IMPROPER SOLID WASTE MANAGEMENT


THE PROBLEM
Barangay Goin is a rural and agricultural community among the 37 barangays of the
Municipality of Liloy, Zamboanga del Norte province. Due to its distant location from the
municipality proper (about 12km), and the difficult mountainous terrain, a garbage collection
system has not been provided for the barangay. 52% of the residents in the community do not
practice waste segregation, the rest of the 48% practice waste segregation. 62% burn their
garbage; 35% throw their garbage in a compost pit; 3% throw their garbage openly anywhere.
Because of the absence of a garbage collection system, knowledge deficit regarding the
methods of proper ecological solid waste management, improper segregation of wastes, and
population growth, growing urbanization and modernization, the community is at risk for
multiple problems that target their health. Possible outcomes from this problem are sources of
infectious diseases, degradation of soil and water quality, breeding sites for vectors, leaching,
medical conditions, and decreased aesthetic value of the community.
THE PROPOSED SOLUTIONS & SUSTAINABILITY
The Ateneo de Zamboanga University School of Medicine, Team GOINnovate, has
strategized a plan for the advocacy and reinforcement of proper ecological solid waste
management in the barangay through the Republic Act 9003 Ecological Solid Waste
Management Act of 2000.
The plan runs through a systematized assessment and presentation of the problem to the
community, followed by coordinating and planning of the program solutions.

The following are the strategies and activities included in the community health plan that
addresses the ecological solid waste management problem of the barangay:
PRE-OPERATIONAL: Prior to the implementation of the programs on SWM, the ADZU
SOM shall identify the knowledge and practices of the residents of the barangay on SWM. A
Barangay Solid Waste Management (BSWM) Committee or Barangay Health Committee
shall be identified. Solutions shall be proposed to the committee and barangay leaders. Legal
support, ordinances and intrasectoral liaisons shall be obtained to strengthen the proposed
projects for the community.

OPERATIONAL: This consists of the conduction of a health teaching assembly with


the residents focusing on the proper methods of solid waste management with
emphasis on the classification of solid wastes: Compostable, Recyclable, Residual;
utilizing different IEC resources; inclusion of the youth in the advocacy through
storytelling and banner-making that promote awareness on proper solid waste
management in their community, formation of a Barangay Solid Waste Management
Committee in the community; collaboration with GOs and NGOs in the advocacy of
the SWM program in the barangay; education of proper methods of composting
among households; adoption of vermiculture farming both at home and in school as
an avenue for recreating biodegradable wastes into healthy fertilizer; reinforcement of
a Clean and Green program in the barangay; and inter-school and community
campaign on proper solid waste management.
POST-OPERATIONAL: Programs and activities shall be evaluated; additional
ordinances to strengthen the programs on SWM in the barangay shall be made; and
recognition for the efforts of the barangay and the NGOs shall be respectfully

provided. Furthermore, the responsibility for the program shall be bequeathed to the
BSWM committee.
The community health plan will span 4 visits (twice in 2 nd year, once in 3rd and 4th year) to
the community. Implementation will occur during the 3rd and 4th year in Barangay Goin, provided
that the initial interventions prior to the operation of the plans have been completed.
At the end of the community immersion, the success of the program shall be awarded to
the barangay and the notable personages who have supported the advocacy. The program will
then be bequeathed to the community for strengthening and sustainability.
