executivos e ampliao do canal tiveram destaque no evento

Prticos brasileiros na Cidade do Panam

Desde abril a IMPA conta com novos dirigentes. O prtico


canadense Simon Pelletier e seu colega francs Frdric Moncany
foram eleitos presidente e vice-presidente snior durante o 22
Congresso da IMPA, realizado na Cidade do Panam. Durante os
prximos quatro anos eles sero os responsveis pela gesto da
International Maritime Pilots Association. A dupla substituiu o
norte-americano Michael Watson e o brasileiro Otavio Fragoso,
que dirigiram a entidade de 2006 a 2014.

IMPA has new directors since April. Canadian


pilot Simon Pelletier and his French colleague
Frdric Moncany were elected president and
senior vice-president during the 22nd IMPA
Congress in Panama City. They will be responsible over the next
four years for the administration of the International Maritime
Pilots Association. The duo has substituted North American
Michael Watson and Brazilian Otavio Fragoso, who ran the
association from 2006 to 2014.

the Brazilian pilotage plays a leading role in Brazil. The more
structured the service in its country of origin, the more force it will
have in IMPA or any other international organization, commented
the pilot. The election of Pelletier and Moncany reinforces this
theory, since Canada and France also have organized and
successful pilotage models.

posio de destaque no Brasil. Quanto mais estruturado o servio
se apresentar em seu pas de origem, mais fora ele ter na IMPA
ou em qualquer outra entidade internacional, refletiu o prtico. A
eleio de Simon e Moncany refora essa teoria, posto que Canad
e Frana apresentam modelos de praticagem igualmente organizados e bem-sucedidos.
Tendo comeado na profisso em 1996 como prtico do Rio So
Loureno, Simon Pelletier preside a Associao Canadense de
Prticos desde 2009. Dedica-se h anos a estudos e debates na
IMO relacionados tecnologia, especialmente e-navigation,
assunto no qual expert. Entrou na IMPA em 2008 como vicepresidente; Moncany prtico do Porto de Rouen, na Frana. Em
1999, elegeu-se presidente da Organizao de Prticos de Rouen e,
em 2009, presidente da Associao Francesa de Prticos. Desde
2010 ocupa um dos postos de vice-presidente da IMPA.

Simon Pelletier joined the profession in 1996 as a pilot on St.


Lawrence River and is president of the Canadian Marine Pilots
Association since 2009. He has dedicated years to study and
debates in the IMO related to technology, especially e-navigation,
a subject on which he is an expert. He joined IMPA in 2008 as vicepresident. Frdric Moncany is a pilot in Rouen port, France. In
1999, he was elected president of the Rouen Pilots Organization
and in 2009 president of the French Pilots Association. Since 2010
he has occupied one of the vice-president positions in IMPA.
The Congress

Many of the panels were devoted to the special nature of canal
pilotage and to the impacts of the Panama Canal expansion. Pilot
Rainiero Salas spoke about his experience on the Panama Canal,
and Manuel Benitez, its administrator, talked about the effects of
the project. Mike Burgess, from the Canadian Marine Pilots
Association, analyzed the service in Welland Canal in Ontario.
Pilots Michael Hartmann and Stefan Borowski presented special
details of the major German waterway, Kiel Canal. And finally,
Mike Morris, from the UK Maritime Pilots Association, spoke
about Manchester Canal.
The choice of Panama City to host the 22nd IMPA Congress was
perfect, according to IMO secretary-general Koji Sekimizu, who
spoke to the meetings audience by videoconference. He stressed
that Panama today is one of the great maritime nations. He also
made reference to its iconic canal, whose inauguration is
commemorated in 2014. Its expansion works are advancing and
the delegates were impressed by its grandeur and ingenuity.

naes martimas. Fez referncia, ainda, a seu icnico canal, cujo

os participantes por sua grandiosidade e engenhosidade.
As sesses subsequentes trataram de temas tcnicos; inovao
em lanchas de prticos, Hadrian Rail, treinamento de prticos, AIS
Replay, preveno de colises, manobrabilidade e e-navigation
estiveram entre os assuntos abordados. No final do encontro,
houve o tradicional convite para o prximo congresso, que acontecer em 2016, na Coreia.
Evento marca 20 anos de participao brasileira
na Associao Internacional de Prticos
Carlos Jesus Schein o primeiro brasileiro de que se tem notcia a
participar de um congresso da IMPA. Em 1990, o prtico esteve
presente na dcima edio do encontro da associao, em Tel Aviv.
Dois anos depois, em 1992, a praticagem nacional enfrentaria sria
crise institucional. A fim de obter subsdios para se articular e fazer
frente aos ataques que a profisso vinha sofrendo, um grupo de
prticos brasileiros resolveu participar do 11 Congresso da IMPA,
em Madri, naquele ano. Antonio Robles, Carlos Eloy Cardoso Filho,
Carlos Hermann, Herbert Frederico Mello Hasselmann (falecido),
Marco Antonio Barroca, Mauro Canto, Otavio Fragoso, Ronaldo
Jansson e Vicente Fraga Mares Guia fizeram parte dessa
emblemtica comitiva, reforando o relacionamento dos prticos
brasileiros com a IMPA.

prevention, maneuverability and e-navigation were some of the


issues discussed. At the end of the meeting the traditional invitation was offered for the next Congress to be held in 2016 in Korea.
Event marks 20 years of Brazilian participation in the
International Maritime Pilots Association
As far as we know, Carlos Jesus Schein is the first Brazilian to
participate in an IMPA congress. In 1990, the pilot attended the
tenth Associations meeting in Tel Aviv. Two years later, in 1992,
Brazilian pilotage was to face a serious institutional crisis. In order
to obtain subsidies to coordinate and stand up to the attacks
against the profession, a group of Brazilian pilots decided to attend
the 11th IMPA Congress in Madrid that year. Antonio Robles,
Carlos Eloy Cardoso Filho, Carlos Hermann, the late Herbert
Frederico Mello Hasselmann, Marco Antonio Barroca, Mauro
Canto, Otavio Fragoso, Ronaldo Jansson and Vicente Fraga Mares
Guia were part of this emblematic delegation, reinforcing the
relationship of Brazilian pilots with IMPA.
The Brazilians, full of vigor, with questions, ideas and experiences
to share, were pure enthusiasm and quickly gained the foreign
pilots sympathy. A strong bond was formed at that moment, which
in the future would provide support for the representativeness,
which Brazilian pilotage enjoys today at an international level.

Before the start of the Congress, the group was divided in two. One
part went to the UK. A must for the delegation was to learn more
about English pilotage, which had suffered the rebound effect
imposed by former Prime Minister Margaret Thatcher around a
decade earlier. One of the measures adopted by the Iron Lady was
to decentralize the service, which was now controlled by private
port authorities.

Cheios de garra, perguntas, ideias e experincias para compartilhar, os brasileiros eram puro entusiasmo e conquistaram rapidamente a simpatia dos estrangeiros. Nascia nesse momento forte

economic strength. Later, they all met up in Rotterdam, the main
European port.

da qual a praticagem brasileira goza hoje em mbito internacional.
Antes do incio do congresso, o grupo dividiu-se em dois. Parte dele
seguiu para o Reino Unido. Conhecer de perto a praticagem inglesa, que sofria o efeito rebote da desregulamentao imposta pela
primeira-ministra Margaret Thatcher, cerca de uma dcada antes,
configurava tarefa mandatria da misso. Entre as medidas adotadas pela Dama de Ferro estava a descentralizao do servio, que
passou a ser controlado por autoridades porturias privadas.
O neoliberalismo chegara de forma avassaladora naquela que fora
a maior potncia martima mundial, e a ameaa de seus efeitos
propagarem-se em outros pases era real. O outro segmento visitou
a praticagem da Alemanha, sempre uma referncia por sua organizao e pujana econmica. Depois, todos se encontraram no
Porto de Roterd, o principal da Europa.
A participao no encontro da IMPA foi to bem sucedida, que a
delegao brasileira ofereceu com xito o Rio de Janeiro para
sediar o 13 Congresso da IMPA, que aconteceu em 1996. Os
congressos da IMPA so bienais e, depois do de Madri, seguiu-se
o de Vancouver, em 1994, quando a praticagem brasileira mostrou
que havia chegado para ficar. Durante o evento no Canad, o
carioca Helcio Kerr elegeu-se vice-presidente da associao. Pela
primeira vez na histria um prtico brasileiro fazia parte do comitexecutivo da IMPA.
Mais do que uma vitria do Brasil, o fato representou grande conquista para a praticagem da Amrica Latina, que sofrera duro golpe
na Argentina dois anos antes. A profisso deixou de ser regulamentada pela autoridade martima argentina graas a decreto
baixado pelo presidente Carlos Menem, em janeiro de 1992. Os
brasileiros estavam sob alerta total. O exemplo do que acontecera
no pas vizinho era altamente indesejvel. Um executivo brasileiro
na IMPA vinha a calhar.
Atuando ao lado do canadense Michel Pouliot (ento presidente
da IMPA), Helcio realizou trabalho memorvel visando aumentar
a representatividade latino-americana internacional, at ento
incipiente na IMPA. Visitou diversas naes do continente e
conseguiu a adeso de novos pases-membros. Sua competncia
foi reconhecida em Xangai, em 1998, quando se reelegeu vicepresidente, cargo que ocupou at 2002. Siegberto Schenk, prtico
da Esprito Santo Pilots, tambm se destacou na trajetria do Brasil
na IMPA, tendo sido membro do Conselho Tcnico da associao
de 2001 a 2004. Depois viriam Otavio Fragoso e, em seguida,
Ricardo Falco. O ano de 2014 marca, portanto, 20 anos de atuao
ininterrupta do Brasil na IMPA.
O perodo Mike/Otavio
A empatia entre os prticos Michael Watson e Otavio Fragoso
aconteceu de forma instantnea. Embora sejam indivduos bastante diferentes, profissionalmente compartilham dos mesmos

