Eight years ago, LGBT voters were hungry for Hillary
Clinton to make major change on their behalf when
she ran for president following two terms of anti-gay
attacks under the Bush administration.
Pushing her along in making commitments to
advance LGBT rights was her bruising primary with
then-Sen. Barack Obama, who ultimately bested her
to win the Democratic nomination.
Both were largely on the same page with major
requests from the LGBT community, pledging to
repeal Dont Ask, Dont Tell and sign the Employment
Non-Discrimination Act into law.
One distinction was that while Obama called for
full repeal of the Defense of Marriage Act, Clinton
only backed lifting Section 3 of the law, the plank that
prohibited federal recognition of same-sex marriage.

colleagues, Graham said hes working as special events
director for The House at 3530 Georgia Ave., N.W., which
has operated at that location since 1979.

Thirdstaffer to be hired for LGBT youth housing issues

In a little-noticed development, the Mayors LGBT Aairs Oce has moved out
of the John A. Wilson Building, which serves as the Districts city hall, and moved
into the Reeves Center Municipal Building at 14th and U Streets, N.W.
Although the oce is no longer in the same building where Mayor Muriel
Bowsers oce is located, the new location absolutely does not represent a
downgrading of the oce, according to Sheila Alexander-Reid, the LGBT Aairs
Oce director.
The reason for the move is that the mayor wants to raise our prole and
give us more access to our own community, Alexander-Reid told the Blade. She
noted that the LGBT Aairs Oce is now located one oor above the DC Center
for the LGBT Community, which moved into the Reeves Center two years ago.
Its actually a huge upgrade because we were relegated to an oce and
a cubicle in the Wilson Building and now we have a suite with a sofa and a
conference room table, said Alexander-Reid. So its an incredible upgrade.
Alexander-Reid also conrmed that Mayor Bowser has given the go-ahead for
the hiring of a third sta member for the oce, who will serve as a specialist in
LGBT housing and LGBT youth homelessness issues.
The oce currently has just two sta members, Alexander-Reid and Deputy
Director Terrence Laney.
The need for the new sta member became apparent last year after the D.C.
Council passed and then-Mayor Vincent Gray signed the LGBTQ Homeless Youth
Reform Amendment Act of 2014. Council member Mary Cheh (D-Ward 3) and
then-Council member Bowser (D-Ward 4) co-introduced the bill, which calls for
addressing specic needs of homeless LGBT youth.
Among other things, the legislation amended the 2006 law that established the
LGBT Aairs Oce as a permanent entity in the Oce of the Mayor to authorize
the hiring of additional sta members for the oce. The LGBTQ Homeless Youth
Reform Act also mandates that the LGBT Aairs Oce administer a grants fund
that the legislation created called the LGBTQ Homeless Youth Training Grant Fund.
The Fund shall be continually available to the Oce for the purpose of
providing grants to fund trainings on cultural competency for providing services
to LGBTQ homeless youth for providers throughout the District, the legislation
says. The Oce shall establish criteria for eligibility to receive a grant, says the
legislation, which became law about a year ago.
Sterling Washington, the LGBT Aairs Oce director under Mayor Vincent
Gray, said Gray determined that a third sta member would be needed to carry
out the new duties required to administer the grant program. Washington said
Gray was about to hire someone to ll the new position but decided to leave
that task to the new mayor after he lost his re-election bid in the Democratic
primary to Bowser.
Were interviewing as we speak, Alexander-Reid said when asked what the target
date would be for hiring the new sta member. The target date is ASAP, she said.
She said the funds for the salary for the new sta member will come from
funds appropriated for the Department of Human Services, which monitors
most of the citys homelessness-related programs, including shelters and
residential facilities.
Alexander-Reid said her oce will host an open house on April 21 to introduce
the community to the oces new space. She said the move from the Wilson
Building took place about three weeks ago, but she andLaney wanted to wait
until they had settled in before formally announcing the move and scheduling
an open house.
Of all the government buildings this is the closest to sort of the nexus of
the LGBT community, Alexander-Reid said. Its two or three blocks from the
Blade. Its right above the LGBT Community CenterThis is the one thats most
convenient and the closest to the nexus of where the community can be found.
The Reeves Center initially had been slated to be given to a private developer
as part of a land deal to build a new soccer stadium in the Buzzards Point section
of Southwest D.C. Those plans were later changed, but city ocials say its still
possible that the Reeves Center could be demolished to make way for a new
residential and retail complex.
Alexander-Reid said she has been told that the building will remain as it is for
at least the next four or ve years.

Cultural competency bill introduced in Council

D.C., and they deserve access to medical
professionals who are sensitive to and knowledgeable about the unique health needs
of the LGBTQ community, Grosso said in a statement.
Alexander, who chairs the Councils Health Committee, said she plans to hold a
hearing on the legislation as soon as possible and move the measure to a vote by the
full Council following a markup on the bill. She said the legislation is especially needed
for the trans community, which she said historically has experienced discrimination in
seeking medical and mental health related services.

Activists to mark 50th anniversary of rst gay protests

April 17 marks the 50th anniversary of what many LGBT rights advocates believe was
the rst-ever gay rights demonstration held outside the White House.
That 1965 event, which is believed to have included just 10 people, including famed gay
rights pioneers Frank Kameny and Barbara Gittings, was said to be the forerunner to a
larger gay rights event held July 4, 1965 in Philadelphia that drew about 40 participants.
The organized LGBT civil rights movement was launched when activists from New
York, Washington, D.C., and Philadelphia staged demonstrations for equality each Fourth
of July from 1965 to 1969 in front of Independence Hall in Philadelphia, according to
gay rights advocate Malcolm Lazin, chair of the LGBT 50th Anniversary Celebration.
That event is set to take place July 2-5 in Philadelphia, with at least one ceremony to
be held in the historic Congress Hall, where the U.S. House of Representatives rst met
from 1790 to 1800.
Veteran D.C. gay activist Paul Kuntzler, who participated in the April 17, 1965
demonstration on the sidewalk in front of the White House, describes his recollections
of that historic event in a column in the Blade this week.
After walking to the White House, I was astonished to see a large cluster of news
photographers standing at the corner of Lafayette Square waiting for the red light
to change, Kustzler writes. After crossing, they began photographing us. I was so
unnerved that I kept hiding my face behind my sign.
The 10 participants, seven men who wore business suits; and three women who wore
dresses, according to Kuntzler, believe they made history by drawing attention to the
discrimination and oppression that gay people encountered at that time through ocial
federal government policies.
The events over July 4th Weekend this year in Philadelphia will include a National
Politics Panel with LGBT movement leaders discussing the progress made since those
rst homosexual rights demonstrations in 1965 four years before the Stonewall
Riots in New York, which have been credited with sparking a more aggressive phase of
the gay rights movement. Washington Blade editor Kevin Na will be the moderator of
the July 2 panel in Philadelphia; other events are planned through the weekend and are
being announced shortly.

Gay police unit may be barred from most LGBT events

be allowed to attend fundraising or
alcohol served events held by LGBT
community organizations, according
to an April 3 email memo issued by the
units commander.
The email issued by Lt. Cheryl Crawley,
commander of the MPDs Special Liaison
Division, which oversees the GLLU, also
was sent to several LGBT organizations
through a police list serv.
At least two activists who saw the email
have raised questions about why GLLU
ocers should suddenly be barred from
attending community events that they
have routinely attended in the past.
Please be advised that MPD GLLU will
support outreach and parade events but
due to conict of interest we will not be
able to support fundraising or alcohol
served events, Crawley said in her email.
Although, we may be able to assist
with crime patrol and visibility at some
outdoor venues, she said.
If you have any questions, please

with some scheduled events as planning

I am perplexed. I dont understand
where they are coming from, said
Fowlkes, who noted that several Black
Pride events are held each year in a D.C.
hotel where alcohol is served.
I appreciate when they come to the
hotel where we have our events, he said.
We feel safer when the police are there. I
dont understand it. This makes no sense
to me at all.
Rick Rosendall, president of the Gay
and Lesbian Activists Alliance, said he
contacted D.C. Police Chief Cathy Lanier
by email to ask her for an explanation of
the rationale behind the apparent policy

mentioned in Crawleys email memo.


Rosendall noted that GLAAs annual
anniversary reception and fundraiser,
which is scheduled for April 23, is
routinely attended by the citys mayor,
City Council members and former Police
Chief Charles Ramsey as well as GLLU
ocers in the past.
I was about to send a note to you
and GLLU folk inviting you to join us as
our guests, Rosendall told Lanier in an
email, when the Blade sent him a copy of
Crawleys message seeking comment.
What conict of interest would occur
from GLLU ocials, or you yourself,
attending our reception, which is a
fundraiser for our nonpartisan advocacy
and at which there is bar service?
Rosendall asked Lanier.
Is there concern that our awards
reception, which traditionally features
leading LGBT advocates mingling with top
District ocials and celebrating the noncontroversial cause of equality, would
become a drunken orgy? he asked.
Rosendall urged Lanier to rescind or
clarify the policy articulated in Crawleys
memo. He said he had not received a
reply from Lanier as of late Tuesday.
In response to a request by the Blade
for clarication of the Crawley memo,
MPD spokesperson Gwendolyn Crump
provided a written statement saying
the email message by Crawley was a
reiteration of existing police policy.
The stang of fundraising events by
on-duty members presents a conict
of interest, and MPD cannot support
regardless of the type of group raising
money, Crump said. This policy applies
to all members of the agency.
Crump added, MPD will continue to

provide services in-line with public safety


interests related to community events, such
as high-visibility patrol, and pedestrian/
motorist trac direction and control.
Crump also said police will continue
to participate in community events such
as parades, walks, and similar outdoor
activities, calling them a tremendous
opportunity to develop relationships with
community members and further trust and
respect between police and the public.
But she stated, MPD will not participate
in events taking place at ABRA regulated
establishments
ABRA is the Alcoholic Beverage
Regulation Administration which, among
other things, issues liquor licenses to all
businesses that sell and serve alcoholic
beverages, including restaurants, bars,
nightclubs and hotels.
We have not modied our operational
policies relating to these matters,
Crump said in her statement. These
are longstanding. At times we believe it
appropriate to remind the public of how
we can assist in particular situations, and
during specic types of events.
One police source, who spoke on
condition of not being identied, said
that although these policies have been
in place for a long time, Chief Lanier
appears to have interpreted them in a
more restrictive way in recent years.
Another source familiar with the GLLU
said Crawley appears to have singled out
the GLLU with her email memo. The source,
who also spoke on condition of not being
identied, said the other police liaison units,
including the Latino Liaison Unit, the Asian
and Pacic Islander Liaison Unit, and the
Deaf and Hard of Hearing Liaison Unit, did
not receive the Crawley memo.

entertainment industry, Graham said
while giving a reporter and photographer
from the Washington Blade a tour of The
House on Tuesday afternoon before it
opened for business.
The clubs new gay stripper venue, called
Rock Hard Sunday, is scheduled to have its
grand opening Sunday night, April 19.
Graham said the opening night event
will also serve as a fundraiser for WhitmanWalker Health, the LGBT-oriented primary
care medical services organization for which
Graham served as executive director before
being elected to the City Council.
Don Blanchon, the director, is coming,
said Graham. But theres not going to
be any speeches. Hes coming to thank

people who come to support it and that


will be that, he said. Were going to have
funAnd the dancers are hot.
Graham said hes working part-time
for The House in the capacity of an
independent contractor. He said hes also
doing part-time work as a consultant for a
non-prot organization called Clean and
Sober, which is an alcohol and substance
abuse recovery program.
I didnt explore any full-time jobs with
the government ultimately because I
decided I didnt want to be anywhere
near the political vortex, Graham told
the Blade. Ive done that. End of story.
In a decision to explore something
new and enjoyable, Graham said he
approached The House owner Darrell
Allen and his sta with the idea of starting
a gay night at the club.
I knew these guys because this is in

Ward 1 of course, Graham said. And I


said to the owner, what about some gay
nights because we have nothing like this
in Northwest Washington.
Graham noted that the only gay male
strip club remaining in D.C., Secrets, is in
the Buzzards Point section of Southwest
Washington.
In his new role as promoter, Graham
is quick to point out that The House is
located in the rapidly changing Park View
neighborhood just two blocks from the
Georgia Avenue Metro Station and in
close proximity to neighborhoods where
many LGBT people now live. Among
them are Columbia Heights, Petworth,
Mount Pleasant, and, just a little farther
away, the U Street corridor, Graham said.
Were considering having valet parking,
but I dont think well need it, he said. I
think many of our customers will walk here.

