SECTION 01011

GENERAL DESIGN AND SUBMITTAL REQUIREMENTS

USE THIS SECTION FOR EPC CONTRACTS FOR PUBLIC


FACILITY PROJECTS (SUCH AS SCHOOLS, BUILDINGS, ETC.).
EDIT THIS SECTION TO REFLECT THE CONTRACT ENGINEERING
DESIGN SUBMITTAL REQUIREMENTS.
PART 1 GENERAL
1.1

SCOPE OF SERVICES
MODIFY PARAGRAPHS BELOW FOR SCOPE OF SERVICES.

A.

Professional Services:
1.

The Contractor shall provide all required professional services for the
detailed engineering and design of all elements of the project including
but not limited to civil, utility, architectural, structural, landscape planting,
irrigation, mechanical, electrical, instrumentation and control, corrosion
control, fire protection, telecommunications features, fixtures, furnishings,
and equipment necessary for the work as described in Section 01010.
Included are the preparation of program analysis report, design analysis
report, interfacing, calculations, final construction drawings and
specifications, and other required contract documents as well as
providing all necessary and related professional services in connection
with the engineering and design work as specified herein, except as may
be specifically excluded in these contract documents.

The engineering and design effort requires complete familiarization with


existing systems, facilities, and equipment with which the work of this
Contract must interface and integrate. Complete sets of technical
documents covering these existing systems, facilities and equipment must
be on hand with the Contractor throughout the engineering and design
phase in order to successfully integrate new systems, facilities, and
equipment into existing installations. The above requirements apply not
only to new installations but also to modification work on existing
installations. The Contractor shall be responsible for all parts of the work
including research to identify necessary documents and retrieval of these
documents.

As part of the complete design development responsibility, the Contractor shall


assume the following, as a minimum:
1.

The Contractor shall be responsible for obtaining all required information


from existing design documents, operation and maintenance manuals,
and specifications as necessary to perform the design.

2.

The Contractor may use the information on existing as-built drawings to


the extent possible in his design. However, it shall be the responsibility of
the Contractor to verity in the field the as-built conditions wherever
necessary, specially for interfaces, and prepare complete sets of
comprehensive new design drawings.

3.

The Contractors responsibility shall also include a verification of


adequacy of existing systems, equipment, and the extension of these
facilities to the new systems and equipment.

The following tasks summarize the engineering and design work to be performed
under this contract:
1.

Program Analysis Report: Prepare and submit per para. 5.2.A.1 a


Program Analysis Report including all program requirements and any
recommendation for program modification.

2.

Design Analysis Report: Prepare and submit per para. 5.2.A.2 a Design
Analysis Report outline and Design Analysis Report consisting of
the engineering and design work that supports construction documents.
The Report shall include design criteria, system descriptions, analysis
reports, calculations, specifications and drawing lists in accordance with
Article 2.4.A.

3.

Conceptual Design: Prepare unique conceptual designs for the facility


with its site development. A presentation shall be made to H.E. the Vice
Chairman of the Royal Commission Riyadh. One design will be selected
by the Royal Commission for further design development.

Existing Design Documents:


Obtain, research and apply design
information on existing systems by utilizing technical documents from
Royal Commission files.

Final Documents produced in for the Design Analysis Report shall be


completely detailed and suitable for construction without the need for
additional design details except for shop drawings which are required for
construction. The Final Submittal shall include documents that are
complete, accurate and coordinated for all construction activities and for
procurement of all equipment.

PART 2 DESIGN PROGRAM

PROGRAM REQUIREMENTS
The program requirements for the Contract Work as defined in the Summary of
Work (Section 01010), include the General Design and Submittal Requirements
given in this section, Section 01011. The Preliminary Program lists major
functional and space requirements and defines the site development. The
Design Criteria requirements defines other design requirements.
PROGRAM ANALYSIS AND REPORT

A. The Contractor shall review and confirm in the Program Analysis Report his
understanding of the Scope of Work and all the program requirements. The
Contractor shall identify any conflicts in the program requirements and provide
recommendations for their resolution. He shall also indicate the need, if any, for
revisions to the Preliminary Program along with supporting logic in the Program
Analysis Report.
B. The Contractor shall review Royal Commission supplied data requiring interface or
coordination with this Contract. The Contractor shall include an analysis of the
possible effects of such information on the design of the work under this
Contract.
C. The Program Analysis Report shall also include a statement by the Contractor
confirming his acceptance of all program requirements, except as indicated in
the Program Analysis Report, and will assume design responsibility for the Work.
D. Contractor shall include in the Program analysis Report a summary of approach
which indicates how he intends to organize the submittals from the preliminary to
final stage of the project.
E. Contractor shall submit the Program Analysis Report for Royal Commission review
and when the Report is accepted, it shall become the basis for subsequent
design development.

