1.

This NES relates to the requirements for a terpolymer made from ethylene
propylene diene monomer (EPDM) to be used for circular and D shaped section
rubber fenders to be fitted to the structure of HM Surface Ships.

FOREWORD
Sponsorship
1.

This Naval Engineering Standard (NES) is sponsored by the Procurement Executive, Ministry
of Defence, Director Naval Architecture DNA, Section NA 114.

2.

If it is found to be technically unsuitable for any particular requirement the Sponsor is to be


informed in writing of the circumstances, with a copy to the Director Naval Architecture DNA,
Section NA 145.

3.

Any user of this NES either within MOD or in industry may propose an amendment to it.
Proposals for amendments that are not directly applicable to a particular contract are to be
made to the Sponsor of the NES and those directly applicable to a particular contract are to
be dealt with using existing procedures or as specified in the contract.

4.

No alteration is to be made to this NES except by the issue of an authorized amendment.

5.

Unless otherwise stated, reference in this NES to approval, approved, authorized or similar
terms, means by the Ministry of Defence in writing.

6.

Any significant amendments that may be made to this NES at a later date will be indicated
by a vertical side line. Deletions will be indicated by 000 appearing at the end of the line
interval.

Conditions of Release
General
7.

This Naval Engineering Standard (NES) has been prepared for the use of the Crown and of
its contractors in the execution of contracts for the Crown. The Crown hereby excludes all
liability (other than liability for death or personal injury) whatsoever and howsoever arising
(including but without limitation, negligence on the part of the Crown, its servants or agents)
for any loss or damage however caused where the NES is used for any other purpose.

This document is Crown Copyright and the information herein may be subject to Crown or
third party rights. It is not to be released, reproduced or published without written permission
of the MOD.

9.

The Crown reserves the right to amend or modify the contents of this NES without consulting
or informing any holder.

MOD Tender or Contract Process


10.

This NES is the property of the Crown and unless otherwise authorized in writing by the MOD
must be returned on completion of the contract, or submission of the tender, in connection
with which it is issued.

11.

When this NES is used in connection with a MOD tender or contract, the user is to ensure that
he is in possession of the appropriate version of each document, including related documents,
relevant to each particular tender or contract. Enquiries in this connection may be made of
the local MOD(PE) Quality Assurance Representative or the Authority named in the tender
or contract.

12.

When NES are incorporated into MOD contracts, users are responsible for their correct
application and for complying with contracts and any other statutory requirements.
Compliance with an NES does not of itself confer immunity from legal obligations.

TYPE APPROVAL
a.

The Type Approval Authority for EPDM Rubber Circular and D Section
Director Marine Fenders is the Procurement Executive, Ministry of Defence,
Director Naval Architecture, Section NA 114, Room 105, Block F, Foxhill, Bath
BA1 5AB.

b.

No manufacturer may supply such fenders to the MOD(PE) until he has


obtained Type Approval for his product.

c.

To obtain Type Approval the manufacturer is to:


(1)

satisfy the Approval Authority that his product complies with the
requirements of the NES;

(2)

supply details of the chemical composition of the material to the Approval


Authority.
All
such
disclosures
will
be
treated
as
Commercial-in-Confidence;

(3)

supply a metre length of the material he proposes to supply;

(4)

supply results of tests undertaken in compliance with Section 4. and


Annexes C., D., E., F., G. and H. of this NES.

d.

Once Type Approval has been granted no change may be made to the
composition of the rubber mix nor any aspect of its production without prior
approval in writing of the Approval Authority.

e.

If approval is given for a change in formulation the newly formulated material


is to be subjected to the type approval test.

f.

Type Approval is only valid for 5 years from the date of approval. The Approval
Authority reserves the right to revoke the Type Approval at any time.

g.

The manufacturer may apply for re-approval at any time.

COMPOSITION
a.

The rubber compound is to be based wholly upon ethylene, propylene and


1,4-hexadiene (EPDM), containing at least 1.5 parts by weight per hundred
grammes of rubber of an antioxidant.

b.

The colour of the cured compound is to be black.

PROCEDURES FOR MIXING AND CURING EPDM RUBBER


a.

Mixing and curing procedures are to be carried out in accordance with BS 1674
and for the determination of the curing characteristics of the compound in
accordance with BS 1673 Part 10, the Monsanto Rheometer has been found
suitable for this purpose.

TESTING
a.

The quality control system requirements appropriate to this compound are


those specified in Def Stan 0592 or equivalent. Each manufacturing batch is
to be tested for hardness, tensile strength, elongation at break, compression set
and accelerated air ageing by the methods given in Annex C. The tests for
properties described in Annex C. are to be carried out on test sheets prepared
from each batch of compound as defined in Def Stan 9331 Clauses 16
inclusive.

FENDER SELECTION REQUIREMENTS


a.

Fender selection will be decided initially by consideration of the type of vessel,


nature of the berth, berthing velocity, berthing angle etc. The type, stiffness and
storage energy requirements can be defined using the procedures of BS 6349,
Parts 1 and 4.

b.

Types of Fenders to be used:


(1)

Outer Circular Section shape with a circular inner bore. By using


the parameters for circular section fenders as defined in Annexes D.,E.
and F. stiffness and storage energy with varying deflection may be
determined.

(2)

Outer D Section shape with D shaped inner bore. With this type
of fender the outside diameter must be taken as the height of the outside
D section. When the width and height of the inner D bore are
comparable, selection is made from the circular section fender data. In the
case of non-comparable dimension of the inner D bore then the selection
should be made from Annexes G., H. and I.

IDENTIFICATION AND PACKAGING


a.

The lengths of rubber fender are to be supplied wrapped in accordance with the
requirements of BS 3574 and NES 724.

b.

The manufacturer is to mark packaging in accordance with Def Stan 8141. In


addition any legal requirement for the packaging is to be legibly and durably
marked with the following details:
(1)

description;

(2)

NES 170;

(3)

contract or order number;

(4)

distinctive lot or batch number;

(5)

quantity of contents;

(6)

date of manufacture;

(7)

name of contractor, initials or recognized trade mark;

(8)

NATO stock number;

(9)

shelf-life expiry date;

(10) gross weight of each package.