Graham also noted that for the Rock Hard


Sunday event, the bartenders and waiters,
among other sta people, will be gay. He
said Mark Guenther, former director of
the Capital Area Gay & Lesbian Chamber
of Commerce, is helping him promote the
Sunday night venue on social media.
Its a gay night, said Graham. Its not
going to be a straight club pretending to
be gay. Its going to be gay, and Im going
to make sure of it.
In a takeo on his well-known use of
bowties as a fashion statement during
his years as a Council member, Graham
said all of the nude male dancers will be
wearing one of the hundreds of bowties
he has in his wardrobe.
They are going to put them on and at
some point they will dispose of the bow
ties in the audience, said Graham. Its
going to be a lot of fun.

Virginia fair housing campaign launched


RICHMOND, Va. Equality Virginia and an organization that works to provide
equal access to housing in the commonwealth are encouraging local housing
providers to join a campaign designed to promote LGBT-friendly businesses.
The statewide LGBT advocacy group and Housing Opportunities Made Equal
of Virginia, Inc., earlier this month announced the campaign that encourages
Realtors, builders, mortgage brokers and other housing-related businesses to
join the Equality Means Business initiative.
The campaign coincides with National Fair Housing Month that began on April 1.
Housing providers are often the rst contact that families have with their new
location, said Heather Crislip, president of Housing Opportunities Made Equal,
in a press release. It is vital for the housing industry to not discriminate in order
to create diverse and thriving communities that are welcoming to all individuals.
Housing opportunities should be based on someones ability to qualify, not on
their sexual orientation or gender identity.
The announcement comes roughly two months after Equality Virginia,
Equality North Carolina and South Carolina Equality launched the Equality
Means Business campaign.

Georgia trans prisoner policy changed


ATLANTA Georgia prison ocials this week implemented a new policy on
the treatment of transgender prisoners.
The Associated Press reported the Georgia Department of Corrections will
now have healthcare providers evaluate inmates whom they suspect have
been diagnosed with gender dysphoria. These evaluations will note an inmates
medical history and treatments before they enter the prison system.
The AP reported inmates who are diagnosed with gender dysphoria will be
treated for the condition.
The Georgia Department of Corrections announced its new policy less than two
weeks after the Justice Department led a brief in support of Ashley Diamond,
a trans prisoner who claims she has been denied medical care and sexually
assaulted by inmates at a mens prison where she is serving her sentence.
The Southern Poverty Law Center which represents Diamond in a
federal lawsuit against Georgia prison ocials welcomed the new policy. A
spokesperson for the Georgia Department of Corrections told the Associated
Press the updated policy reects federal prison regulations.

EEOC settles trans discrimination lawsuit


LAKELAND, Fla. A Florida eye clinic has paid $150,000 to a transgender
woman who claims she was unfairly red.
The Ledger newspaper on April 13 reported the Lakeland Eye Clinic in July
2010 hired Brandi Branson as its director of hearing services.
Branson was living as a man when the clinic hired her, but she soon began
to transition into a woman. The newspaper said Lakeland Eye Clinic claimed it
red Branson because it had discontinued the hearing division, but a lawsuit
the Equal Employment Opportunity Commission led last September alleges it
continued to operate.
Lakeland Eye Clinic as part of the EEOC settlement agreed to ban discrimination
based on what the Ledger described as sex-or-gender-based preferences,
expectations or stereotypes.
Were thrilled we were able to reach a resolution that was good relatively
quickly, Robert Weisberg, regional attorney for the EEOC in Florida, told the
Ledger. The hope would be it would serve to educate other employers that
transgender or individuals transitioning such as (the Lakeland employee) must
not be treated adversely.
U.S. Attorney General Eric Holder late last year announced Title VII of the Civil
Rights Act of 1964 bans anti-trans discrimination.

Adding his name to an evergrowing eld, Sen. Marco Rubio (R-Fla.)
announced on Monday that hes seeking
the Republican nomination in the 2016
bid for the presidency.
The one-term U.S. senator formally
kicked o his campaign in Miami with a
speech that included stories of American
workers, including his parents, as
supporters cheered him on by shouting,
Mar-co! Mar-co!
We must change the decisions we are
making by changing the people who are
making them, Rubio said. That is why
today, grounded by the lessons of our
history, and inspired by the promise of
our future, I announce my candidacy for
President of the United States of America.
Rubio didnt address LGBT issues directly
during his speech, but did talk social issues,
alluding to his opposition to abortion and
saying family, not government, is the most
important institution in society.
Making his announcement just one
day after Hillary Clinton entered the race,
Rubio took a swipe at the Democratic
presidential candidate, saying, Before
us now is the opportunity to author the
greatest chapter yet in the amazing story
of America. We cant do that by going
back to the leaders and ideas of the past.
At the turn of the 19th century, a
generation of Americans harnessed
the power of the Industrial Age and
transformed this country into the leading
economy in the world, Rubio said. And
the 20th century became the American
Century. Now, the time has come for our
generation to lead the way toward a new
American century.

interest in the vision Rubio articulated in
his speech, but advised Rubio to be LGBTinclusive in his campaign.
Given his experience, relative youth,
and understanding of what it is like
coming from a minority community, Sen.
Rubio has an opportunity to be a unique
voice for inclusion in the race for the GOP
nomination for president, Rubio said.
Avoiding incorporating LGBT Americans
into his New American Century narrative
would be a glaring omission that will not
go unnoticed by Log Cabin Republicans.
An opponent of same-sex marriage,
Rubio hasnt shied from attacking LGBT
rights over the course of his political
career. During a speech at Catholic
University in July, Rubio defended his
opposition to same-sex marriage, saying
marriage between one man and one
woman deserves to be elevated in our
laws. After gay nuptials were legalized
in Florida, Rubio lashed out at LGBT
advocates in an interview with Politico.
If they wanted to change that law, they
should have gone to the legislature or
back to the Constitution and try to change
it, Rubio said at the time.
In the Human Rights Campaigns latest
congressional scorecard, Rubio scored
a 22 out of a possible 100. Among his
actions were voting against cloture and
nal passage of the Employment NonDiscrimination Act and failing to cosponsor virtually any piece of pro-LGBT
legislation in Congress. However, Rubio
gained points on the scorecard for voting
against an amendment that would have
stripped reauthorization of the Violence
Against Women Act of its LGBT language.

statement prior to Rubios launch that
he should state his position on religious
freedom legislation in Florida that is
seen to enable LGBT discrimination in
adoption agencies.

Despite Obama support, hurdles remain for bans on ex-gay therapy


GOP opposition and past
failures stand in the way

The White House announcement in
support of bans on ex-gay conversion
therapy
galvanized
debate
on
prohibitions of the widely discredited
practice for minors, but eorts to enact
such measures throughout the country
face signicant hurdles.
In 2015 alone, legislation to ban the
practice for minors has been introduced
in at least 18 states. But non-related
issues ranging from disputes over
committee structure, Republican control
and past failures stand in the way of
these bills despite the statement from
Valerie Jarrett, senior adviser to President
Obama, endorsing a state-by-state
approach in anticipation of broader
action at later time.
States
in
which
legislation
to
ban conversion therapy is pending
include: Arizona, Colorado, Connecticut,
Florida, Illinois, Iowa, Massachusetts,
Minnesota, Nevada, New York, Ohio,
Oregon, Pennsylvania, Rhode Island,
Texas, Vermont, Virginia and Washington
State. Laws have already been enacted in
California, New Jersey and D.C.
According to a brief from LGBT
Movement Advancement Project made
public after the White House statement,
83 percent of LGBT people throughout
the country live in a jurisdiction where
ex-gay conversion therapy for minors
remains legal.
The state with the best shot at passing
a ban on conversion therapy is Oregon,
where the Youth Mental Health Protection
Act passed Oregons House last month
with bipartisan support on a 41-18 vote.
Jeana Frazzini, executive director of Basic
Rights Oregon, said the bill has strong
support in the Senate, which will likely take
up the bill later this month or in early May,
and she expects Gov. Kate Brown, the rst
openly bisexual governor, to sign the bill.
I think that the announcement from
the president and the eorts from
the White House really helped raised
the visibility of this issue in a very
positive way, Frazzini said. The strong
statements underscoring how dangerous
this practice is, how fully discredited it
has been by every mental health national
association in the country is a real boost
to eorts like ours in Oregon.
Other states seeing momentum on
the issue include Illinois, New York and
Washington State, but Republican control
of the governors mansion or at least one
chamber of the legislature, in addition
to previous failures, loom over potential
passage this time around.

In Illinois, a House committee approved


the bill last month by a 9-5 vote. The
legislature is in recess for the time being,
but the full House must vote when it
reconvenes before an April 24 deadline
to ensure the Senate takes the measure
this session.
Mike Ziri, director of public policy for
Equality Illinois, said his organization
plans to push legislation during a citizens
lobby day on Wednesday.
I do think the presidents announcement
has brought a lot of very good attention
to the issue, Ziri said. Now, I think,
media, citizens and legislators are paying
attention more closely, and saying, Hey!
What is the president talking about? This
is important.
Both the Illinois House and Senate
are controlled by Democrats, but the
governor of the state is newly seated
Bruce Rauner, a Republican who hasnt
yet commented on the bill.
If Rauner were to sign the legislation
into law, he wouldnt be the rst
Republican governor to enact a ban on
ex-gay therapy. In 2013, New Jersey
Gov. Chris Christie signed into law a
prohibition on the practice to minors in
his state, saying in a signing statement he
doesnt believe being gay is a choice.
Another issue with the Illinois bill is the
failure of the legislation to pass out of the
House in the previous session. Last year,
the Youth Mental Health Protection Act,
was rejected by a 44-55 vote.
State Rep. Kelly Cassidy (D-Chicago),
who sponsors the bill in the House, said
the legislation came up on the last day
of the session when many co-sponsors
were away, saying she expects a dierent
outcome this time around.
We were just 20 votes short of people

who we knew were going to yeses, so it


was just a tough day to have to run the
bill, Cassidy said.
In New York, legislation sponsored
by Assembly member Deborah Glick
(D-Manhattan) has passed the Higher
Education Committee and awaits a vote in
full Assembly before heading to the Senate.
Nathan Schaefer, executive director
of the Empire State Pride Agenda, said
the White House statement has drawn
attention to the issue, but additional
momentum is hard to gauge because the
legislature is out of session until next week.
There isnt additional legislative
progress
since
the
presidents
announcement, but there certainly is a lot
more attention and visibility, which I think
will certainly lend itself to success in the
legislature as well, Schaefer said.
Last year, the measure passed
the Assembly, which is controlled by
Democrats, by a 86-28 vote, but the
measure never came up in the Senate
under Republican control. The same
political dynamic remains in place this
around time around.
We fully anticipate that itll go
through next committee step and pass
in the Assembly again in this legislative
session, Schaefer said. The challenge
then becomes where can it go within the
New York State Senate because we know
the Assembly will pass it. We know the
governor is very supportive, so we totally
anticipate he will sign it into law.
Nonetheless, Schaefer was optimistic
about the Republican-controlled chamber
and hopes to obtain a commitment for a
vote, noting unlike last year the Senate
version of the legislation now has a GOP
co-sponsor.
In Washington State, the Democratic-

controlled House passed a ban on


conversion therapy for minors one day
after the White House statement on
Friday by a vote of 60-37. But the issue
is the same as New York, the legislation
now heads to the Senate, which is under
Republican control.
Monisha Harrell, board chair of Equal
Rights Washington, said support at the
national level from the White House created
greater national awareness, but shes not
sure itll have an impact in her state.
I dont know what its going to do on
the nal vote on our bill though because
in some ways, this can be seen as being
made into partisan issue, Harrell
said. This really isnt a partisan issue.
Childrens lives are not something that we
should be playing politics with.
In Iowa, where Republicans control both
the governors mansion and the House, the
path forward seems blocked, even though
the Senate narrowly passed a ban conversion
therapy last month by a 26-24 vote.
Matty Smith, a spokesperson for One
Iowa, said he sees no evidence of the
House budging on the legislation in the
aftermath of the White House statement.
This is extremely disappointing,
because Iowa could have been ahead
of the curve on banning the dangerous
practice of conversion therapy for minors,
and it wasnt, Smith said.
In Massachusetts, the most immediate
problem facing the ban on ex-gay
therapy is a dispute between the House
and Senate over committee structure.
Don Gorton, a Massachusetts attorney
who leads the coalition to pass the ban
in the state, said hes condent about a
favorable hearing in the legislature on
the ex-gay ban, but for the time being
eorts are stalled.
Its a little disconcerting to be tied up
for reasons that are beyond our control,
but the White House statement has
breathed fresh momentum into this
initiative, Gorton said. This is a state in
which President Obama is very popular,
and his endorsement will be something
that we can tout in the Democratic
legislature. So, were very optimistic that
its going to be helpful here and it came
at the right time, but were stalled for
reasons beyond our control.
Gorton also had faith Massachusetts
Gov. Charlie Baker, a Republican, would
sign the legislation based on the White
House statement and Christie to sign the
New Jersey bill into law.
I think the presidents position will box
him in. He doesnt like to be to the right of
Obama on social issues, Gorton said. So
I think if hes trying to maintain a posture
of being a supporter of LGBT rights, were
optimistic hell do the right thing once we
get through the legislature.

