he suspended Managing Director of the National Port
Authority, Ms. Matilda Wokie Parker told investigators
of the Liberia Anti-Corruption Commission that
concerns over the lack of readiness of the Port of
Greenville to allow vessels to dock prompted by a letter from
President Ellen Johnson-Sirleaf and others were driving forces
behind the NPA management entering into what has now been
concluded to be a bogus agreement with a makeshift company
and a US$800,000(eight hundred thousand United States
Dollars) corruption scheme unearthed by the LACC.
Documents in the possession of FrontPageAfrica shows that the
embattled NPA boss who co-signed the MOU with Mr. Deneah
M. Flomo to remove wrecks from the Port of Greenville in 2011
giving credence to Denmar Enterprises a Recognized Security
Organization(RSO) in 2012, responded in the affirmative when
she was asked whether she had any knowledge of the bogus
arrangement.
The LACC report states: Having been informed about the
allegations under investigation and questioned whether there
was existing need to remove wrecks from the Port of Greenville,
Madam Parker responded in the affirmative, adding that in 2010
the National Port Authority received written concerns about
the lack of readiness of the Port of Greenville to allow vessels
to dock(enter). She further indicated that because of such
concerns, in January 2011, the NPA was invited to the Economic
Management Team meeting to address the situation. At that
meeting, according to her, she informed the team that Buchanan
Renewable(BRE) was giving the task to remove the wrecks, but
was not performing and therefore needed to be replaced.
According to the LACC findings, Parker at that same meeting
said that the NPA requested to give additional time to BRE to
perform the task. Madam Parker continued by informing
the investigation that the Management of the NPA received
increased number of concerns from the Forestry Development
Authority(FDA) and logging concessionaires. And on June 7,
2011, a letter from the President, Her Excellency Madam Ellen
Johnson-Sirleaf stating numerous concerns and urged that the
Management of the NPA needed to take such actions as necessary
to expedite the removal of sunken vessels, and that delay on the
part of the management will be considered a lack of attention
and undermining of governments development agenda.
It was based on that, according to the LACC, that the NPA boss
said, thirty days after the concerns were raised, including the
presidents letter and others, that the NPA went into an agreement
with Deneah M. Flomo using no objection approval letter from
the Public Procurement Concessions Commission(PPCC) dated
March 3, 2009.
On the memorandum of Understanding(MOU) for a Recognized
Security Organization(RSO), Madam Parker informed the
Investigation that a memo sent by the U.S. Homeland Security
in May of 2011 indicated that most of the Ports in Liberia were
not adhering to the Anti-Terrorism Procedures. Therefore, for
Liberia to be removed from the black list, the Port of Greenville
needed to strive for International Ship & Port Security(ISPS)
Compliance. Accordingly, the Management of the NPA went
into an agreement with Denmar Enterprise to prepare the port
security assessment and the port security plan for NPA to ensure
compliance with the ISPS Code, according to Madam Parker.
Parker, according to the LACC informed investigators, that the
two contracts had performance bonds issued to cover the full
amount of the contract value and that both contracts were

performed successfully.
But multiple sources have confirmed to FrontPageAfrica that
both Denmar Enterprises and Mr. Flomo are not listed among
the approved ISPS operators by the U.S. government who have
reportedly expressed concerns that the port management was
not forthcoming in its report to the Homeland Security that both
contracts were performed.
The ISPS was put in place shortly after the September 11, 2000
terrorists attack on the United States in a bid to detect, deter and
counter threats as early as possible. As part of the program, the
Coast Guard fosters strategic relationships with partner nations
and the International Ship and Port Facility Security (ISPS)
Code provides an international regime to ensure ship and port
facilities take appropriate preventative measures consistent
with our domestic regime under the Maritime Transportation
Security Act.
According to the US Homeland Security website, through the
International Port Security Program, the Coast Guard conducts
foreign port assessments to determine the port security
effectiveness and antiterrorism measures of foreign trading
partners. Since the inception of the International Port Security
Program in 2004, Coast Guard personnel have visited more
than 150 countries and approximately 1,200 port facilities.
These countries generally receive biennial assessments to
verify compliance with the ISPS Code and U.S. maritime security
regulations, as appropriate. Vessels arriving in non-ISPS Code
compliant countries are required to take additional security
precautions while in those ports and may be boarded by the
Coast Guard before being granted permission to enter U.S. ports.
In specific cases, these vessels may be refused entry. It is unclear
how the NPA bogus scheme slipped through the cracks.
According the LACC report, Parker was furthered asked to
provide explanation on some issues which were not made clear
in her statement even though she was asked. They include:
bidding and procurement processes leading to the award of the
two contract; the NPA Board involvement in the awarding of
the contracts; payments processes and performance report to
which she responded in the following manner:
That the emergency waiver letter by the late Keith Juba, Former
PPCC Executive Director, and Schedule A of the PPCC Act of
2005: Part I: Section 3(a): Non-application was considered
for the awarding of the contracts to Deneah M. Flomo and
Denmar Enterprise; That both contracts were discussed by the
respective Boards of Binyah Kesselly and Hon. M. Nathaniel
Barnes. The Wrecks removal MOU was signed by Hon. Morris
M. Dukuly, the then Chairman of the Board and the addendum
of the RSO agreement was signed by Hon. M. Nathaniel Barnes,
then Chairman of the Board; That performance reports at every
phase of the contracts were generated and submitted.
Ironically, in his statement before the LACC inquiry, Mr. Kesselly
told investigators that the separate periods he served on the
board of the NPA and in the respective capacities several
discussions were held regarding the resumption of normal
operations at all the sea ports within the Republic of Liberia
and discussed were the processes that would ensure that
plans were actualized. According to him, one of critical issues
discussed was the challenge of movements of vessels within the
various basins, especially within the Freeport of Monrovia and
the Port of Greenville, Sinoe County. Wrecks removal at the Port
of Greenville, Sinoe County had no immediate resolution as to
methodology or a particular company to carry out the removal
project none in sight following several discussions at the level