Brazilian delegations suggestion that Rio de Janeiro host the 13th
IMPA Congress in 1996 was accepted. IMPA congresses are held
every two years and, after Madrid, it went to Vancouver in 1994,
when Brazilian pilotage showed that it had come to stay. During
the event in Canada, Rio-born Helcio Kerr was voted vice-president
of the association. For the first time ever, a Brazilian pilot was a
member of the executive committee of IMPA.
This was not just a victory for Brazil but also a major achievement
for Latin American pilotage, which had suffered a heavy blow in
Argentina two years earlier. The profession was no longer regulated by the Argentine maritime authority thanks to a decree issued
by President Carlos Menem in January 1992. The Brazilians were
on full alert. That event in its neighboring country was extremely
undesirable. A Brazilian executive in IMPA was a lucky stroke.
Working alongside Canadian Michel Pouliot (then IMPA president),
Helcio Kerr did memorable work to increase international Latin
American representativeness, until then in its early days in IMPA.
He visited various nations on the continent and successfully
attracted new member-states. His competence was acknowledged
in Shanghai in 1998, the year he was re-elected vice-president, a
position he occupied until 2002. Siegberto Schenk, a pilot of
Esprito Santo Pilots, was also outstanding in Brazils career in
IMPA, as a member of the Associations Technical Council from
2001 to 2004. Then came Otavio Fragoso and later Ricardo Falco.
The year 2014, therefore, marks 20 years of Brazils continuing role
in IMPA.

The Watson/Fragoso period


The empathy between the pilots Michael Watson and Otavio
Fragoso was instant. Although quite different people professionally, they share the same values, which brought them together as
soon as they met. Both have always been identified as professionals engaged in matters related to strengthening what is the noblest
aspect of the profession: its work in the public interest. It is no
coincidence that they both sacrificed and sacrifice their personal
lives to the collective.

valores, o que os aproximou desde que se conheceram. Ambos


sempre foram identificados como profissionais engajados em
matrias relativas ao fortalecimento da profisso no que de mais
nobre ela possui: o interesse pblico. No por acaso os dois sacrificaram e sacrificam suas vidas pessoais em prol do coletivo.
Em 2004, o norte-americano Michael Watson esteve em Trancoso
(BA), onde participou do 25 Encontro Nacional de Praticagem.
Lanando mo de sua apurada intuio, Mike enxergou em Otavio
um parceiro. Sugeriu que ele se candidatasse a um dos postos de
vice-presidente da IMPA. Pego de surpresa, Otavio teve pouco
tempo para pensar o prazo para as inscries terminaria logo. Na
poca o brasileiro era presidente do CONAPRA e, durante a assembleia realizada no encontro, colocou o assunto em pauta. No
houve dvida de que ele era a pessoa mais indicada para a empreitada: j frequentava fruns internacionais, tinha ingls fluente,
slido conhecimento das questes essenciais para a profisso e
muitos relacionamentos no meio.
Trs meses depois, em Istambul, Otavio tornou-se vice-presidente
da IMPA. Watson, tambm vice-presidente na poca, fora eleito
antes, em 2002. Em Cuba, no congresso de 2006, a parceria Mike/
Otavio seria formalmente instituda com sua eleio para presidente e vice-presidente snior. Uma espcie de upgrade, que lhes
permitiu a formao de poderosa parceria, altamente eficiente e
respeitada no meio martimo mundial. Watson emotivo e poltico,
e Otavio, racional e sem papas na lngua. Juntos dirigiram por oito
anos a praticagem internacional colocando a servio da classe toda
a experincia e o conhecimento adquiridos em suas carreiras.
Segundo Otavio, a harmonia e complementaridade entre eles
superou todas as intempries que a associao enfrentou. Sempre

He suggested he apply for one of the vice-president positions in
IMPA. Otavio Fragoso, caught by surprise, had little time to think
about it the application deadline was close. At that time the
Brazilian was president of CONAPRA and during the assembly at
the meeting, he raised the matter for discussion. There was no
doubt he was the best person for the job: he was already attending
international forums, spoke fluent English, had solid knowledge of
the professions key issues and knew many people in the field.
Three months later, Fragoso was voted vice-president of IMPA in
Istanbul. Watson, also then vice-president, was elected earlier,
in 2002. In Cuba, at the 2006 Congress, the Watson/Fragoso partnership was to be formally instituted with their election to president
and senior vice-president. This was a kind of upgrade that allowed
them to form a powerful, highly efficient and respected team in the
international maritime world. Watson is emotive and political,
while Fragoso is rational and outspoken. For eight years they
directed international pilotage together, providing the whole class
with all their experience and know-how acquired during their careers.
Otavio Fragoso says that harmony and their complementing each
other overcame any storm faced by the association. They were
always in tune, with no power struggles, and they would carry on
solving, or at least showing the ways to solve external or internal
problems. The partnership was so successful that there were more
than a few delegations disappointed when they learned that
Fragoso was not standing for the presidency of IMPA; he was the
natural candidate, someone who everyone expected to see at
the head of IMPA after the end of Watsons mandate. Fragoso,
however, ended his career as an executive of the association.
We will greatly miss this double act, stressed Nick Cutmore,
IMPA secretary-general, when saying farewell to both of them in
Panama.

em sintonia, sem disputa de poder, foram caminhando e resolvendo, ou pelo menos mostrando os caminhos para resolver, problemas externos ou internos. A parceria deu to certo, que no
foram poucas as delegaes que ficaram frustradas quando souberam que Otavio no se candidataria ao cargo de presidente da
IMPA; ele era o candidato natural, aquele que todos esperavam ver
frente da IMPA depois do final do mandato de Watson. Otavio,
porm, deu por encerrada sua jornada como executivo da entidade.
Uma dupla que deixou saudades, frisou o secretrio-geral da
IMPA, Nick Cutmore, na despedida de ambos, no Panam.
Mike e Otavio permaneceram mais tempo na IMPA do que o
perodo em que ocuparam os cargos de presidente e vice-presidente
snior. Antes j eram membros do quadro executivo da entidade.
Tenho certeza de que mais ser dito na sexta-feira, mas quero
agradecer a ambos seu desempenho durante os ltimos oito anos,
o que foi to essencial para a organizao quanto para o bom
funcionamento do escritrio. Apesar de serem pessoas muito diferentes, seu entrosamento no poderia ter sido melhor para a
associao. Mike, como vocs sabem, duro e franco (alguns
usam adjetivos mais grosseiros para qualific-lo). Quando o vemos
falando, melhor seria dizer rosnando, nas Bahamas ou na IACS, ou
quando algum tenta criticar vocs, compreendemos quo vantajosa foi sua presidncia. Mike, no entanto, seria o primeiro a
admitir que no teria sido bem-sucedido sem a presena, a seu
lado, de seu cerebral vice-presidente snior, o
que me leva a imaginar os dois no velho oeste do
tempo dos pioneiros disse Nick projetando a
montagem que exibiu para homenage-los.
Um dos maiores orgulhos da gesto Mike/Otavio
foi alavancar a African Maritime Pilots Association
(AMPA). Junto com outros executivos, estiveram
em 2010 no Senegal apoiando a AMPA e o Porto
de Dacar durante o primeiro frum africano de
praticagem. Em 2012, mais organizada, a praticagem africana promoveu o primeiro congresso
da AMPA, no Marrocos, tambm com o apoio da
IMPA. Ter contribudo para o fortalecimento

before they assumed these posts. I am sure more is going to be


said on Friday but I want to personally thank them for their steering
during the past eight years, which has been essential for the
organization and the office to function properly. They are both very
different people, but their pairing could not have been better for
the organization. Mike, as you know, is blunt and forthright (some
say ruder things about him). When you see him at IMO speaking,
or should I say growling, at the Bahamas, IACS or anyone else
trying to criticize you, you will see the benefits you have enjoyed of
his presidency. However Mike would be the first to admit that he
couldnt have done it without his cerebral Senior Vice President
riding shotgun with him. This led me to imagine the two of them
in the Wild West years ago said Nick when projecting a slide in
their honor.
One of the greatest sources of pride of the Watson/Fragoso
management was leveraging the African Maritime Pilots
Association (AMPA). In the company of other executives, they went
to Senegal in 2010 to support AMPA and visited Dakar port during
the first African pilotage forum. In 2012, a better-organized African
pilotage held the first AMPA Congress in Morocco, also with
IMPAs support. A major achievement for the category was its
contribution to regional reinforcement of the profession and to
adoption of the international regulations governing the service on
the African continent, namely those in the IMO Resolution A.960.

