training leaders for a sustainable future
The International Urban Training Center (IUTC),
officially launched on 3 May 2007 as a joint collaboration
between UN-HABITAT and Gangwon Provincial
Government, Republic of Korea, aims to build the
capacity of local governments, particularly in the AsiaPacific region, to pursue sustainable urbanization in line
with the United Nations MDGs. With a focus on Post15 sustainable development goals, the IUTC provides
cutting-edge training courses and materials for city
leaders, policy makers and urban planners. Courses are
designed to give participants hands on learning and the
tools to develop and implement sustainable urbanization
policies and programs in their communities.

United Nations Human Settlements Programme


(UN-Habitat), is the United Nations agency for human
settlements. It is mandated by the UN General Assembly
to promote socially and environmentally sustainable
towns and cities with the goal of providing adequate
shelter for all. UN-Habitat Capacity Development
Unit (CDU) combines knowledge, research, tools, skill
development and training into a coherent capacity
development strategy focusing on cities, Habitat
Agenda partners and training institutions.

UN-Habitat and the International Urban Training Centre (IUTC), Republic of


Korea, supported by Gangwon Provincial Government will jointly organize 7
International Training Courses in 2015.
Courses are designed for policy makers, senior professionals, government officials and executives
of government, private, community and academic institutions from the Asian and Pacific Region
who are directly involved in the course topic with a strong will and commitment of their institutions
to implement demonstration projects .

TRAINING COURSES

MARCH

Local Economy Activation & Upgrading of Low Income


Settlements This course provides the participants with basic planning
and management tools and techniques to effectively prepare, plan,
implement and manage citywide community-based action plans that
includes local economic development activities to improve quality
of life of people living in poor communities, informal settlements
and slums. The course will enhance the participants understanding
about the underlying causes of slum formation in various parts of the
world and expose them to the various policy approaches adopted by
cities and national governments to improve the quality of life of slum
dwellers. The course will also enable participants to get acquainted
with selected citywide slum upgrading programmes and local
economic development activities leading to livable communities. The
course will offer case study presentations and practical exercises. The
training event will be combined with the international symposium on
local economy activation organized by the Korean Society of Good
Community & Gangwon Province.
Housing Policy & Practice for Sustainable Urban Development
This course will develop skills and knowledge on housing policy and
practice and provide the participants with an in-depth understanding
of the structure and functioning of the housing sector and the role
housing policies play in influencing housing markets and the provision
of affordable housing options. The course will enable participants
to develop know-how in policy making and implementation,
and provide a range of case studies from different countries
demonstrating the success and failure of different approaches and
projects. At the end of the course, participants will have enhanced
their knowledge to be able to decide on policies affecting both the
supply and demand sides of the housing sector and will have acquired
better understanding of the various elements that influence housing
development namely land supply, infrastructure provision, housing
finance, building materials and technology and urban planning and
design. Some elements related to environmental solutions will also
be introduced as they relate to housing policy implementation as
well as housing projects at the neighborhood level.

APRIL
Eco-city & Low Carbon Smart City The main objective of
the course is to provide the participants with eco-city planning
principles, planning approach and tools to effectively plan and
develop eco-cities in the context of low-carbon smart city. The
course will enhance the participants understanding about city
climate planning, climate change mitigation and adaptation, and
carbon financing for creating low-carbon smart cities. The Guide
for Low-carbon Smart City will be used for the training together
with Smart City Challenge and GCF initiative. The course will also
enable participants to get acquainted with selected case studies in
different cities and examples of best practices through in-class case
study presentations and practical exercises, then making practical
linkage to developing their own demonstration projects.

MAY
Urban Policies & Planning Strategies for Achieving Prosperity
in Cities This course draws on the City Prosperity Index (CPI)
developed by UN-Habitat and launched by the State of the
World Cities Report 2012-2013. The course develops a strategic
measurement, monitoring, and policy tool for cities and provides
participants with the skills and knowledge that will enable them to
adopt innovative, more holistic and people-centered urban policies

and urban planning strategies for their cities. The course develops
practical knowledge and skills that enable participants to identify
opportunities and potential areas of intervention for their cities to
become more prosperous, through the methodology developed
by the Cities Prosperity Initiative adopted by UN-Habitat and its
partner cities. Participants will be exposed to different experiences
through case studies presentations and projects with a number
of examples from the City Prosperity Initiative. At the end of the
course participants will have achieved a better understanding
of urban prosperity that promotes collective well-being in cities
and have acquired know-how to design evidence-based and
well-informed policy interventions sustained by urban indicators
developed through the CPI. Participants will have achieved at the
end of the course a solid understanding about the use of tools,
indices, indicators and measurements to monitor the path of cities
towards urban prosperity.

SEPTEMBER
Land readjustment This course focuses on the design and
implementation of Land Readjustment initiatives and provides
participants with the opportunity to develop their skills and
knowledge on the various steps required for successful land
readjustment. The course will cover the institutional, political,
economic, social and spatial dimensions of land readjustment
that will be drawn from case studies and the long-standing Korean
practice and know-how with land readjustment. The course will
also discuss land policy and the various attributes and bundle
of rights associated to land and expose an array of land policy
instruments that enable city governments to use land as asset for
urban development finance.

Youth & The New Urban Agenda The goal of the course is
to engage youth and their partners in the Post-2015 Sustainable
Development Agenda and the Habitat III processes. The course
will help participants to identify the factors that create positive and
equitable change and the actors that trigger this change as well
as the strategies that they use to bring it about. The course will
examine how young people achieve sustainable livelihoods, how
they improve basic services in their city, how they engage in issues
of land, as well as innovative ideas on sustainable urbanization
for young people in post-conflict situations. Participants will also
develop their knowledge on how to formulate evidence-based and
informed youth policies; harness synergies between data and youth
policy making including; monitor and evaluate evidence-informed
youth policies for sustainable, inclusive and smart city. This training
will be combined with a Youth & Gender Symposium.

Water & Sanitation The purpose of the course is to enable
participants to familiarize themselves with the integrated water
resources management, drinking water and sanitation using the
appropriate ICT for digitalized connections, and lead the process
of developing and applying a water and sanitation program in
their home institution. By the end of the course, participants will
be able to identify the scope and requirements of a water safety
plan, understand how to set up a program, and know how to
manage a team to develop a WSP which is feasible to implement
within the constraints and specificities of the utility in treating and
supplying safe drinking water to customers together with more
advanced water system and technology in terms of low carbon
smart city. In doing so, the participant will also learn how a WSP
can safeguard customers, optimize operations and positively
impact the environment. It may be combined with the international
symposium on water and sanitation with ICT.
