Air and Radiation Management Administration (ARMA) (1988 to 2005)
Promoted to a 15-person team accountable for developing and implementing State Implementation Plan to support
Clean Air Act. Selected to analyze, document and report data from industrial and commercial sources throughout the
State. Collected data, calculated emissions and compiled reports to calculate rate of progress plans, develop models
and conduct trend analysis, utilizing appropriate calculation methodologies. Conducted quality assurance reviews on
inventory estimates. Archived inventory data into MDE and EPA databases. Created and delivered trend analysis
reports to management.
Maintained and updated database systems to facilitate the electronic submission of reports to EPA for use in SIPs and
modeling. Data was utilized to identify statewide point sources of PM10, PMfine, VOCs, CO, Nox and toxic air
pollutants by non-attainment area and county, and provide projection and historical information based on
demographic changes, to identify control devices and their respective efficiencies.
Developed appropriate methods to project future emission estimates and expected emission reductions from
anticipated control measures. Researched and implemented new procedures to improve estimation techniques
throughout the Program. Conducted surveys of point and area source facilities to compile information on parameters
used to calculate emission estimates and factors. Surveyed other States and local agencies inventory estimates
compilation procedures, and delivered recommendation to improve inventory methods. Tracked and monitored
emerging global warming and greenhouse gases control policy issues throughout the international and federal
government levels.
Key Achievements:
 Successfully developed comprehensive emission inventories of criteria pollutants and toxic air pollutants.