Another example of how important IMPAs support is in local


organizations is the consolidation of the Latin American Maritime
Pilots Forum, now in its eighth year. The forum began after some
difficulties faced by the profession in Latin America, and its
organization has proven essential for the groups survival in rocky
scenarios. After the unrest of the 1990s, and with IMPA support, it
took shape and gained credibility, having today 11 member countries: Argentina, Brazil, Chile, Colombia, Cuba, Ecuador, Mexico,
Panama, Paraguay, Uruguay and Venezuela. A bloc that keeps the
differences between its members but also cohesion by following
the basic principles regulating the service.

da IMPA s organizaes locais. O frum nasceu devido a dificuldades enfrentadas pela profisso na Amrica Latina, e sua

com o apoio da IMPA, ganhou corpo e credibilidade, e hoje congrega 11 pases: Argentina, Brasil, Chile, Colmbia, Cuba, Equador,
Mxico, Panam, Paraguai, Uruguai e Venezuela. Um bloco que,
apesar de guardar diferenas entre seus membros, mantm a
coeso por seguir os princpios bsicos que regem o servio.
Os lderes da IMPA costumam explicar que a associao no dita
normas para o servio de praticagem de seus pases-membros.
Muito pelo contrrio, a entidade acredita que quanto mais fortalecidas em nvel regional mais preparadas as praticagens estaro
para os desafios. A IMPA funciona como rgo agregador e unificador. Entre seus objetivos est o estmulo s parcerias regionais de
acordo com os padres preconizados internacionalmente pela IMO
e dos quais a IMPA porta-voz. Como reforou Watson no Panam,
a Organizao Martima Internacional recusou o projeto de padronizao internacional dos servios de praticagem eles devem ser
adequados s peculiaridades locais, e os esforos no sentido de
padroniz-los mostraram-se equivocados.

IMPA leaders usually explain that the association does not dictate
rules for the pilotage service of its member states. Quite the contrary, since the organization believes that the stronger they are at
a regional level, the better prepared the pilots will be to
face their challenges. IMPA operates as an aggregating and
unifying body. One of its objectives is to encourage regional
partnerships to adopt the international standards recommended
by IMO and for which IMPA is spokesman. As Watson stressed
in Panama, the International Maritime Organization rejected the idea
of international standardization of pilotage services they must
adapt to local peculiarities, and the efforts to standardize them was
a mistake.

The Otavio Fragoso case


Otavio Augusto Fragoso Alves da Silva representa a anttese da
mentalidade individualista e de curtssimo prazo, verdadeira praga
do nosso tempo. Para um prtico conquistar sua antipatia basta
dizer que ingressou na profisso apenas para ganhar dinheiro.
Obviamente tomo decises profissionais e particulares levando
em conta retorno financeiro, mas o acmulo de recursos nunca foi
prioridade na minha vida, explicita. Colegas do prtico corroboram
a afirmao e, sem titubear, asseguram que na praticagem brasileira
no existe algum que trabalhe mais pelo coletivo do que Otavio.
Para a lida como prtico e executivo, ele conta com preciosas
ferramentas: enorme capacidade de trabalho, inteligncia privilegiada (a de acepo clssica e a emocional), cultura e retido de
carter. Otavio uma pessoa multitarefa. D conta de fazer vrias
coisas simultaneamente. Alm de manobrar navios, ocupa o posto
de presidente da Fenaprticos* e do Sindicato de Prticos do Rio de
Janeiro, atua regularmente no Conselho Nacional de Praticagem, em
que conselheiro institucional e editor da revista Rumos Prticos
(no participou, entretanto, da elaborao desta matria), e at
poucos meses atrs era vice-presidente snior da IMPA.

Sua virtude, entretanto, acaba voltando-se contra ele. Vez por outra
tem que ouvir da famlia e dos amigos cobranas por conta de sua
ausncia, j que dedica boa parte de sua existncia ao trabalho.
Ele costuma ter compromisso no exterior ms sim, ms sim,
reclamam.
Mas a responsabilidade no da praticagem. Otavio se comportaria assim em qualquer profisso. Ele tem o gene da realizao,
de colocar em prtica suas ideias, que normalmente so boas e
muitas. Isso gera um custo: quase no tem tempo para ele. Esse foi
um dos motivos pelo qual decidiu no se candidatar ao cargo de
presidente da IMPA, cuja eleio ocorreu em abril de 2014. J dei
minha cota, se aceitasse seria por pura vaidade, explica.
A trajetria profissional de Otavio comeou bem antes de a praticagem entrar em sua vida. Quando era adolescente queria ser
oceangrafo. Na universidade estadual do Rio cursou durante
algum tempo geografia e geologia, com objetivo de se especializar
em oceanografia na Universidade Federal do Rio de Janeiro (UFRJ).
Mas a graduao que vingou foi economia, cursada na UFRJ, onde
obteve o ttulo de bacharel. Ainda na faculdade, prestou concurso
pblico e comeou a trabalhar, aos 19 anos, na Prefeitura do Rio
de Janeiro.
Parte de seu plano deu certo: conquistou a almejada independncia financeira e, ainda jovem, j ganhava bem a vida. Era dono do
prprio nariz, mas, internamente, no se sentia realizado. Havia
virado um burocrata, algo pouco estimulante para um jovem apai-

Otavio Augusto Fragoso Alves da Silva is the antithesis of the


immediatist individualist mentality so rife today. For a pilot to rouse
his hostility he just needs to say he joined the profession only for the
money. Obviously I make my professional and personal decisions
considering financial return, but accumulating money was never a
priority in my life, he explains. Pilot's colleagues corroborate this
statement and without hesitation assure us that in Brazilian
pilotage no one works harder for the collective than Otavio Fragoso.

xonado pelo conjunto veleiro, praia e mar. Otavio gostava tanto da


vida no mar, que chegou a fazer curso de telegrafia a fim de passar
frias embarcado, ocupando o posto de transmissor de mensagens.
O tragicmico que, assim que se formou, a Marinha deixou de
usar esse sistema de comunicao.
Nesse ponto de sua histria o acaso resolveu dar-lhe uma mozinha. Em uma tarde banal no Centro da cidade do Rio, Otavio foi
ao Sindicato dos Oficiais de Nutica buscar o amigo Murilo para
almoar. Enquanto o aguardava, leu no quadro de avisos comunicado que anunciava processo seletivo para praticante de prtico. O
assunto do almoo dos trs (Salustiano, outro oficial amigo juntara-se
ao grupo) foi o concurso. Otavio conta que a descrio dos dois mostrara-se to excitante, que ele ficou interessadssimo. Mas como
achava que a profisso s podia ser exercida por oficiais da Marinha
Mercante, logo se resignou: Pena que no posso inscrever-me.
Quando ouviu de Murilo que podia, sim, participar do concurso,
comeou a grande virada. Com a mar definitivamente a seu favor,
o acaso interviu mais uma vez. Por questes burocrticas
a Marinha adiou o exame, e Otavio, que jamais havia entrado
em um navio mercante, tirou frias para conhecer embarcaes
dessa natureza e estudar noite e dia. At ento s conhecia
veleiros. O que havia comprado no tinha nem motor. s vezes
passava a noite na Baa de Guanabara esperando o vento,
recorda.
Ele lembra que eram mais de 800 candidatos para as cinco vagas
disponveis para praticante de prtico no Rio. Lembra-se, alis, de
tudo; at da farda que o candidato Marcos Evangelista, futuro
colega, usava no dia da prova no simulador do Ciaga. Tem na
memria cada detalhe do concurso, apesar dos quase trinta anos
que separam aquele perodo de hoje.

For life as a pilot and executive, he has on hand valuable tools:


enormous working capacity, outstanding intelligence (in the
traditional and emotional sense), culture and uprightness of
character. Fragoso is a multitasker. He is able to do several
things at the same time. In addition to maneuvering ships, he
occupies the position of president of Fenaprticos* (see previous
page) and the Rio de Janeiro Pilots Union (Sindicato de Prticos do
Rio de Janeiro), regularly attends the Brazilian Maritime Pilots
Association, in which he is institutional conselor and editor of the
magazine Rumos Prticos (but not involved in writing this article),
and until a few months ago was senior vice- president of IMPA.
His virtue, however, turned against him. Occasionally he has to
hear from his family and friends complaints about his absence,
since he devotes a large part of his life to work. They complain: He
usually has a commitment abroad every other month.
But his sense of responsibility has nothing to do with pilotage.
Otavio Fragoso would behave like that in any profession. He has a
gene for inventing and putting in practice his many good ideas. This
is at a cost: he has almost no time for himself. It was one of the
reasons why he decided not to stand as candidate for president of
IMPA in the election held in April 2014. I had done my bit. I
realized that if I were to accept, it would be pure vanity, he explains.
Otavio Fragosos professional career began long before pilotage
entered his life. When he was still a teenager he wanted to be an
oceanographer. At the Rio State University he studied geography
and geology for some time, in order to specialize in oceanography
at the Federal University of Rio de Janeiro (UFRJ). But that was
where he graduated in economics. While still at college he sat a
public examination and at 19 years old began working in Rio de
Janeiro City Hall.

