In a little-noticed development, the Mayors LGBT Aairs Oce has moved out
of the John A. Wilson Building, which serves as the Districts city hall, and moved
into the Reeves Center Municipal Building at 14th and U Streets, N.W.
Although the oce is no longer in the same building where Mayor Muriel
Bowsers oce is located, the new location absolutely does not represent a
downgrading of the oce, according to Sheila Alexander-Reid, the LGBT Aairs
Oce director.
The reason for the move is that the mayor wants to raise our prole and
give us more access to our own community, Alexander-Reid told the Blade. She
noted that the LGBT Aairs Oce is now located one oor above the DC Center
for the LGBT Community, which moved into the Reeves Center two years ago.
Its actually a huge upgrade because we were relegated to an oce and
a cubicle in the Wilson Building and now we have a suite with a sofa and a
conference room table, said Alexander-Reid. So its an incredible upgrade.
Alexander-Reid also conrmed that Mayor Bowser has given the go-ahead for
the hiring of a third sta member for the oce, who will serve as a specialist in
LGBT housing and LGBT youth homelessness issues.
The oce currently has just two sta members, Alexander-Reid and Deputy
Director Terrence Laney.
The need for the new sta member became apparent last year after the D.C.
Council passed and then-Mayor Vincent Gray signed the LGBTQ Homeless Youth
Reform Amendment Act of 2014. Council member Mary Cheh (D-Ward 3) and
then-Council member Bowser (D-Ward 4) co-introduced the bill, which calls for
addressing specic needs of homeless LGBT youth.
Among other things, the legislation amended the 2006 law that established the
LGBT Aairs Oce as a permanent entity in the Oce of the Mayor to authorize
the hiring of additional sta members for the oce. The LGBTQ Homeless Youth
Reform Act also mandates that the LGBT Aairs Oce administer a grants fund
that the legislation created called the LGBTQ Homeless Youth Training Grant Fund.
The Fund shall be continually available to the Oce for the purpose of
providing grants to fund trainings on cultural competency for providing services
to LGBTQ homeless youth for providers throughout the District, the legislation
says. The Oce shall establish criteria for eligibility to receive a grant, says the
legislation, which became law about a year ago.
Sterling Washington, the LGBT Aairs Oce director under Mayor Vincent
Gray, said Gray determined that a third sta member would be needed to carry
out the new duties required to administer the grant program. Washington said
Gray was about to hire someone to ll the new position but decided to leave
that task to the new mayor after he lost his re-election bid in the Democratic
primary to Bowser.
Were interviewing as we speak, Alexander-Reid said when asked what the target
date would be for hiring the new sta member. The target date is ASAP, she said.
She said the funds for the salary for the new sta member will come from
funds appropriated for the Department of Human Services, which monitors
most of the citys homelessness-related programs, including shelters and
residential facilities.
Alexander-Reid said her oce will host an open house on April 21 to introduce
the community to the oces new space. She said the move from the Wilson
Building took place about three weeks ago, but she andLaney wanted to wait
until they had settled in before formally announcing the move and scheduling
an open house.
Of all the government buildings this is the closest to sort of the nexus of
the LGBT community, Alexander-Reid said. Its two or three blocks from the
Blade. Its right above the LGBT Community CenterThis is the one thats most
convenient and the closest to the nexus of where the community can be found.
The Reeves Center initially had been slated to be given to a private developer
as part of a land deal to build a new soccer stadium in the Buzzards Point section
of Southwest D.C. Those plans were later changed, but city ocials say its still
possible that the Reeves Center could be demolished to make way for a new
residential and retail complex.
Alexander-Reid said she has been told that the building will remain as it is for
at least the next four or ve years.

