1.0
INTRODUCTION
MLNG engaged MMCOG to undertake the preparation of Detailed Feasibility Study
DFS) and Front End Engineering Design (FEED) for the Restoration of Boiler Feed
Water Capacity Project at PETRONAS LNG Complex, Bintulu.
In general, MMCOG is expected to deliver the following work scope:
a) DFS (Detailed Feasibility Study):
The design of a facility that outlines the philosophies, basic working nature or
concept of the facility. Typically the following activities will be considered part of the
Detailed Feasibility Study:
Feasibility/preliminary studies,
Description of the facility,
Outlines of scope and schedule,
Selection of technology,
Description of the design parameters,
Size and production capacity,
Identification of potential design options for the purpose of capital budgetary cost
estimate and
Economic evaluation
b) FEED (Front End Engineering Design):
The design phase that follows Detailed Feasibility Study, to further define specific
requirements applicable to the Project. The product should be definitive to become a
basis for detailed design and cost estimates. Typically the following activities will be
considered as part of the Front End Engineering Design:
Pipeline route selection,
Plant layout,
Selection of design codes and standards requirements,
Site evaluation,
Material/process selection,
Optimized process design,
Equipment design parameters,
Power intake configuration
This project is aimed to achieve BFW makeup sparing of N+1 to provide secure steam
supply hence support MLNG Business Plan; i.e to enable maximum production of
MLNG Satu and MLNG Dua plants at design C02 of 6.5 mole % in the feed gas.
2.0
OBJECTIVE
The objective of this document together with the attached scope of supply, datasheet,
applicable codes, standard and regulation is to define the functional requirements for
the design, procurement of materials, manufacturing, supply, performance, inspection,
testing , delivery, shipping, handling and storage of the 74-D-1A and 74-D-1 B Transfer
Panel for installation and operation at Restoration of Boiler Feed Water Capacity
Project.

4.1
Package Limits
The package shall be supplied with all the accessories and tested in accordance
with the requirements as specify in the scope of supply in ATTACHMENT 1,
taking into account preservation and transport requirements.
The package limit shall be regarded as including all the elements, which the
PURCHASER shall provide inlet or off take connections or support points. The
VENDOR shall indicate the package envelope and interface points in the bid
documents, and no changes shall be made unless with written agreement.
4.2
Operating Conditions
Technical Integrity
The VENDOR shall be responsible for the technical integrity of the package,
including design, materials, manufacture, assembly, inspection, testing,
performance and specified engineering services. All these activities are to be in
accordance with the scope of supply, the functional specification, data and
interface information supplied herein .
The VENDOR shall have single point responsibility for all aspects of the works,
inclusive of all components sub-contracted or purchased from other parties.

Acceptance Criteria
The final acceptance criteria for the package shall be in accordance with the
Scope of Supply in ATTACHMENT 1, Data Sheets in ATTACHMENT 2, Single
Line Diagrams in ATTACHMENT 3 and Codes, Standards and Regulations in
ATTACHMENT 4.

The order of precedence for the documents shall be as follows :

VENDOR shall bring the matter to the PURCHASER's attention for resolution
and approval in writing.
All deviation from the requirements of this specification, its attachment and the
referenced specification, codes and standards shall be stated in the proposal. In
the absence of such a statement, full compliance will be assumed.
Compliance by VENDOR with provisions of this specification does not relieve
him of the responsibility to furnish equipment of a proper design for the specified
service conditions and/or to meet the equipments of local government
regulations concerning health and safety.
6.0
Scope
The VENDOR shall prepare an Inspection and Test Plan (ITP) generally in
accordance with the sample ITP in ATTACHMENT 8. The ITP shall be
discussed and agreed before placement of any purchase order. Inspection and
Test Plan shall cover the design, purchasing of materials, fabrication , inspection
and testing of the system/equipment.
All "HOLD" points during the
manufacturing and fabrication program shall be agreed to by mutual consent
before placement of Purchase Order. Inspection by PURCHASER or his
representatives shall in no way relieve the VENDOR of any of his responsibilities
for ensuring that the system/equipment meets all the requirements and conforms
in full to the contents of this specification. The VENDOR shall advise the
PURCHASER with at least fourteen (14) days notice of the date and location
where/when:

The 74-D-1A and 74-D-1 B Transfer Panel will be ready for final
inspection.