of the Board, to the best of his knowledge.


Asked whether he signed the contract awarded to
(whistleblower) to remove wreck from the basin of the Port
of Greenville, Sinoe County, Mr. Kesselly, according to the LACC
denied signing the contract himself and further unequivocally
told the investigators that he did not remember any discussion
and authorization at the level of the Board of having someone
sign on his behalf for said contract between (whistleblower) and
the Management of the National Port Authority up to the time
he left. He added that if such situation existed, there would be
at least a minimum of board minutes and /or board resolution
authorizing transaction.
Mr. Kesselly further told the LACC investigators that if he
was unavailable at the time or out of the country, the Acting
Chairman of the Board would have signed in his capacity as
Acting Chairman and not sign per procuration (PP) for him by
any person as is reflected onthe contract document.
Asked by the LACC regarding his knowledge of the Security
Consultancy MOU committing the NPA to Denmar Enterprisethe alleged Recognized Security Organization to provide
security consultancy services to the ports of Liberia, Mr. Kesselly
made it clear to the investigation that at no time the contract
was consummated he was neither member nor the chairman of
the board of the NPA.
Nevertheless he informed the investigation that in his capacity
as commissioner and chief executive officer of the Liberia
Maritime Authority, he is the Designated authority charged with
responsibility to implement the International Ship and Port
Security(ISPS) Code in Liberia, but in this particular case, his
entity had neither knowledge of the contract entered into for
the security consultancy nor did it grant permit to any company,
and did not accredit or validate Denmar Enterprise as a
Recognized Security Organization(RSO) thereby authorizing
same to engage in any form of ISPS and/or Maritime related
activities in Liberia.
Parkers comptroller, Christiana Kpabar Paelay also told
investigators that she was aware of an existing need to remove
wrecks at the port of Greenville, as well as consultancy to
provide security service to the ports of Liberia.
The LACC recommended that Parker, her comptroller and
Internal Affairs Minister Morris Dukuly, a former Vice Chair of
the Board of the NPA, be charged for violation of fraud on the
Internal Revenue of Liberia in the tone of nearly one million
united states dollars.
The report further recommended that Parker and her
comptroller, Pealay be charged with Misuse of public money,
property or record: 15.81(a and c) and Theft and/or illegal
disbursement and expenditure of public money: 15.82(b) for
knowingly, purposely and willfully ignoring all procedures and
processes in disposing of eight hundred thousand United States
Dollars (US$800,000) of government money to an individual
and a firm with no proven record nor expertise in marine
works and no clear evidence of performance in both the Wreck
removal and ISPS consultancy contracts as agreed in the terms
of the contracts.
President Sirleaf suspended with immediate effect Parker and
Pealay, respectively, based on findings of the LACC investigation.
Sirleaf directed the Ministry of Justice to collaborate with the
LACC, and all accused persons associated with this investigation,
in order to inform additional actions, should they be required.
But since the president issued the directive, neither the LACC or
the Ministry of Justice have been able to announce how far they
have gone in the process.
Sirleaf has also suspended all members of the Board of Directors
of the NPA, except for statutory members, and the Chairperson
who was recently named. Barnes announced his resignation
from the board last year. The Liberian leader has instructed the
Minister of State for Presidential Affairs to immediately liaise
with all chairpersons of Boards of all State-owned Enterprises
to collate, and report to her, all resolutions which have been
passed by these Boards especially on board fees, benefits and
other compensations.
The investigation into the NPA management began in March
2014 when a whistleblower addressed an anonymous complaint
to the Executive Chairperson of the LACC reporting what he
dubbed Grand Corruption at the National Port Authority.
A company called Denmar Enterprise, was charged under the
contract with the responsibility to provide security consultancy
services. The award of the security consultancy contract
gave credence to Denmar Enterprises and thereby presented
it a Recognized Security Organization (RSO) and, as such, it
was recommended to the International Ship & Ports Security
(ISPS) Department to be responsible for making decisions
regarding safety and security managements at the Seaports
of Monrovia, Buchanan and Greenville, and also to conduct
Port facility security assessment in consideration of the sum
of US$300,000.00(Three Hundred Thousand United States
Dollars).
The LACC recommended: That Matilda Wokie Parker, Managing
Director of the NPA and Christiana Kpabar Paelay, Comptroller
of the NPA and Seneah Martin Flomo be charged for violation
of Fraud on the Internal Revenue of Liberia 15.80(a,b and c) for
knowingly, intentionally and purposely creating the opportunity
to deprive government of Liberia of its just revenue in the
amount of fifty thousand United States Dollars (US$50,000)
by not withholding the 10% service tax on the Wreck Removal
Contract Valued at five hundred thousand (US$500,000) and
also failing to withhold thirty thousand (US$30,000) on the IPS
Consultancy contract valued at US$300,000.

