1 GENERAL DESIGN
1.1

The electrical switchroom building may be of a brick, block construction. If the


SSEPD Planning Engineer / Design Engineer has agreed that the proposed
location is suitable for a prefabricated GRP or steel construction switchroom, then
this specification shall be applied.

1.2

All drawings are to be submitted to SSEPD for approval with the electrical
submission documents.

1.3

The switchroom should have a minimum design life of 40 years and be designed
for the installation of indoor metal enclosed 33kV switchgear providing an indoor
environment as detailed ENATS 41-36.

1.4

Modified shipping or storage containers are expressly forbidden.

1.5

Design, workmanship and materials are all to conform to the latest edition of the
relevant Codes of Practice or British Standards and Eurocodes.

1.6

The switchroom is to be designed such that the floor level is 300mm above the 1 in
100 year flood level.

1.7

Substation switchrooms should be sited as close to the main public highway as


possible

2 EXTERNAL
2.1

An access road suitable for vehicles delivering buildings and switchgear shall be
installed from the Public Highway constructed from 150mm thick sub-base of
(Coarse Aggregate), topped with 100mm of Asphalt. The thickness of the sub-base
and capping layer beneath will be dependent on the strength of the underlying subgrade, the soil type and the water table depth. Alternative designs may be suitable.
(Width to be min. 4m wide and min of a 7 ton load, to be maintained in a good
condition)

2.2

An external turning area shall be installed (minimum 20m2) and path around the
switchroom. The ground shall to be graded to prevent water pooling around the
building.

3 FOUNDATIONS
3.1

Foundations may be a reinforced concrete base or floor slab and shall be designed
by a registered and active civil engineering consultant and shall be subject to
SSEPD approval.

3.1.1

If a concrete plinth or base is used, it is to have a DPM underlay or be


tanked to prevent water ingress to cable pit.

3.1.2

Concrete floor to be coated in epoxy paint (or similar approved).

Reinforcing bars are to be electrically continuous with earth tails


clipped/bolted/welded to reinforcement (to be shown on earthing drawing) and
connected to the main substation earth.

4 CONSTRUCTION
4.1

4.2

Switchroom Enclosure
4.1.1

If a steel housing; it shall be manufactured by Portastor (or similar approved


manufacturer) of welded galvanised steel. Lined internally in galvanised
sheet and insulated with non-combustible fire retardant/self extinguishing
material. Galvanised sheet to comply with BS EN 10346.

4.1.2

If a GRP housing it shall have a minimum of 3mm GRP outer (colour to be


agreed) and white inner skin incorporating 20mm 12mm WBP Plywood and
insulated with non-combustible fire retardant/self extinguishing material.
GRP housing to comply with BS EN 61330 (Medium Grade).

4.1.3

The housing including any preinstalled plant or fixtures etc. shall designed
to accommodate lifting without any appreciable deflection, deformity or
failure.

4.1.4

The housing should be designed as a single piece structure, fitted with four
roof mounted sheradised lifting lugs; suitable for overhead lifting by single
point with industry standard lifting equipment.

Insulation Levels; the switchroom shall be construction and are to achieve a


minimum thermal transmittance U-value a minimum of:

4.3

Pressure Relief; pressure relief panels are to be installed behind the switchgear
and / or relief roofing is to be installed to meet the switchgear manufacturers
guidelines.

4.4

Fire Resistance: the switchroom shall have a minimum fire resistance of one hour
and fire retardant surface spread of flame BS 476 Part 7 Class 1.

4.5

Vandal Resistant: switchroom to be to withstands impact without damage in


accordance with the principles of BS 4618 Part 1.

4.6

There should be sufficient space within the substation to allow safe access to and
operation of all equipment with a minimum of 600mm clearance to the sides and
rear of the switchgear, 500mm from an open switchgear or panel door and
1000mm to the front. The minimum unobstructed width of the escape route shall
be not less than 900mm. Where the switchgear and housing construction allows
(access and venting) the switchgear may be mounted adjacent to the rear wall.

