative, were quite
astounding and very revealing. They were unwilling to
deal with the protests from
the residents of Brighton,
anticipating that they would
not like cranes and all the
other disruptions associated
with building a wind farm
interrupting their lives. It
seems that if one has money,
influence and lives in the
bayside suburbs of Melbourne, one does not have to
be troubled by something as
tiresome as a wind farm development. It seems there is
one rule for the rich and one
for the lower socio-economic
groups who live in the rural
shires and have no voice.

The cost of more public
holidays will hurt small

me about the cost of the
two new public holidays
promised by the Andrews
Government during the
election campaign and now
being reinforced as a policy
commitment.
When questioned in Parliament recently, Minister for
Small Business Adam Somyerek could not say how much
more employers would need
to pay in penalty rates to

There are already 11 gazetted public holidays in Victoria, yet the Andrews Government thinks that Easter
Sunday should be declared
a public holiday and that
we need another holiday to
get ready for the AFL Grand
Final.
Gazetting a public holiday
so we can get ready for a
football game will make us
the laughing stock of the
nation, but this is no laughing matter to small business
leaders, who say the increase
in wages and loss of productivity will be in excess of
$650 million.

VECCI says that the additional wages alone for the


retail, accommodation, food
services and recreation industries are likely to be in
excess of $105 million.
The cost of paying penalty
rates to over two million full
time workers on Grand Final
Friday alone is going to be in
excess of $534 million. This
is an outrageous cost to the
Victorian economy and sets
a dangerous precedent.
Public holidays increase
the wages bill for employers through penalty rates,
which see an increase for
a 20 year old in the service
industry who is usually paid
$20 per hour to a penalty rate
of $50 per hour. This is not
sustainable for many small
businesses.
The Andrews Governments
catch cry is that it intends
to keep its promises, even
if they are a burden to the
small business community.
I urge the Andrews Government to look after small
business and jobs in Victoria
by scrapping this ill-advised
decision.

The Great Disruption Climate and the economy


This weeks opinion piece
follows on from last weeks
and examines the work of
Paul Gilding as an alternative to gloom and doom,
this is not to deny major disruption there is no denying
that. As I said last week Paul
wrote The Great Disruption How the Climate
Crisis Will Transform the
Global Economy, (Bloomsbury, Great Britain, 2011). In
Pauls The Year the Dam of
Denial Breaks Ready for
the Flood? he outlines six
key indicators as to why he
believes that 2015 will be the
year the dam of denial will
break and the momentum
for climate action will become an unstoppable flood.
Last week I covered, 1.The
US China Climate deal,
2.Collapse in oil prices and
3. Solar price falls set to continue. This week I will cover

the other three of Pauls key


indicators.
4. Market prices reflect
economic disruption. Paul
writes, Some pure coal companies like the USAs Peabody have lost over 75% of
their value in the last three
years. Their carbon bubble
has well and truly burst.
And while prices will vary
over time, the coal industry
is not coming back and we
should politely bid farewell.
To quote a recent Goldman
Sachs analysis: Just as a
worker celebrating their
65th birthday can settle
into a more sedate lifestyle
while they look back on past
achievements, we argue that
thermal coal has reached its
retirement age. The Economist again: Renewables
have not just put pressure on
margins. They have trans-

formed the established business model for utilities.


5.The political power of big
business starts to shift sides.
Paul writes, A key part of
the process of fossil fuels
decline is the separation of
the business community
into those who feel threatened by climate action and
those threatened by the lack
of it. Thus we should note
as a major development, the
recent call by a group of major global businesses for the
world to have zero net CO2
emissions by 2050, thus effectively ending companies
like Shell and Exxon, at least
in their current form. This
separation, on self-interest
grounds, within business is
of huge significance.
6.Physical impacts accelerating and driving economic
and security impact. Paul