FORMER UNITED STATES PRESIDENT Bill Clinton, paying a


one-day visit to Liberia Monday made a poignant call during
a meeting with the Incidence Management System and
partners (local and international) who have assisted Liberia
in its fight against the Ebola virus disease.
THE FORMER PRESIDENT URGED Liberians to embrace
survivors of the deadly Ebola outbreak and make them feel a
part of society. Dont be afraid of them; they are okay. They
should be embraced, rather than discriminated against, the
former president declared.
PRESIDENT CLINTONS CALL comes less than a week before
the World Health Organization is expected to declare Liberia
free of the deadly virus on May 11. The virus has infected
24,753 people and killed 10,236. All but 15 of those deaths
have occurred in Liberia and its neighbours, Sierra Leone
and Guinea.
LIBERIA WAS on the verge of being declared Ebola free
when a patient tested positive for the virus on March 5,
on the eve of the 42 days countries must wait before being
declared Ebola free, deflating hopes of many anticipating a
full return to normalcy
LIBERIA HAD GONE 27 days without any new case when the
infection was recorded.
BUT EVEN AS one of the deadliest epidemic to hit the region
retreats, the threats and after effects remain.
THE WORLD HEALTH ORGANIZAITON is already
acknowledging that many of those who survive the outbreak
are experiencing crippling complications long after walking
out of treatment units.
MATSHIDISO MOETI, the WHOs new head in Africa, is quoted
in the Japan Times as stating that Liberian survivors are
reporting a range of problems, including sight and hearing
impairment. We need to be aware that (complications)
may be occurring and pay attention when people are being
treated in case there is something that can be done to help
them, she said in the Liberian capital of Monrovia.
MOETI SAID THE U.N. agency initially focused on keeping
people alive in its battle against the worst-ever outbreak of
the virus, which it says has left almost 11,000 people dead in
Liberia, Guinea and Sierra Leone.
ACCORDING TO THE REPORT, US nurse Nina Pham, who
was infected while caring for a Liberian man at a Texas
hospital, told the Dallas Morning News in March that she
had experienced hair loss, aches and insomnia after being
given the all-clear in October. Aches and fatigue are common
side-effects in patients recovering from serious infection,
resulting from the immune systems release of chemicals to
fight the illness.
THIS IS WHY it is important for health authorities to invest
more time and resources in ensuring that survivors are
given the right psychological evaluations, therapy and care
to help them cope with the after effects of the deadly virus.
WE APPLAUD PRESIDENT Clinton for his presence in
Liberia to illustrate that his foundation and the American
people still have deep appreciation for Liberia and those
who survive the outbreak. We want to do what we can to
help. I want the people in Liberia not to discriminate against
you. They should not be afraid, he urged Liberians, adding,
We have to get past this stigma. We cant have your country
men and women discriminate. They should celebrate with
you that you survived and help you deal with these other
problems that come up.
WE ALSO HOPE that President Clintons visit which has
taken him to Tanzania, Kenya and en route to Morocco on

Liberalism has been weighed in the balances and
has been found wanting. Liberalism has been
tried in the court of public opinion and now it's time for its
public sentencing.
As I am fond of saying, when all is said and done, there's
more said than done. This is very appropriate for the
crisis surrounding the city of Baltimore after the murder
of Freddie Gray.
Have you noticed that with all these riots over the past
year, the Black businessman has been totally invisible?
They know what it takes to deal with the pathologies that
affect the Baltimores all over the country, but tragically no
one ever reaches out to them.
Am I the only one that noticed the irony of Baltimore being
the city where the national headquarters of the NAACP is
located? Did they not notice the unemployment rate in
the Black community, or the teenage pregnancy rate, or
the high school dropout rate, or the housing problems in
Baltimore until Gray's murder?
Isn't it amazing that groups like the NAACP, the National
Urban League, and the Congressional Black Caucus have
spent more time promoting homosexuality, amnesty for
illegals, and increasing the minimum wage than they have
dealing with issues that directly affect the very communities
they claim to represent?
In pondering the spate of deaths of unarmed Black males
during the past year, there are some striking similarities
that can't be ignored.
You have had recent killings by the police of Michael Brown
in Ferguson, Eric Garner in New York, Oscar Grant in
Oakland, Ezell Ford in Los Angeles and now Freddie Gray
in Baltimore, just to name a few.
The common thread among all these cities is that they have
been controlled by liberal Democrats for decades, both
Black and White. In the case of Baltimore, you have not had
an elected Republican mayor since 1967 and what's even
more ironic is current day Baltimore has a Black mayor, a
Black police chief, a Black prosecutor, a black president of
the city council, a Black congressman and an almost fifty
percent Black police force; yet the Black unemployment
rate in Baltimore among those 25-64 years of age is 41%.
According to the latest census: 25% of the residents of
Baltimore live in poverty compared to the national average
of 17%; 18% of Baltimore's housing stock is vacant
compared to the 13% national average.
It's not about party, it's about agenda. Most reasonable
people would agree that the liberal approach to urban
policy has been put on trial and has been found guilty in the
court of public opinion. Guilty of being an abject failure.
So, doing more of the same is definitely not the solution.
The above indicators don't just show up overnight; but
rather are the culmination of gross negligence with malice
aforethought. Remember, the core tenet of liberalism is
intent; not results.