4.7

The minimum ceiling height and volume of the switchroom shall meet the design
criteria specified by the switchgear manufacturer for internal arc gas venting. The
pressure relief system shall be designed to conform to the switchgear
manufacturer recommendations.

5 BASE / FLOORING
5.1

If the building structure is supplied on a base or a raised floor laid on structural


beams, the beams shall be sized to suit the installed equipment and 2.5kN/m2
personnel floor loading to remaining areas. Base deflection is to be 1mm per
1000mm. The base shall be 4.5mm plain 'Chequer' plate fixed to the base frame.

5.2

The base shall be provided with suitable and sufficient fixing channels to enable
the specified switchgear to be fixed securely in position.

5.3

The base shall be provided with suitable cable entry positions for main and
auxiliary cables and with removable plates for cable access. All cable entry points
to be sealed (externally and internally) with an Industry Approved product.

5.4

The base should be insulated with to provide the required thermal transmittance.

5.5

Where trench covers are to be installed, they shall be either 50mm GRP solid top
or 50mm hard wood.

5.6

Cable trenches are to be designed to meet the minimum bending radius of the
maximum size approved cable that may be fitted.

5.7

Cables are to be adequately supported and protected. Any area under the building
where cables are exposed must be adequately protected.

6 ROOF
6.1

The roof shall have a pitch configuration minimum pitch of 5o designed to shed
rainwater.

6.2

If GRP housing, it is to have a removable low profile roof that allows pressure relief
venting by lifting the roof on guide stays and restraints.

6.3

The switchroom shall be designed to channel water from the roof and dehumidifier
to ground level and connected to suitable drainage. All fittings shall be external and
coloured black or be integral and shall be robust and vandal resistant.

7 DOORS
7.1

The switchroom must have a minimum of two doors, opening outward.

7.2

One pair of double doors with a minimum clear opening of 2400mm by 1800mm
(the full access height may be achieved by the installation of a removable panel
above the doors. One leaf of the doors to have stainless steel sliding bolts top and
bottom.

7.3

The second door must have a minimum clear opening of 2000mm by 900mm.

7.4

Doors shall have a minimum of 60 minutes fire resistance (this may be reduced to
30 minutes for GRP container buildings).

7.5

Doors are to have to have stainless steel bolt hinges and fixings, neoprene door
seals and strap arrestor to main opening leaf of door. The doors must be designed
to prevent forcing, with anti-jemmy/weather strips fitted to the closing edge and be
fitted with:

8 EARTHING
8.1

A main earthing system shall be provided connecting all extraneous metal of the
substation housing to earth and for the connection of all ancillary and control
equipment earthing systems.

8.2

The earthing conductor shall be in accordance with BS EN 62271-202 and shall be


sized to match the type tested short time current rating of the switchgear installed
within the substation housing. The system shall be designed such that in the event
of an external HV fault no system fault current shall flow through the earthing
system of the housing.

8.3

The substation earth mat shall be connected directly to the switchgear earth bar at
two separate points, normally one at each end of the switchboard. The substation
earth mat shall be connected to the housing earth bar at one point only to prevent
the possibility of circulating currents through the housing.

9 HEATING / VENTILATION
9.1

The switchroom shall be designed with adequate heating and ventilation to help
prevent condensation and ensure that the temperature and humidity remains within
the acceptable range of the switchgear.

9.2

Heating and ventilation shall be designed to achieve an internal temperature of


between 100C and 200C degrees in all weather conditions and relative humidity of
50% (RH) and allow four air changes per day.

9.3

Heating should be controlled by a 2 position room thermostat with a 10C set point
and a push-button 2 hour timer override with an 18 set point for boost heating
personnel comfort.

9.4

Air extract fans controlled by thermostat shall be mounted to prevent the ingress of
water with a vermin screening; sized to suit air volume.

9.5

The switchroom is to meet the minimum ceiling height and volume to meet the
design criteria specified by the switchgear manufacturer for internal arc gas
venting. The pressure relief system will be designed to conform to the switchgear
manufacturer recommendations.

10 DE-HUMIDIFICATION
10.1

Dehumidifier minimum capacity 10 litre per day, to be fitted at high level.