Moodie-Mills takes helm of Victory Fund


Working to elect LGBT
ocials in places that
have low equality

Gay and Lesbian Victory Fund President
Aisha Moodie-Mills told the Washington
Blade on Tuesday that she will continue
to highlight the intersections of race
and socio-economics within the LGBT
community in her new position.
Moodie-Mills said during a telephone
interview from her D.C. oce that she
was really excited to hear from the
organizations board of directors when she
was considering the position that it was
discussing ways to prioritize its work to
elect openly LGBT elected ocials in places
that have low equality. These include the
South and other areas of the country that
have traditionally proven hostile toward
advancing LGBT-specic issues.
Theres a direct correlation between
the number of LGBT elected ocials and
the tone and tenor of the policies that
are on the books in those areas, said
Moodie-Mills.
Moodie-Mills spoke with the Blade
ahead of the Victory Funds annual
National Champagne Brunch that will
take place at the Marriott Marquis near
Mount Vernon Square in Northwest D.C.

on Sunday.
She stressed the need for the Victory
Fund to train and develop political leaders
from every aspect of our community,
with a particular emphasis on LGBT
people of color and transgender people
who are living in regions where we have
low equality. Moodie-Mills added she
feels it is important for the organization
to continue its eorts in support of LGBT
elected ocials and candidates overseas.
Its really important for us to train,
develop, run, help them win as elected
ocials, she told the Blade.

The Victory Fund on March 26 announced


that Moodie-Mills will succeed Chuck Wolfe
who stepped down last year. She spoke
with the Blade a week after ocially taking
the helm of the organization.
Moodie-Mills is also the rst woman
and rst LGBT person of color to lead the
Victory Fund.
It matters that we have diverse
leadership in our organizations, MoodieMills told the Blade.
Moodie-Mills comes to the organization
from the Center for American Progress,
a D.C. think tank, where she launched
the FIRE Initiative that examines
the intersections of race and socioeconomics.
She and her wife, Danielle MoodieMills, played a prominent role in the
eort to secure marriage rights for samesex couples in D.C. The two women also
support SMYAL and other local LGBT
advocacy groups.
As I was having my conversations
and learning more about the boards
vision, they absolutely aligned with all
of the work and the thinking and the
thought leadership that Ive been able to
develop through the Center for American
Progress, Moodie-Mills told the Blade. It
just felt like a good next step.
Organizations work beyond partisanship
The Victory Fund in recent years
has faced scrutiny from some LGBT
rights advocates who have criticized

the organizations decision to endorse


Republican candidates. These include
former Massachusetts Senate Minority
Leader Richard Tisei who lost his bid to
succeed then-Congressman John Tierney
in the U.S. House of Representatives.
Former D.C. Council member David
Catania (I-At-Large) in February 2014
received the Victory Funds endorsement
in his race to succeed then-Mayor
Vincent Gray. The organizations decision
not to support former Maryland state
Del. Heather Mizeur (D-Montgomery
County)s 2014 gubernatorial campaign
also raised eyebrows among some of her
LGBT supporters.
Moodie-Mills declined to comment
about
Victory
Funds
previous
endorsements, but she said one of her
priorities is to really get to know our
rubric that were using to determine how
we support our candidates.
We are pro-advancing LGBT equality
and supporting people who support us
and our community, she said. That is
beyond partisanship.
Moodie-Mills further stressed that her top
goal is to tell the Victory Funds story in what
she described as a bigger, bolder way.
There are so many victorious stories
that people just dont know about, she
told the Blade. There are just so many
stories that we havent told about why
our people matter, why it matters we are
helping people hold these oces.

Jindal prioritizes religious freedom bill


Measure seen as attempt
to enable anti-LGBT
discrimination

Despite controversy in Indiana and
Arkansas over attempts to enact religious
freedom legislation seen to enable antiLGBT discrimination, Gov. Bobby Jindal
made passage of such legislation in
Louisiana a legislative priority this week
in his State of the State address.
In his remarks, which were delivered
at the Statehouse in Baton Rouge at
the start of the legislative session, Jindal
articulated three priorities: the budget,
education reform and religious freedom.
I know there has been legislation led
this session that aims to protect religious
liberty rights in Louisiana, Jindal said. Let
me be crystal clear I absolutely intend to
ght for the passage of this legislation
and any other that seeks to preserve our

most fundamental freedoms.


Despite his call for passage of
the
religious
freedom
legislation,
Jindal
insisted
Louisiana
opposes
discrimination, but added we can uphold
both of those values simultaneously.
The truth is, this should not be a

conservative vs. liberal debate. Jindal said.


Last I checked, we were all in favor of the
Bill of Rights. And here in Louisiana, as
long as Im your governor, we will protect
religious liberty and not apologize for it.
The legislation, House Bill 707,
prohibits the state from taking adverse
action against a person for expressing a
religious belief or moral conviction about
the institution of marriage.
The bill, also known as Marriage and
Conscience Act, is broader than the
Indiana law because it applies not just to
religious beliefs, but moral convictions,
and explicitly prohibits tax penalties and
nes as possible actions from government.
Jindal, who is known for his opposition
to same-sex marriage and anti-LGBT
views, attempted to tamp down concerns
about the legislation during his speech,
saying the bill would not allow businesses
to discriminate or to refuse services to
gay and lesbian people.
The law merely ensures the state
cannot deny a license, certication,
accreditation, or contracts, to a person or

a business on the basis of their sincerely


held religious belief about marriage,
Jindal said.
Same-sex marriage is currently not
legal in Louisiana, but that could change
soon after the U.S. Supreme Court issues
a nationwide ruling on the issue. The
U.S. Fifth Circuit Court of Appeals also
seems poised to strike down the samesex marriage ban in Louisiana as well
as laws in Texas and Mississippi as a
result of pending litigation.
According to the Associated Press,
even though Jindal supports the bill,
leaders in the Republican-controlled
state legislature have a dierent view.
Senate President John Alario opposes
the legislation, reportedly saying it puts
Louisiana in a light of hatred and bigotry
and discrimination.
Additionally, at the start of the legislative
session, the bill wasnt sent to a House
committee, blocking the measure from
getting a hearing or vote for the time being.
It was the only bill not sent to a committee
among hundreds of other measures.

Puerto Rico marriage case
A federal appeals court has delayed oral arguments in a lawsuit challenging
Puerto Ricos same-sex marriage ban.
A one paragraph ruling the 1st U.S. Circuit Court of Appeals in Boston released
on Tuesday states it is premature to set an oral argument date at this time
because of the four marriage cases that are currently before the U.S. Supreme
Court.
Ada Conde Vidal and Ivonne lvarez Vlez of San Juan in March 2014 led
the lawsuit in U.S. District Court in order to force the U.S. commonwealth to
recognize their Massachusetts marriage. Four additional same-sex couples and
Puerto Rico Para Tod@s, a Puerto Rican LGBT advocacy group, joined the case
three months later.
U.S. District Judge Juan Prez-Gimnez last October dismissed the case, but
the plaintis appealed it to the 1st Circuit that includes Puerto Rico within its
jurisdiction.
The Puerto Rican government last month announced it will no longer defend
the islands same-sex marriage ban.

Florida governor to review adoption bill


A spokesperson for Florida Gov. Rick Scott on Tuesday declined to say whether the
Republican plans to sign a bill that would formally repeal his states ban on gays and
lesbians from adopting children.
The governor will review the legislation when it gets to his desk, said Jeri Bustamante
in a short statement she read to the Washington Blade.
Bustamante declined to comment further.
She responded to the Blades request for comment on the statute a few hours after
the Florida Senate by a 27-11 vote margin approved House Bill 7013 that would revise
the states adoption laws. The measure contains an amendment introduced by gay state
Rep. David Richardson (D-Miami Beach) that would repeal a 1977 law prohibiting gays
and lesbians from adopting children.
The Florida House of Representatives last month approved HB 7013 by a 68-50 vote
margin.
State ocials have not enforced the statute since a state appeals court struck it down
in 2010.
Equality Florida, a statewide LGBT advocacy group, on Tuesday launched an online

A new national organization called CNAC: Advocates for Black Gay Men says it
expected to increase the visibility of black gay men on Capitol Hill this week during the
nations largest annual constituent-based HIV/AIDS advocacy event.
The event, called AIDSWatch, was expected to bring more than 350 people living
with HIV and their allies from 30 states, Puerto Rico and D.C. to meet with members of
Congress April 13-14. Participants planned to inform lawmakers about the key issues
aecting people with HIV in the United States, according AIDS United, one of three
national HIV/AIDS groups coordinating the lobbying.
Devin Barrington-Ward, vice chair of the CNAC board, said the objective of the new
group is to provide legislative advocacy and to push political mobilization eorts for
black gay and bisexual men.
CNAC aims to develop policy recommendations through networking with black gay
men and community leaders on both local and national levels, a statement released
by the group says.
The groups website says CNAC stands for CRIBB National Advocacy Coalition.
Barrington-Ward said CRIBB stands for Creating Responsible Intelligent Black Brothers,
but he noted the group prefers to refer to itself as CNAC: Advocates for Black Gay Men.
He said the groups participation in this years AIDSWatch lobbying event comes at a
time when black men who have sex with men (MSM) continue to have the highest HIV
infection rate among all groups at risk for HIV, according to data released by the U.S.
Centers for Disease Control and Prevention.
CNAC kicked o its activities for the week on Sunday night at a dinner in downtown
Washington in which D.C. Congressional Del. Eleanor Holmes Norton was the keynote
speaker.
Congresswoman Norton gave a great address lled with history only a leader
serving as long as she has would know, Barrington-Ward told the Washington Blade.
She talked about how the plight of black gay men cannot be ignored in our eorts to
improve the lives of black men in general.
The other national groups joining AIDS United in organizing the AIDSWatch are
Treatment Access Expansion Project and the U.S. People Living With HIV Caucus. The
event is a project of the Elizabeth Taylor AIDS Foundation.

LGBT rights raised during Summit of the Americas


President Obama was among those who raised LGBT rights during the 2015 Summit
of the Americas that took place in Panama this past weekend.
Obama on April 10 during his speech at a civil society forum cited rights for gays
and lesbians. He also referred to his participation in last months commemoration
of the 50th anniversary of the Bloody Sunday march for voting rights for American
Americans in Selma, Alabama.
We know that our societies are more likely to succeed when all our people
regardless of color, of class, or creed, sexual orientation, or gender are free to live
and pray and love as they choose, said Obama. Thats what we believe.
Obama on April 11 did not specically mention LGBT issues during his speech at
the summit itself that took place in the Panamanian capital of Panama City. Brazilian
President Dilma Rousse largely echoed his previous remarks when she spoke to the
gathering.
We must seek cooperation that seeks a comprehensive and attentive approach
towards addressing the various causes and consequences of violence, with special
attention to the most vulnerable groups women, young people, especially blacks,
indigenous people and people discriminated against because of their sexual orientation
and gender identity, she said.

