PRESENTATION
This document defines the National Simon Bolivar Project in First Plan
PPS-socialist Economic and Social Development of the Nation for the period
2007 to 2013.
As of February 2, 1999 began a process of change in
Venezuela, facing the construction of the Simn Bolvar National Project,
which continues in this new phase of government to deepen the achievements
reached by the Outline Plan of Economic and Social Development
Nation from 2001 to 2007.
In this next period 2007 - 2013, Venezuela is oriented toward
construction of socialism of the XXI Century, through the following guidelines:
I.

New social ethic.

Proposed the reestablishment of the Venezuelan nation, which has its
rooted in the fusion of values and principles of advanced
humanistic currents of socialism and the historical legacy of
thought of Simon Bolivar.
II.
The Supreme Social Happiness.
From building an inclusive social structure, a
new social model, productive, human and endogenous, is
aims that we all live in similar conditions, bound to
saying the Liberator: "The Supreme Social Happiness."
III.
Leading Revolutionary Democracy.
For this new phase of the Bolivarian Revolution will be consolidated
social organization, as to transform their individual weaknesses in
collective strength, strengthen the independence, freedom and power
originating in the individual.

V.
National New Geopolitics.
Changing socio-territorial structure of Venezuela
pursues the internal organization of the production model, through
decentralized territorial development, defined by axes
integrators, regional program, a system of cities
interconnected and a sustainable environment.
VI.
Venezuela: World Energy Power.
The collection allows a country's energy strategy that combines
the sovereign use of the resource with regional and global integration. The
oil will be decisive for the fundraising
outside, the internal generation of productive investments, the
satisfaction of the own energy needs and
consolidation of the socialist productive model.
VII.
New International Geopolitics.
The construction of a multipolar world means creating
new poles of power representing the breakdown of the hegemony
unipolar, in pursuit of social justice, solidarity and
guarantees of peace, in the deepening of fraternal dialogue between

peoples, self-determination and respect for freedom of

thought.

I. New social ethic
I-1. Approach
The completion of the XXI century socialism that we are inventing and
only possible in the medium is necessarily historical time by
recasting ethics and morals of the Venezuelan nation. This is a recasting
moral and ethical project rooted in the fusion of values and
the most advanced principles of the humanist socialism and
historical heritage of the thought of Simon Bolivar. The ultimate goal is the supreme
happiness for every citizen. The basis of this fundamental objective rest
in the ways of social justice, equity and solidarity between people
humans and the institutions of the Republic.
The need for new ethical project of the Bolivarian Socialist
finding of a reality whose dominant features are:
The confrontation between an old system (capitalism) that has not
finished dies, based on selfish individualism, greed
staff, and the desire for excessive profit, and a new system (the
Socialism) being born and whose ethical values, solidarity
human, the collective realization of individuality and the satisfaction
rational fundamental needs of men and women,
its way into the heart of our society.
The State which remains a significant number of Venezuelans
therefore, unable to meet their basic needs and
develop the spirituality inherent in every person.
The terrible burden of the sub-capitalist culture of corruption and bribery
as a means of rapid accumulation of wealth and monetary wealth,
that still exist in important sectors of society, to the detriment
the culture of creative work and productive.
The use and promotion of violence, psychological and material means
communication as a factor used to set the subjectivity
the citizen, the conviction of the impossibility of living in peace
democracy and trust that it is possible the achievement of good
common.
Ethical Socialist Bolivarian Project's mission is to overcome
ethics of capital, and focuses on the configuration of an awareness
revolutionary of the need for a new collective morality that can only
be reached by the dialectic of the struggle to transform material
society and the development of spirituality of those who inhabit this
beautiful piece of land that is Venezuela. This dialectic must lead to
found the belief that if we do not change ourselves, nothing
it would change the external reality.
In this dialectic Ethical Socialist Bolivarian Project appear several