writes. As I argued above,


the science becoming clearer
wont trigger the end of denial. But physical climate
changes impacting the economy and public opinion will
be very influential. Thats
why accelerating physical
impacts matter a great deal.
The most powerful symbol
of this right now is the largest city in South America,
Sao Paulo, Brazil facing the
risk of collapse due to a punishing drought worsened by
climate change and deforestation. The people of Brazil
are facing rolling water and
power cuts, businesses shut
down, widespread protests
and a drought reduced coffee crop driving up global
prices by nearly half. It is not
hard to imagine a series of
events triggering the effective collapse of the Brazilian
economy and the countrys

descent into chaos. With 93


cities now affected and key
reservoirs in both Sao Paulo
and Rio down to 1 5% of
capacity, theyre praying for
rain. I hope theyre prayers
are answered, but even with
Pope Francis now on board, I
think this may require more
earthly intervention.
Paul goes on, There are
countless examples of the
economic and related geopolitical significance of climate
change impacts. The way
climate change helped trigger the war in Syria and the
rise of ISIS. How climate is
driving food prices, which is
driving global conflict.
Paul asks, Will these six
drivers be enough? Will the
economic impacts of collapsing fossil fuels and collapsing cities force the invisible
hand of the market to do

what governments have


failed to do? Not by itself,
but it could tip a system
that is primed and ready.
So while the Paris climate
talks this year will be an
important step in a process
they are not as fundamental as many think. Such
negotiations tend to follow
rather than lead the system
change process. Thats why
Paris this year is an indicator
rather than a driver of system change and we should
look at what drives action
to understand emerging tipping points.

While rental vacancy rates
in regional Victoria have remained stable in early 2015,
the rental market in Geelong
tightened. And there was
good news for investors
with rents in all three main
regional centres increasing.

The January vacancy rate


for regional Victoria, based
on a six-month average
trend, was 2.2 per cent, the
same as in December last
year. That was more favourable to landlords than
the situation in Melbourne
where the total vacancy rate
was 3.1 per cent.

While the vacancy rate in


Geelong was 3.4 per cent,
down from 3.7 per cent in
December.
Ballarat and Bendigo recorded a lower vacancy rate
than Geelong 2.8 per cent
for both regional centres but saw a slight increase on
December, with Bendigo up
from 2.7 per cent and Ballarat up from 2.6 per cent.

agents are reporting investor interest both from local
and interstate investors, encouraged by the low interest
rate environment.
Geelongs January median
house rent of $350 was up

Unit rentals were a mixed


bag up from $280-$295
in Geelong, but in Ballarat,
along with the easing in the
vacancy rate there was a fall
in the median unit rental of
$15, down to $235. Overall,
the regional Victoria median
for units remained at $250.
January and February are
traditionally a time of flux
in the rental market students return from holiday
and many tenants use the
new year as a time to change
their living situation. Also
some of those who sold
in December but have not
found a new home over the
traditionally quiet summer
find themselves in rental accommodation while house
hunting.

In Melbourne, there was a


slight tightening in the rental vacancy rate over January
and a slight fall 0.3 per cent
in the median house rent.
This was because of lower
rents in the middle suburbs
where vacancy rates were up
in the second half of 2014.
The outer suburbs of Melbourne have also been attracting investors. Vacancy
rates there have been tight,
ranging from 1.8-1.9 per cent
over the past six months.
Median house rents in the
outer suburbs remained stable at $360, while outer suburban unit rents fell slightly
from $320-$315.

small total Ballan went out and put in their best bowling performance for the year with
Noel Heafield and David Gardiner being our best bowlers and well assisted by Zac Graham,
Michael Snaith and Ben Loughnane. Ballan move into the grand final next week at White Flat

Bowling first Ballan let Wendouree get away to a good start being 1/144 but fought back well
to restrict Wendouree to 6/162. Chris Micallef took four wickets and was well supported by
Ben Loughnane and Jason McEgan, one wicket each. Ballan went into bat on Sunday and a
superb opening stand of 188 between Ben Loughnane 75no and Thomas McGregor 92no got
Ballan home without losing a wicket.
This puts the team into the grand final versus Ballarat-Redan/Haddon next week at Alfredton
oval.

revved up

Barton has kicked off his
2015 Moto3 championship
campaign with great success during the first round
of the World Superbike
Championships.
Held at the Phillip Island
Circuit on February 20 22,
the competition incorporated the first round of the
Australian Moto3 Championships, and saw Matt
qualify on the front row in
second place behind Adelaides young international
rider, Olly Simpson.
Moto3 is the junior category
of the Road Racing World
Championship Grand Prix,
and is restricted to singlecylinder four-stroke engines.