PRELIMINARY PROGRAM
The following defines the Preliminary Program for the facility including its site
development.

A.

DESIGN ANALYSIS REPORT


The four stages of design submittals (preliminary, intermediate, pre-final, final)
shall be submitted in the form of a Design Analysis Report which is a written
explanation of the design process and also a compilation of all design
documents contained in volume(s) of books, as required in the General Design
Criteria and Technical Guidelines. The Design Analysis Report shall include, as
a minimum, the following sections:
1. Introduction: This section should include a summary of the scope of work to
be provided under this Contract.
2. Design Criteria: This section shall include all design criteria, which define
the function, design basis, and design assumptions for each system, as
well as the sizing criteria for all system components and total building
size. The design criteria shall include criteria provided by the Royal
Commission, criteria required by codes and standards, and standard
design criteria developed by the Contractor from his experience. This
section shall also include a listing of all applicable codes and standards.
This section shall be provided on discipline basis.
3. System/Facility Design: This section shall include system and facility design
reports consisting of a narrative description of each system and facility
and of the design developed by the Contractor. Facility descriptions shall
include a description of materials and the design and type of construction
including foundations for each structure or equipment.
System
descriptions shall include control philosophy, modes of operation, system
components, design parameters, and materials. Sub-divide this section
by system and facility basis. This section shall also be provided on
discipline basis.
4. Design Analysis: This section shall include the design analyses documents
required to cover those subjects and areas of the engineering and design
that are not covered by system descriptions, facility descriptions and
calculations. Brief calculations, if required to support the narrative of
approach and conclusions, may be included in the design analyses
documents. However, detailed design calculations shall be provided in a
separate section as described at 2.4.A.6 below. As a minimum, the
following subjects and areas of the work shall be analyzed:

5. Specifications: This section shall include all the specifications required for
this Contract. Specifications provided by the Royal Commission need not
be resubmitted in the Design Analyses Report before the final issue
unless modifications are proposed, in which case, revised pages must be
resubmitted as a minimum. However, a Specification List shall be
provided and shall indicate the source of specifications such as contract
specifications provided by the Royal Commission, specifications prepared
by the Contractor from MYAS Guide Specifications, and new
specifications prepared by the Contractor specifically for this Contract.
Refer to specifications requirements in 5.2.F. The final issue of this
section shall contain all specifications.
6. Calculations: This section shall include all the design calculations required
to support the Contractors design. A Calculation List shall be included to
indicate when each calculation will be submitted during the four design
submittals. Calculations shall be provided on discipline basis.
7. Drawings and other Design Documents: This section shall include a Drawing
List and a Document List for other design documents. The lists shall
include the titles, the sequence of submission and the scheduled date of
submission for each item during the four design submittals. Design
drawings and other listed design documents should be submitted
separate from the Design Analyses Report. A4 size drawings, documents,
sketches and details shall be included in this section. Refer to drawings
requirements in 5.2.E.

The Contractor shall perform all design including the preparation of construction
documents in accordance with all applicable criteria and standards.
CRITERIA FOR STANDARDIZED EQUIPMENT
Included in the contract is the provision for certain equipment which is standard
throughout Madinat Yanbu Al-Sinaiyah. Standard specifications for these items
will be provided by the Royal Commission. Also included is the requirement to
follow the precedence of certain established methods, schemes, practices and
philosophies as called for in specifications or shown on contract drawings.
REVIEW OF AVAILABLE INFORMATION
Review and utilize all information provided by the Royal Commission and all
relevant information available from Royal Commission files including as-built
drawings, applicable codes and standards. The Contractor shall report any
discrepancy or inconsistency.
APPLICABLE CRITERIA AND STANDARDS
The following, as applicable, shall govern the manner in which the work is
performed, unless and until the Royal Commission provides written direction to
the contrary. Wherever references are made in this Contract to Royal
Commission codes and standards, these codes and standards shall be read
along with the corresponding United States of America Codes and Standards
currently in effect on the date of this contract, unless otherwise specified in the
contract.