THERE HAVE BEEN too many reports in recent days of
survivors complaining of neglect; too many cases of nurses and
doctors feeling abandoned by the national government and
too many reports of healthcare workers being laid off due to
what government says is the lack of funds to keep them on the
job and caring for those still feeling the after effects of Ebola.
Countless others are continuing to die from other diseases
because major referral hospitals simply do not have the basic

So, what was the liberal response to Baltimore? It was


very predictable, "we need more money spent in our
communities." If money was the solution, then Baltimore
would be a shining example of the virtues of liberalism.
They spend almost $ 15,000 per student for education,
the second highest in the country; but yet remain near the
bottom of every index for results (only10% of Baltimore's
residents have a college degree).
Maryland is the wealthiest state in the country in terms of
income according to the latest U.S. Census
($ 70,000
median household income). In 2007 and 2012 then
governor and former Baltimore mayor, Martin O'Malley
raised taxes on the wealthy and wondered why the wealthy
started leaving the state. In 2014, he then raised the
minimum wage from $ 7.25/hr to $10.10/hr.
So, let me make sure I understand this liberal approach.
Liberals want to further tax those who are generating all the
jobs and paying the most into the state's coffers; then they
want to increase the cost of labor for those who have the
least amount of education and skills; thereby guaranteeing
that employers will hire fewer of them.
Baltimore, Ferguson, Oakland, etc., present a great
opportunity for the Republican Party to speak directly to
the Black community about Republican solutions to the
pathologies that plague these communities.
The first thing the Republican Party, especially the
congressional leadership, should do is meet with key Black
businessmen. In the Black community, the businessman is
typically the head of the trustee board and the deacon board
within the church. So, if you get the businessman on your
side, he will bring you the preacher and the congregation.
Under Obama, the Black business community has been
devastated.
The Wall Street Journal reported last year that under
Obama, "1.7% of the $ 23 billion in SBA loans went to Black
owned businesses in 2013," the lowest level on record. The
Journal went on to report that under George W. Bush the
rate was 8%.
The other issue that plays to the Republican's strength is
education.
I have previously written about how Obama's policies
have decimated Black colleges. Based on conservative
estimates, HBCUs have lost $ 150 million in funding during
his presidency and caused at least 28,000 students
to drop out of school due to lack of money.
Why the Republicans don't use their congressional
majorities to address these issues is perplexing to me.
I have said before and I will say it again, Blacks are begging
Republicans to give them a reason to vote for them.

must not end with the photo-ops and showcasing of big shots
putting up their best face for the media and the cameras, the
Sirleaf administration and those managing the healthcare of
Liberia must take it upon themselves to do the right thing for
those survivors, still living with neglect, abandonment and a
post-ebola syndrome that may linger with them for a very long
time.

In 2012, Ellen's government said the country's unemployment rate
voodoocally went from 85% in 2006 when she took office to a global
all time record low of 3.7% in 2012, according to the regime's Bureau
of Labor Statistics and Geo Information Services announcement at the
Ministry of Information by its director, a Dr. Liberty. I will finish my

The difficulty Liberia has faced in making meaningful economic
recovery is not because Madame Sirleaf and her officials do not love
Liberia. It is primarily because the President buried her head in the
sand over the belief that she, a kitchen cabinet of a few and a handful
of international business friends, the World Bank, IMF, ADB and the
like had the answers to solving Liberia's problems. In the 10th year
of her administration, the slow pace of development speaks for itself.
In a society where all the systems had collapse because of prolonged
war, the quality of people who make decisions for the government
matters above all others. Senior offices of the government from
ministries to public corporations have been continuously staff with
either unqualified or inexperienced heads, seemingly on the basis of
"who knows you" rather than proven capabilities. The performance
of our economy is a result of that inadequacy. Ebola, World Financial
meltdown, commodity prices depreciation, etc. etc are all but normal
challenges that government faces time after time. Bad as they may
appear, they always offer opportunities, but opportunities no matter
how bright the color they may come require keen eyes to identify and
harness. Frankly, there is not much President Sirleaf can do to stabilize
the economic situation in Liberia over the time remaining. The best
thing this government can offer are lessons to be learned by those who
will come after President Sirleaf. The quality of Civic Leaders matter.
Yes you can travel from Paynesville to Gbarnga going directly toward
the Executive Mansion but you will probably spend a better part the
two Presidential terms doing that because you will need boats for the
world oceans, visas for the countries you will trans-pass and a lot of
wasted time. In contrast there is a shortly way. Most time you need the
best set of brains to identify and utilize that solution.

