Welcome
Welcome, and thank you for sparing the time
to visit our exhibition and give your views on
our proposals.
A consortium of Balfour Beatty Investments and Nexterra
Systems Corp., were selected by P&G to design, build and
operate a renewable energy centre on Fiddlers Reach, that
will provide combined heat and power (CHP) to the P&G
London manufacturing facility, with any surplus electricity
delivered into the national grid as renewable electricity.
Before advancing the project further it is fundamental that
local residents are consulted and offered the opportunity to
provide us with their feedback.

Balfour Beatty Investments


and Nexterra
Balfour Beatty Investments (BBI) is a global infrastructure
investor operating in the UK, US, Canada, Australia and South
East-Asia. It is part of Balfour Beatty plc, a world class global
infrastructure company with a workforce of over 38,000.
BBI have recently developed two waste wood energy
projects. The first project at Tyseley is under construction
and due for completion at the end of 2015. The second is
under construction in Welland, Northamptonshire and will be
completed in 2017. Both projects will use Nexterra technology.
Nexterra Systems Corp. is a global leader in community-scale,
energy-from-waste gasification systems for the production of
clean, renewable heat and power. Nexterras technology has
been chosen by customers in urban environments such as
Vancover and Birmingham because the air emissions from the
system are significantly lower than conventional combustion
systems ensuring no impact on local air quality.
Nexterra and BBI have assembled a team of leading
consultants and planning experts to assist in the development
of the project through the planning phase.

Procter & Gamble West Thurrock

Procter & Gamble has been based in West Thurrock since


1937. Production at our factory began in September 1940
and the site has grown significantly over the years. Today,
we manufacture Fabric & Home Care products such as Fairy
washing-up liquid and Ariel, Bold, Fairy and Daz laundry
detergent powders. P&G also has a Distribution Centre on
site which manages across P&Gs total portfolio of products.
We have 350 employees on site as well as hosting up to
800 contractors and third-party employees.
Since the companys arrival in West Thurrock, P&G has
been closely connected to the local community. P&G run an
established Employee Charity Fund which has contributed
over 65,000 to charitable causes over the last 5 years,
funded by P&G as well as employee contributions.
In 1991, P&G adopted St Clements Church and has been its
proud custodians since that day, welcoming visitors, hosting
special Christmas services and even appearing in the hit
film 4 Weddings and a Funeral in 1994! A team of past and
present employees host Open Days on the first weekend of
every month for the community to enjoy and learn about the
rich history of the church.

Our Vision

P&G are looking to develop, improve and invest in their existing


site in Thurrock. They are keen to see the site continue to be
modernised, become more ecofriendly and secure the long
term future of P&G as a major employer in Thurrock.
This will be achieved by building a new Biomass CHP Plant,
which will produce heat and power for the P&G facility
by gasifying non-recyclable waste wood. All fuel used at
the Biomass CHP Plant will be sourced from local waste
wood recyclers.
A Biomass CHP Plant of this size has the potential to produce
120,000 MWhs in electricity per year enough to supply
the P&G facility for the whole year. Any excess electricity
generated will be fed back into the national grid.
Building this Biomass CHP Plant will not only create jobs for
the local area but also improve the environment. It will also
help the sustainability of any future plans for growth on the
P&G Thurrock Plant.

Site Selection
P&G is committed to keeping and creating jobs in the local
area. It is therefore important to ensure they have the
flexibility to allow for potential future expansion.
The proposed location of the Biomass CHP Plant is near
but not next to the P&G plant and has been selected to
maximize the potential for the expansion of the existing
P&G London plant. The location for the proposal does not
provide any barriers for the future use of the remainder of
the Fiddlers Reach site. The proximity of the site to P&Gs
existing plant will allow efficient management across all of
its facilities.
P&G will bring forward their aspirations for the space
between its existing plant and the proposed Biomass CHP
Plant at the appropriate time. This will take place in open
dialogue with the local community and Thurrock Council.