Except for standards of technical organizations listed in Specification Data


Sections, the documents listed above will be furnished to the Contractor by the
Royal Commission.
EXISTING CONDITIONS
Survey Information: Basic survey monument information will be provided by
Royal Commission. After review, and if required, Contractor shall prepare and
submit to Royal Commission request for additional information.
Soils Engineering Information: Available soils engineering report(s) will be
provided by the Royal Commission. After review, and if required, the Contractor
shall prepare and submit to the Royal Commission requests for additional
geotechnical information with justifications. The requests shall consist of a
boring location plan, type and number of soil tests required and anticipated
structural loading conditions. The requests will be evaluated by Royal
Commission to determine necessity. A minimum of 8 weeks will be needed to
complete the report if additional borings are required. As a part of the
construction documents, prepare drawings showing the location of test bore
holes and test pits.
Existing Grades and Underground Utilities Information: Contractor shall verify
the existing ground elevations shown on Contract Concept Drawings. For the
underground utilities work, the Contractor shall verify that no conflicts exist
between the proposed work and existing surface improvements and existing
underground utilities. Existing underground utilities in the vicinity of new
facilities are shown on these Contract Concept Drawings. Contractor shall verify
the accuracy and completeness of this information from the drawings included in
the list of Reference Drawings and by field verification. Resolve with Royal
Commission any errors, conflicts and omissions in the information supplied.
COORDINATION WITH OTHER CONTRACTS
Design by Others: Certain portions of the work adjacent to and within the
contract boundaries may have been or may be designed by others. See Section
01010 for identification of the relevant projects requiring coordination with this
Contract. The Contractor shall coordinate his design with that of the others or as
directed by Royal Commission.

Interfaces:
1. Initial site interfaces for access and utilities, including potable and irrigation
water systems, sanitary sewers, storm drainage system, electrical and
telecommunication systems will be supplied to the Contractor by the
Royal Commission.
2. General interface information for the work site is included in the site plans
provided in Part V.
3. The accuracy of the interface information shall be verified by the Contractor.
The Contractor shall notify the Royal Commission of any required
corrections.

PART 4 DESIGN REQUIREMENTS


4.1

GENERAL REQUIREMENTS

A.

The Contractor shall accomplish the engineering and design of the project in
accordance with paragraph 2.1.A, Program Requirements, and the technical
specifications as included in Specification Data. The design Requirements shall
apply to all elements of the design.

B.

Products or systems included in the Program Requirements, Design Criteria,


Design Requirements and the Specification Data are provided for the
convenience of the Contractor in establishing quality, performance, function and
aesthetic appearance acceptable to the Royal Commission. Other products or
systems, whose qualities are equivalent to or exceed those specified and as
approved by the Royal Commission, may be used.

C.

The general design requirements are categorized below and described herein:
1. Design Quality, Value Engineering and Objectives: The Royal Commission is
seeking economically prudent, but high quality development throughout
the project. The Contractor shall perform necessary analysis and
selection of construction methods and materials to meet the design
objectives.

The design and submittal by the Contractor will be subjected to


value engineering analysis by an appointed Royal Commission
team at different stages of the project development as follows:

Program Analysis Report Submittal

Design Analysis Report Preliminary Design Submittal

Design Analysis Report Intermediate Design Submittal

The Contractor shall provide a qualified engineer to participate in


the value engineering studies and to supply the value engineering
team with necessary information and/or documents requested by
the value engineering team.

2. Low Maintenance: The overall design and the selection of materials shall
provide for low maintenance requirements, standardization of equipment/
components, minimum spares and maximum interchangeability.
3. Acoustical Design: Incorporate into the design of structural, mechanical, and
architectural systems measures to control noise and vibration in
accordance with all applicable codes and standards and
recommendations from the Royal Commission. The design shall include
provisions for sound isolation, as required between adjacent areas,
including the selection of sound absorptive materials, where required.
4. Energy Conservation: Design shall take into consideration energy
conservation measures such as site orientation, shading, minimizing of
air-conditioning requirements, water conservation, utilization of natural
lighting and solar energy.
5. Fire Protection: Design shall include provisions for fire protection in
conformance with all requirements for fire safety including requirements of
the National Fire Protection Association. In addition, buildings in Madinat
Yanbu Al-Sinaiyah over 1000 square meters in floor area shall be
sprinklered in accordance with NFPA 13, Standard for the Installation of
Sprinkler Systems.
6. Corrosion Control: Incorporate into structural, mechanical, and utility plans
and specifications measures necessary for corrosion control.
7. Calculations: Provide detailed design calculations necessary for each
engineering discipline. Supporting calculations are to be submitted with
every design submittal.
8. Specifications: Provide technical specifications for all systems, equipment,
and construction elements for which no contract specification is provided
by the Royal Commission. All new specification sections shall be based

on the Construction Specifications Institute (CSI) Division 16 format.


Refer to paragraph 5.2.F.
4.2

SITE WORK DESIGN


EDIT THE FOLLOWING TO SUIT THE PROJECT.

A.