Here are some facts: post-war Liberia is susceptible and government's
negotiators at the time, including the National Investment Commission
under Mr. Richard Tolbert were not truthful to the Liberian people.
They, for selves gains, recommended tax incentives for these
international investors/companies who promised (myths) the creation
of thousands of new jobs for Liberians, which they never and will
never delivered. I still remembered Mr. Tolbert constantly boasting
that thousands of jobs were to be created once these agreements were
ratified and signed: these are job scams that foreign investors use to
blackmail weak and corrupt government like ours to get tax breaks.

The last time I checked, NOCAL was a state-owned
enterprise! In other words, we the Liberian people own
NOCAL.
As owners (shareholders) of NOCAL, shouldn't we have
access to the minutes of their board meetings and audited
financial statements?
And shouldn't we hold them
accountable to spend our money wisely?
But like most Liberian owned state enterprises, these born
rogues, aka NOCAL executives, have arbitrary power to
spend other people's money on themselves and third parties
(prostitutes, politicians, political prostitutes) recklessly:
1) Want $5,000 cash (plus gas slips) to pay each member
to attend board meetings? No problem. Randolph McClain
usually get his $5,000 six months in advance! ...
2) Want money to pay prostitutes to give blow job to board
members and Randolph McClain ? No problem.....
3) Want money to pay lobbying fees to lawmakers to look
the other way? No problem.. .
So why are you surprised that 20 executives of NOCAL
have allotted themselves super-sized travel allowance?
I'm not. Because most of these people are members of an

organized crime family (LTA looters, NPA MD, LWSC Board,


lawmakers).
But look. As long as those clowns in the Capitol Building,
with oversight responsibilities, keep taking bribes, oops,
I mean lobbying fees, to look the other way--don't expect
the Liberian people (shareholders) to have any idea on
how much travel allowance NOCAL executives have allotted

pain of blindness
suffered another a
week ago when her young baby
went missing while leaving the
hospital where she had given
birth.
Mamie, 38 year old, a
resident of the Pipeline
community in Paynesville
told FrontPageAfrica that on
Wednesday April 29 after
giving birth at a clinic in her
community she decided to call
a friend Esther to come and
visit her because Esther had
earlier established friendly ties
with her children.
According to Mamie, Esther
requested to help her upon
delivery and based upon that
she decided to call Esther to
come and see them at the clinic,
but said she had earlier called
her sister in-law to come and
take she and her baby home.
I delivered Wednesday 10
clock, before I delivered one
girl, she made friend with my
children and she told them
that any time I deliver I should
call her but before I called her I
called my sister in law so when
I called her she brought her
own blanket said Mamie.
Mamie narrated that her Sister
in law and Esther arrived at the
clinic and Esther congratulated
her, after which she asked her
Sister in law to take the baby so
they could head home.
According Mamie, she decided
to tell one of the midwives
good-bye before leaving, but
the midwife advised that the
sun was hot so it was better to
leave at sunset.
Mamie explained that Esther
decided to provide 300
Liberian dollars to the sister in
law to go home and cook but
she (Mamie) told Esther that
she had already bought some
food stuffs and did not need
much food.
The blind mother narrated that
Esther asked for 100 Liberian
dollars and the remaining 200
Liberian dollars was left with
the sister in law to go and cook.
She came and said thank you
ooh, so I told my sister-in-law
take the baby let go home, but
before that I told her let me go
and tell my play ma goodbye so
when I went there, she told me
the sun hot and I should wait
5 clock before we go home,
Mamie said.
When Mamies sister in law
left them to go cook, at about
3:00pm, Esther asked that she
takes Mamie home because
it would be difficult to get
transport vehicle when it gets
late.
Upon leaving the clinic, Mamie
said she decided to buy tablets,
Folic acid from a nearby drug
because she was feeling weak
and eye swinging.
At the drug store, Mamie
further said due to her
condition, the pharmacist
asked her who could he
prescribe the medicine to and
she decided to call her little
daughter to come and help.
Mamie said little did she
realize that it was a mistake to
call her daughter to leave the
baby with Esther and go to the
pharmacy to help her.
During that period, Mamie
lamented that Esther left with
the baby and ran away to an
unknown location.

with pregnancy carrying a
baby.
My friend called me, she said
one girl here, we never saw
her with pregnancy but she
has a young baby and it was
almost 12clock midnight when
we left to go find out, Mamie
explained.
Mamie continued She said
nothing good and it was
already late, so the next day,
my sister in law had to dress
like a Mandingo woman
pretending she was looking for

empty room. During the course


of that she came across Esther
she said when Esther saw her
she begun to run away but
she managed follow her to her
house.
Mamie said when Esther
entered her house, her father
helped to hide her by locking
the door on her.
The Blind Mother said her
sister in law decided to inform
the police and that was how
Esther got arrested and was
sent to Zone 9 police depot in
Jacobs town.
When I told her she was lying
she started abusing me and
later on she told police to beg
me but I said no, Mamie said.
Appealing for refund