challenges:
a. The necessary positive transcendence of misery and poverty and material
spiritual ensure the realization of ethics, not termination. Is
clear that the permanent necessity overrides any possibility
real ethical being.
b. Building an ethical state, ie, a new ethic
made public. A State of honest officials, more efficient
5
Page 6
an altar of values, exhibit moral behavior in their conditions
of life, the relationship with the people and the vocation of service
provided to others. A State of which the citizen feels part. The
State is called to be the ethical space par excellence, if not, the
citizens have no reason to be.
c. Civility: the virtue by which citizens become responsible for
public life. No citizen wants to be subject or vassal or lord
the Republic.
d. Creation of institutions whose supreme value is the practice of
justice and equity. That in the dialectic of law and justice
be able to decide for justice, without undermining the foundations of law.
e. Tolerance active militant in half where they live different plural
religions, different cultures, different conceptions of life. The
assumed tolerance and respect differences.
For within this range of tolerance for diversity, there is a core
facts and anti to what can not be indifferent or tolerant, because
lead to create a state of affairs where impunity becomes
normal and accepted by all. Given the cruelty, to torture, in the
racial discrimination, the violation of human rights violation to the
a woman with the child abuse, against injustice, against corruption
and to many other similar things can not be tolerant
is not acceptable. No one can compromise and this intolerance and intransigence
become an essential platform to be able to cohabit
peaceful.
Ethical Venezuelan Project proposes a unique one civic ethics
pluralistic society that assumes as its own set of values and principles
can and should be universalized because they develop and put in place
humanizing force that will turn men into individuals and
citizens fair, caring and happy.
A set of norms, values, principles that deal with
Justice principle and social consciousness are not a covenant but by something
that is inside of each social and heart, which felt like a
duty of humanity and has to do with the moral sense that binds all
men. At the height of our time we have already accepted certain values
principles and attitudes that are common and fully incorporated in the
Bolivarian ethical project. These are the main ones:
Human rights of so-called first generation civil and

political rights, freedom, right to life, liberty of conscience,

right to think and speak freely.
Human rights of the second generation economic, social
and cultural rights.
Right of the third generation born and live rights in an environment
healthy, unpolluted and the right to be born and live in a peaceful society.
The revolutionary consciousness of ethics and moral values seeks to strengthen
inalienable rights that must be present in our daily life: love, for
Ernesto Che Guevara as he said the true revolutionary is guided by
great feelings of love. Because what makes sense is to love our neighbor,
even when we do not love us, the moral responsibility, because
ethically and morally we are all responsible for what happens in society.
This responsibility of the knowledge that poverty is not only the
6
Page 7
problem of the other or the state, but that is the problem of every citizen. The
child can not eat today, the child can not be a child who can not
play, probably the murder criminal morning our son, the
a social group does not deny the individual being but transcends
positively, the awareness that human beings can only be done in
other human beings, here comes the feeling of solidarity,
detachment personnel to have any revolutionary. It is
understand and accept that being in itself has no sense of historical importance,
if it becomes a being for itself, and this happens when we live in
depending on the happiness of all, the supreme value of life, affirming
our human condition, the value of creative work and productive as
source of all things that man has built up over centuries.
All we have to earn their bread by the sweat of our brow. From each
according to his work, to each according to their needs, remains a
indispensable principle. Without abandoning those who are prevented from working.
All Venezuelans are called to be protagonists in the construction of
a more humane society. This to us says the preamble to the Constitution
the Bolivarian Republic of Venezuela ... refound the Republic to establish
a democratic, participatory and multi-ethnic, multicultural society in
a state of justice, federal and decentralized to consolidate the values of
freedom, independence, peace, solidarity, common good ...
Ethics is at the bottom of human life and find that creative force that we
you feel people with dignity, with all those rights that make us
feel solidarity with all human beings.
Ethical Socialist Bolivarian Project should lead to the construction of
New Man of the Century XXI. Socialism and the new man must be synonymous.
Can not think or be conceived without the other. They are both as hydrogen and
oxygen combine to form water. Revolutionary Conscience
is the engine to leave behind the human prehistory and finally enter
the real story, truly human society. In short, there
socialism when there is a new man.