April 17 marks the 50th anniversary of what many LGBT rights advocates believe was
the rst-ever gay rights demonstration held outside the White House.
That 1965 event, which is believed to have included just 10 people, including famed gay
rights pioneers Frank Kameny and Barbara Gittings, was said to be the forerunner to a
larger gay rights event held July 4, 1965 in Philadelphia that drew about 40 participants.
The organized LGBT civil rights movement was launched when activists from New
York, Washington, D.C., and Philadelphia staged demonstrations for equality each Fourth
of July from 1965 to 1969 in front of Independence Hall in Philadelphia, according to
gay rights advocate Malcolm Lazin, chair of the LGBT 50th Anniversary Celebration.
That event is set to take place July 2-5 in Philadelphia, with at least one ceremony to
be held in the historic Congress Hall, where the U.S. House of Representatives rst met
from 1790 to 1800.
Veteran D.C. gay activist Paul Kuntzler, who participated in the April 17, 1965
demonstration on the sidewalk in front of the White House, describes his recollections
of that historic event in a column in the Blade this week.
After walking to the White House, I was astonished to see a large cluster of news
photographers standing at the corner of Lafayette Square waiting for the red light
to change, Kustzler writes. After crossing, they began photographing us. I was so
unnerved that I kept hiding my face behind my sign.
The 10 participants, seven men who wore business suits; and three women who wore
dresses, according to Kuntzler, believe they made history by drawing attention to the
discrimination and oppression that gay people encountered at that time through ocial
federal government policies.
The events over July 4th Weekend this year in Philadelphia will include a National
Politics Panel with LGBT movement leaders discussing the progress made since those
rst homosexual rights demonstrations in 1965 four years before the Stonewall
Riots in New York, which have been credited with sparking a more aggressive phase of
the gay rights movement. Washington Blade editor Kevin Na will be the moderator of
the July 2 panel in Philadelphia; other events are planned through the weekend and are
being announced shortly.

Adding his name to an evergrowing eld, Sen. Marco Rubio (R-Fla.)
announced on Monday that hes seeking
the Republican nomination in the 2016
bid for the presidency.
The one-term U.S. senator formally
kicked o his campaign in Miami with a
speech that included stories of American
workers, including his parents, as
supporters cheered him on by shouting,
Mar-co! Mar-co!
We must change the decisions we are
making by changing the people who are
making them, Rubio said. That is why
today, grounded by the lessons of our
history, and inspired by the promise of
our future, I announce my candidacy for
President of the United States of America.
Rubio didnt address LGBT issues directly
during his speech, but did talk social issues,
alluding to his opposition to abortion and
saying family, not government, is the most
important institution in society.
Making his announcement just one
day after Hillary Clinton entered the race,
Rubio took a swipe at the Democratic
presidential candidate, saying, Before
us now is the opportunity to author the
greatest chapter yet in the amazing story
of America. We cant do that by going
back to the leaders and ideas of the past.

A new national organization called CNAC: Advocates for Black Gay Men says it
expected to increase the visibility of black gay men on Capitol Hill this week during the
nations largest annual constituent-based HIV/AIDS advocacy event.
The event, called AIDSWatch, was expected to bring more than 350 people living
with HIV and their allies from 30 states, Puerto Rico and D.C. to meet with members of
Congress April 13-14. Participants planned to inform lawmakers about the key issues
aecting people with HIV in the United States, according AIDS United, one of three
national HIV/AIDS groups coordinating the lobbying.
Devin Barrington-Ward, vice chair of the CNAC board, said the objective of the new
group is to provide legislative advocacy and to push political mobilization eorts for
black gay and bisexual men.
CNAC aims to develop policy recommendations through networking with black gay
men and community leaders on both local and national levels, a statement released
by the group says.
The groups website says CNAC stands for CRIBB National Advocacy Coalition.
Barrington-Ward said CRIBB stands for Creating Responsible Intelligent Black Brothers,
but he noted the group prefers to refer to itself as CNAC: Advocates for Black Gay Men.
He said the groups participation in this years AIDSWatch lobbying event comes at a
time when black men who have sex with men (MSM) continue to have the highest HIV
infection rate among all groups at risk for HIV, according to data released by the U.S.
Centers for Disease Control and Prevention.
CNAC kicked o its activities for the week on Sunday night at a dinner in downtown
Washington in which D.C. Congressional Del. Eleanor Holmes Norton was the keynote
speaker.
Congresswoman Norton gave a great address lled with history only a leader
serving as long as she has would know, Barrington-Ward told the Washington Blade.
She talked about how the plight of black gay men cannot be ignored in our eorts to
improve the lives of black men in general.
The other national groups joining AIDS United in organizing the AIDSWatch are
Treatment Access Expansion Project and the U.S. People Living With HIV Caucus. The
event is a project of the Elizabeth Taylor AIDS Foundation.