All testing shall be done using certified test equipment, which has been
calibrated/ checked prior to the test. The calibration records shall be furnished to
the PURCHASER for review and approval.
Detailed testing , FAT procedure shall be submitted as specified in the VORL for
PURCHASER's approval.

Documents Review
Consistent with the attempt to minimize documentation, only documents that are
listed in Vendor Data Requirement List (VORL) per ATIACHMENT 5 will be
required for review by PURCHASER. This information will be written and agreed
by both PURCHASER and VENDOR prior to order placement and shall form the
basis of an agreed document schedule.
All final and approved documents as required in the VORL must be clean
(without history), original copy or good master print and shall be submitted within
the specific time frame.
All certificates and procedures must be stamped "Certified True Copy" by third
party certification agency if it is not of original copy.
The following software will be used for VENDOR's information
All other documents e.g. handwritten test reports shall be scanned image in PDF
format.
All electronic files shall be compiled in CD-ROM and shall be properly organized
in file directories for easy reference and review.
VENDOR shall provide detail execution plan in his bid proposal for electronic
based documentation.
VENDOR shall check and verify the completeness of the VORL proposed and
highlight any discrepancy or missing required documents.

VENDOR shall prepare complete Vendor Data Master List (VDML) based on
VORL.
VENDOR shall then complete the information required in the VDML and utilize
the list for tracking VENDOR documentation later.

VENDOR ASSISTANCE
VENDOR shall quote separately for Service Assistance during installation at site.
The quotation shall be on daily rate basis for each category of specia list. The daily rate
quoted shall be inclusive of mobilization, demobilization, miscellaneous costs,
accommodation, allowance, transportation and overtime costs . VENDOR shall at its own
cost, ensure all its employee, agents and subcontractors preparing WORKS/SERVICES
during Services Assistance have undergone safety training (green pass) organized by
Construction and Industrial Development Board (CIDB) and National Institute of
Occupational Safety and Health (NIOSH) or whichever applicable.
The VENDOR representative travelling to plant shall have valid COMPANY Safety
Passport, medical authorization, applicable safety certificates and shall have with him
proper personnel protective equipment. The PURCHASER will not provide
transportation, accommodation and food whilst in job site location.
11.0
PERFORMANCE GUARANTEE
The VENDOR shall guarantee all equipment furnished to be in compliance with this
specification and drawings.
The VENDOR shall guarantee all materials against defect, damage or non-conformity
and /or workmanship.
If any defect or mal-performance occurs during the guarantee period of eighteen (18)
months from delivery or twelve (12) months after commissioning, whichever is earlier,
the VENDOR shall make all necessary alteration, repair and replacement immediately
and at no charge to PURCHASER.

QUALITY ASSURANCE
VENDOR, and his sub-VENDORs, shall operate a quality system satisfying the ISO
9001 Quality Standard, or agreed equivalent standard, commensurate with the goods
and services provided.
A detailed typical Quality Plan indicating the scope of testing and the "Hold Points" shall
be provided with the bid for PURCHASER's approval prior to order placement.
The PURCHASER reserves the right to carry out quality and technical review at both the
VENDOR's and sub-VENDOR's works including review of quality documentation.

be provided suitable for the type, size and number of cables as specified on

Removable, undrilled gland plates with minimum thickness of 5mm shall be
provided to accommodate cables and glands provided by OTHERS. Gland
plates for single core cables (if use) shall be of non-magnetic material and
shall have sufficient strength to support the weight of cables and cable
glands.

Degree of Protection, The degree of ingress protection as per IEC 60529 for the 74-D-1A and 74Internal
Fault
and D-1 B Transfer Panel shall be minimum IP 55.
Short Circuit
Exposed parts within the outdoor transfer panel which have to be accessible
during normal operation, maintenance or equipping of spare compartments,
shall either not be live in the opened position or shall be protected to a
degree of protection of at least IP 21 .
High breaking capacity (HBC) fuses and associated fuse carriers shall only
be accessible when they are fully isolated or when they offer a degree of
protection to live parts of at least IP 20 when the fuses are inserted.
Terminals of equipment installed on a compartment door and which can be
live when the door is opened shall be shrouded to a degree of protection of
at least IP 20.
Compartment doors or covers shall be interlocked to prevent opening when
the isolating switch is in the 'ON' position. The isolating device shall only be
operable when the door is closed.