With his last race in November of last year, Matt planned


to find good rhythm and settle in during the practise and
qualifying sessions, however a pattern was set for the
weekend, with a consistent
second place finish in each
of the three races.
Matt finished with a comfortable six to eight second
gap between himself and the
rest of the 18 riders in each of
the six lap races, and set a
number of personal best lap
times in the process.
I pulled out a bit of a points
gap ahead of the other riders, so thats really what we
had to do going into the next
round, Matt said.
Ive ridden Morgan Park
a couple of times and had
some good wins up there,

and some good battles as


well, but obviously that was
a few years ago and this
is a whole different breed
that are coming through, so
well see what happens next
round.
The 2015 Australian Championships will be held over
five rounds, with round
two to be held in Warwick,
Queensland in April.
Whilst Matts focus for the
year is on the championships, he also has his eye on
The Malaysian Super Series,
the possibility of competing in the last two rounds
of the Spanish Junior World
Championships, and hopes
to gain a wildcard ride into
the Australian Grand Prix in
October.

Snakes alive!

Bacchus Marsh will make


its debut into senior womens football next month in a
home ground clash against
Manor Lakes.
The 25 Cobra girls have
been confirmed in the restructured Victorian Womens Football League, and
will join Melton, Manor
Lakes, Kyneton, Sunbury
and Jacana in the western
division for 2015.
A meeting for expressions
of interest was held at the
Maddingley clubrooms in
October of last year, and
it didnt take long before
a group of eager women
jumped on board, with
training commencing just
one month later.

Bertram said with a lot of
girls coming out of the youth

competitions with nowhere


to go, the senior team provided an opportunity for
them to continue to play
football.
Its a progression for them.
Its the next step for those
who played in the youth division, as once they turn 18
they can now progress to the
womens league, he said.
The womens league is
a very fast growing sport
at the moment, and whilst
some are experienced players there is also a mixture as
we also welcome first time
players. Age and ability is no
restriction.
The Cobras began their
training in November 2014,
and have since started preparing for the 2015 season
nearly every Monday and
Tuesday at 6pm.
Team member, 18-year-old
Abbey Bertram, said she
was looking forward to es-

tablishing Bacchus Marsh as


a team and the girls had so
far been enjoying training
together.
We just want to play our
best and not only show the
girls on the other teams that
we can play football, but also
prove that women in general
can play and that football is
not just a boys sport, she
said.
So far we are all really enjoying it as we are all getting
along really well. None of us
really knew each other at the
start, but now we are all becoming close so it is starting
to feel like a real team.
The first round of the western division of the Victorian
Womens Football League
will see Bacchus Marsh gear
up against Manor Lakes at
Maddingley Park on April

The 2nd XI took on Wendouree at the Western Oval and


after winning the toss Darley looked ready to shine.
However an early wicket set
the way for a mini collapse
to see the Lions go from 1/9
to 5/24 in short succession.
A middle order partnership
from captain Marcus Ingvorsen and Ben Longhurst
looked to restore order before Wendouree struck again
to have the Lions in trouble
at 6/40. Darley battled their
way to be all out for 96 just at
the call for the tea break.
Much needed opportunities
went begging as Wendouree reached 34 before the
first wicket fell. Two more
quickly fell and Darley saw
their chance at 3/59 before
Wendouree got on top again
. All hope seemed lost before
Ben Longhurst removed the
fourth wicket setting off a
mini Wendouree collapse at
6/103 at stumps on Saturday,
giving the seconds a decent
chance at an outright result.
On the Sunday early wickets were required, and they

didnt come easy. The seconds toiled hard and conceded an almost 100 lead before
bowling out Wendouree for
191. Keen to regain control,
the team set about making
quick runs in the hope there
was time to bowl out the
opposition for an unlikely
come from behind win. Rohan Parag at number six did
the best at ensuring Wendouree had something to
think about when Ingvorsen
declared at 7/156. The Lions showed courage giving
Wendouree just 61 runs to
win with minimal overs to
spare, and unfortunately
the Red Caps persevered to
bat past the target with eight
wickets to spare.