Whats left for Hillary Clinton on LGBT issues?

to support it years later.
But as she begins her second attempt
to win the White House, most of those
requests have been accomplished
after more than six years of the Obama
administration, which gives her less to
talk about in terms of LGBT issues.
Moreover, the apparent lack of
competition in the primary (according to
an ABC News-Washington Post poll last
month, she enjoys a whopping 50-point
lead over any other potential Democratic
candidate) also gives her less of a reason
to discuss LGBT issues.
The recent kick-o of her campaign
raises a question: Will the LGBT community
demand Clinton advance its rights in her
pursuit of the White House, or will the
focus be on rallying support to elect her?
Richard Socarides, a gay New York
Democratic activist and adviser on gay
rights to former President Bill Clinton,
said he expects the former secretary
of state to articulate a path forward on
LGBT issues.
I think elections are always about

the future as it should be, so I think that


people will want to look to her for new
ideas and ways we can advance the LGBT
communitys interests over the course of
the next six to 10 years, Socarides. So,
I think people can expect from her and
rightly so, her vision for the future on
LGBT issues.
Among the ideas that Socarides said
Clinton should embrace in the aftermath
of a Supreme Court ruling on marriage
are: comprehensive federal legislation
against LGBT discrimination; transgender
rights; and addressing under the surface
discrimination that prevents LGBT people
from reaching their full potential.
But Socarides acknowledged support
for Clinton among LGBT people, including
himself, is already strong, and noted the
inclusion of same-sex couples in her
campaign announcement video.
I think she is o to an excellent start in
very directly embracing marriage equality
and our community by for the rst time
ever featuring us in her announcement,
Socarides said. I do think that there is
a lot of warmth and good feeling about
her, and I think that many people in
the LGBT community connect with her
emotionally, as I do, and so I think thats

exciting, too.
But strong support from the LGBT
community for Clintons candidacy isnt
universal in the aftermath of the 1990s
when her husband signed into law
Dont Ask, Dont Tell and the Defense of
Marriage Act.
Dan Pinello, whos gay and a political
scientist at the City University of New
York, said LGBT people who remember
those times may not rush to jump on
board another Clinton bandwagon.
I think that some in the LGBT
community, particularly those who
were politically aware and active in the
1990s, will recall that the Clintons werent
reliable supporters of our rights, Pinello
said. After all, Bill Clinton voluntarily
signed into law both Dont Ask, Dont
Tell and DOMA after his surrogates
in 1992 campaigned in gay bars and
other LGBT venues to say that a Clinton
administration would be responsive to
our community. A lot of good that did.
Pinello also dismissed the importance
of Clinton or any other presidential
candidates support for pro-LGBT
legislation at the federal level, saying
Republicans are likely to retain both
chambers of Congress after 2016 and

theres not a lot she/he could achieve for


the LGBT agenda in the near term.
Although Clinton came out for
marriage equality in 2013, questions
about whether she thinks state bans on
same-sex marriage are unconstitutional
persisted after an interview with National
Public Radio in which she talked about
a state-by-state approach to the issue.
But the Clinton campaign cleared up her
position on Wednesday in a statement to
the Washington Blade.
Hillary Clinton supports marriage
equality and hopes the Supreme Court
will come down on the side of samesex couples being guaranteed that
constitutional right, said Adrienne Elrod,
spokesperson for Hillary for America.
Even before Clinton claried her
position on marriage, major LGBT groups
this week said they want Clinton to
advance LGBT rights when asked by the
Blade, but were vague on the details.
Rea Carey, executive director of the
National LGBTQ Task Force, said in a
statement to the Blade that change for
LGBT people should be a priority in next
years election.

Jared Milrad and Nathan Johnson didnt
know exactly whatthey were getting into
three weeks ago when they agreed to help
make a video on behalf of Hillary Clinton.
The Chicago couple was asked by a
friend who works for Organizing for
America if they wanted to participate in a
video of Americansgoing through big life
changes that were somehow related to
Clinton, whom they support for president.
When we were rst contacted, they
basically told us a little bit about what
they would be doing and said they were
interviewing people going through big
changes in life and also said that it was
something aliated with Hillary, but
didnt exactly say what it would be,
Johnson told the Washington Blade on
Sunday during a telephone interview. So
they just mainly wanted to hear our story
about that and our life and decision to
get married and how were dealing with
that and how excited we are about that.

31, works as an attorney and social

On Sunday, when they discovered the
video in which they were participating was
actually the campaign announcement for
the candidate they support, the couple
was pleasantly surprised.
We were really excited to see that our
interview was featured in the campaign
announcement, Milrad told the Blade. It
was particularly moving to see Secretary
Clinton feature a gay couple engaged
to be legally married, the rst of any
major presidential candidate. To us,
this decision demonstrates Secretary
Clintons commitment to LGBT equality

and the type of inclusive leader she


would be as president.
The video features the couple among
other Clinton supporters in a segment
in which they are shown holding hands
as they walk down a street. Overheard
is Milrads voice, who says, Im getting
married this summer to someone I really
care about.
Johnson and Milrad plan to marry on
July 19 in Chicago in a park adjacent to
Lake Michigan, then hold a reception at
Center of Halstead, an LGBT community
center in the city.
For Milrad, his decision to back Clinton is
based on her support for same-sex marriage

and the progressive views she holds.


We really believe that we need a
progressive leader in the White House
for years to come, Milrad said. I was
also a strong supporter of President
Obama, particularly on the issues that
aect our generation as well as the LGBT
community, whether it be marriage
equality, or climate change, or raising
the minimum wage. I think all those
issues are something that we agree with
Secretary Clinton pretty strongly on. So,
were among many other reasons happy
to support the campaign.
Johnson said Clintons role in
advancing womens rights contributed to
his decision to support for her candidacy.
Ive been raised by a pretty awesome
mom and my grandmothers also pretty
awesome, too, Johnson said. I think
womens rights is a very important
thing for me. I mean [Clinton has] over
the past 20 or 30 years been obviously,
internationally and domestically, a huge
supporter of womens rights and issues.
Shes been very strong on that, so for me,
thats been a very important issue. And
obviously her support now for samesex marriage for LGBT couples is an
important reason for why I support her
over any Republican candidate.

The three-member Baltimore City Liquor Board on April 9 unanimously denied


the Baltimore Eagles ownership group a requested liquor license transfer
claiming that the work on renovations was not completed within the requisite
180 days, deeming the license dead.
The bar, located at 2022 N. Charles St., closed in December 2012 following
its sale, leaving many in the community uncertain as to the bars fate. Charles
Parrish and Ian Parrish purchased the property for $300,000 and vowed to reopen it as the Baltimore Eagle after renovations are completed.
However, unanticipated problems with the structure, an excessive amount of
trash, delays in an electrical line installation and other impediments prevented the
renovations from being completed on time. Melvin Kodenski, an attorney for the
group, argued at a March 12 hearing that there was precedent to waive the rule under
certain circumstances and that he would present legal documents to the board.
The ownership group presented its evidence, but the board, led by former
judge Tom Ward, dismissed it citing a seething 2013 audit of the liquor board
that revealed corruption and other irregularities. The new board was given the
charge to crack down on zombie licenses as well as other improprieties.

LONDON A new lab-made antibody can suppress HIV for up to 28 days after
only a single dose, researchers at the Rockefeller University in New York have
found, according to a Gay Star News article.
Their work was published in the journal Nature on April 8 and was the rst time
that a new generation of HIV antibodies had been tested in humans, the article said.
We conclude that, as a single agent, 3BNC117 is safe and eective in reducing HIV1 viraemia, and that immunotherapy should be explored as a new modality for HIV-1
prevention, therapy and cure, wrote the studys lead author, Michel Nussenzweig.
The goal is a once-a-year shot for prevention and a combination approach for
cure, he added,much like cancer treatment.
The 3BN117 antibody shows activity against 195 out of 237 HIV strains and
earlier work demonstrated that it can prevent or suppress infection in mouse
and non-human primate models of HIV, Gay Star News reports.
In the new study, 17 HIV-infected and 12 uninfected individuals were injected
with a single dose of the antibody and monitored for 56 days. At the highest
dosage level, 30 milligrams per kilogram of weight, all eight infected individuals
treated showed up to 300-fold decreases in the amount of virus measured in
their blood, researchers found according to the Gay Star News article.
HIV antibodies previously tested in humans had disappointing results but
3BNC117 belongs to a new generation of broadly neutralizing antibodies.
Whats special about these antibodies is that they have activity against over
80 percent of HIV strains and they are extremely potent, said Marina Caskey,
assistant professor of clinical investigation in the Nussenzweig lab and co-rst
author of the study.
Broadly neutralizing antibodies are produced naturally in some 10-30 percent
of people with HIV, but only after several years of infection. By that time the virus
has usually developed a resistance, Gay Star News reports.
But by isolating and cloning these antibodies, researchers were able to
harness them as therapeutic agents against HIV infections that have had less
time to prepare.
In contrast to conventional antiretroviral therapy, antibody-mediated therapy
can also engage the patients immune cells, which can help to better neutralize
the virus, said co-rst author Florian Klein, also assistant professor of clinical
investigation in the Nussenzweig laboratory, according to the article.
Nussenzweigs group has produced a second HIV antibody and hopes to test it
alone and in combination with 3BNC117 this year, the report said.

While that all sounded wonderful and profound, I was still a little skeptical that
I could achieve this sense of enlightenment in just 45 minutes. Nonetheless, it
piqued my interest because I think its always hard to connect both your spiritual
and physical energy into one experience (other than yoga, that is).So of course,
I created a prole and signed up for my rst ride, which is only $20 for a rsttime rider.
Like a good student, I arrived a few minutes early to ll out the form and
check out the space. I must say that for how small the actual space is, it is set up
and operated eciently. The front desk sta was super friendly and the check-in
process we easy. And dont worry, if you forgot your cleats or dont have any, like
me, you can get them your rst time for free and then a minimal fee thereafter.
And although it was a small thing, I particularly like that the lockers have a built
in lock, so you dont have to worry about having to bring your own.
So there I was, all signed up with my shoes on, ready to go when all of the sudden
one of the doors opened and a sea of sweaty, tired, yet overly excited group of
people came ooding out of the room. As I set there watching this group of people
talk about the class and change out of their drench clothes, I begin to sense a sort
of energy coming from the group. I felt a sense of accomplishment emanating from
them. Like they conquered, not only the class, but something with themselves. I was
feeling this energy and I wasnt even in the class yet. And while it may sound silly, my
energy started to change. I started to feel anxious, excited, even trying to guess and
anticipate what the experience would be like in my head. I realize in that moment,
that I had caught my rst taste of the Soul Cycle bug.
Before I knew it I was in the dark tiny room, nding my seat on bicycle no. 36
anxiously anticipating what was to come. Kathleen, the instructor, was not only
full of energy, she gave great instruction for her rst-time riders and made sure
that the class helpers came around to help adjust my position on the bike. So
there I was all clipped in and adjusted on my bike when all of the sudden the
lights went down, the music went up and I started pedaling my butt o.
Instantly two things began to happen. One, I immediately felt a sense of
collective energy in the room begin to build and two, I felt this internal struggle
within me become present. I was very aware that I was trying hard to push
away the negative stressors of the week away (family, work, etc.) from me and
bring something happy, powerful and positive into the space. In short, I was
connecting to that rare place I, and we, often fear to go: the soul. I had to deal
with feelings and insecurities right then and there on the bike and to be honest,
I was in such state that some times I forgot that people were around me or that
I was increasing my resistance or that I had sweated completely through my
shirt. I was in a space all my own and I was glad that Soul Cycle allowed me to
get there.