reliable supporters of our rights, Pinello
said. After all, Bill Clinton voluntarily
signed into law both Dont Ask, Dont
Tell and DOMA after his surrogates
in 1992 campaigned in gay bars and
other LGBT venues to say that a Clinton
administration would be responsive to
our community. A lot of good that did.
Pinello also dismissed the importance
of Clinton or any other presidential
candidates support for pro-LGBT
legislation at the federal level, saying
Republicans are likely to retain both
chambers of Congress after 2016 and
NATHAN JOHNSON and JARED MILRAD are the male same-sex couple in the Hillary Clinton
campaign video.

LONDON A new lab-made antibody can suppress HIV for up to 28 days after
only a single dose, researchers at the Rockefeller University in New York have
found, according to a Gay Star News article.
Their work was published in the journal Nature on April 8 and was the rst time
that a new generation of HIV antibodies had been tested in humans, the article said.
We conclude that, as a single agent, 3BNC117 is safe and eective in reducing HIV1 viraemia, and that immunotherapy should be explored as a new modality for HIV-1
prevention, therapy and cure, wrote the studys lead author, Michel Nussenzweig.
The goal is a once-a-year shot for prevention and a combination approach for
cure, he added,much like cancer treatment.
The 3BN117 antibody shows activity against 195 out of 237 HIV strains and
earlier work demonstrated that it can prevent or suppress infection in mouse
and non-human primate models of HIV, Gay Star News reports.
In the new study, 17 HIV-infected and 12 uninfected individuals were injected
with a single dose of the antibody and monitored for 56 days. At the highest
dosage level, 30 milligrams per kilogram of weight, all eight infected individuals
treated showed up to 300-fold decreases in the amount of virus measured in
their blood, researchers found according to the Gay Star News article.
HIV antibodies previously tested in humans had disappointing results but
3BNC117 belongs to a new generation of broadly neutralizing antibodies.
Whats special about these antibodies is that they have activity against over
80 percent of HIV strains and they are extremely potent, said Marina Caskey,
assistant professor of clinical investigation in the Nussenzweig lab and co-rst
author of the study.
Broadly neutralizing antibodies are produced naturally in some 10-30 percent
of people with HIV, but only after several years of infection. By that time the virus
has usually developed a resistance, Gay Star News reports.
But by isolating and cloning these antibodies, researchers were able to
harness them as therapeutic agents against HIV infections that have had less
time to prepare.
In contrast to conventional antiretroviral therapy, antibody-mediated therapy
can also engage the patients immune cells, which can help to better neutralize
the virus, said co-rst author Florian Klein, also assistant professor of clinical
investigation in the Nussenzweig laboratory, according to the article.
Nussenzweigs group has produced a second HIV antibody and hopes to test it
alone and in combination with 3BNC117 this year, the report said.

gay rights protest

I met Dr. Franklin Kameny on Sunday
evening, Feb. 25, 1962 at Lafayette Chicken Hut at 1720 H St., N.W., a gay piano
bar. As usual, Howard was at the piano.
Kameny was president of the Mattachine
Society of Washington, the Districts rst
gay rights group. He invited me to Mattachine Societys next meeting on March 6 at
Earle Aikens apartment on Harvard Street,
N.W., where I became its 17th member.
On April 3, I was elected to its board
of directors. At 20, I was the only minor
involved in a movement of about 150
people in Washington, New York, Philadelphia, Los Angeles and San Francisco.
Two issues concerned us:Both the federal and District governments prohibited
gay men and lesbians from holding jobs
and the American Psychiatric Association
insisted that homosexuality was a mental
illness. Gays were also denied security
clearances for government-related jobs.