The Under 14s finished minor premiers after completing the season undefeated,
and took on Ballarat Redan
at Wendouree. Darley were
sent into bat and were in
trouble early at 1/5 beforea
quick turnaround restored
faith to see the Lions make
2/67 before finishing in
front on day one with a fivewicket advantage. An early
wicket onSunday set the
way, however the opposition re-steadied giving the
Lions a nerve racking 55 run
chance to win. The young
Lions showed restraint and

skill to pass the required


score just five wickets down
when the Grand Final berth
was secured. Blake Colley
53* retired not out leading
the way with the bat, whilst
Brandan Folley 3/15 and Jordan Monaghan 2/20 did the
damage with the ball.

Bacchus Marsh athletes witnessed a 40 year old Centre
record broken by one of their
youngest members. Under
6 athlete, Jordana Bullock
cleared .88cm to surpass the
previous record of .85cm
held for 40 years by Ballan
athletes Maxine Mackay
and Leesa Hodge.

The Under 16 athletes enjoyed their final races, dressing up in sumo suits and
entertaining everyone with
their attempt at hurdling
and sprinting.
Next week the Centre
Championship Day will be
held at Masons Lane Reserve, Bacchus Marsh. All
athletes are required to report to their Team Managers at 8.15am to have their
attendance recorded. Full
Club uniform must be worn,

The boys bowled their
way to the Victorian State
Finals after a convincing
win at the Western Metropolitan Region Lawn Bowl
Championships.
Held at the Werribee Bowls
Club on February 23, Harley
Thistlethwaite (Yr10), Lauchlin Davies (Yr8) and Jarryd
Davies (Yr7) represented
the College against 13 teams

from across the region.


In an open team round
robin, each team had a maximum of three players and
saw the boys compete in
Pool D against Belmont High
and Copperfield College.
After two convincing wins
in their section, the three
boys progressed to the semi
final against Victoria University Secondary College,
where they successfully advanced into the grand final
against Williamstown High.
A close game saw the boys
take the win in the very last
bowl, and they will now go
on to compete in the Victo-

rian State Finals in October.

Alex Brown said the venue
for the finals was yet to be
confirmed, however the
boys were already preparing
for the event through their
involvement with the Bacchus Marsh Avenue Bowls
Club.
All the boys play bowls
outside of school too, I think
theyve all been playing for
about four or five years, she

the story of Avenue Bowling Clubs performance in
the three Grand Finals they
participated in last Saturday.
DIVISION 3 - were firm
flag favourites going into
the Grand Final, but still had
to play well to win the big
one.
Strong starts by Avenues
rinks of Bill Hawken and
Charlie Grant gave Avenue the early initiative. The
Hawken rink led 14-7 after
11 ends and continued to
assert their authority over
their opponents throughout
the game to run out winners
by 16 shots.
Charlie Grants rink was
even more impressive, at one
stage leading 22-3 and then
29-10 before running out
winners 35-11, only surrendering seven ends to their
opponents for the game.
These excellent performances, together with first game
skip Geoff Whites rink,
which in an even contest
picked up six shots in the
last seven ends to get over
the line by three shots. The
three wins was sufficient
for the side to cover Frank
Pomeroys rink who had a
tough day at the office going
down by 13 shots.