No tinha a dimenso exata do que estava acontecendo, mas


sentia que era algo crucial para a minha vida. O fato de j ter
um bom emprego ajudou-me a no colocar expectativa nos
resultados. Se passasse, seria lucro. Era como se eu estivesse
sendo levado, no havia planejado aquilo. Se acreditasse em
foras superiores, talvez dissesse que a vaga estava destinada
a mim, pois passei em quinto lugar, tendo na minha frente
quatro candidatos da Marinha (trs da Mercante e um da de
Guerra), comenta.
O vento, porm, sempre muda e, em seguida, vieram as provaes. O fato de ser economista trouxe mal-estar aos prticos que
tinham preconceito com profissionais sem formao martima.
Apesar de jovem, tinha experincia de vida e estava acostumado
a enfrentar dificuldades no trabalho, conta. Terminado o rito de
passagem, recebeu finalmente sua carta de prtico, e teve incio
um dos melhores momentos de sua vida um perodo de encantamento, do qual ele se recorda com nostalgia.
Ia trabalhar feliz da vida com o que havia conquistado. Manobrar
significava puro prazer. Era tudo muito tranquilo, agradvel.
Adorava meu novo ofcio. Tinha carro, mas preferia ir de nibus
para a Avenida Presidente Vargas, onde ficava a sede da
Cooperativa de Prticos do Estado do Rio de Janeiro (Coprarj).
Achava tudo timo, no tinha estresse. No primeiro ano ganhava
menos do que na Prefeitura, mas no dava importncia para isso.
Foi uma poca maravilhosa, relembra.
As conquistas vieram naturalmente. Ainda como praticante participou do grupo de negociao de contratos. Presidiu a Coprarj (em
92, 96 e 97) e a empresa Rio Pilots (de 97 a 99). No Conselho
Nacional de Praticagem atuou como diretor (em 97/98), conselheiro tcnico (de 1999 a 2002) e presidente (em 2003/2004).

At this point in his life, luck decided to lend him a hand. One ordinary
afternoon in downtown Rio, Otavio Fragoso was visiting the Navy
Officers Union to meet up with his friend Murilo for lunch. While he
was waiting for him, he read on the notice board an announcement
to select apprentice pilots. The subject over lunch between the three
of them (Salustiano, another officer friend joined them) was the
selection process. Otavio says that the description both gave was so
exciting that he became immediately interested. But since the
profession would only accept Merchant Navy officers, he soon gave
up the idea: Pity I cant register.
When Murilo told him he could participate in the competition, this
was his turning point. With the tide definitely in his favor, chance had
again intervened. The Navy postponed the examination for bureaucratic
reasons, and Otavio, who had never boarded a merchant ship in his
life, spent his vacation learning about vessels of this kind and studying
night and day. Until then his only contact with the sea had been
sailboats. The one he had bought didnt even have an engine.Sometimes
I would spend the night in Guanabara Bay waiting for the wind, he recalls.
He remembers that there were more than 800 candidates for the five
apprentice pilot vacancies in Rio. In fact, he remembers everything;
even the uniform that the candidate Marcos Evangelista, his future
colleague, was wearing on the day of the exam in the Ciaga simula-

Part of his plan was successful: he gained his longed for financial
independence and, although young, was already earning well. He
was his own master, but in his heart he felt unfulfilled. He had
become a bureaucrat, not exactly exciting for a young man passionate for sailing, beach and the sea. Fragoso loved life at sea so much
that he took a course in telegraphy so that he could spend vacations
at sea, dispatching messages. The tragicomedy is that as soon as he
graduated the Navy stopped using this communication system.

Otavio sempre foi bom de contedo. Colegas do prtico so


unnimes em apontar sua incrvel capacidade analtica e estratgica. No por acaso entre suas responsabilidades na IMPA estava
o planejamento estratgico. Ele tem aguada percepo dos
acontecimentos e do comportamento das pessoas, o que permite
que se antecipe aos fatos e preveja o que vai acontecer, analisa
o prtico Marcelo Cajaty, com quem Otavio escreveu o livro
Rebocadores Porturios, obra que faz parte da bibliografia do atual
processo seletivo para praticante de prtico.

I had no precise idea of what was happening, but I felt that it was
a key moment in my life. The fact of already having a good job helped
me not to have expectations in the results. If I passed, it would be
profit. It was as if I was being carried along, not having planned it. If
I were to believe in superior forces, perhaps I would say that I was
meant to be there, since I passed in fifth place, behind four Naval
candidates (three from the Merchant Navy and one from the Brazilian
Navy), he comments.
The wind, however, always changes and his trials were about to
begin. The fact that he was an economist caused discomfort among
the pilots who were prejudiced against professionals without maritime training. Although young, I had experience of life and was used
to facing setbacks at work, he says. After his rite of passage, he
finally received his pilots license, and began one of best times in his
life a period of delight which he recalls with nostalgia.
I would go to work so happy at what I had achieved. Maneuvering
was pure pleasure. Everything was very pleasant and peaceful. I

Ele passeia do micro ao macro com igual desenvoltura, e suas


antecipaes so obra de eficiente modus operandi : acumular o
mximo de informaes sobre o passado para compreender o presente e prever e aprimorar o futuro. Provido de sensores naturais,
Otavio jamais desconecta a racionalidade da sensibilidade, talvez
seu grande diferencial.
A curiosidade outra aliada do prtico. Em seu cardpio de leitura
entram jornais, romances, obras cientficas e tcnicas e o que mais
lhe aprouver o que lhe garante robusta cultura geral e, em particular, sobre a profisso. Ele sempre procurou informar-se e estar
em dia com a evoluo tecnolgica. Como prtico trabalha de
forma extremamente tcnica, cercando-se do mximo de informaes a fim de realizar a faina de forma segura, afirma Durvalino
Ferreira, prtico do Rio de Janeiro, colega de Otavio desde que
este entrou na profisso.
O relacionamento dos dois nem sempre se mostrou harmnico.
Divergiram bastante nesses anos, mas o tempo encarregou-se de
aparar as arestas. Hoje se admiram mutuamente e riem dos desentendimentos que tiveram, dando belo exemplo de maturidade em
prol do fortalecimento da profisso. Entre as empreitadas lideradas
por Otavio, Durvalino destaca a implementao do Conselho
Tcnico na Rio Pilots e do fim da terceirizao do servio de lanchas de praticagem na Coprarj.

loved my new job. I had a car but preferred to go by bus to President


Vargas Avenue, the address of the headquarters of the Rio de
Janeiro State Pilots Cooperative (Coprarj). I thought everything was
excellent, no stress. The first year I earned less than at City Hall but
it didnt matter. It was a wonderful time, he recalls.
Achievements came naturally. He was still an apprentice pilot when
he participated in the contract negotiation group. He presided Coprarj
(1992, 1996 and 1997) and the company Rio Pilots (1997-1999). He
was director of the Brazilian Maritime Pilots Association (1997/98),
technical councilor (1999-2002) and president (2003/2004).
Otavio Fragoso has always had a lot going for him. The pilots colleagues are unanimous in pointing out his incredible analytical and
strategic capacity. It is no coincidence that strategic planning was
one of his responsibilities. He has sharp perception of events and
peoples behavior, which helps him anticipate the facts and foresee
whats going to happen, analyzes pilot Marcelo Cajaty co-author
with Otavio Fragoso of the book Rebocadores Porturios [Harbor
Tugs], which is included in the bibliography of the current selection
process for apprentice pilots.

ao que conquistou no Brasil: Geoff Taylor e Michel Pouliot (ambos
ex-presidentes da IMPA) e Joseph Angelo (diretor-geral adjunto da

capacidade intelectual. Mauro ressalta ainda que, desde que
entrou na profisso, Otavio esteve em todas as frentes de
trabalho que visaram colocar a praticagem brasileira nos padres
preconizados pelo organismo internacional competente. Trata-de

He surfs from micro to macro with the same ease, and his predictions
are the result of an efficient modus operandi: accumulating maximum
information on the past in order to understand the present and foresee
and enhance the future. Provided with natural sensors, Fragoso never
loses the link between logic and sensitivity, perhaps his leading edge.
The pilots curiosity is another ally. His reading menu includes
newspapers, novels, scientific and technical books and whatever he
sees fit to ensure him a robust general knowledge, particularly
about his profession. He always strives to be informed and up-todate with technological evolution. As a pilot he works extremely
technically, surrounding himself with as much information as he can
to accomplish the task safely, says Durvalino Ferreira, pilot from Rio
de Janeiro, Otavios colleague since he joined the profession.
The relationship of the two has not always been harmonious. They
diverged considerably over the years, but time has smoothed the
edges. Today they admire each other and laugh at the disagreements
they had, in a beautiful example of maturity in order to strengthen
the profession. Ferreira highlights two of the projects headed by
Fragoso: implementation of the Technical Council in Rio Pilots and
the end of outsourcing the pilots motorboat service in Coprarj.
He is extremely gifted with regard to content, by brilliantly
analyzing the facts and proposing strategies that are invariably
successful, but the criticism he receives is almost always about
the way in which he puts forward his points of view.

