I’ll

an

cite
them
for
installing
a
fence
and
slab
in
the

R/W.

All,
This
responds
to
two
issue
raised:
1)
pedestrian
safety,
and
2)
fence
location
and
if
any
permit
was
pulled.
1.
Staff
from
PW
Traffic
Services
re
‐
assessed
this
location
based
on
the
concern
expressed
in
email
below.
Their
finding
is
that
the
installation
of
the
fence
has
no
impact
on
pedestrian
safety
as
stated
below.
This
stretch
of
Richmond
Blvd
does
not
have
a
sidewalk
to
begin
with.
The
only
way
to
create
room
so
that
pedestrians
can
walk
closer
to
the
right
hand
side
of
the
street
is
to
prohibit
parking.
Their
conclusion
is
that
the
fence
does
not
appear
to
have
any
impact
on
pedestrian
safety.
2.
Based
on
field
observation
and
review
of
R/W
maps
by
PW
staff,
it
appears
that
this
fence
and
parking
slab
are
located
within
the
street
R/W.
In
addition,
Rachel
has
informed
us
that
the
owner
did
not
get
a
fence
permit,
because
it
is
not
required
if
a
fence
is
less
than
42”
in
height.
They
also
did
not
get
a
permit
to
pour
the
parking
space
slab,
which
DID
require
a
permit.

Thank
you
Gus.
I’ll
look
for
another
email
with
the
further
analysis
later
this
week.
Rachel
or
Gus
–
another
key
question
is
whether
this
fence
was
installed
on
public
right
of
way
or
private
property.
How
will
that
be
determined?
2
For
reference
–
the
neighbors
who
are
concerned
about
this
say
that
a
blind
man
has
nearly
been
hit
twice
due
to
the
blind
corner
created
by
the
parked,
cars
which
jet
out
further
into
the
street
now
that
the
fence
has
been
installed.
Best,
Casey

RE: Constituent issue overlapping with PWA/TSD/DPB
Hi
Alex,
Here
is
what
we
have
so
far.
Traffic
Services
has
reviewed
the
site
and
they
have
concluded
that
the
fence
does
not
hamper
vehicle
operations.
Staff
from
ROW
management
is
researching
this
location
as
well
to
determine
if
the
parking
space
encroaches
into
this
street
ROW.
This
determination
will
be
likely
concluded
next
week.
I
will
keep
you
posted
and
meanwhile
pls
let
me
know
if
any
questions.
Thanks,
Gus

a

Constituent issue overlapping with PWA/TSD/DPB
Hi
Brooke,
Deborah,
Rachel,
Wlad,
Scott,
and
Alex,
I’m
raising
this
issue
to
all
of
your
departments
because
it
overlaps
between
permitting,
code
enforcement,
transportation
services,
and
use
of
public
right
of
way.
Also,
the
neighbors
claim
that
they
have
already
spoken
with
PWA
and
Code
Enforcement
personnel,
so
I
believe
these
issues
should
be
in
your
respective
databases.

An
individual
in
the
Richmond
Boulevard
neighborhood
was
frustrated
with
cars
parking
on
what
he
believed
to
be
his
property
and
began
writing
them
threatening
emails
stating
that
he
was
taking
their
license
number
and
tracking
them.
He
then
converted
his
drive
way
into
a
front
yard
and
installed
a
fence
at
what
he
believed
to
be
the
property
line.
This
fence
covers
what
may
be
public
right
of
way,
which
now
means
that
cars
who
park
in
front
of
this
fence
bulge
out
further
into
the
street
causing
the
corner
to
be
very
dangerous
for
cars
travel
and
pedestrians.
There
is
no
sidewalk
in
this
area,
but
many
residents
walk
regularly
to
the
Glen
Echo
Park
and
Creek
in
the
middle
of
their
fine
neighborhood.
One
neighbor
is
blind
and
has
been
startled
by
these
drastic
changes
in
his
neighborhood.
Other
neighbors
fear
that
a
child
walking,
biking,
or
skateboarding
by
may
be
hurt
by
the
dangerous
intersection
due
to
the
recent
changes
made
by
this
property
owner.
This
situation
raises
a
number
of
questions:
1.
Did
the
property
owner
install
the
gate
on
public
property?
Did
they
get
appropriate
permits?
Is
this
a
code
enforcement
violation?
If
so,
what
are
the
next
steps?
2.
Has
this
corner
(the
Y
where
the
creek/park
begins)
been
evaluated
by
TSD
in
the
past?
Do
the
challenges
posed
by
the
protruding
fence
line
trigger
the
need
for
traffic
analysis
by
TSD?
What
can
be
done
to
ensure
that
the
corner
is
safe
for
both
pedestrians
and
drivers?

map
of
the
location
(See
the
letter
from
the
neighbors
attached,
detailing
the
situation.
They
included
color
photos,
which
I
cannot
scan
in
color
–
though
I
have
in
color
as
a
hard
copy
which
I
would
be
happy
to
share
with
you.)
