BACA DULU BARU KOMENTAR

Bank Indonesia mengenal 3 fasilitas bantuan:

1. Fasilitas Likuiditas Intrahari (FLI)
2. Fasilitas Pendanaan Jangka Pendek (FPJP)
3. Fasilitas Pembiayaan Darurat (FPD)
FLI , diberikan untuk mengatasi kekurangan likuiditas (liquidity mismatch) akiba
t kesenjangan antara arus dana masuk dan arus dana keluar di sebuah bank (fasili
tas 1 hari). Pemberian fasilitas ini ditujukan untuk memperlancar operasi sistem
pembayaran dengan didukung agunan likuid dan bernilai tinggi kepada BI.
FPJP, diberikan kepada bank yang mengalami kesulitan pendanaan jangka pendek (fa
silitas 14 hari), yang juga harus didukung agunan yang berkualitas tinggi dan ni
lainya memadai
FPD dberikan kepada bank yang mengalami likuiditas (fasilitas 90 hari), tapi mas
ih memenuhi tingkat solvabilitas yang ditetapkan BI, serta berdampak sistemik ya
ng pemberiannya didasarkan pada keputusan Komite Stabilitas Sistem Keuangan (KSS
K).
Jadi perbedaan mendasar antara FPD dan FPJP :
- Dampak sistemik, bila bank dianggap berdampak sistemik, maka akan dikucuri FPD
(bukan FPJP).
- Siapa yang memutuskan, FPJP cukup diputuskan di tingkat Dewan Gubernur BI, sem
entara FPD harus ke Menteri Keuangan dalam forum KSSK (Komite Stabilitas Sistem
Keuangan)
- Biaya, biaya untuk FPJP dari Bank Indonesia, sementara biaya untuk FPD dari AP
BN . Karena itu, setelah diputuskan di forum KSSK, hasilnya harus dilaporkan ke
DPR paling telat 30 hari.
Sesuai namanya, Fasilitas Pembiayaan Darurat (FPD) memang bersifat darurat, dan
karenanya syarat yang diajukan pun relatif lebih ringan dibanding FPJP (Fasilita
s Pendanaan Jangka Panjang).
BI menetapkan syarat sebuah bank bisa mengajukan FPD dengan CAR minimal 5 persen
(Pasal 3 butir c, PBI 8/2006).
Sementara untuk FPJP CAR harus 8 persen (Pasal 2 ayat 2, PBI 10/2008).
PBI mana yang diduga diubah untuk memfasilitasi Bank Century mendapatkan bantuan
likuiditas...?
Di bulan November 2008 itu, bank sentral telah mengubah 2 Peraturan Bank Indones
ia (PBI), yang sama-sama menurunkan standar ketentuan rasio kecukupan modal (CAR
), yaitu PBI tentang FPD dan PBI tentang FPJP.
Aturan tentang FPD yang diubah adalah PBI No. 8/1/PBI/2006 yang semula mensyarat
kan bahwa bank harus memiliki CAR minimal 5 persen agar dapat bantuan.
Aturan berumur 2 tahun ini diubah pada tanggal 18 November 2008 ( 2 hari sebelum
keputusan bailout Century), dengan PBI No. 10/31/PBI/2008 yang menurunkan syara
t CAR menjadi 0 persen ke atas (positif)
14 November 2008 atau H-6 bailout, aturan tentang FPJP lebih dulu diubah, yaitu
dengan dikeluarkannya PBI No. 10/30/PBI/2008.
Aturan tersebut mengubah aturan yang baru dibuat BI pada tanggal 31 Oktober sebe
lumnya, yaitu PBI No. 10/26/PBI/2008 tentang Fasilitas Pendanaan Jangka Pendek (
FPJP) bagi Bank Umum.
So.., PBI 10/30/PBI/2008, adalah PBI perubahan (adendum) bagi PBI 10/26/PBI/2008
. yang baru berumur 2 minggu. Yang diubah hanya beberapa pasal saja, termasuk pa
sal tentang ketentuan CAR minimum yang tadinya 8 persen, menjadi minimal 0 perse
n (asal tidak negatif).
PBI mana yang diributkan diubah untuk menyelamatkan Bank Century...?
Jawabannya: Fasilitas apa yang diajukan Bank Century kepada BI? FPJP atau FPD...
?
Bila kita mengacu pada laporan hasil audit sementara BPK, maka Bank Century meng
ajukan Fasilitas Pendanaan Jangka Pendek (FPJP), bukan Fasilitas Pembiayaan Daru
rat (FPD).
Artinya Bank Century minta ditolong untuk fasilitas likuiditas 14 hari, bukan 90
hari. Itu berarti, fasilitas yang diminta adalah fasilitas untuk bank yang tida
k memiliki Dampak Sistemik.
Sebab, bila mengacu pada posisi 30 September 2008 (yang jadi acuan dalam permoho
nan), CAR Bank Century hanya 2,35 persen. Itu artinya, Century tak memenuhi syar
at untuk mengajukan kedua jenis fasilitas, FPD (CAR 5 persen) dan FPJP (8 persen
).
Tapi karena kedua aturan itu sama-sama diubah menjadi 0 persen, jadilah Bank Cen
tury masuk kategori layak ditolong.
Meski ketika hari pertolongan tiba (November 2008), CAR Bank Century sudah jeblo
k menjadi MINUS 3,53 persen berdasarkan posisi per 31 Oktober 2008, yang membuat
nya sebenarnya tak layak mendapatkan bantuan likuiditas berjenis apapun.
Bank Indonesia "mungkin lupa" meng-update status CAR Bank Century saat keputusan
itu diambil karena...?? (baca dibawah ini) :
Mekanisme penetapan Bank Century sebagai Bank Gagal berdampak Sistemik, a. Rapat
konsultasi Komite Stabilitas Sektor Keuangan (KSSK) pertama yang dimulai pukul
23.00 WIB tanggal 20 November 2008 hingga pukul 04.00 WIB tanggal 21 November 20
08, peserta rapat menyatakan TIDAK SETUJU dengan analisis BI bahwa Bank Century
adalah Bank Gagal Berdampak Sistemik.
B. Rapat dilanjutkan pada tanggal 21 November 2008 pukul 04.25 WIB hingga pukul
06.00 WIB, yang dihadiri MENTERI KEUANGAN selaku ketua KSSK dan GUBERNUR BI sela
ku anggota.
C. Rapat menyatakan bahwa MENYETUJUI Bank Century dalam status Bank Gagal Berdam
pak Sistemik.
Pertanyaan :
1. Apakah peranan Menteri Keuangan dan Gubernur Bank Indonesia pada waktu itu sa
ngat vital, dimana dalam rapat sebelumnya yang berlangsung semalam suntuk, berub
ah begitu saja hanya dalam waktu 1,5 jam.
2. Berapa pentingnya Bank Century, sehingga Menteri Keuangan dan Gubernur Bank I
ndonesia rela datang ke rapat pada waktu dini hari menjelang subuh.