11 DUCTS
11.1

Entry of the all cables to the switchroom shall be via separate ducts sealed
externally and internally.

12 SUMP PUMP
12.1

A sump pump shall be installed in all cable trenches that are within the building
footprint where the cable trench is below ground level.

12.2

Sump pumps shall be fitted with a PPL BundGuard 4/3A with a float switch wired to
the related protection panel for connection to the Scada telecontrol.

12.3

Access to the sump pump should be provided by keyed and not bolted floor
panels.

13 ELECTRICAL INSTALLATION
13.1

All electrical installations shall comply with BS 7671 IEE Wiring Regulations.

13.2

All plant and equipment forming part of this supply shall conform to EC Directives
and requirements and carry the "Certification European (CE)" mark.

13.3

Wiring should be in galvanized steel trunking and conduit as per the requirements
of BS 7671. Where appropriate, Steel Wired Armoured cables can be used and
shall be mounted on MGRF galvanized cable tray.

13.4

Switchrooms supplied for substations with two primary transformers shall have
provision for an automatic changeover system either using MCBs or contactors
13.4.1 The first changeover from the first or second supply (normally selected to
first supply shall be initiated when the incoming volts drop by 25% or more
on any, or all, phases.
13.4.2 On reinstatement of either first or second supply the system shall revert to
the normal supply. Changeover to the normal supply should only be
instigated when the supply has remained live for 30 seconds.

13.5

A SPN distribution board complete with suitably rated and sized MCB's and
integral appropriate sized switch disconnector conforming to BS EN 60439-3 and
BS 5486-12 to be fitted adjacent to the incoming fused isolator / 60A fused cutout.

13.6

The following equipment is to be connected:


13.6.1 A 13A fused spur supplying the trip/close battery charger
13.6.2 A 13A fused spur supplying the scada battery charger.
13.6.3 A 13A fused spur supplying the 230/110V transformer.
13.6.4 A 5A lighting circuit.
13.6.5 A 16A, 3 pin industrial, 230V socket will be provided to connect an external
generator with an access facility to the building or within a secure external
fitting connected via a changeover switch to the LVAC panel.
13.6.6 A loss of supply relay will be provided to indicate loss of low voltage supply
to substation auxiliary supply.

13.7

Internal lighting shall provide a minimum luminescence of 500 lux by the


appropriate number of fully enclosed 1500mm x 58W single fluorescent lights, 2way wall switches shall be positioned by the entrance doors.

13.8

There shall be a minimum of two emergency lights, which may be combined with
the standard lighting and shall last for three hours duration. A key test switch shall
be fitted for testing purposes.

13.9

External lighting shall be two 60W Bulkhead lights operated by a PIRs. An internal
switch is fitted to override PIR circuitry

13.10 Two 230v Sockets twin 13 amp switched socket outlets shall be fitted. Socket
circuits are protected by an RCBO in the distribution board.
13.11 A conventional fire alarm system will be required on larger sites to be installed and
tested to all appropriate parts of BS5839; complete with:

13.11.1 Ionisation, optical and heat detector, break glass, internal and external
sounders / beacon, volt free contacts and provision to shut down the air
conditioning / air extract fans.
13.12 A suitable security system will be required on larger sites to incorporate CCTV and
internally and externally security lighting.
14 SUNDRY FITTINGS
14.1

Tool cabinet shall be fitted to contain test instruments, leads, operating handles
and document storage

14.2

An A3 size folding shelf.

14.3

Wall mounted 400mm x 300mm plywood telephone mounting board and telephone
socket. Where applicable, provision for duct entry for BT circuits or SSE pilots.

14.4

Provision shall be made for cable routes at each corner of the switchroom to
antenna pole mountings for aerial mast or dish.

14.5

Any platform, steps or handrails to be aluminium or galvanised steel; to be fitted


with 12mm earth boss or drilled earth tab; to be assembled and fitted when the
switchroom is in position on site.

15 LABELS
15.1

All statutory and SSEPD warning labels are to be fitted.

15.2

All housing labels are to be mechanically fixed Traffolyte style labels.