DIVISION 5 - earned a
Grand Final berth the hard
way by having to win the
elimination final and then
the preliminary final to face
ladder leaders Invermay in
Saturdays Grand Final.
Invermay were the favourites for this game, however
Avenue entered the game
with the knowledge that
they defeated Invermay at
their last encounter, a few
weeks ago.
For Avenue Peter Glass rink
got off to a flyer and led 17 -7
after 11 ends. They continued to play consistent bowls
to slowly increase their lead,
and finished strongly to run
out victors by 12 shots. Alan
Thistlethwaites rink started
slowly and trailed 6-15 after
14 ends, however from that
point on they really asserted
themselves on the game,
winning the last 11 ends to
storm home by 11 shots.
Unfortunately the other
two rinks, skipped by Bob
Delaney and Dave McKendrick were up against it from
the start, with Bob Delaneys
rink at one stage trailing 7-26
but recovered over the final
ends to go down by 11 shots.
A similar story was evident
in the McKendrick rink,
which was tied with their
opponents after 13 ends,
however the opposition won
nine of the last 10 ends to
win by 22 shots.
On the day the opposition
played the better bowls,
however Avenue in only its
second year in this Division
still performed remarkably

well to reach the Grand Final, and the overall loss by 10


shots was quite a good effort,
considering Invermay spent
most of the season unchallenged on top of the ladder.

DIVISION 8 - played City
Oval whom they defeated by
nine shots two weeks ago,
and were keen to repeat the
dose in this game.
A game befitting a final
was played by Brian Bullens
rink, which after an even
start pulled away after the
tea break to win by 13 shots.
Oscar Mauffs rink had a
similar type battle with their
opponents and was fortunate to pick up four shots
on the penultimate end and
then held on to win by one
shot.
Octogenarian Stan Cummings rink were also involved in a tight contest,
however the two shots they
dropped on the final end,
turned out to be the losing margin on that rink.
Ron Millingtons rink lost a
string of ends after the tea
break, only to stage a minicomeback over the final
three ends to go down by 14
shots.
The side was challenged big
time in this game, but were
able to win the last two ends
of the game to emerge victorious by four shots.

March 12, winning a total
of two races at Yarra Valley during the afternoon
and three at Geelong in the

In what was their second successive
Grand Final appearance in as many
years, Ballan Bowling Clubs Division 9 side faced Victoria at Mount
Xavier last Saturday. Coming off the
back of winning a premiership the
previous year there was much anticipation about how the team would
fare during this matchup between
the clubs, which finished the home
and away season first and second
respectively.
It was near perfect conditions for
playing bowls with a warm temperature and a fast paced green. While
it took some time to adjust to the
speed of the playing surface, both
sides managed to adapt with Ballan
leading by two shots at the afternoon
tea break.Once play resumed it became very close with great displays
of bowling being demonstrated by
all players. During the last ten ends
Victoria and Ballan traded the lead
several times before Ballan secured
an unbeatable advantage on the 74th
end that saw the first ever back to
back premiers in Division 9, winning
by the margin of 64 - 72.

Many keen junior (and a couple of senior) players enjoyed


some great tennis at their annual club day on Saturday 7
March.
In the Under 12 section, Daniel, Lillabelle and Charli-Anne
played some very enjoyable tennis.
U/12 Boys: Daniel Mulgrew winner
U/12 Girls: Lillabelle Aikins winner with Charli-Anne Mulgrew runner-up.
The largest field for the day was in the Under 15 Boys; with
two round robin groups competing prior to the final. Joel
played well on the day to win his group including a good
win over Andrew; with Ethan winning a nail-biter over
Mitchell in a close tie-breaker.
In the all Bertoncello final, Joel was too strong
U/15 Boys - Joel Bertoncello winner; Ethan runner-up
U/19 Girls - Juulke Castelijn and Emily Tabb continue to be
the leading female junior players at the Ballan; with Juulke
leading the way to win yet another Ballan Championship
with Emily runner up in 2015.

Daniel Waddington again showed he is the leading tennis
player in Ballan, winning his fourth consecutive Ballan open
mens singles title. Paul Bertoncello fought hard all the way,
but Daniel was too strong in the 2015 final.