gay rights protest
I picketed White House
with Kameny, others in 1965

I met Dr. Franklin Kameny on Sunday
evening, Feb. 25, 1962 at Lafayette Chicken Hut at 1720 H St., N.W., a gay piano
bar. As usual, Howard was at the piano.
Kameny was president of the Mattachine
Society of Washington, the Districts rst
gay rights group. He invited me to Mattachine Societys next meeting on March 6 at
Earle Aikens apartment on Harvard Street,
N.W., where I became its 17th member.
On April 3, I was elected to its board
of directors. At 20, I was the only minor
involved in a movement of about 150
people in Washington, New York, Philadelphia, Los Angeles and San Francisco.
Two issues concerned us:Both the federal and District governments prohibited
gay men and lesbians from holding jobs
and the American Psychiatric Association
insisted that homosexuality was a mental
illness. Gays were also denied security
clearances for government-related jobs.
It wasnt usual for one to nd on his
doorsteps two men from the Oce of
Naval Intelligence (ONI). You would be

subjected to interrogation even if you


worked in private enterprise.ONIlooked
for names of people who might be
gay. Their justication was always the
same: National Security.
This was this background in which
theworlds rst gay-rights picket occurred
on Saturday, April 17, 1965.Kameny called
me that Friday evening about the picket at
the White House on Saturday from 4-5 p.m.
That Saturday morning, I was at Union Station on my way to buy a poster board when
buses arrived for the rst demonstration of
25,000 people against the VietnamWar.
At 3:30 p.m., we met at the small triangle park at Pennsylvania Avenue, 18th
and H Streets, N.W. There were seven
men and three women. The old Roger
Smith Hotel faced the park and the Chicken Hut was down H Street.
I arrived with my poster:FIFTEEN MILLION U.S. HOMOSEXUALS PROTEST FEDERAL TREATMENT.
When Jack Nichols saw my sign, he
said, I want that poster! Not knowing
better, I gave it to him.Kameny and others had prepared various signs. Lilli Vincenz carried this poster: Sexual Preference Is Irrelevant toEmployment.
After walking to the White House, I was

Those passing our picket had disbelief
written on their faces. I learned later that
President Lyndon Johnson was upset by
our picketing.Of the seven men, I am the
only one still living.
Later, we picketed the U.S. Civil Service Commission and the State Department. In October, we staged a larger
White House picket and then marched
across the 14th Street Bridge and picketed the Pentagon.
During the July 4th weekend, my late
partner, Stephen Brent Miller, and I were
in Rehoboth Beach, Del. On the morning
of July 4, 1965, I left the beach in a suit
and tie and drove to Philadelphia for the
rst of the annual reminders in front of
Independence Hall.
Afterwards, I drove back to join Stephen
for dinner at the Avenue Restaurant.There
I met Richard Davison who was a government worker.As I talked about my experience in Philadelphia, I noticed that Richard
appeared to be uncomfortable.
During the early to mid-1960s, most of
us in the movement never understood
that our community would eventually
achieve its astonishing progress. Most
of us never thought gays would be able
to serve openly in both the government
and in the military and that there would
be laws protecting us against discrimination. And the idea of same-sex marriage
was beyond our imagination.
On Oct. 4, 1997, Stephen and I attended
the national dinner of the Human Rights
Campaign at the Grand Hyatt Washington.President Bill Clinton became the rst
president to address an LGBT audience.
What gave me the greatest pleasure
that Saturday evening, however, was
that our opponents were outside picketing while we were inside listening to the
president of the United States.

Best way to remember rst White House protests


Open up John Macys papers
to public inspection

It is a good thing there will be no speeches
in front of the White House on April 17, the
50th anniversary of the rst gay and lesbian
picketing of the White House. Anniversary
fatigue can set in with the procession of
50-year events that mark the tumultuous
60s. From the powerful Bloody Sunday
in Selma to the dreaded Woodstock 50th
coming in 2019, eyes can glaze over with
too much commemoration. We dont need
speeches. What we need are more facts.
Branded by their government as deviates, the Mattachine Society of Washington and its allies suited-up in jackets,
neckties and skirts to carry their pickets
with dignity into American history. Today,
it takes an act of imagination to appreciate
this moment organized by Frank Kameny,
Jack Nichols, Barbara Gittings and others
who protested the orthodoxy that gays
and lesbians were immoral, disgraceful
and unsuitable for federal employment.
So it is amazing after 50 years how much
we still do not know about what was actually
happening to these pioneers and the untold

thousands of other gay men and lesbians


whose careers and lives were destroyed by
federal persecution. For example, most of
the personal papers of the U.S. Civil Service
Commission Chairman John W. Macy the
leader of the governments gay ban at what
is now the Oce of Personnel Management
today remain unavailable to researchers
at the LBJ Presidential Library in Austin.
John Macy was a giant in Washington in
1965. He identied or cleared every political appointee and signicant promotion in
the Johnson administration. He reported
directly to the president, often through the
Presidents Special Assistant Bill Moyers (yes,
that Bill Moyers). How could Macys papers
not be available for historical research?
Working with our pro bono legal counsel McDermott, Will & Emery, The Mattachine Society of Washington has learned
that John Macys personal papers are not
subject to Freedom of Information Act requests. He donated them to the National
Archives prior to the passage of the Presidential Records Act of 1978 that governs
the ocial records of presidents created
or received after 1981. In this way, John
Macy to this day has been able to tie up his
personal papers with restrictions supposedly to protect the privacy of individuals.

Macy went on to become the rst chair


of the Corporation for Public Broadcasting
and never discussed what happened during 20 years of homosexual investigations
and ruined careers. Kamenys nemesis to
the end, Macy failed even to mention the
word homosexual, deviate or Kameny
in his message perfect memoir, The Human Side of Government (1971), in which
he portrays himself as a progressive.
The Civil Service should be, and is, recruiting and upgrading more blacks, women, physically handicapped and mentally
retarded persons than in the private sector, he wrote. Macy was at the peak of his
powers when the gay and lesbian pickets
assembled at the White House. He could
send his memos upstairs to Bill Moyers with
the names of all the suitable appointees.
Downstairs, he would send his letters to
gay America. He wrote the Mattachine Society of Washington one of the most animusdrenched policy statements ever crafted by
the minds of government attorneys:
Pertinent considerations here (for maintaining the ban on homosexuals in government) are the revulsion of other employees
by homosexual conduct and the consequent
disruption of service eciency, the apprehension caused other employees by homo-

sexual advances, solicitations or assaults, the


unavoidable subjection of the sexual deviate
to erotic stimulation through on-the-job use
of common toilet, shower and living facilities,
the oense to members of the public who
are required to deal with a known or admitted sexual deviate. (Macy letter to the Mattachine Society of Washington, D.C., 1966)
According to the LBJ Library, there are
47 linear feet of boxes containing Macys
unprocessed personal papers. None of
them are specically labeled as pertaining
to LGBT, they say. How would these les be
labeled with the words pervert, deviate, immoral and unsuitable? These boxes include
the 1965/1966 period when Frank Kameny,
Barbara Gittings, Paul Kuntzler, Lilli Vincenz,
Kay Lahusen, Jack Nichols and others stood
outside the White House fence demanding a meeting. Working with the National
Archives, whose archivists understand the
importance of the sealed boxes of gay and
lesbian history, lets open up the Macy papers as the best way to honor the men and
women who took their case to the American people on a sidewalk with pickets, April
17, 1965. Frank would love it.

After 50 years, the ght continues


We must enlist allies, big
business to secure victories

We have come a long way in the 50 years


since the rst gay rights demonstration was
held in front of the White House in 1965.
That was four years before Stonewall, which
many credit as the start of the modern gay
rights movement.
In those years I was more involved in the
Civil Rights movement and the womens
rights movement during the 1970s than
ghting for gay rights. I had yet to come
out when Frank Kameny and Barbara Gittings were already ghting and demonstrating in Washington, D.C. and Philadelphia.
Many believe the rst major U.S. protest
for LGBT equality took place in Philadelphia in front of Independence Hall on July

4, 1965. That protest was coordinated by


Philadelphia resident Barbara Gittings and
Washingtonian Frank Kameny, now considered by many the mother and father of
the gay rights movement. That demonstration brought activists from multiple cities
together who openly identied as gay and
called for equality. Kameny was an interesting character, and I use that word in a complimentary way. It was wonderful to see him
honored for his lifes work by John Berry
then director of the United States Oce of
Personnel Management.
Since those early demonstrations and the
Stonewall Riots in New York the ght for the
human and civil rights of the LGBT community has moved forward faster than anyone
would have predicted. In June the Supreme
Court will likely rule marriage equality is a
constitutional right. Yet, in many states, a gay
person can be married one day and red
from their job or denied housing the next.
To remedy this, a bill is being readied for
introduction in the Congress. Sen. Je Merkley (D-Ore.) announced his plan to push a
broad and comprehensive LGBT Non-Discrimination Act. At an event sponsored by
the Center for American Progress, Merkley
said he will work with advocates and congressional partners in 2015 to draft and pass

such legislation. The bill as discussed would


be very close to the bill rst introduced in
1974 by then Congresswoman Bella S. Abzug (D-N.Y.). The problems it will encounter
are most likely the same as that rst bill and
it will see the same fate. In the current Republican Congress unless there is a radical
change of heart it will have zero chance of
passing. Along with the Republicans who will
vote against it are a slew of Democrats who
are still afraid of their own shadow when it
comes to speaking out for LGBT rights.
So my prediction is we will still need
modern-day activists to take to the streets.
But to have any success they will need to be
backed up by an army of supporters who
will work the halls of Congress, one oce at
a time, to convince members that passing
this bill is the right thing to do. One recent
event that gives me some hope was seeing
how the business community stepped up to
the plate with regard to the recent Religious
Freedom Restoration Act (RFRA), signed by
Indiana Republican Gov. Mike Pence. They
forced him to backtrack and then sign a
second bill at least enacting some form of
protection from discrimination for the LGBT
community. Many said too little too late, but
it was a step forward.
To win the remaining battles after mar-

riage equality, our community will need to


harness that same energy and support from
the business community on Capitol Hill that
we saw in Indiana. We will need Tim Cook of
Apple and the CEO of Walmart to walk the
halls of Congress with us. We need to convince the National Chamber of Commerce
to stand up alongside the Indiana Chamber
of Commerce, which said discrimination of
any kind is bad for business. We need NASCAR and the NCAA to stand with the Human
Rights Campaign and our other national organizations and go with them to every oce
on Capitol Hill to lobby for a comprehensive
LGBT civil rights bill.
The National Gay and Lesbian Chamber
of Commerce and all its chapters must live
up to what they were intended to be when
they were formed and demonstrate the
clout our businesses and our allied businesses can bring to bear. They need to
make the ask of those big businesses that
say they support us and bring together all
their lobbyists to join in this ght. That is
the vision I had more than 10 years ago
when I wrote a column in this newspaper
suggesting the need for an LGBT chamber.

Mayors laudable plan to end homelessness by 2020


D.C. should acknowledge
fundamental right to housing

On April 2, the Bowser administration released the FY 2016 Budget. I have recently
focused on homelessness in this space, so I
immediately sought out the provisions related
to homelessness. The most laudable goal is
the plan to end homelessness by 2020. While
many have given lip service to addressing
homelessness in the past, its great to see a
comprehensive plan for ending homelessness
addressed in the budget.
This issue is personal to me. In 1996, my
Uncle Mikey Williams was homeless and was
found dead from an overdose. Although he
had relied on family in the past, when he was
in this dire situation, he chose to try to make
it on his own. He previously completed the
Salvation Army drug rehab program. When

he went to jail, many family members were relieved because he would always get clean from
drugs and was safe from the streets when he
was in jail. During his last period of homelessness, he was couch surng and sleeping in his
car. He overdosed while getting high with a
friend. That friend drove him from Northeast
Washington across the Maryland line and left
him a half block from the Sherri Road police
station, where he was found. From then on, I
had a rst-hand view on the connected issues
that often contribute to homelessness and I
knew that the District needed to do more to
provide a safety net for those in need.
Last week, I attended a presentation on the
D.C. Budget sponsored by Empower DC. A
representative of the D.C. Fiscal Policy Institute
gave a synopsis of the budget to attendees. The
focus was on homelessness, aordable housing, TANF benets, school funding and taxes.
Some noteworthy provisions that address
homelessness and were highlighted by the
D.C. Fiscal Policy Institute in its presentation
are the millions in funding that will help 350
individuals leave shelter with rapid re-housing, provide Permanent Supportive Housing
to 250 individuals and 110 families, provide
Targeted Aordable Housing to 150 families
and 150 individuals, and devote more funding for family shelter, including funding for
DC General replacements.
After sitting through the presentation, some

additional thoughts came to mind. I immediately


realized that it will be hard to achieve the overall goal of eliminating homelessness if we dont
create a fundamental right to housing. While the
international community has recognized a fundamental right to housing in its Universal Declaration of Human Rights, the U.S. Supreme Court
has not recognized such a right. Its time for D.C.
to recognize this right on a local level.
Creating such a right would make it dicult
for the government to deny individuals public
and aordable housing on grounds, such as
credit checks. Fundamental rights require a
high level of scrutiny (strict scrutiny) before
governmental bodies can act to diminish the
right. This is a dicult standard to meet. Any
law abridging the fundamental right would
have to meet a compelling government interest and has to be narrowly tailored to
meet that interest. While there is a public
interest in ensuring public and aordable
housing residents are law-abiding residents,
I would not classify that as a compelling government interest, as the government has a
stronger interest in eliminating homelessness and ensuring that minor drug oenses
or credit histories dont prohibit the right to
live in safe, clean housing. Furthermore, any
general prohibition based on credit worthiness or criminal record is not narrowly
tailored to meet a compelling government
interest, as many people with credit or past

criminal convictions are currently law- abiding citizens. Thus, this is not the least restrictive means to provide for any government
interest surrounding safety.
Making housing a Fundament Right and
eliminating the barriers to obtaining and
maintain housing is necessary to eliminate
homelessness. We need to get away from the
concept that there is a deserving poor and
eorts should be made to house those who
are deserving. ALL PEOPLE deserve a safe
place to live.
Thus, we need to eliminate restrictions to
aordable housing, such as credit checks and
criminal record prohibitions. These restrictions are especially prevalent when housing
changes from public housing to mixed-income housing. The onerous restrictions often
result in very few of the original tenants being
able to move back into the newly renovated
mixed-income community.
Most of the provisions barring people from
housing are drug-related. Preventing those
with drug problems from obtaining housing is
not good social policy. It would be much more
eective to house all individuals in need and
to provide the necessary wrap around services to ensure that they receive any needed
substance abuse, mental health or job training services. If these programs were in place
20 years ago, maybe my family would still be
enjoying my Uncle Mikeys company.