Civil Design: Perform the required civil design, including preparation of


construction documents for all earthwork, site drainage, streets, curbs, roadway
entrances, sidewalks, pedestrian walkways, pavement, planters, pavement
marking, stone surfacing, site lighting, and site improvements. Include utility
system design for potable, processed, reclaimed, and irrigation water; sanitary
and industrial wastewater; seawater cooling; high voltage and low voltage
electrical ducts; street and area lighting; telecommunications ducts; manholes
and handholes. Design shall include, but not be limited to the following:
1. Existing Conditions: General plans indicating the existing site topography.
Property lines and parcel numbers shall be superimposed upon the
general plans based upon data provided by Royal Commission.
2. Survey Control: Plans showing existing survey monument control required
for field layout.
3. Horizontal and Vertical Alignment (Roads):
(a)

Review alignment and grade furnished by Royal Commission.

(b)

Prepare alignment drawing with sufficient data required for field


layout.

4. Site Plans may be required to define specific elements of construction such


as facility location on site, parking areas, or other construction features.
5. Paving, Grading and Drainage Plans which show property lines, existing
grades and the extent of work as may be required for those elements of
construction shown on the site plans. Indicate site drainage design, in
accordance with overall drainage plan. Coordinate and dimension all
surface elements.
6. Typical Cross Sections of typical access roadways, pedestrian walkways and
utility rights-of-way at sufficient intervals to show all aspects of typical
designed construction elements including permanent utilities and limits to
which designed typical cross sections apply in compliance with applicable
standards.

7. Traffic Control Drawings to show all temporary and permanent traffic signs
and pavement markings.
8. Site Improvements: The design of all site improvements including signage,
fences, shade structures, benches, fountains and all other elements.
Coordinate and dimension all site improvements on the drawings.
9. Standard Drawings: Review standard Civil drawings, determine which should
be included in the construction documents, and develop
recommendations for any required modifications.
10. Utility Interface Drawings: Show point of connections with existing utility lines
for each utility system. Review utility line locations and pipeline elevations
furnished by the Royal Commission.
11. Composite Utility Plans: Show all existing, temporary and permanent
systems. Plans shall be developed to the detail that assures no conflicts
exist and adequate space is available for construction.
12. Detailed Utility Plans for each utility system: The Contractor may show more
than one utility system on a set of plans if the details of each system can
be clearly illustrated and authorization is obtained from the Royal
Commission.
13. Utility Profiles of each utility to indicate surface features, drainage structures
and crossing utilities with elevations and sizes of each.
14. Surface elements of any utility systems shall not be located in sidewalks or
driveways.
15. Landscape Irrigation: Irrigation system drawings to provide irrigation to all
plant materials. The irrigation system shall include water meter, backflow
preventer, mainline interface connections, secondary distribution system,
tertiary laterals, headers, emitter distribution lines, sleeves, electronic
controllers, remote control valves, irrigation spray heads, sprinklers, drip
emitters, quick-coupler valves and all associated components. All rigid
lines and valves shall be located by dimensions, line sizes shall be shown
and all mechanical and electrical controls shall be included. Detail sheets
shall show all irrigation components, a water-use chart, and a controller
operation programming chart. Design analysis shall include schematic
diagrams for the entire system including line sizes, flow rates, pressures
and all hydraulic calculations.
16. Irrigation Water Allocation Analysis shall be made of the requirement for
irrigation water and show how the design does not exceed the irrigation
water allocation as provided by the Royal Commission.

17. Miscellaneous civil drawings, profiles, sections and details necessary to


define construction requirements.

B.

Landscape Planting Design: Perform detailed landscape planting design,


including preparation of construction documents required for landscape planting,
planting medium and accessories. The design shall include, but not be limited to,
the following:
1. Landscape Planting Plans: Indicate locations, arrangements, and numbers of
all plant materials to include trees, palms, shrubs, groundcover, vines and
grass. Plans shall indicate all elements of surface treatment adjacent to
planting areas. Coordinate the design of landscape planting with the
design of utilities, roads, paving, site lighting and other site elements.
2. Plant Material Schedule of all proposed plant material listing botanical
names, common names, quantities, plant height, plant spread, caliper
size, root ball size, spacing and remarks for notes on special
requirements.
3. Site Soil and Water Tables: An analysis of the existing condition of these
elements and their effect on the landscape planting design.
4. Miscellaneous Details, Sections and Elevations as necessary in addition to
standard details, to define the design and construction requirements for
all planting elements including planting, planting medium and
accessories.

FACILITY DESIGN
Architectural Requirements:
Provide architectural design including the
preparation of construction documents required for the facility. The design shall
include, but not be limited to the following:
1. Floor Plans, dimensioned for each level, indicating all architectural elements
and major elements of other disciplines. Indicate all demountable
partitions in their initial position.
2. Roof Plans, dimensioned, indicating roof, materials, slopes, drains, roof
access, penetrations and roof mounted equipment.

