Describe the situation and present the facts in the order in which they occurred. Include
names, titles, and describe any affiliation to the 2014 ASUO Elections. Please attach
evidence to substantiate your claims.
In early March, UO Forward Presidential candidate Helena Schlegel began circulating a
petition asking the UO Board of Trustees to freeze tuition. She and her campaign told
students that she is the student representative on the Board of Trustees (which is true),
and that she will turn the petition and their signatures in to the Board at the next meeting.
Regardless whether she did, she and her campaign have been using the contact
information to call students and ask for their vote.
The attached screenshots prove that Helena is discussing the petition with her campaign
staff, including Andrew Dunn (candidate for Senate Seat 8) in early March, and that they
are working to get signatures for the campaign. If that was not enough, the first
screenshot shows her attempts to cover up that the petition is affiliated with her ASUO
campaign. In addition, the screen shots show that they had been phone banking as of
March 3rd as well as holding kick off events in February. The final screen shot shows a
example of many of the UO Forward candidates Facebook posts to gain signatures. There
are also multiple witnesses who are willing to testify to the described actions and that
they have been using these petition signatures to call in regards to their ASUO campaign
to gain votes.

procedures that have been followed.

1. Fraud
9.8 Severe campaign violations include, but are not limited to: submitting votes for other
students; tampering with the electronic election system; harassment, intimidation, bribery
or fraud with the intent of affecting the outcome of the election; libelous or slanderous
statements or conduct; tampering with another campaigns materials with malicious
intent; intentional actions to mislead or obstruct the duties of the Elections Board.
9.8.1 Consequences may include, but are not limited to, loss of all campaigning
privileges including presence on the ballot, and, should sanctions be applied after
election, removal from any office other than the ASUO Presidency.

Fraud: deceit, trickery, sharp practice, or breach of confidence, perpetrated for profit or to
gain some unfair or dishonest advantage.1
By knowingly concealing from the signers the fact that they were going to use this
contact information for phone calls during their ASUO campaign, and just telling the
signers it was going to be used for the Board of Trustees, they deceived and tricked
students into signing the petition to gain the advantage of having their phone numbers
received by dishonest means. That is deceit and trickery perpetrated to gain some unfair
or dishonest advantage.
2. Campaigning before permitted
9.6 Minor violations include but are not limited to any violation under 5 regarding
campaign practices that does not otherwise violate University rules and regulations,
and any other minor violation of these Rules.
9.6.1 Consequences can include, but are not limited to, removal of materials or other
appropriate sanctions as the Hearings Committee may designate.
5.2.4 Solicitation of Votes: No direct voter interaction may begin until the start of
primary voting week. Direct voter interaction includes but is not limited to canvassing;
telephone campaigning; public events or appearances organized by candidates or

campaigns; and anything that involves in-person contact between a campaign and an
elector.

1.2 Campaign: any individual or group of individuals undertaking in any concerted way
to promote or oppose a candidate, slate or ballot measure in an ASUO election.

The screenshots establish that they knew they were collecting the contact information to
benefit their slate in the election, which makes it a campaign, and the gathering was done
before primary voting.
What is your desired outcome of the grievance/complaint?
I desire (1) UO Forward be ordered to turn over the contact info and any duplicates to the
Elections Board for immediate destruction, (2) that all of UO Forward be prohibited from
campaigning for 24 hours due to the minor violation, and (3) that the Executive ticket
from UO Forward and Andrew Dunn be disqualified from appearing on the ballot for
their involvement in the fraud against the student body. If this ruling is made after results
are revealed on Friday, and either of them have either won or advanced to the runoff, I
request that the election for those races be invalidated and a new primary be ordered,
minus the UO Forward candidates.