II. Supreme social happiness
II-1. Approach
a. The supreme social happiness is the long-term vision is
starting point for building an inclusive social structure,
forming a new company included a new social model,

productive, socialist, humanist, endogenous, where we all live in

conditions similar way to what he said Simn Bolvar: "The Supreme
Social Happiness. "
b. The basis of the policies of building a new structure
inclusive economic and social development are contained in the Constitution of the
Bolivarian Republic of Venezuela, in the traditions of struggle of the people
Venezuela and the current government's political will to move towards
the construction of socialism.
c. The social relations of production are based on socialism
forms of social ownership, which include self-managed property,
voluntary and community associations; remaining forms of individual ownership and
public.
d. The social structure is formed by a network of relationships
permanent and recurrent social, which is hierarchically organized
As for power, wealth, knowledge and prestige, determine
different situations in meeting social needs and
in the distribution of wealth and income.
e. The social structure of Venezuela is in the process of transition
a more inclusive social economic formation, because the government is
running, especially with the Missions, a process of inclusion
massive and rapid social, funded by the new way to use the income
oil, which has advanced and universal coverage
in meeting needs of identity, food, health,
education, housing and employment.
f. A biological diversity, age, ethnicity and gender have
historically superimposed social inequalities reproduced by a
Been serving the interests of capital at the expense of labor,
have contributed to increasing the capacity constraints
individual and collective requirements for the enjoyment of
human and social.
The policy of economic and social inclusion is part of the system
planning, production and distribution oriented towards socialism
where what matters is the progressive development of social ownership
the means of production, implementation of trading systems
fair, equitable and solidarity against capitalism, progress towards
overcoming differences and discrimination between physical and
intellectual and recognize the work as the only activity that generates value and
therefore, legitimate property rights. All guided by the
principle of each according to his ability, to each according to his work.
9
Page 10
g. The satisfaction of social needs is linked to the
production-distribution system of goods and services, because only in
extent to which workers contribute to Venezuela
social production of wealth according to their abilities, with the development
their creative potential, increase the likelihood of

social needs. And the principle to everyone according to their

needs is based on the quality of satisfaction, beginning with
meeting basic social needs and bridge the gaps and deficits
persistent.
h. Social inclusion acquires its highest development when the mode
care is customized to the situation of social groups
maximum social exclusion and is geared towards self-development of
individuals, communities and organizations, which involves practices
democratic, accountable and self-managed, by
involved.
i. The capitalist mode of production not only to humans stratified
irreconcilable social categories, but imposes an unreasonable use and
ecologically unsustainable natural resources.
j. Capitalism has undermined the conditions of life on Earth. The
impact of human activities has exceeded the capacity
load on the planet, and it is precisely the poor who are most
affected by environmental degradation.
k. The development of capitalism has created a deep inequality
between the countryside and the city, boosting the concentration and disordered
unsustainable for most of the population in large cities, and
abandonment of the field. Need to balance urban-rural relations
and create a new model of socialist planned and integrated city
sustainably with nature.
l. Venezuela is imperative to pay attention to global warming,
among other things, its long coastline and increased that
posed to the water level.
m. The national biodiversity is one of the ten highest in the world.
We have abundant water resources and a high number of
protected areas. They are a great wealth and potential
development of the country.
n. The implementation of a development model that places being
people at the center of their attention must reconcile their relationship with the
environment, promoting a model of production and consumption
put limits on growth without delay the rights of the poor.
o. Environmental education should permeate all social strata and
all levels of education