3. Reflected Ceiling Plans for each level, indicating ceiling systems, ceiling
heights and all ceiling mounted elements.
4. Exterior Elevations of all views, indicating building form, wall materials,
openings, and all exterior elements. Heights of all finished floors, roofs,
penthouses, and parapets.
5. Longitudinal and Transverse Sections in sufficient quantity to illustrate the
facility design.
6. Interior Elevations as required, of all spaces to detail the facility design.
7. Coordination Drawings: Selected composite architectural, mechanical,
electrical, telecommunication and structural drawings to resolve conflicts
between complexity.
8. Large Scale Plans of all toilets, showers, kitchens, stairs, auditoriums or
other areas of similar complexity.
9. Schedules for interior, finishes, windows, louvers, doors, door frames, and
hardware.
10. Miscellaneous Plans, Sections, and Details as necessary to completely
define construction requirements.
B.

Structural Requirements: Provide structural design including the preparation of


construction documents. The design shall include, but not be limited to the
following:

1. Foundation Plans of all facilities showing locations, type, size and
reinforcement, including slabs on grade. Methodology of providing
corrosion protection (i.e. coating, tanking, cathodic protection) shall be
incorporated in the design. For non-structural concrete on grade, utilities
polymer grid (plastic mesh) for reinforcing. See Section 03200.
2. Framing Plans of all facilities showing arrangements and designation of
structural members.
3. Schedules as required to provide the basic data necessary for the
construction of all structural elements.

4. Sections and Details to complement the plans and to define all structural
elements.
5. Limits of Excavation, Embankment, and Backfill: Details indicating limits and
types of excavation, embankment, and backfill for all structures and
buildings.
6. Miscellaneous drawings necessary to describe and clarify all structural
elements.
7. Calculations: Provide detailed calculations to support the design. Verify all
calculated results against values given in codes. Design framing
members for estimated vertical settlements of foundation. If computer
programs are used for any calculations, then a sample manual step-bystep calculation shall be provided. In computer output submittal, as part
of calculations, highlight important and relevant input and output values
used in the design.
C.

Mechanical Design: Provide mechanical design including the preparation of


construction documents, required for the facility. The design shall include, but
not be limited to the following:

1. Heating, Ventilating, and Air Conditioning (HVAC) Drawings including plans,
sections, flow diagrams, control diagrams, details and schedules showing
locations, size, and operating characteristics of HVAC systems and
equipment.
2. Fire Protection Plans, Sections, Details, and Schedules showing locations,
and sizes of the fire protection systems and equipment in accordance with
all requirements for the provision of life safety, including the requirements
of the National Fire Protection Association.
3. Plumbing and Drainage Plans, Sections, Details, Isometrics, and Schedules
showing locations, and sizes, of the plumbing and drainage systems and
equipment.
4. Miscellaneous Drawings of mechanical systems as required to define the
construction requirements.

D.

Electrical Design: Provide detailed electrical design, including the preparation of


construction documents. The design shall include, but not be limited to, the
following:

and emergency facility lighting showing lighting fixtures, electrical
distribution system, interfaces, and all other elements.
3. Alarm System Drawings of the fire alarm and intrusion systems including
layouts of conduit routings.
4. Lightning Protection and Grounding Plans, Sections, and Details of the
grounding and lightning protection systems.
5. Electrical Calculations for lighting levels, voltage drop, load study, short
circuit study and relay coordination study including relay and breaker trip
settings.
6. Miscellaneous Drawings of electrical systems required to define the
construction requirements.

Telecommunications Design:
Provide detailed telecommunications design
including the preparation of construction documents. The design shall include,
but not be limited to, the following:
1. System Design: Plans, Single Line Diagrams, Riser Diagrams, layouts and
details of equipment locations, including routing and layout of conduits,
raceways and accessories.
2. Equipment
Supply
and
Installation:
The
Royal
Commissions
telecommunications Contractor will furnish and install switchboard(s),
instruments, cable, wire and equipment accessories as required by the
design.
3. Design Details: The Royal Commission will provide functional description for
telecommunications equipment for use in design and layout of the
systems. The telecommunication equipment and systems shall include
the following:

Interior Design: Provide interior design services for the facilities including
furnishings, fixtures, and equipment. The design service shall include, but not be
limited to, the following:
1. Interior Finish and Color Schedules to indicate all materials, finish and color
schemes for each space.
2. Finish and Color Presentation Boards to illustrate all proposed colors and
finish materials.
3. Interior Elevations showing locations for wall graphics, signs, directories, and
wall paneling. The Contractor shall designate wall areas both, interior and
exterior, which are appropriate for the location of wall graphics using art
work provided by the Royal Commission. Provide details as required to
define specific installation requirements. The scale shall be 1:50 or larger.
4. Interior Color Perspectives of typical interiors where graphic description of an
area would be advantageous. The areas to be illustrated by the
perspectives shall be determined by the Contractor.

