SCOPE OF SERVICES
MODIFY PARAGRAPHS BELOW FOR SCOPE OF SERVICES.
A.
Professional Services:
1.
The Contractor shall provide all required professional services for the
detailed engineering and design of all elements of the project including
but not limited to civil, utility, architectural, structural, landscape planting,
irrigation, mechanical, electrical, instrumentation and control, corrosion
control, fire protection, telecommunications features, fixtures, furnishings,
and equipment necessary for the work as described in Section 01010.
Included are the preparation of program analysis report, design analysis
report, interfacing, calculations, final construction drawings and
specifications, and other required contract documents as well as
providing all necessary and related professional services in connection
with the engineering and design work as specified herein, except as may
be specifically excluded in these contract documents.

The following tasks summarize the engineering and design work to be performed
under this contract:

Design Analysis Report: Prepare and submit per para. 5.2.A.2 a Design
Analysis Report outline and Design Analysis Report consisting of
the engineering and design work that supports construction documents.
The Report shall include design criteria, system descriptions, analysis
reports, calculations, specifications and drawing lists in accordance with
Article 2.4.A.

PROGRAM REQUIREMENTS
The program requirements for the Contract Work as defined in the Summary of
Work (Section 01010), include the General Design and Submittal Requirements
given in this section, Section 01011. The Preliminary Program lists major
functional and space requirements and defines the site development. The
Design Criteria requirements defines other design requirements.
PROGRAM ANALYSIS AND REPORT
A. The Contractor shall review and confirm in the Program Analysis Report his
understanding of the Scope of Work and all the program requirements. The
Contractor shall identify any conflicts in the program requirements and provide
recommendations for their resolution. He shall also indicate the need, if any, for
revisions to the Preliminary Program along with supporting logic in the Program
Analysis Report.
B. The Contractor shall review Royal Commission supplied data requiring interface or
coordination with this Contract. The Contractor shall include an analysis of the
possible effects of such information on the design of the work under this
Contract.
C. The Program Analysis Report shall also include a statement by the Contractor
confirming his acceptance of all program requirements, except as indicated in
the Program Analysis Report, and will assume design responsibility for the Work.
D. Contractor shall include in the Program analysis Report a summary of approach
which indicates how he intends to organize the submittals from the preliminary to
final stage of the project.
E. Contractor shall submit the Program Analysis Report for Royal Commission review
and when the Report is accepted, it shall become the basis for subsequent
design development.

The following defines the Preliminary Program for the facility including its site
development.

The Contractor shall perform all design including the preparation of construction
documents in accordance with all applicable criteria and standards.
CRITERIA FOR STANDARDIZED EQUIPMENT
Included in the contract is the provision for certain equipment which is standard
throughout Madinat Yanbu Al-Sinaiyah. Standard specifications for these items
will be provided by the Royal Commission. Also included is the requirement to
follow the precedence of certain established methods, schemes, practices and
philosophies as called for in specifications or shown on contract drawings.
REVIEW OF AVAILABLE INFORMATION
Review and utilize all information provided by the Royal Commission and all
relevant information available from Royal Commission files including as-built
drawings, applicable codes and standards. The Contractor shall report any
discrepancy or inconsistency.
APPLICABLE CRITERIA AND STANDARDS
The following, as applicable, shall govern the manner in which the work is
performed, unless and until the Royal Commission provides written direction to
the contrary. Wherever references are made in this Contract to Royal
Commission codes and standards, these codes and standards shall be read
along with the corresponding United States of America Codes and Standards
currently in effect on the date of this contract, unless otherwise specified in the
contract.

Interfaces:
1. Initial site interfaces for access and utilities, including potable and irrigation
water systems, sanitary sewers, storm drainage system, electrical and
telecommunication systems will be supplied to the Contractor by the
Royal Commission.
2. General interface information for the work site is included in the site plans
provided in Part V.
3. The accuracy of the interface information shall be verified by the Contractor.
The Contractor shall notify the Royal Commission of any required
corrections.
GENERAL REQUIREMENTS
A.
The Contractor shall accomplish the engineering and design of the project in
accordance with paragraph 2.1.A, Program Requirements, and the technical
specifications as included in Specification Data. The design Requirements shall
apply to all elements of the design.

The general design requirements are categorized below and described herein:
1. Design Quality, Value Engineering and Objectives: The Royal Commission is
seeking economically prudent, but high quality development throughout
the project. The Contractor shall perform necessary analysis and
selection of construction methods and materials to meet the design
objectives.

