Arianna Khost wall Company (AKCC) was founded in 2008 by Afzal Sahel.
AKCC is a leading Service organization specializing in highways, structures, airports, urban and
rural infrastructure development, water supply and sanitation, irrigation systems, hydraulic
structures, traffic and transportation studies, and environmental studies.
AKCC has a dedicated team of nearly 165 professional staff with state of the art knowledge of
international standards in the fields of planning, feasibility studies, engineering, cost appraisal,
financial analysis, project designing and management, Service and Service supervision, quality
control, quality assurance, safety, quality management, etc.

AKCC owned machinery & equipment which can be arranged in any part of Afghanistan. We have
also arranged for better resources for Service material procurement and have a reasonable number
of labor pool who are ready to work in any part of Afghanistan.

Has the person or persons responsible for each definable feature of work, all Service, and
Submittal control and review been identified?
Do the qualifications of the staff appear adequate for the control and test requirements?
Is the delegation of responsibility and authority to the CQC staff manager clear? Does this
person report directly to the highest ranking contractor personnel on-site with
responsibility for the overall management of the project including quality

Do the proposed control and Service report forms include all the required features and
reporting items? Are systems commissioning procedures clearly detailed?

Are the definable features of work identified?
VEHICLES: AKCC shall provide all Equipment and all vehicles and transportation necessary
to accomplish all contract services. All vehicles and Equipment shall be specifically designed
for its designated purpose.
1- Vehicles shall be in operable condition and meet local vehicle requirements.
k- Vehicles shall present a neat appearance and have the companies name affixed on it for
easy Identification.
l- Vehicles shall be operated in accordance with base traffic regulations.
m- Vehicles shall be clearly marked with magnetic markings (provided by the Contractor)
that identify the vehicles as contractor owned.
n- The AKCC Shall register the vehicles with the BDOC to ensure US/Coalition Forces are
aware of the presence of this equipment and not mistake contract equipment for enemy
vehicles.
o- Vehicles will be distinctive in both color and markings and not resemble US/Coalition,
ANA, ANP, or ISAF units.
p- Vehicles may be periodically searched to prevent contraband from entering the COP.
Replacement Equipment: The AKCC shall provide the Government replacement Within 48
hours when equipment is returned to the AKCC for scheduled/unscheduled Maintenance, tire
replacement, accident repairs, and/or is disabled. Replacements will be Dropped off, and picked
up, by the contractor.
Scheduled Maintenance: Periodic inspection or servicing of equipment will be accomplished
when needed. The AKCC will perform preventative maintenance for the equipment on an as
available basis. Work schedules will be passed on to maintenance foreman/supervisor to better
coordinate when scheduled maintenance can be performed without hindering the mission.
Maintenance that is not scheduled but is required to cover any loss or damaged machinery.
AKCC will provide insurance for leased vehicles or heavy equipment and will be held
accountable for negligence of contractor personnel.
AKCC is not authorized to quit work before 1730 local time or otherwise stop work without
consulting with the COR. All materials, equipment, and personnel shall arrive at the project site
by 0700 (local time), unless otherwise coordinated with the COR. Failure to coordinate the
timely arrival of materials, equipment, or personnel shall not provide justification for
unscheduled project.
AKCC personnel will be allowed a lunch break and time for prayer from 1200 to 1300 local
time.
EQUIPMENT:
QUALITY CONTROL:
q- The contractor shall maintain a quality control plan and provide for the direct supervision
of employees from the start of project work through project completion.
r- The contractor is responsible for inspecting all work areas and determining actual work
area conditions and work requirements. Pre-existing conditions shall not be the basis for
any modifications to the contract.
s- The contractor shall comply with all specifications and plans provided for or referred to
herein. In addition, building materials shall be installed level and watertight; and all
work shall be plumbed and square, with structural members and sheathing components
securely fastened and properly aligned and jointed.
t- All Service techniques, procedures, and finished work will be completed commensurate
with the industry accepted standard practices and procedures for such work.
u- The contractor may consider Service techniques or practices as recommended by the
COR to improve the quality and pace of work so long as such recommendations do not
change the specifications or scope or work.
v- Contractor is responsible for the quality of all employee work. Consequently, the
contractor shall provide personnel with adequate training/experience to perform tasks
outlined in the TECHNICAL REQUIREMENTS and contract.