proposal ignores last years
tax relief approval

Either Muriel Bowser has had an unacknowledged bout of amnesia or shes hoping
Washington residents and local businesses
have been aicted with a sudden loss of
memory.
When the former D.C. Council member and
recently inaugurated District mayor released
her rst proposed and record-setting $12.9 billion mammoth city budget earlier this month,
following a State of the District address at the
Lincoln Theater, there was a glaring omission
that went unspoken.

Bowsers failure to even reference, let alone


follow through on, the promised tax cuts overwhelmingly approved by the D.C. Council last
year and that she voted to adopt as a Council
member was jaw-dropping. The fact that she
instead proposed to re-raise the sales tax rate
was simply startling.
The irony of the mayors attempt at a sleightof-hand on delivering the approved additional
phases of tax relief for a broader number of
residents and an initial phasing-in of business
tax reductions lies in the argument she oers
for raising the sales tax. Bowser claims as justication that returning the rate to six percent,
following a long-delayed sunset of a prior hike
to the same amount, would match the rates in
neighboring Maryland and Virginia.
The mayor exposes the fallacy of her proposal, however, by ignoring the fact that the
planned income and corporate tax cuts were
designed to make District rates competitive
in the region, particularly for business, and
provide some modest relief from the extraordinary tax burdens for which the city is infamous.
Bowser also relies on the D.C. Tax Revision
Commissions recommendation to raise the
sales tax that the D.C. Council rejected, while
ignoring the other tax policy revisions that

were adopted and scheduled for implementation over the next several years.
Try as she might, Bowser cant have it both
ways.
In fact, if the novice mayor were to be consistent in her argument, she would suggest increasing the one tax that D.C. extracts at a lower rate than other area jurisdictions. Despite
being among the very worst tax-burdened
places in the country, especially for commercial enterprises and business operators, the
Districts residential property tax rate is singularly low. Just sayin.
After all the bluster and bow-taking less
than a year ago by Bowser and her then D.C.
Council colleagues when nally confronting
the long overdue imperative to deliver resident and business tax relief, the now-mayor
acts as if the whole thing didnt happen.
In Bowsers Alice-in-Wonderland looking
glass world, she appears to think weve fallen
down the rabbit hole.
D.C. Council Chair Phil Mendelson, to his
credit, this week criticized Bowsers proposed
sales tax increase when she appeared before
the Council. It was Mendelson who last year
revived the Tax Revision Commissions recommendations for broadly-applied tax relief after
former Mayor Vincent Gray refused to include

them in his budget proposal. Council Finance


and Revenue Committee Chair Jack Evans also
criticized the proposal.
The D.C. Council should not only reject
Bowsers proposed sales tax hike but should
insist on initiating implementation of the full
tax relief schedule promised last session.
That doesnt require that the city abandon a
renewed focus on homelessness and aordable housing, two primary objectives of the
Bowser administration. Only that the government make choices about its priorities and
allocations and spend more eciently and
eectively. The era of believing the bounty is
bottomless is behind local ocials.
The mayor will likely point to the budget forums she conducted to rationalize her plans,
unwilling to admit that such events are essentially special interest wish-list confabs attended
by primarily single-focus advocates more akin
to a childrens holiday Santa letter-writing session. The District must peer into its fat wad of a
wallet and decide how to best stretch the bucks.
Mayor Bowser and the D.C. Council need
to make dicult spending decisions while simultaneously honoring the commitment to
a mere modicum of tax relief for both businesses and residents.
Anything less is a broken promise.

Take action to protect
students from harassment

On Sept. 19, 2010, Seth Walsh, age 13, committed suicide by hanging himself. Three days
later, on Sept. 22, 2010, Tyler Clementi, age 18,
committed suicide by jumping o the George
Washington Bridge. Almost a year after that,
on Sept. 18, 2011, Jamey Rodemeyer, age 14,
committed suicide also by hanging himself.
These three teenagers stories, all of which
ended in suicide as a result of anti-LGBT bullying, have stayed with me because they all occurred about a year after I came out publicly as
gay. But more importantly, these names have
remained sketched in my mind because in another life they could have been me.
I was rst called gay by a fellow camper when
I was in elementary school, and although I did
not know what the word meant, it was clear to
me that it was meant as an insult. I was bullied
in both elementary school and middle school,
for a variety of reasons, including my lack of interest in traditionally masculine activities. This
continued into high school but in a dierent
form although I was occasionally called gay

or a faggot (despite being closeted), these moments were very rare. Instead, the anti-LGBT
bullying in my school was indirect. Through
comments like thats so gay and a general
environment in which homophobic remarks
went unchallenged, a hostile environment was
created for closeted LGBT students.
I will never forget sitting in class and listening to my fellow students tell our teacher, who
was a Rabbi, that they would never let their
future children interact with a gay Rabbi because they would turn their children gay. The
malice and disgust in these students voices as
they described being gay made me shrink further into the closet. For a signicant amount of
time in high school, I was depressed because
of my struggles coming to terms with my sexuality and the homophobic environments I was
constantly forced to be a part of in school.
And I was not alone. Lesbian, gay and bisexual (LGB) youth are more likely to experience
depression than their straight counterparts
and LGB youth are four times more likely to attempt suicide than their straight peers. These
statistics are even worse for trans youth. Although I was lucky to ultimately have the support of family and friends and was eventually
able to come out in college in an LGBT-friendly

explicitly prohibit bullying on the basis of a students actual or perceived sexual orientation,
gender identity, race, color, national origin, sex,
disability status or religion. Similarly, the Tyler
Clementi Higher Education Anti-Harassment
Act of 2015 would require institutions of higher
education to develop policies regarding harassment based on a students actual or perceived
sexual orientation, gender identity, race, color,
national origin, sex, disability or religion.
As a Jew growing up I learned that the great
rabbinic sage Hillel summarized the entire Torah as what is hateful to you, to others dont
do. Furthermore, our tradition teaches that all
people are created btzelem Elohim (Gen 1:27),
in the divine image; this belief in our shared
humanity teaches us not to tolerate discrimination againstor the bullying ofany person. Although the school I attended did not
embody these principles, our legislators have
the opportunity to take action and ensure that
public schools throughout the country are
actively ghting bullying and harassment and
honoring the divine in each of us.

of Leelah Alcorn, a trans girl who took her own
life this past December at age 17, are not isolated incidents, but part of a persistent trend of
anti-LGBT bullying and LGBT suicides. On April
17, students from across the country are taking a vow to not speak as part of GLSENs Day
of Silence to draw attention to the silencing
eect of anti-LGBT bullying and harassment
in schools. While these students participation
can have a huge impact in countering anti-LGBT bullying and harassment, these students
cannot solve this issue alone. Our elected ofcials must act to combat bullying and harassment in our public schools by passing the Safe
Schools Improvement Act and the Tyler Clementi Higher Education Anti-Harassment Act.
The Safe Schools Improvement Act would
ensure that all school districts have clear and
comprehensive student conduct policies prohibiting bullying and harassment, report data
regarding bullying and harassment and implement professional development programs to
help school administrators and sta address
bullying and harassment. These policies would

If Chaucer were writing Canterbury
Tales today, his pilgrims would not be
on a quest to the shrine of St. Thomas
a Becket in Canterbury, but rather on
a quest for a new home. Spring is definitely here, and with it, the flowering
of increased real estate listings visited by
many pilgrim homebuyers. These sellers
and buyers have been dormant through
the winter, but are now eager to sell or
buy a home.
In addition to the change of seasons,
theres also a pent-up desire to buy or sell
a home fueled by the fact that the average
American used to move every 4.9 years.
However, its now nine years since the
housing bubble burst and people have
been cautious during this time about
moving up or even entering the market
to buy a home. That situation seems to
be changing, as any buyer making the
weekend tour of open houses will tell
you: With the supply of housing still limited, theres a lot of competition out there
for good properties. These properties are
often selling within a week for prices at
or above list price due to the competitive
nature of this market.
Chaucer populated his work with a variety of characters from English society
of 1475, each of whom got to tell a tale,
with the prize for the best tale being dinner at the Tabard Inn in Southwick (London) upon their return from Canterbury.
With apologies to Geoffrey Chaucer, I offer this sketch of characters making the
homebuying pilgrimage. If youre in the
market to buy or sell, see if you recognize
yourself:

The millennial single/couple: After


waiting a few years to enter the market,
millennials are just now beginning to buy.
Surveys have shown that they believe
home ownership is a good thing, and
theyre savvy about using the Internet to
identify properties they like. However,
theyve been waiting to buy in order for
the market to calm down a bit, meanwhile saving up for a down payment or
paying down student loans. The millennial buyer is a good candidate for programs

like HPAP or DC Open Doors to help with


their down payment.
The new baby boomer couple or
family: This buyer may or may not have
already been living in their own home
(usually a condo or coop), but now theyre
ready to start a family and they need
more space. Having already been through
the homebuying process once, they are
comfortable with the process. Their challenge is to find homes with amenities that
will serve a young family, not the least of

which is good neighborhood schools.


The move-up buyer: This couple or
single buyer is looking to maximize their
equity on their existing home by getting
a good sales price for it, then using all or
part of that equity as down payment on
a new home with more amenities. They
may be a cash buyer.
The empty nester: This couple or single buyer is looking to downsize from the
big family home once all their children
have left the nest. This buyer may often
want to move back into the more urban
parts of the District after raising their family in a more suburban location, whether
inside the District or the neighboring suburbs. This is often a cash buyer.
The small investor: This buyer is
looking for one or more single- or multifamily homes to purchase as rental property. They may be move-up buyers converting their previous home into a rental.
They will usually put the minimum down
(20 percent for investment properties) in
order to leverage their cash to buy multiple properties.
The developer/flipper: This buyer is
looking for homes to renovate and flip,
either as single-family homes or as multiple flats within a larger house. This buyer
pays attention to the zoning for candidate
properties in order to maximize their
profit on the project. They may or may
not be paying cash.

Signorile on victory
blindness, Aaron Schock
and the path forward

WASHINGTON BLADE: The book is


so timely and full of up-to-the-minute
developments. Arent you concerned it
will be outdated very quickly?
MICHELANGELO SIGNORILE: Its the
nature of our entire communications
industry that everything moves so quickly
and books occupy a dierent place than
they used to. They have to do something
dierent. What had continued to strike me
over the last few years is that although we
kept having these victories, the facts on the
ground werent matching the celebrations
and there was still a lot of discrimination.
That was something that was remaining true
regardless of what the latest victory was .
so it was really an issue of which examples

blindness with every group and every civil


rights movement. Theres a point where
theres a major win and a lot of people
become complacent and apathetic and
pull back and its really the worst time for
that to happen because thats really when
the opponents really begin to organize
in a erce way and take advantage of
that apathy and we have certainly seen
that with womens rights. If you go back
to the 70s, there was a real cultural
shift and the sexual revolution and then
people kind of thought it was over, wed
arrived. People dont anticipate the
backlash, often in the form of a religious
revival, which we saw in the 80s with the
Christian evangelical revival, which has
happened at various times all throughout
history. Now were seeing the Voting
Rights Act stripped away, another clear
example where people dont anticipate
the backlash. You can change the laws,
but it doesnt change the attitudes and
you cant just say its over.