2. Low Maintenance: The overall design and the selection of materials shall
provide for low maintenance requirements, standardization of equipment/
components, minimum spares and maximum interchangeability.
3. Acoustical Design: Incorporate into the design of structural, mechanical, and
architectural systems measures to control noise and vibration in
accordance with all applicable codes and standards and
recommendations from the Royal Commission. The design shall include
provisions for sound isolation, as required between adjacent areas,
including the selection of sound absorptive materials, where required.
4. Energy Conservation: Design shall take into consideration energy
conservation measures such as site orientation, shading, minimizing of
air-conditioning requirements, water conservation, utilization of natural
lighting and solar energy.
5. Fire Protection: Design shall include provisions for fire protection in
conformance with all requirements for fire safety including requirements of
the National Fire Protection Association. In addition, buildings in Madinat
Yanbu Al-Sinaiyah over 1000 square meters in floor area shall be
sprinklered in accordance with NFPA 13, Standard for the Installation of
Sprinkler Systems.
6. Corrosion Control: Incorporate into structural, mechanical, and utility plans
and specifications measures necessary for corrosion control.
7. Calculations: Provide detailed design calculations necessary for each
engineering discipline. Supporting calculations are to be submitted with
every design submittal.
8. Specifications: Provide technical specifications for all systems, equipment,
and construction elements for which no contract specification is provided
by the Royal Commission. All new specification sections shall be based

7. Traffic Control Drawings to show all temporary and permanent traffic signs
and pavement markings.
8. Site Improvements: The design of all site improvements including signage,
fences, shade structures, benches, fountains and all other elements.
Coordinate and dimension all site improvements on the drawings.
9. Standard Drawings: Review standard Civil drawings, determine which should
be included in the construction documents, and develop
recommendations for any required modifications.
10. Utility Interface Drawings: Show point of connections with existing utility lines
for each utility system. Review utility line locations and pipeline elevations
furnished by the Royal Commission.
11. Composite Utility Plans: Show all existing, temporary and permanent
systems. Plans shall be developed to the detail that assures no conflicts
exist and adequate space is available for construction.
12. Detailed Utility Plans for each utility system: The Contractor may show more
than one utility system on a set of plans if the details of each system can
be clearly illustrated and authorization is obtained from the Royal
Commission.
13. Utility Profiles of each utility to indicate surface features, drainage structures
and crossing utilities with elevations and sizes of each.
14. Surface elements of any utility systems shall not be located in sidewalks or
driveways.
15. Landscape Irrigation: Irrigation system drawings to provide irrigation to all
plant materials. The irrigation system shall include water meter, backflow
preventer, mainline interface connections, secondary distribution system,
tertiary laterals, headers, emitter distribution lines, sleeves, electronic
controllers, remote control valves, irrigation spray heads, sprinklers, drip
emitters, quick-coupler valves and all associated components. All rigid
lines and valves shall be located by dimensions, line sizes shall be shown
and all mechanical and electrical controls shall be included. Detail sheets
shall show all irrigation components, a water-use chart, and a controller
operation programming chart. Design analysis shall include schematic
diagrams for the entire system including line sizes, flow rates, pressures
and all hydraulic calculations.
16. Irrigation Water Allocation Analysis shall be made of the requirement for
irrigation water and show how the design does not exceed the irrigation
water allocation as provided by the Royal Commission.

FACILITY DESIGN
Architectural Requirements:
Provide architectural design including the
preparation of construction documents required for the facility. The design shall
include, but not be limited to the following:
1. Floor Plans, dimensioned for each level, indicating all architectural elements
and major elements of other disciplines. Indicate all demountable
partitions in their initial position.
2. Roof Plans, dimensioned, indicating roof, materials, slopes, drains, roof
access, penetrations and roof mounted equipment.

3. Reflected Ceiling Plans for each level, indicating ceiling systems, ceiling
heights and all ceiling mounted elements.
4. Exterior Elevations of all views, indicating building form, wall materials,
openings, and all exterior elements. Heights of all finished floors, roofs,
penthouses, and parapets.
5. Longitudinal and Transverse Sections in sufficient quantity to illustrate the
facility design.
6. Interior Elevations as required, of all spaces to detail the facility design.
7. Coordination Drawings: Selected composite architectural, mechanical,
electrical, telecommunication and structural drawings to resolve conflicts
between complexity.
8. Large Scale Plans of all toilets, showers, kitchens, stairs, auditoriums or
other areas of similar complexity.
9. Schedules for interior, finishes, windows, louvers, doors, door frames, and
hardware.
10. Miscellaneous Plans, Sections, and Details as necessary to completely
define construction requirements.

4. Sections and Details to complement the plans and to define all structural
elements.
5. Limits of Excavation, Embankment, and Backfill: Details indicating limits and
types of excavation, embankment, and backfill for all structures and
buildings.
6. Miscellaneous drawings necessary to describe and clarify all structural
elements.
7. Calculations: Provide detailed calculations to support the design. Verify all
calculated results against values given in codes. Design framing
members for estimated vertical settlements of foundation. If computer
programs are used for any calculations, then a sample manual step-bystep calculation shall be provided. In computer output submittal, as part
of calculations, highlight important and relevant input and output values
used in the design.