G.

Furnishings, Fixtures and Equipment (FFE): Provide furnishings, fixtures and


equipment services for the facilities. The work shall be in accordance with the
applicable detailed requirements as listed.

Classification of Items: The FFE within the Scope of Work shall include
the following classifications:

Built-in or permanently fixed items with permanent utility


connections, such as food service equipment, science and
education casework, tackboard, lockers, chalkboard,
movable partitions, shop equipment, play ground equipment,
pool equipment, diving boards, auditorium seating, and
other specialized equipment as required. Carpet, drapery
track, drapery and blinds are also included.

Class II

Portable items requiring flexible utility connections, such as


drinking fountains, electrical appliances, shop-tools,
typewriters, computers, table and floor lamps and custodial
equipment.

Class III

Items with no utility connections, such as furniture, childrens


toys, classroom equipment, office equipment, athletic
equipment, food service equipment and all other portable
items not listed on Class II or IV.

Class IV

Expendable items such as paper materials, pencils, pens,


erasers, paint, ink, crayons, chalk, reproduction supplies,
office supplies, textbooks, library books, chemicals, stock for
industrial arts, art or home economics, computer software,
interior plants, biology specimens, gameballs, basketball
nets, sandpaper, mops, brooms, and cleaning or
maintenance materials are not a part of this contract.

FFE Master Folio:


(a)

The Contractor shall provide a Master Folio which shall be a


master reference for all FFE for Classes II and III.

(b)

The Master Folio shall include all proposed items of Class II and III
FFE. The Master Folio shall be provided on 8-1/2 in. x 11 in. sheets
and will contain the following information for each facility.

Location

FFE Master Listing: Provide the following information in the form of


master listing for each facility. The master listing shall be based on the
approved Master Folio and the design and include the following:
(a)

Assembly of Manufacturers Data: Based on the Master Folio, the


Contractor shall assemble latest manufacturers samples and
specifications for each item. Catalogs with color and material
samples shall be bound in loose leaf binders, indexed by building
type, class, and room locations.

(b)

Select finishes for all FFE items that are recommended for use.

Provide master listing schedules to include item numbers,


locations, quantities, utility connection information, and
specification section reference.

FFE Layouts of Class I, II, and III furnishings, fixtures, and equipment for
each room configuration.
(a)

Provide room layouts showing furniture and equipment


arrangements. Each Class I, II, and III equipment location shall be
indicated and assigned numbers to coordinate with the master
listing.

(b)

Layouts shall be at a minimum scale of 1:50.

Provide enlarged plans as required to clearly define the locations


of Class I, II, and III FFE.

FFE Presentation Material to include presentation boards of catalog cuts,


and data sheets. One set of presentation boards shall be prepared to
include catalog cuts and material swatches for all major items. Four
originals shall be prepared of all catalog cuts and data sheets in the form
of 8 in. x 11 in. bound books. This material shall be prepared as follows:

PART 5 SUBMITTALS
5.1

DESIGN SUBMITTALS:

The work under this Contract requires submittals of design documents at various
stages of design development and shall be made in accordance with the
scheduled dates established in Part III, Special Conditions, Article entitled
Contract Schedule and the Contract Schedule in accordance with Section
01034 entitled Scheduling and Reporting Requirements. Submittals shall also
comply with the following requirements:

Purpose: The purpose of the submittal is to provide three unique


conceptual designs for Royal Commission review, selection and approval
of one design as the basis for further development.

The Contractor shall make a presentation of the product listed below to


the Royal Commission in Madinat Yanbu Al-Sinaiyah and an additional
presentation to H.E. the Vice Chairman at his office in Riyadh or at any
other location in-Kingdom to explain the various concept designs. These
presentations shall clearly convey the main conclusions, issues and
recommendations. The Contractor shall present the presentation
materials and study models.

3.

Product: This submittal shall consist of drawings, models, and other


documents, as required, to permit an assessment of the various design
concepts and the selection of one (1) concept for further development.
The submittal shall include, but not be limited to the following:

Irrigation Water Demand/Allocation Analysis Report to show


how the conceptual landscape design plant material water
demand, using highest demand rates, does not exceed the
water allocation. Include with Design Analysis.