III. REVOLUTIONARY DEMOCRACY PROTAGONIST
III-1. Approach
Revolutionary protagonist democracy is genuine and authentic expression
true democracy.
Public and private spaces are considered complementary and not separated
and conflicting as in liberal ideology.
Individuals need to organize to achieve the advantages offered
cooperative association, ie, transform their individual weaknesses into strength
Collectively, considering that the establishment of the organization
detracts from the independence, autonomy, freedom and power originates
the individual.
Citizens always embodied and exercised substantive mechanisms
of political power, ie, always retain their power and sovereignty, which
is always oriented the welfare of all, the principles of equality and
freedom.
The change must be aimed at highlighting the common elements that
allow the construction of a community, not isolated and selfish individuals aware of
impose their interests to the community, to that entity - the community - is delivered
all the original power of the individual, leading to a general will, in
sense of power of all the service of all, that is, sustained moral and
collectively, which requires that the conduct of members, although they have
interests (individual wills), to be moral must
be guided by justice, ie, by principles of equality, only way
strengthen collective body politic, and freedom.
Since sovereignty resides in the people, this alone can lead the
State without having to delegate sovereignty, as happens in practice
representative democracy or indirectly, this direction the state is
inextricably linked to the common good, and not in
representative democracy in which, under the ruse of individual freedom with
the camouflage of "equal opportunities" and the spur of competition,
legitimizes the interest of minority groups opposed to the general interest of the
society.
Participatory democracy is popular sovereignty which is tangible
the exercise of the general will, which can not be alienated ever, and the
Sovereign, which is nothing but a collective being, can not be filed more than
itself: the power can be transmitted but not the will. The result is
logic: if sovereignty resides in the people and he agrees to obey a power
different, by that very act it dissolves as a people and give up their sovereignty.
Popular sovereignty, meeting in public assembly of citizens, (Assembly
Constituent) sole repository of legitimate legislative power, sovereignty
can be represented, will not support representation.
Democracy is based on revolutionary protagonist republicanism and
Bolivarianism. This sovereignty resides untransferable in the people,
who exercise it directly in the manner provided in the Constitution and the law, and

indirectly, by suffrage, through the organs exercising power

Public
14
Page 15
Revolutionary protagonist democracy is based on the protection, preservation and
development of human life and the responsibility of caring for life
another community. Society is a community and supportive tissue, guided by the
common good that is in solidarity the primary meaning of human life. The
determines the common good sense of right and good, that is, ethical,
which determines the general content of the legislation, namely the Constitution
and laws. It is unethical that goes against the common good.
Revolutionary protagonist democracy in the State guarantees the contents
materials required by the common good, justice is above the
right, and the material conditions to ensure the welfare of all such
as education, health and employment are above the mere formality of the
equality before the law and commercial despotism.
Revolutionary protagonist democracy in the State is ethical in nature
solidarity, preserving the rights to defense of life and solidarity
sense of community and social cooperation. It is founded on an awareness
ethics and not repression, since it admits that the imposition of particular interests
the general interest of society and the welfare of all. The town itself
exercises power and sovereignty. Citizens are ethical, selfcooperative and aware they retain in their hands the sovereignty, which is not
may alienate or divide, as sovereignty is the right of the people
ensuring the common good. The citizens always retain political power, is
ie, the sovereignty which is not transferable, indivisible, infallible because it is the
service throughout the community.
No one can resign, or delegate its sovereignty because it loses its freedom and
right to a dignified life. That's why it also exerts
directly, through the law (the legislative function of the citizen) and a
ethical sense. It is also the reason why it is indivisible and even infallible
they all can not act against their own interests.
The exercise of rights implies the social responsibility of citizens
to secure them together with the state political power. The official
public, whatever their level is a simple citizen delegatee's power.
Hence the importance of education, especially moral, and the need
collective welfare or common good of society as a guide.
a. To achieve greater strength of the protagonist democracy
revolutionary, it is necessary to restore to its public policy,
participatory, ethical and solidarity, whose primary sense is the creation of the
citizenship, civility spaces, institutions and political culture
democratic, based on high ethical and social awareness in a
active and conscious participation. It is the policy of rescuing
as mediation vital to human life, through their sense of
solidarity and the common good.
b. Political power will be used as leverage to ensure the welfare

real social equality between all members of society. Therefore,

justice is above the law and the law, although it presupposes. It
ensure the material conditions for the effective exercise of rights
to education, health, work, recreation, but the citizen does not
have money to pay.
c. The exercise of sovereignty is through participation
citizens in all areas of legislative and decision
15
Page 16
decisions to direct the state government at all levels
This national, regional and local levels. The citizen may delegate his power, but
not its sovereignty. So when the officer to whom she delegates that
function away from it, may remove him through the referendum.
d. Addressing corruption through exemplary punishment to corrupt
promote ethical awareness, equity and severity legislate, create
expeditious mechanisms for the participation of society and Comptroller
as a determinant of participation.
e. Integration, communication and coordination between the various
organizations is critical for the attainment of the full
revolutionary protagonist democracy.
f. The space for the leading role must remain
conquered and maintained by grassroots organizations.
g. It is necessary to maintain consistency between the discourse on
revolutionary protagonist democracy on the one hand, and proceed
all institutions of society, on the other, thus, together
the continued incentive for democratic values, will ensure
maintenance of the popular power of the coming generations.
h. Promote the social control of the population towards the media
mass communication.
i. Promote the use of media as an instrument
training.

