PRESENTACIN
PRESENTATION
Desde el ao 2006, bajo la direccin

del Presidente del Estado Plurinacional
de Bolivia, Evo Morales Ayma, hemos
trabajado en la construccin de un
nuevo Estado y un nuevo modelo
econmico, partiendo de un anlisis de
la crisis estructural del capitalismo, y de
un compromiso con la transformacin
de nuestra realidad, hasta entonces
caracterizada por la exclusin econmica
y social, que padeca la mayor parte de
la poblacin desde la colonizacin, y
que se agudiz durante los veinte aos
de vigencia del neoliberalismo, antes
de 2006.
Since 2006, under the direction of the

President of the Plurinational State
of Bolivia, Evo Morales Ayma, we, the
Government and the people, have
worked designing a new State and a new
economic model based on an analysis
of the structural crisis of capitalism and
a commitment to change our reality
up to then characterized by economic
and social exclusion to most Bolivians
since the colonization period. Exclusion
got worse during the twenty years of
neoliberalism before 2006.
El Modelo Econmico Social Comunitario

Productivo se empez a construir con
soberana en la definicin de nuestra
poltica econmica, y sobre esa base, se
tom la histrica decisin de nacionalizar
nuestros hidrocarburos, cumpliendo
con un mandato popular producto de
las luchas antineoliberales del pueblo
boliviano.
Con esta importante medida, el Estado
empez a recuperar el control de los
sectores estratgicos de la economa,
lo que nos permiti apropiarnos del
excedente econmico que antes se
externalizaba, y aplicar una poltica
de redistribucin del ingreso, a travs
de transferencias condicionas (Bono
Juancito Pinto, Renta Dignidad, Bono
Juana Azurduy), inversin pblica,
incrementos salariales inversamente
proporcionales, subvenciones cruzadas,
entre otros.
The Economic Social Communitarian

Productive Model was built based on
sovereignty of our economic policy.
On these grounds, a historic decision
about nationalizing the Bolivian
hydrocarbons was taken, in accordance
with the peoples mandate, adopted
after overcoming neoliberal policies.
By means of that important decision, the
State began recovering the control over
strategic sectors of the economy, which
allowed us, Bolivians, to take control
of the economic surplus previously
deprived from us; and apply a policy
of income redistribution through
Conditional Cash Transfers programmes
(Juancito Pinto, Dignity Rent, Juana
Azurduy,) public investment, inversely
proportional wage increases crossed
subsidies, among other measures.

Communitarian Productive Model, we
engaged in strengthening the role of
the State that now directs the economy
Con el Modelo Econmico Social Comunitario Productivo,

impulsamos el fortalecimiento del Estado, que hoy tiene la
funcin de dirigir la economa, de transferir los excedentes de los
sectores estratgicos generadores de excedentes a los sectores
generadores de ingreso y empleo, articulando las diversas
formas de organizacin econmica existentes en nuestro pas
(estatal, comunitaria, social cooperativa y privada), bajo los
principios de complementariedad, reciprocidad, solidaridad,
redistribucin, igualdad, seguridad jurdica, sustentabilidad,
equilibrio, justicia y transparencia.
De igual manera, recuperamos la soberana sobre la poltica
fiscal, monetaria, cambiaria y financiera, para ponerla al servicio
del desarrollo econmico y social del pueblo boliviano. Desde el
ao 2006, elaboramos de manera soberana nuestro Programa
Fiscal-Financiero para cada gestin. Asimismo, edificamos
una poltica fiscal orientada al crecimiento con redistribucin,
produccin, industrializacin, soberana alimentaria y generacin
de empleo; impulsamos la bolivianizacin de la economa que
antes se encontraba altamente dolarizada; y transformamos el
sistema financiero a fin de que ste acompae los objetivos
sociales de nuestro gobierno, as como la ampliacin y
diversificacin de la matriz productiva.
Algo que tambin debemos destacar, es que con la
implementacin de polticas sociales y de redistribucin del
ingreso, junto a altos niveles de inversin pblica; logramos
dinamizar la demanda interna, que hoy se constituye en el
principal motor de nuestro crecimiento; el cual est orientado
hacia un desarrollo productivo industrializador de nuestros
recursos naturales, y a la erradicacin de la desigualdad y la
pobreza en sus mltiples dimensiones.
En este documento, presentamos los principales logros
alcanzados desde el ao 2006 con la implementacin del
Modelo Econmico Social Comunitario Productivo, que son
resultado de un trabajo colectivo junto al pueblo para mejorar
la calidad de vida y alcanzar el Vivir Bien de todas las bolivianas
y bolivianos.
for the purpose of transferring the economic suplus -from