Telecommunications Design:
Provide detailed telecommunications design
including the preparation of construction documents. The design shall include,
but not be limited to, the following:
1. System Design: Plans, Single Line Diagrams, Riser Diagrams, layouts and
details of equipment locations, including routing and layout of conduits,
raceways and accessories.
2. Equipment

telecommunications Contractor will furnish and install switchboard(s),
instruments, cable, wire and equipment accessories as required by the
design.
3. Design Details: The Royal Commission will provide functional description for
telecommunications equipment for use in design and layout of the
systems. The telecommunication equipment and systems shall include
the following:
a. Telephone sets, including type: wall mounted, desktop, hands free,
etc.
b. Extension telephone sets, same selections as above

d. Key systems
e. Electronic private automatic branch exchange (EPABX)
f. Cable television (CATV)
g. Closed circuit television (CCTV)
h. Cable terminal requirements
i. Location and dimensions of rooms, closets and floor areas for
telecommunications equipment installation

Interior Design: Provide interior design services for the facilities including
furnishings, fixtures, and equipment. The design service shall include, but not be
limited to, the following:
1. Interior Finish and Color Schedules to indicate all materials, finish and color
schemes for each space.
2. Finish and Color Presentation Boards to illustrate all proposed colors and
finish materials.
3. Interior Elevations showing locations for wall graphics, signs, directories, and
wall paneling. The Contractor shall designate wall areas both, interior and
exterior, which are appropriate for the location of wall graphics using art
work provided by the Royal Commission. Provide details as required to
define specific installation requirements. The scale shall be 1:50 or larger.
4. Interior Color Perspectives of typical interiors where graphic description of an
area would be advantageous. The areas to be illustrated by the
perspectives shall be determined by the Contractor.

Product: The Design Analysis Report including drawings shall show all
details necessary for construction and shall be coordinated between the
various disciplines prior to submittal. Checking of details may proceed
during the pre-final review period. This Design Analysis Report
submission shall include, but not be limited to, the following:

Final Design: This Design Analysis Report submittal shall have all items of
agreed action based on previous review comments incorporated. A set of check
prints and specifications shall be submitted as required in 5.2.A.7.f and

requirement of the final acceptance, the Contractor shall certify that all
documents were prepared in accordance with the specified codes and standards
and that the plans and specifications have been checked and are complete and
ready for construction. The Contractor shall stamp, sign, and submit collated
drawing originals, reproducibles and prints. All drawings shall be marked
"Issued for Construction" as stated in the General Design Criteria and Technical

SUBMITTAL REQUIREMENTS
Submittal Copy Requirements: The Contractor shall provide the Design Analysis
Report with documents for review as indicated below unless otherwise directed
by the Royal Commission. Documents shall be in sets, indexed, and clearly
marked to indicate their date of issue and stage of development. All revisions
shall be marked alphabetically during the design phase as stated in the General
Design Criteria and Technical Guidelines. Prints (copies) of drawings shall be
bound into sets. All reports and other text submittals shall be 8" x 11" size.

Drawing List: Provide a typed list of drawings with each submittal using
the format as shown in Exhibit 3. The list shall include all drawings that
the contractor has included with the submittal or intends to furnish in
subsequent submittals. The drawing list shall be kept current as to
drawing titles, drawing numbers and revision provided.

a side by side comparative listing with the approved program. This shall indicate

REVIEW OF SUBMITTALS
Review Procedures: The Royal Commission will require the following review

The review cycle times listed above are maximum periods, which are not
intended to be exceeded. In the event that the review cycle times are exceeded,
the Contractor may be entitled to an equitable adjustment to its performance
period at no additional cost to the Royal Commission.

The Royal Commission will review and provide comments on all submittals.
Review comments on all design submittals will be resolved in joint review
conferences between the Contractor and the Royal Commission. The Contractor
shall observe the following:

Submittals shall be complete and include all items in accordance with the
contract requirements, which are to be reviewed concurrently by the
Royal Commission. Incomplete or partial submittals may be reviewed
provided the submittal itself is reviewable and is accompanied by all
supporting documents necessary for review.

Joint review conferences shall follow each design submittal and the Royal
Commission Review cycle. The Contractor shall provide sufficient
qualified personnel as attendees for a period as necessary to ensure the
understanding of the review comments, agreement on the required action,
and any required presentations.

The Contractor shall record the agreed action on each comment during
the conferences. The specific action taken shall be listed in the Design
Analysis Report of the subsequent submission.

Check Design Prints: A set of check prints shall be assembled and provided with
the Final Design Submittal to demonstrate that every design feature on each
drawing has been checked for completeness, accuracy and coordinated with
other design disciplines. The set shall assure that corrections to the drawings
have been made as required. The check prints shall be developed as follows:
1. A set of full sized prints of the Pre-Final Submittal drawings will be used for
the check prints.
2. A yellow mark shall be drawn through each of the features on the check print
that is correct. A red mark shall be drawn through each of the features on
the check print that is incorrect. If a feature is incorrect and a red line has
been marked through it, the corrected feature shall be shown, in red, as
close to the location as practical. If a feature has been omitted, then the
feature shall be shown in red at the appropriate location.
3. Check prints shall indicate that the incorrect and omitted features have been
transferred to the original reproducible document.
This shall be
accomplished by the drafter drawing a green line through the red after
accomplishing the drafting.
4. The checker shall review corrected drawings to make certain that the drafter
has successfully drafted corrections properly. If the drafting is incorrect, a
red line shall be drawn around the item to be corrected. This process
shall be continued until the check print is totally "yellow-lined."