IV. Socialist production model
IV-1. Approach
Production in the quest to achieve meaningful work will target
the elimination of the social division of work, their current hierarchical structure and
to eliminate the tradeoff between need satisfaction and production
wealth.
The production model will respond primarily to human needs and
be less subordinated to the reproduction of capital.
Wealth creation will be used to meet the basic needs of all
population in a sustainable manner and in accordance with its own needs
nature in each specific location.
The State will retain full control of productive activities that are
strategic value to the country's development and the multilateral development and
needs and productive capacities of the social individual.
This involves identifying which of ownership in the means of production
is mostly in the service of citizens and those who have under their
membership in order to build a consciously-controlled production
associate producers to serve their purposes.
a. Establish a socialist production model with the operation of
new forms of generation, appropriation and distribution of surplus
economic and a new way of distributing oil revenues, which
will reflect substantial progress in changing values in the
collective in the way individuals interact with others, with
community, with nature and the means of production.
b. The direction to follow, over the urgent and immediate
answer questions about how you can:
Social cohesion forces producers,
making them responsible for production and administrative practices
self-managed

Replace the concentration and centralization of decision making

for genuine autonomy to the extent decentralized
local communities
c. The socialist production model will be made primarily by the
Social Production Enterprises, which are the germ and the road
into the XXI Century Socialism, although state enterprises persist
and private capitalist enterprises.
d. Are Social Production Enterprises (EPS) of economic entities
dedicated to the production of goods or services in which the work
has its own meaning, not alienated and authentic, there is no discrimination
social work and no work, no privileges in the
work associated with the hierarchical position, with substantive equality
its members, based on a participatory and proactive planning.
21
Page 22
e. In the EPS workers will appropriate the economic surplus
result, to be divided in proportion to the amount of work
provided, management will be democratic and participatory and the relative weight of
participation will be based on the person and not based on capital
contributed.
f. The EPS will emerge from the multiplication and growth of
successful experiences of existing associative units, of which
established as a result of state action, and transformation
state enterprises or private capitalist enterprises in EPS.
g. The new form of generation and appropriation of surplus
economic, efficient and productive will be producing goods and
quality services, so to compete successfully with
private capitalist enterprises in the country and other countries with
which exchange goods and services.
h. Operate a productive between the EPS, interconnected, which
gradually cover the largest number of economic activities,
accompany and support collective benefit of the
community and the people as a whole.
i. The state enterprise dedicated to the exploitation of hydrocarbons,
given its extraordinary capacity for procurement and contracting, will reach a
role in the development of EPS, delegating
progressively specific productive activities in them, according
the level of complexity required tasks and skills
developed in the country and fostering new EPS that connect
organically with the national productive. Other companies
Commodity-producing state, will participate in the features
indicated for the state-owned hydrocarbons.
j. Other state enterprises will become EPS by
various strategies used according to the characteristics of
production processes, economic conditions and development
organizational workers.

