COMMITTEE REPORT ON ITEM NO. 787

ORDINANCE NO. 004, SERIES OF 2014 OF THE BARANGAY
COUNCIL OF PAMPANGA, BUHANGIN DISTRICT, THIS CITY,
ENTITLED AN ORDINANCE IMPLEMENTING I.D. SYSTEM AT
BARANGAY PAMPANGA, BUHANGIN DISTRICT, DAVAO CITY

Background
1. This pertains to Ordinance No. 004, Series of 2014 passed by the Barangay
Council of Pampanga, Buhangin District, this City, entitled An Ordinance
Implementing Barangay Identification System at Barangay Pampanga.
Highlights
2.

The Sangguniang Barangay of Pampanga passed the subject Ordinance

approving the implementation of an Identification System in the Barangay. The
identification card will serve as the official identification of a Barangay
constituent. This I.D. system is intended to facilitate, for instance, the issuance
of passports and other official documents.

3. The I.D. system is not compulsory but voluntary in nature.

4. The fees charged are the following:
1) Php 25.00 for the I.D. card including lamination
2) Php 10.00 only for Senior Citizens for whom the I.D. is given free of charge.
The Php 10.00 is payment for the lamination.
Hence, the fees charged are reasonable and not unjust or excessive.

The Barangay was asked to rephrase Section 7 of the Ordinance to make it

clearer and easier to understand. The rephrasing was made and a copy thereof
was subsequently submitted to the committee.

5. Ordinance No. 004, Series of 2014 is consistent with the law and the Committee
finds no legal infirmities.
Recommendation
6. This Committee recommends that a resolution be passed approving Ordinance
No. 004, Series of 2014 passed by the Barangay Council of Pampanga, Buhangin
District, this City, entitled An Ordinance Implementing Barangay Identification
System at Barangay Pampanga.

SERIES OF 2014 PASSED BY THE BARANGAY COUNCIL OF
PAMPANGA, BUHANGIN DISTRICT, THIS CITY, ENTITLED AN
ORDINANCE
IMPLEMENTING
BARANGAY
IDENTIFICATION
SYSTEM AT BARANGAY PAMPANGA.
WHEREAS, the Sangguniang Barangay of Pampanga passed the subject Ordinance

approving the implementation of an Identification System in the Barangay. The

WHEREAS, after careful perusal and deliberation, the committee recommends the approval

PAMPANGA, BUHANGIN DISTRICT, THIS CITY, ENTITLED AN ORDINANCE
IMPLEMENTING BARANGAY IDENTIFICATION SYSTEM AT BARANGAY PAMPANGA.
NOW THEREFORE, be it resolved as it is hereby resolved that ORDINANCE NO. 004,

SERIES OF 2014 PASSED BY THE BARANGAY COUNCIL OF PAMPANGA, BUHANGIN

DISTRICT, THIS CITY, ENTITLED AN ORDINANCE IMPLEMENTING BARANGAY
IDENTIFICATION SYSTEM AT BARANGAY PAMPANGA be approved and declared
consistent with the laws;
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the
Secretary to the Sangguniang Panlungsod, City Mayors Office, and all other
offices/departments concerned, for their information and guidance.