With even anti-LGBT forces conceding
a turning tide against them in the
marriage wars, gay rights activists are in
a place they like with same-sex marriage
support polling higher than ever (only 33
percent oppose according to last months
NBC News/Wall Street Journal poll) and
marriage equality in 37 states plus D.C.
But marriage, of course, isnt the
only issue and radio host and author
Michelangelo Signorile says the movement
is in danger of succumbing to victory
blindness, a phenomenon wherein were
overcome by the heady whirl of a narrative
of victory, a kind of bedtime story that
tells us weve reached the promised land,
that can make everything else seem like a
blur. In his new book Its Not Over: Getting
Beyond Tolerance, Defeating Homophobia
& Winning True Equality, a wide-ranging
book culled from years of activism and
insight gleaned from his long-running
eponymous show on Sirius XM radio,
Signorile warns of potential dangers ahead.
Dubbed both a wake-up call and
a battle plan for the ghts to come,
Signorile, wholl be in Washington to
promote it and sign copies at Politics &
Prose next week, says theres much work
to do. Though he makes a compelling
case, we played devils advocate with
him by phone for an hour last week. His
comments have been edited for length.

to use. Some of the older ones, I just decided


not to use. There were newer ones that
would carry the basic idea through.
BLADE: In the last chapter you outline
what you feel is the best way to proceed
from here. Nobody has a crystal ball, but
with the information you have, how likely
do you feel that scenario is?
SIGNORILE: Its hard to know because
if you had asked me 10 or 15 years ago,
how soon we would have full marriage
equality, I would have said 25 or 50 years,
something like that, so I think it could
happen a lot quicker but a lot of it really
is related to how kids are taught about
gender and sexual orientation, that really

is key. In terms of getting full civil rights,


who knows when Democrats will have full
control again. I almost see that as taking
longer, maybe 10 years or more.
BLADE: You write about the dangers
of victory blindness. Do you see any
parallels or mistakes at comparable
points in the African-American civil rights
movement or the womens movement
that we can avoid? Do any of the
rumblings that still bubble up in society
on those issues stems from issues of
victory blindness their respective leaders
might have succumbed to at comparable
points to where we are now?
SIGNORILE: Yeah, weve seen victory

BLADE:
But
couldnt
that
be
construed as an argument in favor of
the incrementalist approach you argue
against in the book? If you dont come in
like such a barnstormer, wouldnt it stave
o some of the fervor of the backlash?
SIGNORILE: I think you do have to
come in like a barnstormer and demand
full equality and then stick with it. The
problem is people get a part of it and may
even get much of it, but then dont stick
with it for further change. Whether you
do it incrementally or not, your enemies
will still organize against you. I dont think
youre taken seriously when you just ask
for a little bit or crumbs and I dont think it
really energizes and captivates your own
people and the larger public when you do
it that way. You have to really demand that
full equality and whatever you get you get,
but then you have to stick with it and keep
ghting for it. The lesson for a minority
is that youre always going to be ghting.
The roots of bigotry go very deep.
BLADE: So is it a mistake for groups
like Freedom to Marry to say theyll close
if the Supreme Court rules in our favor?
SIGNORILE: I think it depends how
theyre talking about it. Evan Wolfson
has been very clear that the ght is far
from over. The bigger problems are the

Since I was 18, when I realized that my
best friend was also gay. The hardest
person was my cousin, Glendalee. Shes
like a younger sister to me. We grew up
together and for some reason I couldnt
have that conversation with her until a
few years ago.

What I enjoy most is knowing my work as a volunteer and as a DJ are both
for a good cause, says Gonzalez, whos also on the Cherry planning committee.
We can dance, have fun and contribute to the cure of this horrible disease
that is still aecting many people in our community.
Gonzalez is single and lives in Silver Spring, Md. He enjoys music and making
remixes in his free time.

Lights Rise for budding playwright


Straight writer explores gay
themes in love
triangle drama

Playwright Chad Beckim dreads the
poseur label. In his work, he writes about
the personal lives of minorities and
down-low lovers. Things a straight white
boy from Maine might not know about.
But through rsthand experience and
research, Beckim has learned a lot and
does his best to get it right.
In his gritty chamber play Lights Rise
on Grace, now at Woolly Mammoth,
Beckim tells the story of Grace, a shy
Asian girl, who falls in love with Large, an
extroverted African-American classmate.
But their happiness is interrupted when
Large is sent to prison. While locked up,
he falls into a relationship with white
inmate Riece. Six years later, a released
Large reunites with Grace but continues
his relationship with Riece.

Inside prison Large and Riece are


denitely lovers intensely physically
and emotionally paired o. When they
return to their outside lives they dont
cut that o. They still see each other. And
from what Ive read, this happens a lot,
says Beckim, 41. Had they grown up in
a dierent more supportive environment,
Large and Riece would have been gay
men in a same-sex relationship, I think.
Whats Beckims way into these gay
characters? Im in theater. Im surrounded
by gay people and have always frank
discussions with them. Also my uncle is gay.
The Brooklyn-based playwright and
co-artistic director of Partial Comfort
Productions, a small but respected New
York theater company recalls a particular
family vacation. My uncle and I were out
on the lake drinking boxed wine when I
asked him about being gay, to tell me
what its like. That following Christmas
when I came home from New York, my
mom said, If youre gay Ill always love.
I was confused because I had a serious
girlfriend at the time. Turns out my uncle
had told my mom that I seemed gay

curious and might be afraid to come out.


My brother laughed a lot.
Despite his familiarity with gays,
treading in LGBT territory continues to be
where Beckim feels the most interloperesque. When writing, I persistently ask
questions to my gay friends: Does this
track? Does this pan out? I dont enter
into this lightly, believe me. I take it very

seriously and want to get it right.

Struggling festivals return


with renewed vigor

LGBT fans of indie and international
cinema in D.C. have reason to rejoice.
Two local lm festivals (Filmfest D.C. and
Reel Armations) that were on the verge
of cancellation will be presenting exciting
new movies this year.
Since 1986, Filmfest D.C. has presented
a wide variety of international lms
to enthusiastic local audiences. But,
according to Founder and Director Tony
Gittens, after the 2014 festival, We were
all pretty sure we wouldnt have the
resources to do it again. But there was
a surge of popular demand. It was very
moving. People sent in checks, so we took
another look at the budget. We had to
reconsider how we did business. Board
members stepped up with increased
donations. We identied new sponsors
and some of our traditional sponsors
increased the size of their gifts.
On the expense side, Gittens says, we
consolidated venues, but added more
screens at each site. That enabled us to
show the same number of lms, but with
less sta and fewer volunteers. We also
decided to conduct Skype interviews with
some of the artists instead of ying them
in. That saved us a lot of cash.
With his son in tow to provide some
street cred, Gittens also visited lm
classes at area universities to nd out
how to better promote Filmfest D.C.
to younger audiences. Based on his
research, he and his colleagues decided
to oer special passes for students and to
increase social media use.
Finally, they added a new series of lms
called Rhythm On and O the Screen that
pairs international movies about music with
local performers. International tap stars
Chloe and Maud Arnold will perform in the
lobby of the E Street Cinema before the
screening of Tap World. A steel drum band
will play before PAN! Our Music Odyssey, a
documentary from Trinidad about the 50th
annual Panomania steel drum festival.
The result of all of these changes,
Gittens says, has been to create a
leaner, more modern festival. Weve

made Filmfest more fun and enhanced to


audiences experience.
Two lms of special interest to the
LGBT community are part of the festivals
Justice Matters series programmed by
San Francisco lm curator Linda Blackaby.
Limited Partnerships, playing at the
Landmark E Street Cinema on April 23 and
25, examines the legal battles faced by an
international couple. Margarita, with a
Straw is an Indian lm that blasts through
barriers of nationality, sexuality and ability. It
will be shown at E Street on April 19 and 25.
Kimberley Bush, program director for
Reel Armations, is thrilled to announce
the re-launching of the acclaimed LGBT
lm festival. From August 28-30, Bush
and her dedicated team will present their
Fall Film Festival at the Tivoli Theatre in
northwest D.C. The weekend will include
a variety of American and international
LGBT lms, along with panel discussions,
lmmaker reception and galas.
In the meantime, Bush will continue
producing Reel Armations XTRA, a
monthly LGBT lm series. The April
screening is Tiger Orange, a moving lm
by Wade Gasque about two estranged gay
brothers who are reunited after the death
of their father. Bush recently announced
that actor Frankie Valenti (formerly
known as porn star Johnny Hazzard) will
be appear at a meet-and-mingle between
the two screenings on Friday.
Bush, who has been involved with
Reel Armations in a variety of ways
for many years, says that she is driven
by her love for what Reel Armations
has done for the community. Im a very
determined individual and Ive seen how
the community still needs to see images
of ourselves onscreen. She entered into
a strategic alliance with David Mariner of
the D.C. Community Center for the LGBT
Community to include Reel Armations
as part of its extensive arts programming.

Anniversary Reception at Policy Restaurant and Lounge (1904 14th St., N.W.) on

The awards will honor those individuals and organizations that have served
the local LGBT community. This years Distinguished Service Award recipients
include Chuck Hicks, founder and chair of the D.C. Black History Celebration

Human Rights; and Anne Phelps, a straight ally whos legislative director for
Ward 6 Councilmember Charles Allen.

Cather, who wrote the novel My

also stars Holmes, explores the facets of

rooms. A double-sided buet in the
center of the room oered a variety of
options and specic dietary requirements

Its a buet, so certain allowances do have
to be made but once you got past the
canned sliced black olives on the salad bar,
the food was nicely prepared and plentiful.
The organic spinach and kale salad had a
zingy lemony dressing spiked with roasted
garlic and guests went back for seconds of
the roasted salmon and tilapia cooked with
tomatoes, shallots and capers. A baked
pasta of ziti in a creamy spinach sauce was
just about perfect for a cool spring day,
especially when accompanied by roasted
broccoli with chili akes.

sometimes feature DJs who even
stop by your table to see if you have
any special requests and sometimes
include live music, as with the Saturday
Gospel Lunch Cruise. And you will not
be dancing alone these cruises do
have that kind of wedding reception vibe,
with the dance oors full of people from
8 to 80, boogying down to everything
from Motown to Madonna. An openair rooftop deck lled with comfortable
couches oers a nice place to sit back
with a drink and watch the Washington
Monument pass by.
When going on any lunch or dinner cruise,
its important to remember that the food is
generally not the star the scenery is but
the Spirit of Washington still serves food that
is tasty and fresh, meant to complement
the overall experience. The service is just
about as stellar as the skyline views, and
so the memory you come away with is that
this is something youd do again with family
and friends, a nice way to see the sights
without ever having to leave your seat. That
warm chocolate chip cookie that the crew
members hand you as you step back onto
solid land is a pretty good incentive too.