k. Substantial progress was made in the consolidation of endogenous

the economy, through the progressive use of national resources,
with vision and respect for generations to come, and giving
priority to meeting the needs of the country.
l. Will develop internal linkages of the activities
economic fundamentals, mainly based on the existence of
raw materials and natural resources in the country, in order to
enhance the ability to produce goods and services.
m. Will diversify the export potential of goods and services, once
satisfied domestic demands, especially those based on
the existence of raw materials and natural resources in the country, and the
higher degree of processing possible, while additionally it advisable
conditions in foreign markets. For foreign trade,
will emphasize the complementarity of trade.
22
Page 23
n. There will be a sufficient accumulation of reserves and income
to successfully meet diversified tax contingencies
economic.
o. Particular emphasis will be to support the achievement of development
internal technology that enables the relative autonomy of the activities
production and services necessary to achieve and sustain
development by strengthening the capacity to innovate,
import, modify and disseminate technologies aimed primarily at the
satisfaction of human needs which, in turn, favor
scientific development.
p. The development of an innovation system will be achieved by
consolidation of a socio-legal and institutional social capital
network of stakeholders, knowledge of the needs of
society, the experiences gained and the necessary resources.
It will have a growing participation of citizens,
increase awareness, and drastically reduce the differences
national access.
q. Research and productive sector must be coupled,
to reduce costs, adapt to new markets, increase
quality of products and services and achieve a domestic
efficient. There need to be scientific and
private technology to generate constant innovation and make
domestic private sector efficient.
r. The development and strengthening of manufacturing and services will be
mainly based on production chains and benefits
comparisons, including those based on available natural resources,
promoting the efficient use of resources and guiding the production
first to the satisfaction of human needs. In addition to the
energy industry will be developed with an emphasis Industry
Basic non-energy, food production, manufacturing in

general, basic services for the population and production support,

tourism and others.
s. With regard to food production, the basis of ensuring
food security should be integrated rural development whose scope
beyond agricultural production activities, one of whose components is
food production. The vision for agriculture is not restricted to
food, but includes the four subsectors: Plant, Animal,
Forestry and Fisheries, and Agriculture is called upon to play a
important role in land use, income redistribution
and the contribution of other raw materials to industry.
t. Food sovereignty implies domination by the country of
production capacity and distribution of a significant body of
basic foods that provide a high proportion of
the
population's nutritional requirements.
u. To develop the ability to produce food
exploiting the country's own capabilities, will rise
23
Page 24
substantially productive investment in agriculture and particularly
in irrigation, land reclamation and rural roads.
v. To compensate for the disadvantages inherent to agricultural activity
actions taken at national and relationships
international. Such disadvantages are the structural rigidity of the
supply of agricultural, agro-concentrated structure as plaintiff
raw materials and supplier of intermediate goods and final
production subsidies used by major countries
exporters and importers to introduce bias by the abundance

V. NATIONAL NEW GEOPOLITICS
V-1. Approach
In Venezuela economic activities have historically been induced
from hegemonic countries of the world system, establishing a model
highly dependent on economic power interests in favor of
denationalization and the limited diversification of production.
Thus the pattern of socio-territorial organization has been directed towards the coast
agro-export stage and then to the north-central coastal subsystem in
Venezuela oil, a typical feature of an economy character port
extraction, which favors the concentration subsystem, focusing on
uneven and unbalanced distribution of oil revenues in the
country.
The socio-territorial model inherited Venezuela is living expression of
historical relations of economic dependency experienced, so the
structural disarticulation between the existing productive sectors and the economy
port predominantly expressed in poorly integrated territorially
interregional and integrated spaces exclusively from the ports to the
primary extraction or to markets in urban centers formed by
capturing mainly oil revenues.

In this sense, the urban-regional dynamics of Venezuela has continued

since the middle of last century, a concentrated pattern of occupation,
unbalanced and biased, which shows strong disparities current expression
interregional, generating significant social and environmental problems.
Large urban concentrations of the central-north-coastal
located in areas of vulnerability and risk, constitute the "core system
cities "of the country, where urban centers contain large belts
human misery and unregulated settlements that lack adequate
equipment and services, concentrating the population and activities
have been generated on economic social and demographic characteristics, patterns of
work, savings and consumption patterns that produce inequality, vulnerability
and social exclusion that has required and will continue to require high
investments to meet their needs (water supply, energy,
transport, telecommunications) which tends to limit and delay the development of
other areas.
The land tenure in rural unproductive manifested through
estates and urban through the empty plots of land within cities
peri waiting to be incorporated into the traverse urban factors
are hindrances to a rentier society opposed to inclusion objectives
social and productive.
The impact of current human activities threatening the ability of
burden of the central-north coast and it is precisely the poor most
affected by environmental degradation. It is imperative to pay attention to
given its extensive global warming and rising costs that
posed to the water level.
The national biodiversity is one of the highest in the world and has
abundant water off the northern coast where many of
29
Page 30
natural spaces are practically untouched. It also has
with a high number of protected areas.
The current territorial socio-historical burdens is anchored on inertial
structural and functional ridges that define the framework of potential
and historical constraints to development actors, political actors and
social forces. The modification of the territorial structure is part of a
time horizon and long-term effort requiring sustained
and consistent public management, strategic planning and mobilization
political actors and social forces with a shared geo-strategic vision
terms of achieving a new economic-productive, diversified and
integrated, both functionally and geographically, as well as social inclusion
through the incorporation of space and production activities under
regimes of social production, cooperatives, associations and solidarity where
active participation and co signe new relationships
whose results are cumulative production and encourage the modification of
settlement patterns.
Telecommunications along with transportation systems are tools