Interlock systems shall be of a mechanical lever type and shall not rely on
the operation of springs or gravity.
All practicable measures shall be taken to prevent danger to personnel
working on an isolated (shutdown) unit with adjacent units still in operation.
74-D-1A and 74-D-1B Transfer Panel shall comply with IEC 61641 with
regard to internal arc testing .
Type test reports regarding internal arc withstand performance shall be made
available in the quotation stage.
The prospective short circuit currents specified in this specification and
attached drawings is based on parallel operations of all supplies which can
be paralleled during normal operations and temporary operations during
change-over periods. It also includes the contribution that can be expected
from the connected load.
The values of the factor 'n', giving the relation between peak and r.m.s. value
of the short circu it current, shall be as stated in Table 5 of IEC 60439-1 or as
indicated in this specification, whichever is the higher.
5.5
Enclosures
The 74-D-1A and 74-D-1B Transfer Panel shall be completely enclosed, selfsupporting and suitable for free standing.
All hardware such as hinges, levers, screws, etc shall be of stainless steel or
zinc coated high tensile steel. Bolts and nuts shall be of stainless steel or
yellow chromium zinc plated high tensile steel. Bolted or screwed
connections shall be anti-loosening type.

Busbar Systems
The 74-D-1 A and 74-D- 18 Transfer Panel shall have three-phase and neutral
busbars located in a metal clad compartment.
The phase, neutral and earth busbars shall be of hard drawn, high
conductivity copper.

furnish type test certificates for short circuit and temperature rise.
Neutral busbars shall have the same cross section as the phase conductors.
In the busbar compartment the phase busbars shall be fully insulated. The
neutral busbar shall be insulated in the compartment. The insulation shall be
type tested for withstanding at least an AC test voltage of 2 kV for a period of
60 seconds applied between the bar and an aluminum foil wrapped closely
around the insulation.
The neutral busbar shall be insulated from earth. This arrangement shall be
in accordance with the TN-S system configuration.
A continuous earth busbar of high-strength, high conductivity copper shall be
provided throughout the length of the assembly and solidly bolted to the steel
framework. It shall be capable of carrying the rated short circuit current of
any breaker in the assembly for a period of one second. A compression type
connector for earthing conductor shall be provided at each end of the earth
bus bar.
Busbar supports, insulation and barriers shall be made from
hygroscopic, non-tracking, flame retardant , insulation materials.

The comparative tracking index (CTI as per IEC 60112) of the insulating
material used for the supports and insulation of the busbar and support
systems shall be at least 300. The CTI for the insulation materials used for
the components protected by the short-circuit protective devices in the
outgoing functional units shall be at least 175.
The busbars shall be provided with coloured PVC insulation sleeves to

with the VENDOR's bid proposal.
If type test records of an identical unit are not available for temperature rise
test, rated current shall be applied to the 74-D-1 A and 74-D-1 8 Transfer
Panel and temperature rise shall be checked for compliance with the relevant
IEC publications and PTS 33.67.01 .31. The results shall be recorded and
submitted for PURCHASER's approval.
The 74-D-1A and 74-D-18 Transfer Panel components shall be tested in the
actual line-up arrangements with busbars fully connected . Testing of the
above on disassembled shipping sections is not acceptable.
All tests shall be conducted by competent and suitably qualified personnel.
All tests shall be in compliance with EMC requirements as per PTS
33.64.1 0.33(FE8RUARY 201 0).
Tests shall be performed using calibrated test equipment. Calibration
certificates for all test equipment shall be made available upon request by the
PURCHASER.

PACKING AND
PRESERVATION
VENDOR shall describe the standard practice for the packing and
preservation of the 74-D-1 A and 74-D-1 8 Transfer Panel in the bid proposal.