Casado h 28 anos com a arquiteta Lia da Silveira, Otavio conta


com uma maravilhosa relaes-pblicas. Extrovertida e despachada, Lia, sempre que possvel, acompanha o marido em suas
misses, quando aproveita para fazer uma das coisas de que mais
gosta: conhecer pessoas e lugares diferentes. Craque na arte de
fazer amigos, graas a ela o casal tem amizades genunas em todo
o mundo. Lia sabe receber como ningum, e a residncia do casal
est sempre cheia de amigos. Amigos que poderiam hospedar-se
em hotis, mas preferem sua hospitalidade.

Otavio likes to work correctly. He has a lot of confidence in his own


ideas and can be implacable in discussions, since he presents
unbeatable arguments. Some interpret his behavior as arrogant, but
his vehemence is due to the fact that he is a kind of champion of
honesty and, from experience, knows beforehand what will be a
successful outcome, comments pilot Mauro do Canto.
He adds that his colleague earned as much respect outside Brazil as
he has at home: Geoff Taylor and Michel Pouliot (both former
presidents of IMPA) and Joseph Angelo (deputy director-general of
Intertanko), for example, are great admirers of his ethics and intellectual
capacity. Mauro de Canto also emphasizes that as soon as he joined

the profession, Fragoso was involved in all work fronts that would
place Brazilian pilotage in the standards recommended by the relevant
international organization. He is a unique professional, with special
characteristics. He is a born leader, and inspired several leaderships
that today work in pilotage at home and abroad, he adds.

Assim como o marido, adora velejar. J trouxe, alis, junto com


colegas de Otavio, um veleiro de 45 ps das Ilhas Canrias a
Salvador, em travessia que durou 20 dias. Por sua simpatia e
espontaneidade muito querida no ambiente da praticagem.

Otavio Fragoso is married for 28 years to architect Lia da Silveira, his


wonderful public relations promoter. Extroverted and efficient,
whenever possible Lia accompanies her husband on his missions,
when she takes advantage to do one of the things she likes best:
getting to know people and different places. She is an expert in
the art of making friends, and thanks to her the couple have true
friendships the world over. Lia is a remarkable hostess and the
couples home is always full of friends. Friends who could stay in
hotels, but prefer their hospitality.
Like her husband, she loves to sail. Together with Otavios
colleagues, she has already brought a 45-ft sailboat from the Canary
Islands to Salvador, in a 20-day crossing. She is very well liked in the
pilotage environment because of her charm and spontaneity.

H. MacElrevey, continua sendo referncia
na formao de prticos brasileiros
Qualquer prtico habilitado nos ltimos 20 anos j pensou, em
algum momento de sua carreira, em olhar por baixo das pernas
para avaliar a distncia de outro navio. Esse mesmo prtico,
quando desce para algum convs inferior, nunca diz que est indo
downstairs, mas, sim, down below. Ele fica feliz quando suas
manobras so to excitantes quanto ver a grama crescer, exatamente como deveria ser.
Essas ideias so familiares aos prticos formados no que se pode
chamar de cultura Shiphandling for the Mariner. O livro, escrito por
Daniel H. MacElrevey, foi publicado pela primeira vez em 1983 e
representa um marco na literatura martima. Alm disso, faz parte
da lista de referncias bibliogrficas do processo seletivo para
praticante de prtico desde 1995. Trata-se da obra preferida por
quem estuda seguindo a bibliografia do concurso, que normalmente apresenta publicaes maantes, repletas de regulamentos,
normas, mincias ou frmulas complicadas.
Como o ttulo j sugere, o livro trata de manobras de navios. Escrito
por um martimo, para martimos, o trabalho resulta em leitura
bastante leve e dinmica; cada captulo comea e/ou termina com
uma histria sobre o cotidiano dos martimos e recheado de
desenhos bem-humorados, que complementam o assunto enfocado.
MacElrevey era prtico no Canal do Panam quando foi convidado
a voltar a viajar como capito de longo curso nos novos navios de
LNG da recm-criada El Paso Marine Co. Nessa ocasio, o presidente da El Paso, sabendo de sua experincia como prtico, pediu
que escrevesse um pequeno manual de manobras, na verdade um
guia de 50 pginas, para oficiais da companhia.
Enquanto escrevia, percebeu a carncia de literatura que abordasse
manobras de forma prtica. Reparou ainda que muitos oficiais,
embora observassem os prticos em ao, no tinham experincia
em manobra. Sua observao evoluiu at virar livro, elaborado com
a colaborao de prticos e oficiais que, como todos os homens do
mar, querem compartilhar sua experincia e suas histrias. Apesar
do grande sucesso da publicao, foi o primeiro e nico livro escrito
por ele. Posteriormente, apenas artigos para revistas e painis.
A partir da quarta edio, seu filho, Daniel E. MacElrevey,
passou a trabalhar na atualizao da obra. No concernente
manobra no houve grandes mudanas, ainda que ele tenha

for training Brazilian maritime pilots
Any pilot qualifying in the past 20 years has already thought, at
some time in his career, of bending over and looking between his
legs to estimate the distance of another ship. This same pilot, when
he goes down to a lower deck never says downstairs, but rather
down below. He rejoices when his maneuvers are about as exciting
as watching grass grow, just the way it was supposed to be.
These ideas are familiar to the pilots trained in what could be
called Shiphandling for the Mariner culture. The book by Daniel H.
MacElrevey was published for the first time in 1983 and is a benchmark
in maritime literature. Moreover, it is on the list of bibliographic
references for the pilot apprentice selection process since 1995.
This is a students favorite among the books on the list of the
public competition, which usually contains boring publications, full
of rules and regulations, details or complicated formulas.
As the title suggests, the book is about shiphandling, written by a
mariner for mariners. The result is light and dynamic reading; each
chapter begins and/or ends with a story about the mariners
everyday life and is filled with amusing drawings complementing
the subject in focus.
Daniel H. MacElrevey was a pilot on the Panama Canal when he was
invited to sail again as a captain on the new LNG ships of the recently
created El Paso Marine Co. On that occasion, the El Paso CEO,
learning of his experience as pilot, asked him to write a small handbook
on shiphandling, a 50-page guide for the companys officers.
While he wrote, MacElrevey noticed the absence of practical
literature on shiphandling. He also found that many officers,
although they watched pilots in action, had no experience in
shiphandling. His observation developed into a book, written with
the collaboration of pilots and officers who, like all mariners, love
to share their experience and stories. Even though it was a best
seller, it was the first and only book written by MacElrevey; later,
he just wrote articles for journals and panels.

Formado pela US Maritime Academy (1959-1963), navegou pela
Mooremack Line, na qual fez as primeiras viagens para o Canal do
Panam. Como prtico trabalhou no canal panamenho entre 1970
e 1978, quando havia grande necessidade de profissionais de
praticagem. Voltou para o mar, navegando em navios LNG da El
Paso entre 1978 e 1981, tendo atuado tambm como capito de
manobra em plataformas na Louisiana, EUA. Voltou a exercer o
ofcio de prtico no Canal do Panam entre 1983 e 1998. Nos

Graduated from the US Maritime Academy (1959-1963), sailed for
Moore-McCormack Lines, making his first voyages to the Panama
Canal. As a pilot, worked on the Panama Canal from 1970 to 1978,
when there was a great need for pilotage professionals. He
returned to the sea, navigating LNG vessels for El Paso Marine
Company (1978-1981), also serving as docking master on platforms
in Louisiana, USA. He subsequently served as pilot again on the
Panama Canal from 1983 to 1998. In recent years, he has worked
in the Canal operations office and giving classes. Today he has his
own company and manages several New Jersey hotels.

Defender o interesse pblico e sempre foi o objetivo da praticagem. O

alm. Chico da Matilde, como tambm
era conhecido, utilizando-se das prerrogativas de sua profisso, lutou para
abolir uma das grandes aberraes da
sociedade brasileira: a escravido.
O final do sculo 19 fortemente marcado por debates relativos ao
abolicionismo. O Brasil sofre mudanas profundas, e a escravido
passa a ser vista como sinnimo de atraso, um dos entraves para
o esperado desenvolvimento nacional. Em 1880 funda-se em
Fortaleza a Sociedade Cearense Libertadora, da qual Chico da
Matilde torna-se membro.

The purpose of
pilotage is forever to protect public
interest. But pilot Francisco Jos do Nascimento, born in Cear
State, the centenary of whose death is commemorated in 2014,
went far beyond. Chico da Matilde, as he was also known, using
the prerogatives of his profession, fought to abolish one of the
major aberrations of Brazilian society: slavery.
The late 19th century is deeply marked by discussions on
abolitionism. Brazil undergoes radical changes and slavery is
regarded as synonymous with backwardness, one of the barriers
against long-awaited national development. In 1880, the Cear
Society for Liberation (Sociedade Cearense Libertadora) of which
Chico da Matilde was a member was founded in Fortaleza.

negreiro no Cear. Confrontando-se com um sistema arcaico e
desumano, negaram-se a prestar seu servio para fins escravocratas, desestabilizando um sistema que privilegiava interesses
particulares em detrimento da coletividade: No Cear no se
embarcam escravos, bradaram ento.