essential to improve the accessibility of most of the country and

therefore key to increasing synergy and sustainable socio-territorial
advance social inclusion.
In this new stage, and under the guidelines of the National Simon Bolivar Project
(2007-2021), will establish the firm foundations for the transition to a new
socio-territorial organization consistent with the new socialism of the XXI century. The
productive investment projects in the areas of development, networking
and development centers to integrate the national territory, take into
geoculture consideration the national and the ecological basis in the process of
sound management of resources and territory. Improve conditions
Habitat Human Settlements (improve health, education and services
public) are small, medium or large-scale and strengthen the cities
intermediate. Integrating the transport and communications systems for
articulate the national territory through multimodal infrastructure corridor
where the national railway system becomes the primary means of
transport. In this context, the Ranger North Axis is the axis of integration and
major development for the period articulated to the other strands
deconcentration (axes Western, Eastern and Apure-Orinoco).

In this vein, the National Simon Bolivar Project (2007-2021)
proposes a coherent, a geo-strategic vision that involves
comprehensive planning and allocation of means to achieve the goal of a
Decentralized Territorial Development.
a. Decentralized Territorial Development articulate the building and
spatial organization of a new socio-productive endogenous in
new social relations which emerge through units
socialist production, such as production companies
Social (EPS), cooperatives and associative production, mobilizing
new potential and endogenous capacities, which are linked
economic activities of public and private sector, both nationally and
abroad, in order to improve the quality of life and balance the pattern
territorial occupation.
b. Decentralized Territorial Development is based on the development
sustainable and must begin with full recognition of the physical structure,
socio - cultural, economic, institutional and current environmental, identifying
actions that transform the historical relations of dependency. To

be taken into account to achieve sectoral policies in

tend to prove the medium term to build networks articulated
designed to promote regional and retention activities
simultaneous economic and improvement of living conditions and
social people, particularly those traditionally excluded.
31
Page 32
c. Decentralized Territorial Development will be achieved through the
full mobilization of assets, resources and capabilities to
endogenous social forces, development partners and political actors
that make up the national-popular historical bloc through the Bolivarian
implementation of state policies consistent with the principles of
integration
territorial
cooperation
solidarity,
concurrence
and
responsibility between different levels of government and society,
organized a leading role and participatory bodies constituted
for this purpose.
d. Decentralized Territorial Development will promote social equality,
justice and solidarity through areas of devolving
economic activities, infrastructure, housing, equipment and
services that create incentive effects and incentives to strengthen both the
population settlement in the subsystem of intermediate cities Axis
Northern Ranger, to achieve a balanced population distribution
consonant with the use of productive capacities of our
territory along with developing inclusive spaces makers
citizenship.
e. Territorial structure will be constructed in which there is respect to the
regional natural and historical diversity, as conditioning elements of
sustainable development and complementary to view not only this,
but also to future generations.
f. Decentralized Territorial Development involves management and
rational management of urban land management through regional
their different levels of government, agricultural land management,
protected areas, areas under special regime, indigenous territories and
sustainable development of the territorial sea and other water features, in

Desconcentrar actividades econmicas, asentamientos poblacionales y

sufrirn mayor presin demogrfica.
Occidental, Oriental y Orinoco Apure.

The

a nuestros intereses nacionales. Ms an, debemos fomentar alianzas que nos
38
Page 39
The

a.

i.

The

world.