On April 2, the Bowser administration released the FY 2016 Budget. I have recently
focused on homelessness in this space, so I
immediately sought out the provisions related
to homelessness. The most laudable goal is
the plan to end homelessness by 2020. While
many have given lip service to addressing
homelessness in the past, its great to see a
comprehensive plan for ending homelessness
addressed in the budget.
This issue is personal to me. In 1996, my
Uncle Mikey Williams was homeless and was
found dead from an overdose. Although he
had relied on family in the past, when he was
in this dire situation, he chose to try to make
it on his own. He previously completed the
Salvation Army drug rehab program. When
he went to jail, many family members were relieved because he would always get clean from
drugs and was safe from the streets when he
was in jail. During his last period of homelessness, he was couch surng and sleeping in his
car. He overdosed while getting high with a
friend. That friend drove him from Northeast
Washington across the Maryland line and left
him a half block from the Sherri Road police
station, where he was found. From then on, I
had a rst-hand view on the connected issues
that often contribute to homelessness and I
knew that the District needed to do more to
provide a safety net for those in need.
Last week, I attended a presentation on the
D.C. Budget sponsored by Empower DC. A
representative of the D.C. Fiscal Policy Institute
gave a synopsis of the budget to attendees. The
focus was on homelessness, aordable housing, TANF benets, school funding and taxes.
Some noteworthy provisions that address
homelessness and were highlighted by the
D.C. Fiscal Policy Institute in its presentation
are the millions in funding that will help 350
individuals leave shelter with rapid re-housing, provide Permanent Supportive Housing
to 250 individuals and 110 families, provide
Targeted Aordable Housing to 150 families
and 150 individuals, and devote more funding for family shelter, including funding for
DC General replacements.
After sitting through the presentation, some
criminal convictions are currently law- abiding citizens. Thus, this is not the least restrictive means to provide for any government
interest surrounding safety.
Making housing a Fundament Right and
eliminating the barriers to obtaining and
maintain housing is necessary to eliminate
homelessness. We need to get away from the
concept that there is a deserving poor and
eorts should be made to house those who
are deserving. ALL PEOPLE deserve a safe
place to live.
Thus, we need to eliminate restrictions to
aordable housing, such as credit checks and
criminal record prohibitions. These restrictions are especially prevalent when housing
changes from public housing to mixed-income housing. The onerous restrictions often
result in very few of the original tenants being
able to move back into the newly renovated
mixed-income community.
Most of the provisions barring people from
housing are drug-related. Preventing those
with drug problems from obtaining housing is
not good social policy. It would be much more
eective to house all individuals in need and
to provide the necessary wrap around services to ensure that they receive any needed
substance abuse, mental health or job training services. If these programs were in place
20 years ago, maybe my family would still be
enjoying my Uncle Mikeys company.

her rst proposed and record-setting $12.9 billion mammoth city budget earlier this month,
following a State of the District address at the
Lincoln Theater, there was a glaring omission
that went unspoken.

Try as she might, Bowser cant have it both
ways.
In fact, if the novice mayor were to be consistent in her argument, she would suggest increasing the one tax that D.C. extracts at a lower rate than other area jurisdictions. Despite
being among the very worst tax-burdened
places in the country, especially for commercial enterprises and business operators, the
Districts residential property tax rate is singularly low. Just sayin.
After all the bluster and bow-taking less
than a year ago by Bowser and her then D.C.
Council colleagues when nally confronting
the long overdue imperative to deliver resident and business tax relief, the now-mayor
acts as if the whole thing didnt happen.
In Bowsers Alice-in-Wonderland looking
glass world, she appears to think weve fallen
down the rabbit hole.
D.C. Council Chair Phil Mendelson, to his
credit, this week criticized Bowsers proposed
sales tax increase when she appeared before
the Council. It was Mendelson who last year
revived the Tax Revision Commissions recommendations for broadly-applied tax relief after
former Mayor Vincent Gray refused to include

