1. PURPOSE OF YOUR JOB

To operate, monitor and prioritise all security systems, including CCTV cameras,
within the Control Centre in a professional and efficient manner.

To ensure the service is able to offer full integrity, accuracy and confidentiality of
all information gained by compliance with the quality standards and legislation in
place, whilst seeking to preserve the rights of the individual.

2. PRINCIPAL ACCOUNTABILITIES PERCENTAGE

To operate, monitor and prioritise all security systems located within the Control
Centre in an efficient proactive/reactive manner, ensuring that all work is
undertaken in compliance with the operating procedures, current legislation and
the codes of practice. 55%

To liaise with Warwickshire Police, other agencies and members of staff by


various communication systems to ensure the most appropriate and effective use
of the CCTV system. To be able to provide at all times all evidential records and
witness statements to the standard acceptable to the rules of evidence.

To record all events and actions monitored from within the control room in a
clear, legible and accurate written format. To provide an efficient and courteous
radio and telephone answering service and deal efficiently with all enquiries.

To work alongside the Police Automatic Number Plate Recognition team when
this team is on duty to ensure that the relevant vehicles are followed by the
cameras when Hits are detected and to liaise with the team during vehicle stops.

To deal with tape/digital viewing request from Police Officers which have resulted
in offences taking place both inside and outside of the Councils system.

3. ORGANISATION

(c) Report to CCTV supervisor on day to day any issues relating to the CCTV
system as they arise.

4. DIMENSIONS

(a) monitoring a CCTV system which includes currently 165 cameras located
across a number of key locations across the District, including all four town
centres, specific local authority managed Housing schemes, the Royal Pump
Rooms and Jephson Gardens. The main control room houses an 18 monitor wall
with 5 instant monitors on the main control desk plus 1 replay station. The
operators need to be able to monitor all of these on a continuous basis.

In addition they also need to monitor

(b) 12 Help Points located across all four towns.

(c) 5 different radio systems transmitting across the district.

(d) The Housing door entry security system.

5. JOB CONTEXT

Because of the nature of the role and shift patterns worked to cover 24/7 the
operator is required to operate for some periods as a lone worker.

As a result staff are required not only to be able to prioritise their workload in a
proactive manner without reference to a supervisor or the support of another
team member but to constantly follow accurate procedures at all times in order to
be able to produce the evidence required to produce a prosecution.

This post is a vital role in the provision of a high profile service. It consequently
requires a sensitive application of the procedures and knowledge of all legislation
relating to the provision of the service.

The post holder must play a full and proactive role in the running of the CCTV
system to ensure an effective and efficient service is provided.

Equipment failure must be reported immediately to the supervisor so as to


maximise the operation of the system. Failure to do so would compromise the
public perception of the scheme.

6. SCOPE FOR IMPACT

Provide an effective and efficient workforce who performs their duties to the
required standard. To include the willingness to attend court and give evidence
as required.

Maintain a secure system for providing data in accordance with the regulations
set up by the Council and ensure the security of the control room and equipment
is maintained at all times.

Maintain the provision of information required by the CCTV Manager and the
supervisor to assist the monitoring of the CCTV system and other security
systems in accordance with the regulations set up by the Council and the
continuity and admissibility of evidential material.

Support the CCTV Manager and supervisor by providing monitoring of the


maintenance programme to ensure full provision of the system.

As a result of the service moving towards the monitoring of other “private”


camera systems the CCTV scheme will be required to be licensed by the
Security Industry Authority.

7. CHALLENGES

The CCTV system is a high profile service provided by the Council. As such
there are likely to be many calls on the system to provide information. Failure to
be able to provide legitimate information will call into question the system itself.

The level of success in terms of arrests, commendations and awards which the
CCTV operation has enjoyed creates an added challenge. There is now a very
high expectation that the quality of service now being delivered will be continued.

The anti-social hours worked, often with little supervision requires staff who can
demonstrate a pro-active attitude to the service and to all our partners.

8. KNOWLEDGE AND EXPERIENCE

The post holder must either hold a full Security Industry Authority (SIA) CCTV.
Operators License or will need to have passed the appropriate CCTV Operators
course within three months of being appointed.

To have a knowledge of the overall operation of the CCTV system.

To have a full understanding of legal and human rights legislation relating to


CCTV and its impact on the scheme.

Proven ability to deal tactfully and effectively with people at all levels within the
organisation, external agencies, contractors and members of the general public.

Be able to provide evidence of an effective level of written and oral


communication.

Experience in the use of computer based technology to provide reports on the


system.

9. ADDITIONAL INFORMATION

The CCTV system operates 24 hours a day 365 days per year.

The post holder will be required to work a rotating shift pattern covering
Christmas Day, all other bank holidays and weekends. As such the post holder
will be required to work a total of 41 shifts over a nine week period with each shift
being of 10 hours duration.

The control room has to operate in line with all of the 168 standards set out in
British Standard 7958.

The CCTV control room is a non-smoking environment; there is no vacating a


post during a shift (except in an emergency).

Staff are expected to adhere to the principles and regulations of the Sex
Discrimination, Race Relations, Disability Discrimination and Health & Safety at
Work Acts at all times.

This post is subject to a full 10 year work history check and full Police check.