Pilots in Cear played a leading role in the struggle against the


slave trade. They confronted an archaic inhuman system by
refusing to provide their service for purposes of slavery, undermining
a system that favored private interests in detriment to the
collective: In Cear, slaves do not embark, was the cry then.

Em janeiro de 1881, Chico da Matilde liderou o movimento que


ficou conhecido como a greve dos jangadeiros. Recusando-se a
embarcar negros cativos, fechou o porto de Fortaleza ao trfico de
escravos. Seu gesto tornou-se emblema da causa abolicionista,
e o prtico passou a ser smbolo de bravura e liberdade. No
h fora bruta neste mundo que faa reabrir o porto ao trfico
negreiro, declarou na poca.

In January 1881, Chico da Matilde led the movement that


became known as the raft-mens strike. They refused to board
black slaves and closed the port of Fortaleza to the slave trade.
His gesture became an emblem of the abolitionist cause and
the pilot was now a symbol of bravery and freedom. No brute
force in the world can make the port re-open to the slave trade,
he stated at the time.

preconizou a assinatura da Lei urea, que s aconteceria quatro
anos depois, na capital do Imprio. Por conta de seu pioneirismo,
o intelectual e poltico Jos do Patrocnio batizou o Cear de Terra
da Luz, como o estado conhecido at hoje.
Prtico foi fundamental na histria abolicionista brasileira
Nascido em Aracati, em 1839, Francisco Jos era conhecido como
Chico da Matilde, nome de sua me. Filho e neto de pescadores,
perdeu o pai ainda criana e comeou a trabalhar em tarefas
ligadas ao meio martimo para ajudar a famlia. Nos registros a
seu respeito constam entre suas tarefas e funes a de garoto de
recados de navios e chefe de catraieiros. Posteriormente trabalhou
no porto de Fortaleza at virar marinheiro, quando teve a oportunidade de viajar. Com 20 anos, aprendeu a ler e escrever, o que era
privilgio na poca.

In August that same year there was a fresh attempt to sell Cear
slaves to Southern provinces, namely to Rio de Janeiro and So
Paulo, which had a shortage of labor for the coffee plantations. The
pilots aboard their sailing rafts again frustrated the operation by
preventing the captives from boarding.
After the second uprising, the abolitionist movement considered
the Cear port finally closed to the slave trade. With no conditions
to provide for their slaves, the Cear plantation owners were
forced to emancipate them, which accelerated the process of
extinguishing slavery in the province, completed in 1884. This
called for the signing of the Lei urea [Golden Law] four years later
in the empires capital. Because of its groundbreaking role,
politician and intellectual Jos do Patrocinio named Cear the Land
of Light [Terra da Luz], as the State is known even today.
A pilot fundamental in Brazils abolitionist history
Francisco Jos, born in Aracati in 1839, was known as Chico da
Matilde, his mothers name. Son and grandson of fishermen, he
was only a child when he lost his father and began to work in
marine-related tasks to help his family. In the records about him
some of his duties and jobs were as a ships messenger boy and
head of the boatmen. Later he went to work in Fortaleza port before
becoming a mariner, when he had the opportunity to travel. When
he was twenty years old he learned to read and write, which was
a privilege at that time.
He was appointed pilot in 1874 and given the position of harbor
pilot. Some time later his license was withdrawn due to his participation in the raft-mens uprising. The winds of freedom however
did not abate. With the end of slavery decreed in Cear in 1884, he
sailed on the ship Esprito Santo to Rio de Janeiro, where he was

escritor Aluzio de Azevedo deu-lhe a alcunha Drago do Mar,
como passou a ser conhecido.
Em 1889 o imperador dom Pedro II ordena que lhe seja devolvida a
licena para exercer a praticagem, profisso que Chico da Matilde
desempenhou com maestria por fazer vir tona o que caracteriza
o ofcio: o interesse pblico.

Uma histria que merece ser contada


O Conselho Nacional de Praticagem, junto a outras entidades, vem
promovendo desde o incio de 2014 homenagens ao Drago do
Mar, cuja morte completa 100 anos. Nos dias 22 e 23 de maro
aconteceu em Fortaleza o seminrio De Zumbi dos Palmares a
Drago do Mar, um grande painel cujo objetivo foi celebrar o marco
histrico do dia 25 de maro de 1884, quando o Cear entrou para
os anais da histria brasileira como a primeira provncia a extinguir
a escravido. Na ocasio, representantes do CONAPRA falaram
sobre a importncia da praticagem, ofcio que ainda permanece
desconhecido.

abolitionist cause.
He brought with him one of his sailing rafts, called Liberty, and took
part in parades, concerts and charity bazaars. Cheered in the
streets, journals published special editions on the emancipation of
the slaves in Cear province, highlighting him as a hero. Writer
Aluzio de Azevedo nicknamed him the Sea Dragon, as he is still
known today.
In 1889, Emperor Dom Pedro II ordered his pilots license to be
reinstated, a profession that Chico da Matilde held skillfully to
bring to the fore what characterizes the trade: public interest.
A tale that deserves to be told

Entre outros aspectos, o resgate da memria do Drago do Mar


permite mostrar aos brasileiros a importncia do trabalho do
prtico, cujo servio frequentemente alvo de crticas sem
fundamento por conta do desconhecimento acerca da profisso.
So os prticos que garantem a segurana e o fluxo comercial
martimos no pas, enfatizou o CONAPRA.
No final do evento, Ricardo Falco, prtico e presidente do
Conselho Nacional de Praticagem, Ivaldo Paixo, titular da
Coordenadoria Especial de Polticas Pblicas para Promoo
da Igualdade Racial (Ceppir), e Ivanir dos Santos, lder religioso,
inauguraram placa em homenagem a Chico da Matilde ao lado da
esttua do heri, localizada no Centro Cultural Drago do Mar,
em Fortaleza.
Ainda como parte das comemoraes, Falco fez discurso na
Assembleia Legislativa do Estado do Cear, quando lembrou aos
presentes que no sculo 19 o porto de Fortaleza era rudimentar.

Since the beginning of 2014, the Brazilian Maritime Pilots


Association (CONAPRA), together with other agencies, has been
organizing tributes to the Sea Dragon, who died 100 years ago this
year. On March 22nd and 23rd Fortaleza hosted the seminar From
Zumbi dos Palmares to the Sea Dragon, a major panel designed to
celebrate the historic landmark on March 25th, 1884, when Cear
went down in Brazilian history as the first province to abolish
slavery. On that occasion, CONAPRA representatives spoke about
the importance of pilotage, a profession as yet little known.
Among other aspects, retrieving the heritage of the Sea Dragon
helps Brazilians to be aware of the importance of a pilots work,
whose services are often target of unfounded criticism because of
lack of knowledge about the profession. CONAPRA stressed: it is
the pilots who guarantee maritime safety and trade in the country.
At the end of the event, Ricardo Falco, pilot and president of the
Brazilian Pilotage Council, Ivaldo Paixo, Special Coordinator of
Public Policies for Promoting Race Equality (Ceppir), and Ivanir dos
Santos, religious leader, inaugurated a plaque in honor of Chico da
Matilde alongside the heros statue in the Sea Dragon Cultural
Center in Fortaleza.

O inimigo da sociedade brasileira sua
poca era representado por uma elite interessada na compra e venda de escravos. Hoje, um
dos grupos que ameaa o interesse de nossa
nao a armao internacional, que, sem pudor
algum, mantm lobby no Congresso Nacional
pressionando-o por mudanas na legislao em
benefcio prprio em detrimento do da sociedade.
Nada mais justo que ns, colegas de profisso de
Chico da Matilde, rendamos sincera homenagem
quele que foi exemplo de profissional a servio do bem
pblico. quele que, provido de elevado esprito cvico, usou seus
conhecimentos sobre ventos, mars, prticas de navegao e meio
ambiente na luta para transformar o Brasil em um pas mais justo
concluiu.

In relation to the abolitionist cause, he fought
so vehemently that he opened his own home to

He also mentioned that the principle guiding the
Sea Dragon is the same upheld by Brazilian pilotage:

represented by an elite interested only in buying and
selling slaves. Today, international shipowning groups are

Falco, at the ceremony on May 18th, spoke with emphasis on the


debt Brazil owes to the Sea Dragon for having given up his profession to abolish one of the saddest chapters in Brazilian history.
Falco stressed that we must reflect on who we are and what our
national heroes have done, and he spoke of the importance of
including in school curricula the history of the Sea Dragon and
other such personalities.
Just as Brazilian society needs to know about this great man, it
must know about his profession. Pilots have been working in Brazil
for over 200 years. This is work recognized by high safety indices,
excellence in service, high technical capacity and protecting
national interests he said.

ships to Brazilian seaports and river estuaries. According to the
club of ship insurance companies, the accident rate with pilots on
board in Brazil is only two-thousandths of a percent. This figure

prev a inscrio de Francisco Jos do Nascimento no Livro dos
Heris da Ptria, depositado no Panteo da Liberdade e da
Democracia, localizado na Praa dos Trs Poderes, na
capital federal.

