I, Dharam Vir, M.Sc.

(2Y), 1971, solicit your vote and support for my candidature for
Vice-President-1 (Resident of India) and would like to work for the
following:1. Improving registration & data base of alumni with Alumni Association: A
large number of alumni are not registered with the Association. Out of 29,185
alumni, 16,870 have registered and 12,315 (38.50%) have not. Besides, email ids
and addresses etc. of a few thousand members are non-functional or outdated.
Improving registration, cleaning up and updating list shall be my top priority.
2. Strengthening the relationship between Alumni Association and Chapters:
The success of the Alumni Association lies in building its strong relations with the
Chapters. The Chapters would be encouraged to get accreditation. Annual
conference of chapters would be held to devise common minimum program.
3. Involving alumni in improving placements - IITK alumni, holding senior
position in industry and government would be actively involved for improving
placements of UGs and PGs.
4. Making IITK a preferred IIT for JEE: Top JEE rankers do not prefer IITK. AA
would work for building the institute's image in close cooperation with its
authorities.
5. Resource Mobilization: In addition to private sector, resources in form of grants
from government departments for various programmes would be mobilized.
6. Photography Competition & Coffee Table Book on IITK: A coffee table book
presenting various facets of life at IITK, from entry to exit, would be published.
Annual photography competition -students, faculty and staff- of pictures on the
life on the campus would be held. At my instance, the present Board had approved
the proposal and sanctioned 2.50 lacs, but competition could not be held due to
shortage of time. AA will have all the rights, including surplus.
7. Group Housing for Alumni in Select Areas: Launch on experimental basis a
group housing (flats) at Gurgaon. Negotiate bulk purchase rates with good
builders in a transparent manner.
8. Democratization of Pan IIT: At present, fifty nine alumni constitute general
body of Pan IIT Association. This association represents the alumni of all IITs,
whereas it should be owned jointly by the alumni associations of all IITs.
STRENGHTS
Experience as a Member of the Board from 2012-14: Elected in 2012, with the largest
majority. In this capacity, the following contributions were made:1. Amendments in AA's Constitution: In the past, several unsuccessful attempts to
amend the constitution were made. I was assigned the task of drafting the
amendments and amended constitution. The Board and General Body approved
the amended constitution drafted by me and has come in force.
2. Representation on the AA Board diversified: The alumni's representation on the
Board has been diversified by adding three more members-one each for Alumna,
Ph. D and Chapter's President/General Secretary. It is gratifying to see that all
three new members' positions are being contested. This item was part of my
manifesto in 2012.
3. Clear cut election rules: This as also in my 2012 manifesto. The rules stand
incorporated in the Constitution and Bye Laws.
4. Co-Chair of IITK Alumni Convention on March 3, 2013 at IIT Delhi: Played
a key role in organizing the Convention; arranged the Guest Speaker Dr. D.
Subbarao, Governor, Reserve Bank of India (now retired); Mobilized part
finances.
5. Alumni in Distress: The role of the alumni association to help the alumni in the
hour of their need incorporated in the mission of the AA.

6. Experience as a Member of the Pan IIT India Association (PIAI): I was


unanimously elected as a member of the PIAI's board and played active role in its
decision making.
7. Established IITK alumni chapter at Chandigarh
PROFILE
1. M. Sc. (Physics) in 1971 from IITK, B. Sc. (Hons) from IIT Kharagpur.
2. After research for two years in Physics at IITK, joined the Indian Administrative
Service in 1973, retired in Oct. 2009 as Chief Secretary in Government of
Haryana. Held several important assignments & also officiated as Vice Chancellor
of two universities.
3. Now State Election Commissioner of Haryana (2009-14); responsible for
conducting elections to rural and urban local bodies.
4. MBA from the Leeds University in 1988 sponsored by the Govt. of India.
5. Had been member of BOG/BOD of several prestigious educational institutions,
including IIT Roorkee, NIT Kuruskhetra and Post Graduate Institute of Medical
Education & Research, Chandigarh, Regional Committee of AICTE.
AWARDS & HONORS
1. One of the top fifty alumni, honored at the IITK Golden Jubilee Alumni
Convention held on Jan 2, 2010 at the Institute.
2. Distinguished Services Alumni Award by IIT Kharagpur
3. Appreciation by Government of Haryana, Election Commission of India & other
agencies.
CONTRIBUTION as a student at the IITK
1. Active in students, department and hall affairs.
2. As a member of a committee on students affairs in 1971, I played a major role in
articulating the concept of Students Senate and giving it a practical shape. The
proposal was approved by the IITK BOG and the Senate was set up in 1972. I was
also elected to the first Senate.
BOOK ON IITs
1. Done extensive research on the history of IITs & published several articles on
IITs.
2. Co-authored a book on IIT Kharagpur (An Illustrated History of IIT Kharagpur Sixty Years in the Service of the Nation). The Prime Minister of India had released
the book on Aug. 22, 2011.
3. Now working on a comprehensive book on IITs from policy perspective.
4. Several articles published on science and technology, JEE and IITs
OTHER INTERESTS
1. Education and promotion of science and technology - After my retirement, along
with 36 distinguished scientists, academicians, engineers, doctors, and civil
servants, I formed a not-for-profit NGO (registered society) by the name of
Society for Promotion of Science & Technology in India (www.spsti.org and
www.Facebook.com/SPSTI). At present, it is active in Haryana, Punjab and
Chandigarh.