Fiddlers Reach

The development area forms part of a derelict brownfield site


on the northern bank of the River Thames known as Fiddlers
Reach. Until recently the Fiddlers Reach site was used as
a cement and block making works. The Fiddlers Reach site
is currently being used for temporary material storage and
haulage operations.
The site for the proposed development is allocated in
Thurrock Councils Local Plan for development of Industrial
and Commercial uses and is well located to provide
renewable heat and power to the P&G manufacturing plant.
The design of the Biomass CHP Plant has taken into account
various constraints including:
the presence of residential areas to the east of Wouldham
Road and to the north of the railway line;
historical ground contamination;
the railway line that runs along the north of the site;
presence of oil pipelines running along the eastern
boundary of the site;
protected species that are known to be present on parts of
the Fiddlers Reach site; and
the proximity to the existing Air Quality Management
Area (AQMA).

Noise
We have carried out extensive research into the potential noise
impact of the site to inform our proposals, with noise monitoring
helping us to understand the background noise in the area. The
monitoring locations were agreed in advance with Thurrock Council
Environmental Health Officer.
A detailed computer noise model has been developed to predict the
likely noise levels generated by the proposals. This model takes into
account noise generated by all elements of the facility, including
vehicles moving within the site. This enables predictions to be made
of the noise experienced at nearby residential properties.
The proposals have been designed from the start to ensure the
impact from noise on our neighbours is as low as possible by:

Use of acoustically insulated building materials


Positioning noisy elements of plant e.g. Air Cooled Condensers
away from sensitive noise receptors

Using low noise emission air vent systems


Providing a noise attenuation barrier along the northern boundary
of the site
The design ensures that the facility complies with the requirements
of Thurrock Councils Environmental Health Officer and would not
result in a significant increase in the local noise levels. If successful
in gaining planning permission, the facility will be subject to planning
conditions in relation to noise and it will be necessary to ensure that
the plant operates within limits.

Environment

Making a positive contribution to the quality of the local


environment is one of our top priorities. The CHP Plant is a
renewable solution that will play a major part in meeting our
energy needs while reducing overall CO2 emissions.
In order to ensure air quality, the system will be designed
with sophisticated air pollution control equipment including
a filter and additives that will remove dust emissions and
potential acid gases before they are emitted from the system.
The proposed stack has been designed at a height that
provides sufficient dispersion of the emissions to the
atmosphere to ensure that the facility would have a negligible
impact on local air quality. The height of the stack is the same
as that for the recently approved Tilbury Green Power facility.
The biomass storage hall would be fully enclosed with doors
only opened during deliveries. The building would also be
operated under negative air pressure to prevent release
of dust. There would be no processing of the waste wood
biomass on site.

Transport
The development would not result in any significant traffic
generation. In total there are predicted to be a maximum
of 23 HGVs accessing the site each day. HGV movements
would be restricted to 7am to 7pm on Monday to Friday
and Saturday mornings. During traditional peak hours it
is predicted that there would only be 4 HGV movements
associated with the development in the morning and no HGV
movements during the evening.
It is predicted that the proposed development would not have
a material impact on traffic flows within Thurrock.
A Transport Assessment is being undertaken as part of the
planning application. This has involved monitoring traffic
numbers on the roads that would be used by HGVs accessing
the proposed development. The traffic data has then been
used to assess the impact of the proposed operation of the
facility on local roads.
A construction phase traffic management plan would be
implemented to minimise disruption on local roads during the
construction period.
In terms of vehicle routing it is proposed that access would
be via Wouldham Road. There are existing traffic restrictions
limiting HGVs from accessing London Road and these
routing restrictions would be complied with by drivers
accessing the site.

Community Benefits

The West Thurrock Biomass CHP project will provide new


jobs and contract opportunities during the construction phase
for a wide range of disciplines, from groundworks to complex
and highly trained engineers in control and instrumentation
equipment and all trades between.
When the plant is up and running, around 25 engineering
jobs will be created on a permanent basis. As part of our
contracting process we will host a meet the buyer event
in the local area before construction starts and will have
the operator of the plant present to discuss forthcoming
employment opportunities.
By using waste wood to produce heat and power, the CHP plant
will reduce P&Gs greenhouse gas emissions and the surplus
energy will help the UK meet its renewable energy targets.

What happens next?