or a faggot (despite being closeted), these moments were very rare. Instead, the anti-LGBT
bullying in my school was indirect. Through
comments like thats so gay and a general
environment in which homophobic remarks
went unchallenged, a hostile environment was
created for closeted LGBT students.
I will never forget sitting in class and listening to my fellow students tell our teacher, who
was a Rabbi, that they would never let their
future children interact with a gay Rabbi because they would turn their children gay. The
malice and disgust in these students voices as
they described being gay made me shrink further into the closet. For a signicant amount of
time in high school, I was depressed because
of my struggles coming to terms with my sexuality and the homophobic environments I was
constantly forced to be a part of in school.
And I was not alone. Lesbian, gay and bisexual (LGB) youth are more likely to experience
depression than their straight counterparts
and LGB youth are four times more likely to attempt suicide than their straight peers. These
statistics are even worse for trans youth. Although I was lucky to ultimately have the support of family and friends and was eventually
able to come out in college in an LGBT-friendly
explicitly prohibit bullying on the basis of a students actual or perceived sexual orientation,
gender identity, race, color, national origin, sex,
disability status or religion. Similarly, the Tyler
Clementi Higher Education Anti-Harassment
Act of 2015 would require institutions of higher
education to develop policies regarding harassment based on a students actual or perceived
sexual orientation, gender identity, race, color,
national origin, sex, disability or religion.
As a Jew growing up I learned that the great
rabbinic sage Hillel summarized the entire Torah as what is hateful to you, to others dont
do. Furthermore, our tradition teaches that all
people are created btzelem Elohim (Gen 1:27),
in the divine image; this belief in our shared
humanity teaches us not to tolerate discrimination againstor the bullying ofany person. Although the school I attended did not
embody these principles, our legislators have
the opportunity to take action and ensure that
public schools throughout the country are
actively ghting bullying and harassment and
honoring the divine in each of us.

With even anti-LGBT forces conceding
a turning tide against them in the
marriage wars, gay rights activists are in
a place they like with same-sex marriage
support polling higher than ever (only 33
percent oppose according to last months
NBC News/Wall Street Journal poll) and
marriage equality in 37 states plus D.C.
But marriage, of course, isnt the
only issue and radio host and author
Michelangelo Signorile says the movement
is in danger of succumbing to victory
blindness, a phenomenon wherein were
overcome by the heady whirl of a narrative
of victory, a kind of bedtime story that
tells us weve reached the promised land,
that can make everything else seem like a
blur. In his new book Its Not Over: Getting
Beyond Tolerance, Defeating Homophobia
& Winning True Equality, a wide-ranging
book culled from years of activism and
insight gleaned from his long-running
eponymous show on Sirius XM radio,
Signorile warns of potential dangers ahead.
Dubbed both a wake-up call and
a battle plan for the ghts to come,
Signorile, wholl be in Washington to
promote it and sign copies at Politics &
Prose next week, says theres much work
to do. Though he makes a compelling
case, we played devils advocate with
him by phone for an hour last week. His
comments have been edited for length.
APRIL
BLADE:
But
couldnt
that
be
construed as an argument in favor of
the incrementalist approach you argue
against in the book? If you dont come in
like such a barnstormer, wouldnt it stave
o some of the fervor of the backlash?
SIGNORILE: I think you do have to
come in like a barnstormer and demand
full equality and then stick with it. The
problem is people get a part of it and may
even get much of it, but then dont stick
with it for further change. Whether you
do it incrementally or not, your enemies
will still organize against you. I dont think
youre taken seriously when you just ask
for a little bit or crumbs and I dont think it
really energizes and captivates your own
people and the larger public when you do
it that way. You have to really demand that
full equality and whatever you get you get,
but then you have to stick with it and keep
ghting for it. The lesson for a minority
is that youre always going to be ghting.
The roots of bigotry go very deep.
BLADE: So is it a mistake for groups
like Freedom to Marry to say theyll close
if the Supreme Court rules in our favor?
SIGNORILE: I think it depends how
theyre talking about it. Evan Wolfson
has been very clear that the ght is far
from over. The bigger problems are the

How long have you been out and who
was the hardest person to tell?
Since I was 18, when I realized that my
best friend was also gay. The hardest
person was my cousin, Glendalee. Shes
like a younger sister to me. We grew up
together and for some reason I couldnt
have that conversation with her until a
few years ago.

at the Department of the Treasury. Hes been DJing since 2008 and spun for
years every week at Club Fuego. This will be his Cherry debut. He also spins
regularly at Flashy Sundays as Flash Bar and occasionally at Cobalt.
What I enjoy most is knowing my work as a volunteer and as a DJ are both
for a good cause, says Gonzalez, whos also on the Cherry planning committee.
We can dance, have fun and contribute to the cure of this horrible disease
that is still aecting many people in our community.
Gonzalez is single and lives in Silver Spring, Md. He enjoys music and making
remixes in his free time.
