concern

Their
 
finding
 
is
 
that
 
the
 
installation
 
of 
 
the
 
fence
 
has
 
no
 
impact
 
on
 
pedestrian
 
safety
 
as
 
stated
 
below.
 
This
 
stretch
 
of 
 
Richmond
 
Blvd
 
does
 
not
 
have
 
a
 
sidewalk
 
to
 
begin
 
with.
 
The
 
only
 
way
 
to
 
create
 
room
 
so
 
that
 
pedestrians
 
can
 
walk
 
closer
 
to
 
the
 
right
 
hand
 
side
 
of 
 
the
 
street
 
is
 
to
 
prohibit
 
parking.
 
Their
 
conclusion
 
is
 
that
 
the
 
fence
 
does
 
not
 
appear
 
to
 
have
 
any
 
impact
 
on
 
pedestrian
 
safety.

observation
 
and
 
review

R/W
 
maps
 
by
 
PW
 
staff,
 
it
 
appears
 
that
 
this
 
fence
 
and
 
parking
 
slab
 
are
 
located
 
within
 
the
 
street
 
R/W.
 
In
 
addition,
 
Rachel
 
has
 
informed
 
us
 
that
 
the
 
owner
 
did
 
not
 
get
 
a
 
fence
 
permit,
 
because
 
it
 
is
 
not
 
required
 
if 
 
a
 
fence
 
is
 
less
 
than
 
42”
 
in
 
height.
 
They
 
also
 
did
 
not
 
get
 
a
 
permit
 
to
 
pour
 
the
 
parking
 
space

Also,
 
the
 
neighbors
 
claim
 
that
 
they
 
have
 
already
 
spoken
 
with
 
PWA
 
and
 
Code
 
Enforcement
 
personnel,
 
so
 
I
 
believe
 
these
 
issues
 
should
 
be
 
in
 
your
 
respective
 
databases.

individual
 
in
 
the
 
Richmond
 
Boulevard
 
neighborhood
 
was
 
frustrated
 
with
 
cars
 
parking
 
on
 
what
 
he
 
believed
 
to
 
be
 
his
 
property
 
and
 
began
 
writing
 
them
 
threatening
 
emails
 
stating
 
that
 
he
 
was
 
taking
 
their
 
license
 
number
 
and
 
tracking
 
them.
 
He
 
then
 
converted
 
his
 
drive
 
way
 
into
 
a
 
front
 
yard
 
and
 
installed
 
a
 
fence
 
at
 
what
 
he
 
believed
 
to
 
be
 
the
 
property
 
line.
 
This
 
fence
 
covers
 
what
 
may
 
be
 
public
 
right
 
of 
 
way,
 
which
 
now
 
means
 
that
 
cars
 
who
 
park
 
in
 
front
 
of 
 
this
 
fence
 
bulge
 
out
 
further
 
into
 
the
 
street
 
causing
 
the
 
corner
 
to
 
be
 
very
 
dangerous
 
for
 
cars
 
travel
 
and
 
pedestrians.
 
There
 
is
 
no
 
sidewalk
 
in
 
this
 
area,
 
but
 
many
 
residents
 
walk
 
regularly
 
to
 
the
 
Glen
 
Echo
 
Park
 
and
 
Creek
 
in
 
the
 
middle
 
of 
 
their
 
fine
 
neighborhood.
 
One
 
neighbor
 
is
 
blind
 
and
 
has
 
been
 
startled
 
by
 
these
 
drastic
 
changes
 
in
 
his
 
neighborhood.
 
Other
 
neighbors
 
fear
 
that
 
a
 
child
 
walking,
 
biking,
 
or
 
skateboarding
 
by
 
may
 
be
 
hurt
 
by
 
the
 
dangerous
 
intersection
 
due
 
to
 
the
 
recent
 
changes
 
made
 
by
 
this
 
property
 
owner.

situation