(9)

Irrigation Design: Graphically show secondary irrigation


distribution network including all primary main interface
points and relating to the conceptual planting plans. Show
tentative establishment of tertiary irrigation zone areas
corresponding to the conceptual planting plans, separation
of trees from shrub/ groundcover zones, and areas or mixes
of full valve and water conserving plants.

material. Where the drawing size requires additional length, separate 510
x 760 mm boards will be added as required.

Slides and Photographs: Provide 2 sets of mounted 280 x 355 mm color


prints and 2 sets of 35 mm color slides of all presentation boards, and
study models.

Original Colored Renderings: Provide properly mounted framed and glazed


original, high quality, colored renderings, prepared by a professional
architectural artist, illustrating the principal eye level perspective views of each
facility. The renderings are to be illustrated in a medium suitable for accurate
projection of textures and colors. The renderings shall be mounted on a suitable
rigid board, of a minimum size of 510 x 760 mm. Framing shall be high quality
with properly mitered corners. Non-reflective picture glazing shall be used. The
product shall be complete, ready, and suitable for hanging within a prestigious
location. Provide 2 sets of mounted 280 x 355 mm color prints and 2 sets of 35
mm color slides of the renderings.

The following constitutes the criteria for reproducibility of drawings:


a.

The completed drawings will be microfilmed, and subsequent


copies will be reproduced by enlarging and printing. These prints
must be clear and legible. Legibility will be determined by being
able to distinguish all dimensions, dimension lines, outlines and
dashlines on the prints without use of supplementary viewing aids.

b.

Prior to initial acceptance of the work, a number of drawings may


be selected by the Royal Commission for testing by processing as
noted above. The Contractor shall be required to demonstrate that
his workmanship meets these requirements for reproducibility. This
testing will be for the purpose of demonstrating the work meets
minimum standards. Upon successful demonstration of
reproducibility, the Royal Commission will proceed to microfilm the
full set of drawings and a set of prints will be prepared from the
microfilmed blowback. Any drawings which do not meet the clarity
and legibility requirements shall be redone by the Contractor at no
added cost to the Royal Commission.

4.

Contractor Drawing Submittal Sheet: Provide data on drawings with each


submittal as per the instructions on the form as shown in Exhibit 2. Forms
will be provided by the Royal Commission.

5.

Drawing List: Provide a typed list of drawings with each submittal using
the format as shown in Exhibit 3. The list shall include all drawings that
the contractor has included with the submittal or intends to furnish in
subsequent submittals. The drawing list shall be kept current as to
drawing titles, drawing numbers and revision provided.

Specifications: The Contractor shall prepare construction specification sections


based on the CSI Division 16 format.
1. The specification sections shall be developed by the following methods:
a. The Contractor shall use the specification sections contained in
Divisions 2 thru 16 of the provided Specification Data.
b. The Contractor shall prepare new specification sections using
pertinent MYAS Standard Construction Guide Specification
Sections. The MYAS Standard Construction Guide Specifications,
if used for the job, shall be modified by the Contractor to comply
with the project requirements.
c. The Contractor shall prepare new specifications for work not covered
in the specifications listed above.

2. All specifications shall be fully coordinated with the drawings.


3. The Royal Commission will provide to the Contractor:
a. Photocopies of MYAS Standard Construction Guide Specifications, as
requested, by the Contractor from the Table of Contents, included
as Exhibit 1.
b. The identity of other applicable Guide Specifications sections which
may become available on or before the project final submittal date
and which will be incorporated into the project specifications by the
Contractor.
4. The Contractor shall review and submit to the Royal Commission, at the
Preliminary Design Submittal, the proposed specifications with updating
and modification of the MYAS Guide Specifications to be used for the
project on marked-up photocopies. At the same time the Contractor shall
develop and submit drafts of proposed new construction specifications for
those elements for which Guide Specifications are not available.
5. The Contractor shall submit to the Royal Commission at the Intermediate
Design Submittal a fully typed draft of all new specification sections
(method b, and c in para 1 above) and a photocopy of provided
specification sections (method a in para 1 above).
6. The Contractor shall submit to the Royal Commission all required project
specifications fully typed with final updating, corrections, and
modifications at Pre-Final Submittal.
7. The Contractor shall submit to the Royal Commission the completed project
specifications on compact disk or other media compatible with the current
Royal Commission Projects Group word processing system.
G.

Calculations Submittals: Machine (computer) computation shall be used to


prepare the required load analysis and calculations. The Contractor is
responsible for problem formulation and proper data submittal. Existing system
and equipment data can be obtained from the Royal Commission. Major
equipment shall not be procured and design documents shall not be parepared
without first performing the pertinent necessary and adequate calculations,
analyses and studies.

H.

Corrosion Protection Design Report: A report shall be prepared which outlines


the corrosion protection designs and methodologies.

I.