Mamie is appealing to the


government to refund money

spent on searching for her


missing baby, saying she spent
closed to US$1,500 to be able
to find her child.
She said due to her condition
she is unable to move about
now to beg for money as she
usually do and she is also
demanding justice against the
person that stole her child.
I want government to do
something now, I am sitting
down here I dont have five
dollar, since my child got stolen
I have spent 1,500 dollars
sending people from one zone
to the other. So, I want the
government to pay my money
back, because with the new
born in my hand I am not able
to go in the street to go beg so
let them please help me to pay
for my money and help take
care of my child she said.
According to information the
accused whose full name is
yet to be disclosed as she is
known by two separate names
Esther or Decontee Bladen was
pregnant but said that her baby
did not survive and she had

already informed her husband


that she was pregnant.
Sources said it was based
upon that she allegedly stole
Mamies baby to make it her
own.
Neighbors to the accused
confirmed that the accused
husband bought baby clothing
for her upon hearing that his
wife had given birth and he
even put up fight when the
police went to get the child and
arrest the accused.
Charged for kidnapping

Police have arrested and


charged the accused for
kidnapping and is expected to
be forwarded to the Paynesville
Town Hall court at 10am today.
The father of Mamies three
children is also appealing
to well-meaning Liberians
and

international
organizations to come to the
childs aid saying since the
baby return she appeared to

stressed that accountability
is crucial to all the support
from the World Bank.

to seeing accountability in
the use of resources that we
are mobilizing for all three
countries which is crucial to
more support, said Dr. Evans.

developed by the government
of Liberia.
He expressed that Liberia
will have to ensure the
success of the plan by

commitment
through whatever resources
it can mobilize locally.
Dr. Evans visited Liberia
last October when Ebola
was still on the increase in
Liberia to access the level of
response by the World Bank
to the crisis during which
time expressed that he was
impressed with the level of
constitution of ETUs to fight
the outbreak.
During his current visit where
he toured the Redemption
Hospital Dr. Evans expressed
satisfaction with the ongoing
preparation for post Ebola
efforts in improving the
health sector of Liberia.
The World Bank is a major
donor to Liberia. During
the outbreak the bank
pledged 650 million to the
three affected countries
before raising the pledge by
another one billion taking
the total earmarked support
to Liberia, Sierra Leone and
Guinea to 1.6 billion.

VACANCY ANNOUNCEMENT
Fillable PDF Programmer for NBC Concessions Reporting Template (2 Positions)
Background: IBI International is implementing the USAID-funded Governance and
Economic Management Support Program (GEMS), a five-year technical assistance program
to improve performance through strengthening public sector capacity in Liberia. One of the
GEMS five objectives is to support GoL to efficiently, effectively and transparently manage the
natural resource concessions.

The support to the management of natural resource concessions focuses on the National Bureau of
Concessions (NBC) and the concession granting entities (CGE) responsible for managing concessions
and the concessions process. The NBC and representatives of these CGEs designed reporting
templates to capture data required from concessionaires. When implemented, the templates will give
the NBC and the other concession-related entities the data they need to perform their statutory
functions with respect to concessions.
The templates are largely prepared and are in Excel for ease of preparation but those forms are not
convenient for data entry. While the ultimate solution is a relational database with a set of userfriendly data entry screens in a web-based environment, an interim solution is required. Fillable .pdf
forms, as a temporary data-entry solution, will be utilized pending development of the relational
database. Two consultants are required to develop the fillable pdf reports.
1. The Objective of the assignment is to:
automate four (4) concession reporting templates in pdf format for data entry. The data once
entered must be stored in such a way the data may be transferred to a database for analysis
2. Scope of Work
The consultants will prepare fillable .pdf forms for the collection of concessions-related data. The
forms will be based on the Excel-based forms to be provided to the consultants. Four separate form
templates must be developed one each for forestry concessions and mining concessions and one each
for the rubber and oil palm agricultural concessions. Each of four Excel templates details the fields to
be included in each pdf form template and has approximately 22 separate worksheets. Some of the
worksheets are the same across all four Excel templates; most are different.
The data fields stored in the pdf forms should be able to be sent to a database. The pdfs should be able
to be completed offline or online using free client tools.
The form templates must be submitted to USAID-GEMS for review and testing by USAID-GEMS,
NBC staff and a concessionaire. . The consultant will make revisions based on the review of the form
templates. The consultants will develop instructions for completion of the forms.

3. Deliverables

fight against the Ebola virus
disease.
During his visit to the
Center, the President Clinton
interacted with some Ebola
survivors
including
the
leadership of the Ebola
Survivors Network. Speaking
on behalf of the survivors,
the president of the network,
Patrick Faley, highlighted
problems affecting them
including
discrimination,
stigmatization, access to
income, jobs and healthcare.
President
Clinton,
responding, said they were
in the country because they

didnt want the world to


forget about them. We want
to do what we can to help. I
want the people in Liberia
not to discriminate against
you. They should not be
afraid, he urged Liberians,
adding, We have to get
past this stigma. We cant
have your country men and
women discriminate. They
should celebrate with you
that you survived and help

you deal with these other


problems that come up.

later revealed that Kromah did
in fact contribute to paying the
medical bills and facilitating

