Congressmusthelptostrengthen,notundermine,thisvitaldiplomatic
effort.LawmakerswhowanttopreventanucleararmedIranandavoidtheUnitedStates'involvement
inanotherwarintheregionshouldrefrainfrommovinglegislationthatcouldderailtheongoingtalks
and/orenablepartisaninCongresswhowanttoblowupaneffectivediplomaticsolution.[4/2]

Theframeworkmustbeputintothecontextofwhatotheralternativesexistto
inhibitIran'sabilitytobuildanuclearweapon.Thesemeasuresseemtousbetterthanthealternatives.
Itisalsodifficulttoseehowadditionalsanctionsbeyondtheverybroadandcomprehensivemeasures
alreadyachievedwouldbringabetterresult.Thereisaveryrealriskifthisagreementisrejectedor
blockedthatitwouldsplittheUnitedStatesfromtheP5+1andEuropeanUnionwhosecooperationon

Toensurethatthislaudablestepwillleadtoalastingaccord,weurgethe
negotiatorstopreservethemomentumandpromptlyfinalisetheremainingdetailsaswellascriticsto
givethemachance.Shouldthenegotiationscollapse,Iranwillaccelerateitsnuclearprogramjustasthe
Westwillstepupsanctions.Thiswouldleadtoanewescalationoftensionsintheregionandpossibly

Withthecriticaldetailsofacomprehensiveagreementyettobeworkedout,itismore

Statesisnottoblame.Wethereforecontinuetoopposenewsanctionslegislationcurrentlybeforethe
Senate,andremaincommittedtoworkingwithSenatorsandMembersofCongresstowardlegislation
thatprovidesforrobustandresponsibleCongressionaloversightofIraniancompliancewithany

JustForeignPolicy
Thislatestdevelopmentprovesthatdiplomacyisworking.Butevenwiththis
landmarksuccess,RepublicansinCongresswillcontinuetotrytoderailafinaldeal.Inparticular,two
piecesoflegislationRepublicansaretryingtopushthroughtheSenatetheKirkMenendezsanctions
billandtheCorkerMenendezbillthatwouldimposeproceduralhurdlesinthewayofadeal.[4/2]

MoveOn.org
ThisisperhapsthemostsignificantforeignpolicyaccomplishmentoftheObama
presidency,andoffersthepromiseofapeacefulpathwithIran,ratherthanarushintoanunnecessary
war.YetRepublicanwarhawksandtoomanyDemocratswhoaresidingwiththemarecontinuing
theircrusadeagainstthepresidentandtryingtosabotagethisdeal.Letmeputthissimply:The
alternativetodiplomacywithIraniswar.AnymemberofCongresswhosabotagesdiplomacyis
puttingAmericanlivesatrisk.MoveOnmembersacrossthecountryaremobilizingimmediatelyin
supportofthisframework,andwewillholdanyelectedofficialswhosabotagediplomacyaccountable
fortherestoftheirpoliticalcareers.[4/2]

Ifthesecommitmentsareconvertedintoafinalcomprehensive
dealoverthenextthreemonths,PresidentObamaandSecretaryKerryandtheirpartnerswillhave

Todaysannouncementisapotentsymboloftheprogressthathasbeenmadeinguarding
againstbothanuclearIranandwar.WANDisproudthattheUnitedStatesanditspartnerspursuedthe
pathofpeacefulnegotiations.Today,weareastepclosertoavoidingwar.[4/2]

WinWithoutWar
TodaysprogressnotonlyensuresthatIranwillnotgetanuclearweapon,butit
demonstratespreciselyhowAmericacanwinwithoutwar.IfCongressissuccessfulinsabotagingthis
frameworkagreement,itwillmeananunconstrainedIraniannuclearprogram,thelossofinternational
inspectors,andadramaticallyincreasedriskofwar.Whenviewedagainstthesedangerousalternatives,
onlyafoolwouldchoosetosabotagepeace.Indeed,thosewhoopposethishistoricopportunityoffer
noviablealternative.AtatimewhenmuchoftheMiddleEastisengulfedinwar,theU.S.isonthe

Todaysannouncementofanagreementonaframeworkmovingforward,bytheUS,our
P5+1partners,andIran,isanotherbreakthrough,inthehistoricnegotiationstoendtheimmediate
threatofanuclearIran.Howmanyissueshavebeenagreeduponisatestamenttotheprogressthese
negotiationshavemade,andwillcontinuetomake.Yet,thefactthatthereisnofinalagreementsendsa
verystrongsignaltoallofusintheUS,andespeciallythoseinCongresstheUnitedStateswillstand