strategic sectors-to income-employment generating sectors
in order to put together existing structures of economic
organization in Bolivia (State, community, social, cooperative
and private) under the principles of complementarity,
reciprocity, solidarity, redistribution, equality, legal certainty,
sustainability, equilibrium, justice and transparency.
In the same vein, we recovered sovereignty on fiscal, monetary,
financial and exchange rate policy in order to make them
available for the economic and social development of the
Bolivian people. Since 2006, for each year we self-design our
Fiscal-Financial Programming. Since then, the fiscal policy is
focused to achieve growth with income redistribution, output
incresing, industrialization, food sovereignty and job creation.
We drove de-dollarization of the economy which was before
highly dollarized; and we also transformed the financial
system in order to go along with the Governments social
objectives. The Government also enhanced and diversified
the productive matrix.
It is also important to highlight that because of the
implementation of social and income redistribution policies,
supported by higher levels of public investment; we managed
to stimulate domestic demand now is the main growth
engine, which is oriented towards developing productively
and industrially our natural resources and erradicating the
multiple dimensions of inequity and poverty. .
In this document, we describe the main achievements
reached since 2006, by means of the implementation of the
Economic Social Communitarian Productive Model, which are
outcomes from a collective effort to improve the quality of
living and reach what we call El Vivir Bien (To Live Well) for
Bolivian people.

CRECIMIENTO Y DESARROLLO EN BASE AL APROVECHAMIENTO DE LOS RECURSOS

NATURALES PARA BENEFICIO DE LOS BOLIVIANOS: Soberana en la definicin de la
poltica econmica. Nacionalizacin de los sectores estratgicos, produccin, industrializacin y
generacin de mayor excedente econmico. Anttesis de la teora de la maldicin de los recursos
naturales.
GROWTH AND DEVELOPMENT THROUGH NATURAL RESOURCES USE IN FAVOUR OF
BOLIVIAN PEOPLE: Recovery of sovereignty on fiscal, monetary, financial, and exchange rate
policy in order to serve the economic and social development of the Bolivian people.
APROPIACIN DEL EXCEDENTE ECONMICO: El Estado se apropia del excedente de los

sectores estratgicos. El Estado dirige la economa y regula los procesos de produccin, distribucin,
y comercializacin de bienes y servicios.
REDISTRIBUCIN DEL INGRESO: El excedente econmico es redistribuido especialmente entre

las personas de escasos recursos, a travs de transferencias condicionadas (Bono Juancito Pinto,
Bono Juana Azurduy y Renta Dignidad), inversin pblica, incrementos salariales inversamente
proporcionales, subvencin cruzada, y otros.
ECONOMIC SURPLUS APPROPRIATION: The State takes control over strategic sectors surplus.
The State directs the economy and regulates production, distribution, and commercialization of
goods and services.
INCOME REDISTRIBUTION: The economic surplus is redistributed particularly to reach the

poor through Conditional Cash Transfer programmes (Juancito Pinto, Juana Azurduy and Dignity
Rent) public investment, inversely proportional salary increases, cross-subsidization, and other
measures.

Este modelo econmico es social porque promueve polticas de distribucin y redistribucin
justa de la riqueza y los excedentes econmicos, estableciendo como uno de sus propsitos
la erradicacin de la exclusin econmica y social, en el marco del respeto de los derechos
individuales, as como de los derechos de los pueblos y las naciones.

The Bolivian economic model is social because it promotes policies of fair distribution and
redistribution of wealth and economic surplus, being one of its objectives, the eradication
of economic and social exclusion, in the context of individual rights respect as well as
peoples and nations rigths.
COMUNITARIO
Este modelo econmico es comunitario porque busca complementar el inters individual
con el Vivir Bien colectivo, articulando las diferentes formas de organizacin econmica
sobre los principios de la complementariedad, reciprocidad, solidaridad, redistribucin,
igualdad, sustentabilidad, equilibrio, justicia, transparencia y respeto por la Madre Tierra.
CommunitARIAN
The Bolivian economic model is communitarian because it looks for complementing the individual
interest with the collective Vivir Bien, articulating existing structures of economic organization under
the principles of complementarity, reciprocity, solidarity, redistribution, equality, sustainability,
equilibrium, justice, transparency, and respect for Mother Earth.
PRODUCTIVO
Este modelo econmico es productivo porque promueve la ampliacin y diversificacin
de la matriz productiva, con el objetivo de superar el modelo primario exportador y lograr
una economa de base productiva, fomentando la industrializacin de nuestros recursos
naturales, y contribuyendo al fortalecimiento de la soberana econmica del pas.
PRODUCTIVE
The Bolivian economic model is productive because it promotes the expansion and diversification
of the productive matrix, in order to overcome the primary export model and achieve a productionbased economy, supporting the industrialization of our natural resources and contributing to the
strengthening of Bolivian economic sovereignty.