Audi A3 and BMW i3 are


trendy and green

Between the ubiquitous Prius and the
uber-pricey Tesla, theres a new crop of
chic eco cars. From diesels to EVs, these
relatively mid-priced rides let you be
green but without spending too much
green. Here are three of the best.
AUDI A3 TDI
$37,000
Mpg: 31 city/43 highway
0-to-60 mph: 7.2 seconds
How hot is Audi? Its the vehicle of choice
for trendy billionaires well, at least for
Ironman Tony Stark and kinky Christian in
Fifty Shades of Grey. But while those bad
boys drive the R8 supercar, the A3 TDI diesel
is also smokin. Thats a play on words, of
course, because todays clean diesels arent
like their noisy, belching brethren from 20
years ago. Audi and its VW sibling lead
the pack in eco-friendly diesels and the A3
gets the best mileage in either of those
lineups. The compact A3, which made it
from D.C. to New York City and back on a
single tank of gas, navigates nimbly around
potholes and errant taxis. Initial acceleration
isnt snappy, though theres plenty of pick
up at freeway speeds. Theres little backseat legroom and the rich cabin may not
be as quiet as larger Audis, but its still
top-notch with sculpted seats, a stunning
sound system and superior t and nish.
Theres also lots of standard fare, including
automatic xenon headlights, Bluetooth and
a sunroof. But some must-have features
are only available as options: heated seats,
blind-spot monitoring and rearview camera.
BMW i3

Mpg: 137 city/111 highway
0-to-60 mph: 6.6 seconds

Beautiful or butt-ugly? Theres no


shortage of strong opinions about the BMW
i3 electric car. Yet what may look quirky on
the outside is surprisingly roomy inside with
high ground clearance (thanks in part to
large, 19-inch tires) and great visibility. This
edgy EV is built with aluminum and carbon
ber, so it feels lighter than the smaller
Smart Fortwo. The mod, well-built interior
is whisper quiet and rear-hinged doors (aka
suicide doors) make it easy to access the
back seat. Other niceties: fast acceleration,
quick steering and strong brakes. With
such a short chassis, hitting big bumps can
feel like youre in a basic Beetle instead of a
brawny Bimmer. But overall, the ride is calm
and comfortable. The biggest knock against
EVs is range anxiety and fully recharging
a depleted i3 battery takes 20-plus hours
when plugged into a 110-volt household
outlet. But BMW oers an optional gaspowered range extender and a quickcharging system. Drivers can also use the
navigation and smartphone-app systems to
locate public charging stations.
VW e-GOLF
$33,000
Mpg: 126 city/105 highway
0-to-60 mph: 9.3 seconds
If the BMW i3s styling is too rad for your
tastes, theres the e-Golf hatchback. VWs
rst electric car looks and handles like a
regular Golf. It even has the same amount of
cargo room. Like the BMW i3, its super quiet,
has primo brakes and is full of standard
features: heated seats, heated side mirrors,
electrically heated windshield, keyless entry/
ignition, automatic wipers, rearview camera
and so on. Its slower than the BMW i3, but
also less expensive. Because theres no
engine just the silent electric motor VW
added a slight whirring sound to the e-Golf
to alert pedestrians that the vehicle was
near. Still, driving without a true exhaust
rumble is unnerving at rst. But then you
realize this just adds to the eco-chic cachet.

Congressman Barney Frank and decide.
From the time he was 10 years old,
Barney Frank was fascinated by politics.
By age 14, he understood two things: I

was attracted to the idea of serving in


government and I was attracted to
other guys. He also thought that he had
to keep the latter quiet forever.
Growing up in a liberal Jewish household
in New Jersey, Franks political beliefs were
formed early. He volunteered to work on
Adlai Stevensons second presidential
run, went to Harvard as a liberal with the
occasional conservative viewpoint and
worked for voting rights during Freedom
Summer. His volunteerism taught him
a lot, which qualied him to work for
the mayor of Boston in 1967, where he
honed his political talents, opinions and
negotiation skills. By 1972, he told himself
that an all-out war on homophobia
would be part of his activism henceforth.
Throughout his early political life,
however, he was surprised nobody asked
him the question. He says, There did
not appear to be any public comment on
the fact that an unmarried 32-year-old
man was the states most ardent advocate
of gay rights. When he was nally asked,
despite his promise to himself, he
denied his sexuality; shortly thereafter,

he launched a run for Congress that he


didnt think was winnable as a gay man.
After the election, he decided to adopt
a hybrid status to be out privately but not
publicly. That changed by late 1989, when
he faced action from his Congressional
colleagues over his long-time relationship
with a male prostitute.
Undaunted, Frank continued to work
on behalf of LGBT rights and consumer
issues in the Democratic party. His career
always came rst but by mid-2005, he
says he wanted to enjoy a personal life,
having once claimed that he hoped to
retire at age 75 in 2015.
This, he says, was one of my better
attempts at a personal prediction: I was
only two years o.
Reading Frank is something like
taking a tour in a working artists studio:
its a mess, but there are colorful and
interesting things to see here and there.
On the latter, there are enough asides and
tidbits to keep readers going and, though
theyre woefully underrepresented, were
treated to some personal, non-political
anecdotes.
Understandably,
however,

most of what author Barney Frank oers


is of a political slant: mostly linear details
of his accomplishments, opinions on what
happened and occurrences that are matters
of public record a little braggadocio, a
little observational and a lot of ho-hum.
Fans of politics, I think, will be far
happier with this book than will others,
since thats largely the focus inside.
If youd rather have a more personal
memoir, though, know that Frank is
merely a tell some.

groups that only like to focus on winning


and see it as a downer or not good
fundraising to focus on losing. Thats the
real problem because then you look like
youre not taking up a ght, like youre in
denial. None of us can still gure out why
HRC was silent through the entire period
when Arkansas passed that law that
rescinded all the civil rights ordinances.
Yes, the local HRC chapter said a few
things but we heard nothing at all from
Chad Grin, no national press release,
nothing. I dont know what to conclude
from that but it seems they gave up and
thought, Well, its a loser. Then a couple
weeks later, they were focused on the
religious liberty law in that state which
they were able to beat back. It just seems
they were picking what they could win
but I dont think it does us any good when
it looks like were running away from
battle. (HRC declined to comment.)
BLADE: Youre gay and include some
biographical passages in the book. Might
it be more compelling to the moveable
middle if there was somebody out there
who was making these points who didnt
have a proverbial dog in the ght? Is
anyone doing that?
SIGNORILE: I dont really see this
idea of more objectivity in journalism as
something that really furthers discussion
because you cant really claim to be
objective but you can be fair and open
and you can entertain the thinking of
those who disagree with you. There are
people like Rush Limbaugh who have their
own point of view and just shut everybody
else out and then you have the New York
Times that claims its objective but thats
really impossible because even what you
omit from a story requires subjectivity. I
would prefer outlets that say, This is our
opinion, but lets entertain their thoughts
and see what they think. Thats what I try
to do on my show. I always try to talk to
people who are oppositional. I may have
arguments and it may get passionate, but
I dont shut them out. Actually people who
call my show who are on the opposite
side are more likely to get on because I
think we need to have a discussion.
BLADE: You never hear anybody
arguing against our issues that its not one
step removed from some sort of religious
argument. You never hear of an atheist
arguing against gay rights but nobody
really seems to point that out. Why?
SIGNORILE: Ive made that point
sometimes. Somebody always comes
forth and mentions some obscure
historical gure who was an atheist but
was supposedly still anti-Semitic or antigay but I do believe whether someone
is religious or not, the ideology all stems

from religion. I dont think theres any


natural aversion to homosexuality. What
religion has done to modern society is
really demonize homosexuality and in
that sense it really is all religion-based. A
lot of the media have a hard time having
any kind of discussion about it without
bringing some religion person on and I
think they need to stop doing that because
if thats your religious belief, thats the end
of that but if you want to argue with two
people coming at it from a scientic point
of view, they cant seem to nd anybody
because its all religion-based.
BLADE: Why dont we have more
Republican allies? With Republican ideals
of less regulation, freer trade, fewer
embargoes, why doesnt some of that
brand of thinking trickle down to more
personal freedom on our issues?
SIGNORILE: There are some free
market scal Republicans who are not
anti-gay themselves and do not agree with
those who want to ban marriage or throw
gays out of a restaurant or whatever, but
the short answer is that its because the
religious right still has such a stranglehold
on the party it has to contend with so I
still hold those other people accountable
if theyre still comfortable being in that
party and still vote with those who have
an anti-gay point of view. It becomes a
bit more dicult for the party because
they cant stomach any more blatant
ugly homophobic language so they
have to adapt the language a bit. It still
slips out every now and then, like with
womens issues when somebody says
legitimate rape and it ruins everything
again. But instead of trying to shun those
people, they try to rephrase and rebrand
those arguments so others will be more
comfortable being in the party. Now
theyre going with the religious liberty
argument hoping that will stick.
BLADE: You write about the spillover
into pop culture and the ramications
of that. We have strong representation
on hit shows like Orange is the New
Black and RuPauls Drag Race. But
invariably shows like Duck Dynasty and
the Duggers show 19 Kids and Counting
come along and go through the roof
becoming mega cultural phenomena. Are
we going to look back in 20 years and see
them as cultural anachronisms a la Amos
n Andy? When attitudes are clearly
changing in our favor, how do these kinds
of shows get such traction?
SIGNORILE: These shows are a reection
of where the culture is and its quite clear
there are millions of people out there who
connect with these shows. Dont forget
that even though the people who run the
industry might themselves be described
as liberal, they know where the money is
and where it isnt and where it isnt is in

portraying LGBT people in a more realistic


way. I think well look back on Modern
Family and say, OK, why did these
people never have any real connection?
There isnt any discernible sexual energy
between them. Its been sanitized to be
more palatable to a mainstream audience
in a way that wont scare them.
BLADE: You say Aaron Schock should
have been grilled and investigated a lot
harder on possibly being a closet case.
Lots of people argued there was no
smoking gun and that everybody was just
speculating based on tired stereotypes
like the way he dressed and decorated his
oce. Short of some gay sex tape leaking,
which is highly unlikely, these kinds of
things become very hard to prove and
any discussions end up being based on
innuendo and stereotype. Is that unfair?
How acute or fair do you feel the publics
overall gaydar is?
SIGNORILE: Well, whats been forgotten
in all this is the Itay Hod story
BLADE: Well that sounded really
wobbly a second-hand thing where
he didnt even say for sure whom he was
talking about.
SIGNORILE: He now has conrmed
thats who he was talking about and so
while yes, its a second-hand source, its
not something based on how he dresses
or looks, but a second-hand account based
on a sexual interaction. All of these issues
are troublesome because theyre treated
dierently than they would be with any
other story about a public gure. All of a
sudden if its a gay rumor, we have a much
higher burden of proof than we have with
anybody else. Why didnt anybody go
investigate this? Why didnt anybody go to
Iowa? Why didnt anybody go to Dupont
Circle and start asking around? We have
no problem going through Ted Cruzs
records. Why was this treated dierently?
BLADE: How do you know that didnt
happen? Perhaps nothing was found.
SIGNORILE: I dont think it happened.
I asked specically if people were looking
into it and it seemed reporters were just
not interested. They saw it as some sort
of prying. Whats wrong with us talking
about it? People go digging into Rand
Pauls background and he was maybe
using a bong in college or whatever.
Nobody attacks them as invading his
privacy but with Schock, its a case of
unless you have the proof, you cant even
talk about it. We take tips from visual
cues all the time. The whole story of his
downfall came from a visual cue, the
way he had his oce decorated which
looked like excess and like maybe he
was spending public money. Nobody had
any proof, but they started looking into it
and they found that he was doing lots of

things that were very lavish and getting


them paid for in all kinds of creative ways.
On this issue, they treat it dierently
and its not something they want to look
into or talk about and I think what shows
is that theyre still very uncomfortable
talking about the issue of homosexuality.
BLADE: Have we ever really dismantled
the slippery slope argument against
marriage? We tend to laugh it o and say
were not marrying our daughter or an
animal, yet it still seems to play so well
in the heartland and in the South. Whats
our best response to that and what does
it mean for the poly-inclined among us?
SIGNORILE: I think it really is kind of
a ludicrous argument because weve
changed marriage probably a thousand
times over the last several hundred years
and we always change it in the way society
comes to believe it should be changed, at
least in a democratic society. Weve shown
before how it was unfair to women, unfair
to children, that women should have more
rights and rights to divorce as well to make
it easier to get out of abusive marriages.
Now weve made the argument of why gay
people should be included. The polygamy
argument was made a long time ago by
the Mormons and it didnt take o and
the Supreme Court didnt go with that.
When they keep saying, its going to lead
to polygamy and all that, well, the Bible
has that. Thats what it was and you know,
it just seems to me they keep grasping at
straws every time they argue that. There
is no movement of people in this country
who want to marry animals, theres no
organizing around that that has tried to
capture the public imagination. They say,
Well, once the door is open , but the
door is always open on every institution
for rational change and marriage has
changed too. Weve made it better.
BLADE: How did you feel about John
Aravosis ending AMERICAblog?
SIGNORILE: I think its a tough time for
blogs as social media has become the real
force. John was at the forefront of so much
activism, particularly in the early years of
blogging in the way people now do on
social media. I think he and others used that
forum for activism in the best possible way
you could at the time and I think the forum
shifted and it has become more dicult to
do that and to sustain it, so hats o to him
for the work he did in those years. Im glad
he was able to transition.