Area Report: Prepare a separate area computation for the facility that provides
a side by side comparative listing with the approved program. This shall indicate
programmed areas, actual net areas, gross floor areas and site areas.

J.

Excavation Support System Report:


Prepare and submit to the Royal
Commission a report, as required, which shall analyze and recommend
excavation support systems including, if appropriate, dewatering and
construction staging requirements.

K.

Acoustical Design Report: A report shall be prepared to outline the conclusions


and recommendations of the Contractor relative to acoustical design.

L.

Fire Safety Report: The Contractor shall demonstrate that the facility design is
in conformance with all requirements for the provisions of fire safety including
requirements of the National Fire Protection Association. To demonstrate that the
design arrangement, building materials and building systems are in conformance
with all applicable codes and regulations the following shall be provided:

Code Analysis Report: A report shall be prepared to include the following as a


minimum.

Listing of Applicable Codes and Regulations.

b.

Construction Classification indicating occupancy class/use group,


construction classification, actual and allowable number of stories,
building height, floor areas, required occupancy separations and
set backs.

c.

Fire ratings of building components to include: exterior


bearing/non-bearing walls; interior partitions, fire walls, corridor
walls, smoke partitions, etc; structural columns, beams, girders,
trusses etc; other required space enclosures.

d.

Fire and Smoke Protection including the requirements for


standpipes, sprinkler systems, fire alarm system etc., and their
location.

e.

Exits and Egress - indicate for each floor level and area, occupant
load, number of exits required and how they are provided;
maximum allowable travel distance.

Fire Safety Plans to include the following as a minimum: (The following

the Contractor may be entitled to an equitable adjustment to its performance

Review comments on all design submittals will be resolved in joint review
conferences between the Contractor and the Royal Commission. The Contractor
shall observe the following:

Submittals shall be complete and include all items in accordance with the
contract requirements, which are to be reviewed concurrently by the
Royal Commission. Incomplete or partial submittals may be reviewed
provided the submittal itself is reviewable and is accompanied by all
supporting documents necessary for review.

3.

If any submission is rejected, it shall be resubmitted according to a


schedule to be established by the Royal Commission and according to
the procedures noted herein.

4.

Review comments will be given to the Contractor in Engineering Review


Comment sheet(s), MYAS Eng. 24. See Exhibit 4.

5.

Joint review conferences shall follow each design submittal and the Royal
Commission Review cycle. The Contractor shall provide sufficient
qualified personnel as attendees for a period as necessary to ensure the
understanding of the review comments, agreement on the required action,
and any required presentations.

6.

All review conferences and presentations will be held at the Royal


Commission offices, Madinat Yanbu Al-Sinaiyah, Saudi Arabia, except that
the Conceptual Design Submittal review will also include a presentation to
H.E. the Vice Chairman in his office in Riyadh or at any other location in
Kingdom.

7.

The Contractor shall record the agreed action on each comment during
the conferences. The specific action taken shall be listed in the Design
Analysis Report of the subsequent submission.

8.

The Contractor shall comply with Royal Commission review comments


provided during development of the design and construction documents.
Each subsequent submittal shall incorporate all previous review
comments.

9.

Comments are provided to assist the Contractor in developing acceptable


design and construction documents. The absence of comments shall not
constitute approval or relieve the Contractor of the responsibility to
provide complete, accurate and coordinated final documents acceptable
to the Royal Commission in all respects.

Corrections: Corrections shall be made to the design documents based on the


review comments and their agreed action.

Check Design Prints: A set of check prints shall be assembled and provided with
the Final Design Submittal to demonstrate that every design feature on each
drawing has been checked for completeness, accuracy and coordinated with
other design disciplines. The set shall assure that corrections to the drawings
have been made as required. The check prints shall be developed as follows:
1. A set of full sized prints of the Pre-Final Submittal drawings will be used for
the check prints.
2. A yellow mark shall be drawn through each of the features on the check print
that is correct. A red mark shall be drawn through each of the features on
the check print that is incorrect. If a feature is incorrect and a red line has
been marked through it, the corrected feature shall be shown, in red, as
close to the location as practical. If a feature has been omitted, then the
feature shall be shown in red at the appropriate location.
3. Check prints shall indicate that the incorrect and omitted features have been
transferred to the original reproducible document.
This shall be
accomplished by the drafter drawing a green line through the red after
accomplishing the drafting.
4. The checker shall review corrected drawings to make certain that the drafter
has successfully drafted corrections properly. If the drafting is incorrect, a
red line shall be drawn around the item to be corrected. This process
shall be continued until the check print is totally "yellow-lined."

D.

Check Specifications: A copy of the pre-final specifications shall be used for


checking purposes and marked as indicated for check prints above.