Against this backdrop, Dorbor
said the project
is aimed at
educating charcoal producers
and sellers on how to identify
their basic needs and encourage
them for sustainable production
as well as forest management.
Dorbor was quick to note that
the project is not intended
to stop charcoal production
activities; but to assist those
involved with productions and
sales on the modernized and
sustainable way.
He named tree-planting for
charcoal production as the major
sustainable way, which he said
will also minimize deforestation.
At the same, Dorbor disclosed
plans to introduce a new

method of production which


will minimize environmental
pollution as well as prevent
losses by the traditional
production method.
Launching the project was the
head of Region-I of the Forestry
Development Authority (FDA),
Mrs. Ruth Varney, who praised
organizers of the Charcoal Union
and urged producers to embrace
the idea.
The FDA official also stressed
the need for charcoal burners to
assist in the forest management
so
that
their
upcoming
generation will not suffer,
adding, You must not just cut
down the trees and leave the
land clear, do something on it
like planting.
She said: As we launch this
program today, we advise that
you put yourselves together. This
is self-employment; therefore,
please use the forest in a
sustainable way.

CHARCOAL UNION EMBARKS ON PILOT PROJECT

he National Charcoal
Union
of
Liberia
(NACUL) has embarked
on a pilot project
called Sustainable Charcoal
Production.
Organized on December 23,
2014, NACUL is a communitybased organization (CBO) of
charcoal producers and sellers
in Liberia.
The project was launched on
Saturday, May 2, 2015, at the
Sinje Multipurpose Community
Center in Sinje, Grand Cape
Mount County, bringing together
charcoal
producers
from
across the county and other
stakeholders.
Speaking at the program,
NACUL President, Richard T. A.
Dorbor, said the yearlong (May
1, 2015-April 2016) project is
intended to mobilize and create
awareness to strengthen the
capacity of charcoal producers
and sellers in the five districts of
Grand Cape Mount.
According to Dorbor, the program

of the union will address some


of the problems they (charcoal
producers) face.
We have been suffering in the
coal business for long and so
we are happy for the people
to put us together. People can
take our coal for sell pay and
when they go we cant see some
of them again. So, I thank the
union for bring us together
to take this problem from us,
Jebbeh Senwan, the charlady of
Garwulor District, who is also a
charcoal producer, said.
Junior Fahnbulleh, another
charcoal producer of Massaquoi
Town, said: Coal burning is a
difficult work for me; but I have
to do it because it is through this
I pay my school fees.
Junior said, at times, he loses
because he buys gas for power
saw to cut his logs and he hires
people to cover the stick with
dirt; and after all, he will not
realize the money spent.

Is an initiative to
discourage
people
attempting to migrate
to Europe through the back
door. Experience shows the
relative small numbers of
actual Refugees from war torn
areas is grossly over shadowed
by the enormous number of
economic Migrants from all
sources.
There is a serious need to
provide the correct information
and education in Africa and
elsewhere, to encourage local
self-help opportunities to
improve their social, economic
well-being.
The core intention of the
Initiative, is for the right
information to be passed
directly into the local villages
and larger communities by
word of mouth, about the
perils of illegal migration to
Europe.
These are the building blocks.
A documentary using local
people in their native tongue,
relating the horrors and
problems illegal migrants
face when arriving in Europe
through the back door, and
subsequently.
We will record interviews from
migrants and their experiences
at arrival points within
detention centers, in Spain and
Italy. To show the people in the
villages the horror of the real
reality.
It is needed to deter the
unscrupulous profit making
traffickers who prey on the
illegal migrants.
The approach is based on early

crazy when I moved
to Africa in 1989. I
was going to live in a
place with no televisions, no
electricity and a high risk of
malaria, and at a time when so
many other Irish were leaving
in search of better lives in the
US or England.
I had a different view of a
better life. I needed to find
more meaning. I had married
very young, at 18, and joined
the Army to provide for my
family. My wife died several
years later, and I went soulsearching. I moved around the
world a lot, especially Europe,
but found it difficult to make
connections.
Work brought me to west
Africa in 1989, to work as a
security officer for a shipping
company based on the Isle of
Man. I travelled a lot working
for it, all around Liberia, but
about 10 years ago I settled in
Gambia, where I live with my
second wife and our children.
When I arrived in Africa I
plugged out, quite literally:
I didnt feel that I needed
electricity any more. I wanted
to live life in a simpler way.
Whether you have a TV or
not, or have electricity or
not, doesnt matter. They
are
not
the
important
things in life. I became more
of a humanitarian, less
materialistic.
In 2008 I was appointed head
of security in charge of 100
personnel on a 200km road
project in Gambia. This brought
me to remote rural locations

journey, perceptions of images

alternatives,
to individuals from rural
villages to be able to fulfil

their potential. To improve


economic living conditions, to
sustain families and contribute
to community building in the
longer term, by showing them
how, and assisting them to
improve their agricultural food
production.
The first initiative will be
East or West Africa. After the
foundations are established
it will be easily replicated in
other neighboring countries,
at minimal cost and in a very
short time.
The initiative will be to target
rural villages, and larger

communities, with the rapid


development of a Pictorial
range of information, materials,
and simple technologies.
We will use
people who
have had illegal immigrant
experience, to become mentors
to potential illegal migrants.
The programme will offer and
encourage basic numeracy
and litery skills where they are
lacking. In order that they may
commence or improve their
commercial activity.
It will assist to provide basic
education and skillsets, to
returnees to their home

country after deportation.