The 74-D-1A and 74-D-1B Transfer Panel shall be completely enclosed, selfsupporting and suitable for free standing.
All hardware such as hinges, levers, screws, etc shall be of stainless steel or

yellow chromium zinc plated high tensile steel. Bolted or screwed
connections shall be anti-loosening type.

Neutral busbars shall have the same cross section as the phase conductors.
In the busbar compartment the phase busbars shall be fully insulated. The
neutral busbar shall be insulated in the compartment. The insulation shall be
type tested for withstanding at least an AC test voltage of 2 kV for a period of
60 seconds applied between the bar and an aluminum foil wrapped closely
around the insulation.
The neutral busbar shall be insulated from earth. This arrangement shall be
in accordance with the TN-S system configuration.
A continuous earth busbar of high-strength, high conductivity copper shall be
provided throughout the length of the assembly and solidly bolted to the steel
framework. It shall be capable of carrying the rated short circuit current of
any breaker in the assembly for a period of one second. A compression type
connector for earthing conductor shall be provided at each end of the earth
bus bar.
Busbar supports, insulation and barriers shall be made from
hygroscopic, non-tracking, flame retardant , insulation materials.

The comparative tracking index (CTI as per IEC 60112) of the insulating
material used for the supports and insulation of the busbar and support
systems shall be at least 300. The CTI for the insulation materials used for
the components protected by the short-circuit protective devices in the
outgoing functional units shall be at least 175.
The busbars shall be provided with coloured PVC insulation sleeves to

If type test records of an identical unit are not available for temperature rise

IEC publications and PTS 33.67.01 .31. The results shall be recorded and
submitted for PURCHASER's approval.
The 74-D-1A and 74-D-18 Transfer Panel components shall be tested in the
actual line-up arrangements with busbars fully connected . Testing of the
above on disassembled shipping sections is not acceptable.
All tests shall be conducted by competent and suitably qualified personnel.
All tests shall be in compliance with EMC requirements as per PTS
33.64.1 0.33(FE8RUARY 201 0).
Tests shall be performed using calibrated test equipment. Calibration
certificates for all test equipment shall be made available upon request by the
PURCHASER.

PRESERVATION
VENDOR shall describe the standard practice for the packing and
preservation of the 74-D-1 A and 74-D-1 8 Transfer Panel in the bid proposal.

INTRODUCTION
This operation and maintenance philosophy is prepared for the 415V Transfer Panel
package, which shall provide additional information to VENDOR to allow the
determination of any impact on the technical Scope of Supply.
The main objectives of the proper operation and maintenance of the all equipment
supplied are the following :

Corrective maintenance
All equipment will undergo period ic inspection and maintenance. VENDOR is to provide
and recommend the inspection and maintenance program for the life of the equipment.
The program shall include but not be limited to:
Isolation requirements.
Re-commissioning procedure.
The planning I scheduling of maintenance and inspection for the equipment shall be
undertaken.
VENDOR shall recommend the maintenance and inspection requirements (as
applicable) for the following periods as a minimum: 3 monthly, 6 monthly, yearly, 2
yearly and 4 yearly.

SPARES
The VENDOR shall provide spa res required for testing/commissioning and initial startup.
A completed Spare Parts and Interchangeability Record (SPIR) as per Attachment 7
shall be submitted in accordance with the VENDOR Data Requirements as per
Attachment 5.
VENDOR shall provide a quotation for recommended insurance spares. Recommended
spares shall take into account related factors of equipment reliability, cost of parts and
availability of equipment service facilities in Malaysia.
VENDOR with his quotation shall include a list of recommended special tools with
itemised prices, if applicable, required for maintenance of the equipment.
VENDOR shall with his quotation, demonstrate that he has adequate resources
available to provide purchase with spare parts and maintenance support in Malaysia.

TRAINING REQUIREMENT
The VENDOR shall provide the training on the operation and maintenance of the
equipment supplied.

RESOURCES
The project team will coordinate/execute the testing supported by other commissioning
engineers, VENDOR full commissioning team, maintenance/operations staff and
contractor's personnel.

Handover documentation to the operations/maintenance department will include the