Our Lady of the Rosary to discuss the importance of building a nation
in which all races and creeds effectively live in harmony and under

Um acordo de cooperao internacional para garantir a transparncia, segurana e eficincia nos portos no que diz respeito s operaes de atracar e desatracar navios foi assinado pelo Conselho

servio de praticagem brasileiro ser um dos mais eficientes do

An international cooperation agreement to guarantee


transparency, safety and efficiency in ports with regard to
mooring and unmooring ships was signed by the Brazilian
Maritime Pilots' Association (CONAPRA) and National Federation
of Pilots (Fenaprticos) with international ship-owners. Although
the Brazilian pilotage service is one of the most efficient in
the world, with only a two-thousandths of a percent accident
rate, the international agreement legitimates it and can
contribute to reinforcing the sector, according to pilot Ricardo
Falco, president of CONAPRA.

a Associao Internacional de Armadores Independentes de
Petroleiros (Intertanko) assinaram o documento em 9 de maio,
em Nova York. De acordo com Falco, embora um pequeno grupo
de armadores tente reduzir a importncia do trabalho da
praticagem no Brasil, a magnitude do acordo firmado revela a
importncia do servio e o respeito de que gozam os prticos
brasileiros em escala internacional.

(Intertanko) signed the document on May 9th in New York.
Falco says that, although a small group of ship-owners tries to
belittle the importance of pilotage work in Brazil, the extent of
the signed agreement shows how important the service is and the
respect that Brazilian pilots enjoy worldwide.

shipments of oil, gas and chemicals, as well as sharing and
standardizing information in the technical areas and maritime
operations of common interest.
The key point of the agreement is to further offshore
and navigation safety in the pilotage zones, protecting life and

constitua anseio antigo daqueles prticos; no fora, porm, implementada em razo de no existirem as condies tecnolgicas
requeridas pelo curso e oferecidas no Rio de Janeiro, no Ciaga.

Holding the Pilot Refresher Course (ATPR) for a group in North


Brazil would benefit a significant percentage of the pilots working
in Pilotage Zones 01 to 04 and which is also a longstanding desire
of those pilots. This had not yet, however, been put in place
because of lack of technological conditions required for the course
and offered in Rio de Janeiro in Ciaga.

Com a inaugurao em 2013 do Centro de Simuladores do Centro


de Instruo Almirante Braz de Aguiar Ciaba, o CONAPRA vislumbrou a possibilidade de nele realizar o curso, o que, tendo a DPC o
includo no Programa de Ensino Profissional Martimo de 2014
Prepom/2014, se tornou realidade no ms de abril passado.

When the Simulator Center was inaugurated in 2013 in the Admiral


Braz de Aguiar Instruction Center (Centro de Instruo Almirante
Braz de Aguiar Ciaba), CONAPRA saw the possibility of holding
the course there. It became reality last April when DPC included it
in the 2014 Maritime Professional Learning Program (Prepom/2014).

Em fevereiro, durante visita precursora da coordenao do curso ao Ciaba, que contou com a participao dos professores Edson Mesquita e Marco
Aurlio Faial e do chefe do Departamento de
Simuladores do Ciaga, Evandro Alves Santos, foram
realizados a configurao de exerccios de situaes
de emergncia e os ajustes de procedimentos tcnicos
e administrativos necessrios com a participao e
colaborao de analistas, servidores civis e militares, e
pessoal de apoio do Centro de Simuladores do Ciaba.
Por ocasio da efetiva realizao do curso, entre 7 e 11
de abril, houve a necessidade de mover a estrutura de
coordenao e de palestrantes para Belm, o que representou custo significativamente mais alto em comparao ao
custo da realizao do curso no Rio de Janeiro, como tem
sido feito desde 2005.
O resultado demonstrou que valeu a pena levar adiante essa iniciativa. Entre os palestrantes, o nico representante local foi o
instrutor do Ciaba, primeiro oficial de nutica Joo Paulo
Purificao Alves, que ministrou palestra sobre ECDIS de forma
brilhante, tendo sido bastante elogiado pelos prticos alunos. Da
mesma forma, a atuao do pessoal do Ciaba responsvel pelo
controle de exerccios foi fundamental para o desenvolvimento do
aprendizado da turma.
O curso contou ainda com a participao do diretor tcnico do
CONAPRA, prtico Carlos Alberto de Souza Filho, que ministrou
palestra com o tema A atual situao da praticagem brasileira e
as aes do CONAPRA, suscitando intenso e profcuo debate
com os alunos.
A turma, que foi conduzida pelo prtico instrutor Armando
Menezes, incluiu dez prticos alunos integrantes das Zonas de
Praticagem 01, 02 e 03, sendo, certamente a que, at hoje, reuniu
prticos com mais tempo de experincia na profisso.

In February, during a preliminary visit of the course coordinators to


Ciaba, which was attended by professors Edson Mesquita and
Marco Aurelio Faial, and Evandro Alves Santos head of the Ciaga
Simulator Department, exercises of emergency situations were
drawn up and necessary adjustments made to technical and
administrative procedures with the participation and collaboration
of analysts, civil servants and the military, as well as support

The outcome showed that it was worth the effort to push forward
this project. The only local representative among the speakers was
the instructor from Ciaba, First Officer Joo Paulo Purificao
Alves, who gave a brilliant talk on ECDIS, and was warmly praised
by the student pilots. Similarly, the role of the Ciaba personnel

Em trs de maro, por volta das 6h15, uma mensagem incomun no
canal 16 chamou a ateno do prtico Luiz Antonio Silva. A bordo
do navio-tanque Guapor, que se encontrava fundeado na Baa de
Guanabara, Rio de Janeiro, ouviu pelo rdio a notcia de que um
veculo cara no mar na altura do vo central da Ponte Rio-Niteri.
O prtico, com a anuncia do comandante, liberou um dos
rebocadores do navio para a busca e solicitou que uma lancha de
praticagem, embarcao mais veloz, fosse direcionada para a
misso. Igualmente, via atalaia, foi enviado pedido de apoio
Capitania dos Portos do Rio de Janeiro.
Com uma preocupao a mais evitar coliso com o automvel ou
com as vtimas , o prtico conduzia o Guapor para fora da baa
quando, pouco antes de atravessar o trecho sob a ponte, recebeu
mensagem da lancha Pilot 03 na qual o mestre informava ter
avistado uma mulher boiando, ao sul da ponte, na altura da Ilha das
Enxadas, local afastado do vo central. Comunicava ainda que a
motorista arremessada estava consciente, apresentava bons
sinais vitais e no tinha leses graves externas, apenas
escoriaes nas costas. A prpria vtima disse que estava sozinha
no veculo e que viu o carro afundando. No passadio, a notcia
aliviou prtico e tripulantes.
Segundo Luiz Antonio, a tripulao da lancha agiu de forma safa.
Olharam para cima e avistaram pessoas, na ponte, olhando para
baixo, indicando aproximadamente a posio da queda. Alm dos
primeiros socorros terem sido prestados corretamente, os tripulantes saram-se muito bem no salvamento pelo acesso ao convs.
O mestre do rebocador tambm foi fundamental no resgate,
oferecendo a tranquilidade necessria na rea em que a tripulao
da Pilot 03 efetuou o salvamento.

On March 3rd, around 6:15 a.m., an unusual message on Channel
16 called the attention of pilot Luiz Antonio Silva. He was on board
the tanker Guapor, which was anchored in Guanabara Bay, Rio de
Janeiro, when he heard on the radio the news that a vehicle had
fallen into the sea from the central span of the Rio-Niteri Bridge.
The pilot, with the captains consent, released one of the ships
tugs for the search and asked a pilot motorboat, a faster vessel, to
go straight there. He also, from the lookout point, sent a call for
help to the Rio de Janeiro Harbormaster.
With a further concern to prevent a collision with the car or
victims -, the pilot was sailing the Guapor out of the bay when,
shortly before crossing the stretch under the bridge, he received
a message from the Pilot boat 03 master who said he had seen a

Desse acidente, o prtico Luiz Antonio destaca lies aprendidas:

was alone in the car and saw the car sinking. On the gangway, the

situao ruim e indesejvel, no caso do salvamento, justamente
uma sequncia positiva de acontecimentos e acertos que far com
que haja xito na salvaguarda da vida humana.

Luiz Antonio Silva said that the motorboat crewmembers acted


swiftly. They looked up and saw people on the bridge looking
down, indicating the approximate place where the car had fallen.
They not only gave the correct first aid, but also coped very well in
the rescue by access to the deck. The tug master was fundamental
in the rescue, offering the necessary calm in the area where the
Pilot 03 crew undertook the rescue.

Nesse caso, pode-se enumerar: a transmisso da mensagem no


VHF por algum, o recebimento e processamento dessa
mensagem, o rpido deslocamento de lancha e rebocador para o
local correto, a competncia e agilidade das tripulaes, as
comunicaes eficazes, a atuao do Corpo de Bombeiros, da
CPRJ, da ambulncia e do hospital, alm da exemplar vontade
da jovem de se manter viva.

soon there was an ambulance onshore ready to take the
victim to hospital, where she was immediately treated. The

Em um momento histrico, em que so registradas tantas reivindicaes de melhoria nos servios de atendimento ao cidado, o
prtico ressalta que o salvamento da nufraga exemplifica aquilo
que todos desejam: que, na ocorrncia de falhas ou erros, haja
representantes da esfera governamental ou do setor privado
prontos para atuar e evitar mal maior.