El Vivir Bien
Es una expresin rescatada de los valores de los pueblos originarios de Bolivia, que significa valorar su historia, msica, vestimenta, cultura, idioma, recursos
naturales y todo lo que le pertenece a los pueblos para la convivencia en complementariedad y armona con la naturaleza.
Debido a la complejidad en la definicin de esta frase, se extrajo una parte del Prefacio escrito por Evo Morales Ayma en el libro Vivir Bien: Paradigma no
capitalista? de los autores Ivonne Farah H. y Luciano Vasapollo 2011.
El Vivir Bien
El Vivir Bien (to live well) is a native expression that was rescued from native peoples. The translation of this phrase in native languages means to value our
own history, music, clothing, culture, language, natural resources and everything that is owned by peoples in order to coexist in accordance to harmony and
complementarity with nature. Due to the complexity to give an exact definition of this phrase, this abstract offers a possible general definition provided by
Evo Morales Ayma, who wrote the Preface in; Vivir bien: Paradigma no capitalista? edited by Ivonne Farah H. and Luciano Vasapollo in Bolivia 2011.

Este bono fue establecido en homenaje a Juana Azurduy de Padilla, quien es considerada una herona boliviana. Es un incentivo econmico creado por el
Gobierno de Evo Morales con el fin de reducir los ndices de mortalidad materno-infantil.

This is part of Conditional Cash Transfer programme which was established as homage to Juana Azurduy de Padilla who is considered a Bolivian heroine. It
is an economic incentive (approx. USD266) created by Morales Administration in order to reduce the maternal and child mortality rates.
Renta Dignidad
La Renta Dignidad, es un beneficio no contributivo de carcter universal, creado por el Gobierno Nacional, como parte de su poltica de redistribucin de los
ingresos y la lucha contra la pobreza, para que todos los adultos mayores tengan mejores condiciones de vida y tengan una vejez ms digna. Este beneficio
permite que las personas mayores de 60 aos de edad reciban cada mes Bs250 (No Rentistas) o Bs200 (Rentistas), lo que representa Bs3.000 y Bs2.400 al
ao. Esta renta llega a manos de los bolivianos y las bolivianas de forma vitalicia gracias al Impuesto Directo de los Hidrocarburos. En el ao 2014, el Gobierno
incluy a este pago un treceavo o aguinaldo.
Dignity Rent
This is part of Conditioned Cash Transfer programme. It was created by the present Government in order to provide a decent and secure retirement. This
monthly benefit consists to a payment of Bs250 or Bs200 meaning Bs3,000 or Bs2,400 (approx. USD431 and USD345) per year in favour of people who
are 60 years old and older ones. This amount is another benefit of Direct Tax on Hydrocarbons. In 2014, the Government increased this amount including
a thirteenth payment (Christmas Bonus).
Bono Juancito Pinto
El Bono Juancito Pinto establece anualmente la suma de Bs200 para los estudiantes de primaria y secundaria de escuelas pblicas y de convenio, como un
incentivo por su asistencia. Esta accin es parte de las polticas econmicas de la administracin del Presidente Evo Morales, enfocada a la reduccin de la
desercin escolar.

This is part of Conditional Cash Transfer programme, an action adopted by Morales Administration and it is part of the economic policy focused on social
work. This benefit establishes a yearly cash grant of Bs200 (approx. USD29) for each child from elementary and secondary grades of public schools as an
incentive to school attendance.
Impuesto Directo a los Hidrocarburos (IDH)
La Ley de Hidrocarburos 3058 fue promulgada el 17 de mayo de 2005, la creacin del Impuesto Directo a los Hidrocarburos (IDH) es citada en el Artculo 53.
Este impuesto es aplicado a la produccin de hidrocarburos en boca de pozo para el Estado Boliviano y se dispone que ste retenga el 50% del valor de la
produccin del gas, del petrleo y su distribucin.
Direct Tax on Hydrocarbons (IDH)
The Hydrocarbon Law was promulgated on May 17, 2005 by Morales Administration, the Direct Tax on Hydrocarbons (IDH) is established in its Article 5. It
is applied to hydrocarbons production at the wellhead in favour of Bolivian State obligating to private companies to pay 50% of production value in relation
to gas, oil, and its distribution.