The essence of the information
to be provided will be. Valid
Reasons for leaving or staying
in my Country; All the factors
for Making the decision.; The
concept of choice as an illegal
migrant; The Importance
of home social economics,
and family; How to improve
food production with what is
already in place.
The flow of migrants is
escalating very considerably,
there is a continuing increase
of loss of life during transit.
The increasing financial cost in

humanitarian aid, is becoming


of great concern.
The financial cost of this
initiative is of minimal
proportion
and
requires
virtually
no
external
administration. It can be
promoted and continued at
local level.
The items required are Two
vehicles suitable for rough
ground operation, two portable
generators, two large screen
monitors, two video players to
match, one video recorder, one
small P.A. system, one suitable
laptop, and sundries for all of
the above.
There will be a need to set up
a financial arrangement for the
nominal day to day running
expenses and provisions. All of
the above could be assembled
and transported to a location
within days. The title for these
items would remain with the
sponsors.
The principle for this initiative
is a European National who has
been resident in Africa for over
25 years, He has been involved
within senior management
of companies and substantial
projects in Africa, and has
considerable local knowledge
of the people and terrain.
The Problem of illegal
migration will not go away
own on its own. Experiences
are showing that it is not
being prevented by inter
-governmental actions.
This initiative will work
because it will have no top
end bureaucracy to stifle the
direct and effective personal
contacts.
This initiative cannot fail to
work, but on its own its not
enough. It must be coupled
with a similar initiative
equal and opposite, which
will rapidly promote willing
repatriation.

where villagers may never


have seen a white person.
Sometimes they ran away, or
would want to touch my skin.
Their way of life is very basic,
living in grass huts. It was a
very grounding experience.
One of the things I noticed very
quickly was the drain of youth
in these villages. I discovered
that they were heading for
Europe through the back door

to Libya, across the desert


and up to Morocco. Their
motivations were economic.
Their parents sold land, cattle
and everything else they had to
send their young sons away.
More than 900 migrants have
already died this month trying
to cross the Mediterranean to
reach Europe. The European
Union and others focus on
the refugees fleeing war-

torn countries like Syria


and Somalia, but many are
economic migrants, leaving by
choice because they think the
streets of Europe are paved
with gold.
Most of the migrants leaving
Gambia are from rural areas.
Their education is limited, and
they believe the stories they
hear about Europe. But most
of them dont realise that its a

perilous journey that they may


never return from, that could
kill them.
The EU has been talking
this week about practical
measures
to
strengthen
borders, fight smugglers and
improve
search-and-rescue
efforts, but they need to be
looking at the cause rather
than the cure, about what can
be done to prevent migrants

travelling in these ships in the


first place.
Potential migrants need to be
educated about the journey
they are planning to undertake,
about what it is like to work
illegally in Europe, and about
trafficking risks. I have come to
Spain now to lobby the EU on
the need for local sensitisation
programmes.
It is all about information.
There
is
unprecedented
unemployment in Europe.
These migrants think that if
they come to Europe they will
be able to send money back
to their families, but they are
wrong. They will be lucky if
they even reach the shores of
Morocco.
I want to get access to the
detention centres in Libya,
Spain, Italy and Morocco, to
film what life is like there, and
to travel around the villages of
Gambia first of all, spreading
the word about the reality of
illegal migration to Europe.
It is an issue I feel passionately
about , which is why Ive
come to Spain to work on this
full time. I am a single voice,
which is challenging, but I am
determined. Too many people
are dying, and this is what I feel
I can do to help.

The radio producer (SSA) will take full responsibility for the planning, production, airing as
well as report writing of a one hour live radio program providing psychosocial education
on Ebola.

The radio producer will develop a six-month program matrix capturing weekly program
topics on the psychosocial dynamics of the outbreak such as: Sources of Ebola related
Stress, Fear of Infection, Understanding the plight of affected persons, Consequences of

rumors/misconceptions, Communicating and relating to survivors, talking about fear, hope


and stigma ; The radio producer will also be responsible to ensure that guests invited to the
show meet the following criteria: Are directly or indirectly affected by Ebola; are caregivers

(nurses, social works etc); are health experts, relevant community members; stakeholders
working in the Ebola response etc.

Additionally, the radio producer will provide communications support to the UN Women

Ebola response program and other relevant UN Women programs; handle guest entry
procedures at partner radio station etc.
Functions and key results expected

Produce 24 editions of a high quality live educational radio talk show on the

psychosocial dynamics of the Ebola Virus Outbreak, especially its impact on women & girls

Convene meeting with relevant stakeholders including: WHO, MSF, Red Cross, Carter Center,

at the right time for the radio show;

Support in the implementation of UN Women Ebola related programme by producing audio,


editing, and interviewing

Octavius Vorkpor said, if fully
supported, they will ensure
that deaf are given another
alternative to enhance their
career.
Vorkpor
explained
that
for too long some of them
suffered
humiliation
and
marginalization in their quest
to foster their sports career.
He noted that the new venture
intends to recruit interested
players and ensure that they
exercise daily to make a
difference at international
levels.