According to specialist reports and analyses, the car was coming


from the Niteri direction, overturned several times, crossed over
to the opposite lane and dropped about 50 meters, so there was
time for the victim to open her door and get out before it sank. The
driver even tried to swim toward the pillar of the bridge for support.
From this accident, pilot Luiz Antonio points to the lessons learned:
to believe in lucky coincidences (seafarers must really give value to
this), to ensure that the bridge does actually receive channel 16
and the pilotage channel during maneuvers, to always seek a
flow of fast accurate information, maintain first aid training and
enhance situation awareness.
Considering that the cause of incidents and accidents is normally a
chain of failures and mistakes converging on an undesirable bad
situation, in the case of the rescue it is precisely a positive
sequence of events and right decisions that successfully saved
a human life.

In this case, the order was as follows: someone sends the


message in VHF, the message is received and processed;

Fire Department, the Rio de Janeiro Harbormaster, ambulance and
hospital, as well as the young womans determination to stay alive.
At a historical moment, when so many complaints are made asking
for improvement of citizen emergency services, the pilot stresses
that saving the woman in the water is an example of everyones
wishes: that, in event of failures or errors, representatives of the
government sphere or private sector are ready to act and prevent a
worse tragedy.

veleiro Lord Nelson chamou a
ateno dos usurios do local por
sua imponente arquitetura clssica
e, principalmente, pela tripulao
cosmopolita. Homens e mulheres
de idades variadas, provenientes da
Alemanha, Argentina, Dinamarca,
Inglaterra, Irlanda, dos Estados Unidos,
Portugal e Uruguai, trabalhavam e se divertiam
em ambiente de cooperao.
O mais incrvel de tudo, porm, consiste na proposta do navio. O
Lord Nelson um tall ship (tipo caravela) totalmente equipado e
adaptado para abrigar tripulantes com deficincias fsicas. No se
trata de um navio-escola: o objetivo ultrapassa os ensinamentos
nuticos. O mote promover a convivncia diria entre deficientes
e no deficientes, o que gera desenvolvimento pessoal atravs da
percepo das diferenas e valorizao do que se capaz de fazer.
Este , alis, um dos grandes diferenciais do projeto: realar a
possibilidade de contribuio de cada um, e no a incapacidade
de realizar determinadas tarefas.

Em 12 de outubro de 2012, o navio deixou a Inglaterra sob o


comando de Chris Phillips, ex-militar ingls. Desde ento passaram
pelo Brasil (duas vezes), frica do Sul, ndia, Sri Lanka, Singapura,
Malsia, Indonsia, Austrlia, Nova Zelndia, Argentina, Antrtida,
Uruguai e Canad. A viagem deve terminar em setembro, com o
retorno a Southampton, na Gr-Bretanha.

Jubilee Sailing Trust


O Lord Nelson foi projetado especialmente para permitir que
deficientes fsicos participem como tripulantes de viagens em
embarcaes a vela. No preciso ter experincia nutica prvia
para participar das expedies. O time compe-se de oito tripulantes profissionais encarregados da navegao , quatro ou
cinco voluntrios e 38 tripulantes pagantes. Nesse montante h 19
lugares para deficientes, dos quais oito podem ser cadeirantes.
Em 1977, por ocasio do jubileu de prata do reinado de Elizabeth II,
criou-se na Inglaterra um fundo de caridade que permitiu a
fundao da organizao no governamental Jubilee Sailing Trust
(JST). Assim, o sonho de seus idealizadores comeou a ganhar
fora com a injeo de recursos. O Lord Nelson, por exemplo, ficou
pronto em 1986 e, desde ento, vem permitindo que deficientes
mostrem que em um ambiente preparado para receb-los so
seres capazes.
Num mundo ideal, talvez no houvesse necessidade da JST e de
seus navios: o Lord Nelson e seu irmo mais novo, o Tenacious.

The sailing ship Lord Nelson, moored from May 7 to May 12, in
the Marina of Gloria, Rio de Janeiro, attracted the attention
of the locals because of its impressive classic architecture and
especially its cosmopolitan crew. Men and women of all ages from
Argentina, Denmark, England, Germany, Ireland, Portugal, Uruguay
and the USA worked together and enjoyed themselves in an
atmosphere of cooperation.
The most intriguing thing of all, however, is the idea of the ship.
Lord Nelson is a tall ship, fully equipped and adapted for
physically handicapped crewmembers. This is not a naval trainingvessel: the objective goes beyond naval training. The motto is to
encourage the handicapped and non-handicapped living together
each day, which creates personal development through the
perception of differences and appreciation of what can be done.
This is, in fact, one of the cutting edges of the project: to
highlight each persons ability to contribute and not the inability
to do certain tasks.

On October 12, 2012, the ship left England under the command of
Englishman Chris Phillips, formerly a military officer in the Royal
Navy. The voyage includes visiting Brazil (twice), South Africa,

India, Sri Lanka, Singapore, Malaysia, Indonesia, Australia, New


Zealand, Argentina, Antarctica, Uruguay and Canada. It is due
to end in September 2014, when the Lord Nelson returns to
Southampton, UK.
Jubilee Sailing Trust
The Lord Nelson was designed and built for physically disabled
crewmembers on sailing vessel voyages. It is not necessary to have
previous sailing experience to participate. The team consists
of eight professional crewmembers in charge of navigation, four or
five volunteers and 38 paying crewmembers. Of this total, 19
places are allocated to the handicapped, eight of whom can be
wheelchair users.

Conviver harmonicamente com as diferenas , entretanto, um dos


maiores desafios do ser humano. Cultivamos ideias preconcebidas
sobre pessoas especiais, como os deficientes fsicos, sem jamais
ter convivido com eles. E os deficientes, por sua vez, fazem o
mesmo a fim de se proteger. Ao e reao, por assim dizer.
A nobreza da JST est justamente em promover esse tipo de
encontro em viagens em barcos a vela, em que todos tm como
misso contribuir para a navegao, fazendo o que sabem e aprendendo o que podem aprender. Como disse o comandante Phillips,
uma viagem no Lord Nelson torna o indivduo uma pessoa melhor,
porque o ajuda a superar preconceitos e ideias distorcidas a respeito do outro. O lema da JST changing lives (mudando vidas)
parece bastante adequado.

In 1977, the year of the Queen Elizabeth II Silver Jubilee, a charity


fund was set up in England to help found the non-governmental
organization Jubilee Sailing Trust (JST). So, with the injection of
funds, the dream of its creators gained impetus. The Lord Nelson,
for example, was completed in 1986 and since then has been
helping the disabled to prove that they are capable in an
environment ready to receive them.
In an ideal world, perhaps there is no need for the JST and its
ships: the Lord Nelson and its younger sister, the Tenacious. To live

harmoniously with the differences is, however, one of the


human beings greatest challenges. We cultivate preconceived
notions about special people, such as, for example, the
physically handicapped, without ever having lived with them.
And the handicapped, in turn, do the same in self-defense
action and reaction, so to speak.
The value of JST is precisely to encourage this type of encounter
on sail-ship voyages, when everyone has a mission to contribute to
the navigation, doing what they know and learning what they can
learn. As Captain Phillips said: a voyage on the Lord Nelson makes
the individual a better person, because it helps him or her to
overcome prejudice and distorted ideas about the other. The JST
motto changing lives seems very apt.

A empresria Clarice da Silva Schein, mulher do prtico Carlos Jesus Schein, morreu em acidente de
automvel, em 21 de maro. O casal voltava de Jaguaro, no Rio Grande do Sul, quando seu carro,
desgovernado, caiu em um rio. O prtico nada sofreu. Clarice e Schein eram casados h quase 40 anos
e tiveram quatro filhos.
Businesswomen Clarice da Silva Schein, wife of pilot Carlos Jesus Schein, died in a car crash on March
21, 2014. The couple was returning from Jaguaro, Rio Grande do Sul state, when their car went out
of control and fell into a river. Schein was unhurt. Clarice and Schein had been married for almost
40 years and have four children.

This year is the 80th anniversary of the


Maritime Court, founded in 1934. It is an
independent body under Law no. 2,180/54,
and auxiliary to the Judiciary, with nationwide
jurisdiction, linked to the Brazilian Navy and
based in the city of Rio de Janeiro.
Its role is to judge accidents and facts of sea,
river and coastal navigation, and also keep
ownership registration. Its jurisdiction also
stems from Brazils international commitments
as a contracting party of maritime conventions,
codes and regulations with regard to shipping
safety, safeguarding human life and preventing
water pollution by vessels.
During its 80 years, its ceaseless search for
the true sense of justice permits its
decisions to be legally enforceable, assuring
the Maritime Court the widespread respect of
the seagoing and legal communities in the
country, contributing to shipping safety and
Brazilian society.
