SYNOPSIS
NARRATIVE

On February 9, 2015, at approximately 1600 hours, Detective G. WILLIAMS and I made contact with
PERRY BEAN, GAIL FAWCETT, and DR TIFFANY BOGART DVM at 7734 Congress Street (SPCA) in
reference to a possible fraud.
BEAN advised that on February 4, 2015, they had sat down with an employee named MICHAEL
GABOLD because pages were missing from the controlled substance log, and because the surgery
area was in disarray. BEAN stated that they suspended GABOLD and attempted to take his keys and
business phone, which both belonged to the SPCA; however, he pulled away when they tried to take his
keys and erased his cell phone prior to handing it over. He relayed that they did get the keys and
GABOLD left the property. BEAN described GABOLD's position as the medical manager.
BEAN went on to say that on February 6, 2015, he received a phone call on the cell phone previously
given to GABOLD. An elderly female named SUSAN PISKOROWSKI had called to find out where the

remains of her dog "Sport" were. BEAN inquired how GABOLD had come into contact with "Sport," and
she told BEAN that GABOLD had treated her dog for a "lump" on his neck. She relayed to BEAN that
GABOLD had told her the "lump" was cancerous and they made the decision to euthanize him. She told
BEAN she had paid GABOLD $500.00 for the services he provided. BEAN told me that they are a
spay/neuter clinic only for outside dogs, and they don't do any veterinary medicine for personally owned
dogs.
BEAN stated that he spoke with males named ROBERT BENJAMIN and ROBERT VAGIL who told him
that GABOLD had also performed procedures on their animals to include vaccinations, flea/tick
medications (specifically Comfortis) and the setting of a broken leg. FAWCETT and DR BOGART stated
they started doing searches of their records, to reconstruct the controlled substance log and see what
else was missing. They located purchases made through their supply company Henry Schein that were
disconcerting. GABOLD was in charge of ordering the medicines. BEAN provided me with an invoice
from October 2014 for 60 Comfortis 120lbs capsules in the amount of $589.10. They are not able to
locate the medication anywhere, and it is assumed that GABOLD had utilized it for resale.
They also located invoices where Enalapril 10mg and Azithromycin 250mg were purchased several
times. The following are a summary of dates/times:

DR BOGART told me that Azithromycin and Enalapril are not used in shelter medicine , as the first is an
antibiotic that isn't usually used for animals, and the second is a beta blocker used to treat heart
problems. She stated that both would not be used in shelter medicine because if an animal was that
sickly they would have fostered them, or euthanized them.
BEAN provided me with the contact information for BENJAMIN and VAGIL, as well as several invoices
that are reportedly fraudulent orders.
This case remains active, pending further investigation.
SUPPLEMENTAL - INVESTIGATION

Officer: DENTON, CHRISTOPHER

On February 10, 2015 at approximately 1945 hours, I met with SUSAN PISKORWSKI at 5707 Perkin
Drive. PISKORWSKI told me that she has known GABOLD and his wife KRYSTAL for seven to eight
years, and knew GABOLD worked for the SPCA as a "veternarian." I asked PISKORWSKI how she
knew he was a veternarian, and she replied that he had told her that he was several times.
She stated her dog "Sport" had developed a lump on the left side of his throat that was approximately
the size of a baseball. She contacted KRYSTAL, who sent GABOLD. According to PISKORWSKI, when
GABOLD arrived, he looked at "Sport" and extracted the liquid from his neck using a syringe. After
GABOLD did the examination, he told he would do a lab workup on the fluid, and they would probably
need to do an ultrasound and surgery. GABOLD told PISKORWSKI that he worked with DR. BOGART,
and she would do the surgery. He quoted PISKORWSKI a total of $505.00 for services ($175 for labs,
$180 for an ultrasound, and $150 for surgery at the SPCA). PISKORWSKI gave him $505.00. GABOLD

provided her Benadryl, which he stated was for pain. PISKORWSKI stated that approximately 30-45
minutes later, GABOLD called her back and told her that the fluid was "full of cancer". He provided her
with units of measurement for the cancer, stating that it was inoperable. PISKORWSKI recalled that
GABOLD told her the SPCA would treat "Sport" at their cost. She told GABOLD she would get back
with him.
PISKORWSKI told me she kept "Sport" and gave him the Benadryl for two to three days, but couldn't
stand the sight of him in pain. PISKORWSKI told me that she called GABOLD after three days, and they
made the decision to euthanize "Sport". On December 20, 2015, GABOLD and KRYSTAL came to her
residence in the SPCA vehicle. I asked PISKORWSKI how she knew it was the SPCA van, and she
described the van as a "white animal control looking van, with SPCA markings and a yellow light on
top." She relayed that GABOLD took "Sport" with them to the SPCA, and she left after them, arriving
around 2000 to 2100 hours.
PISKORWSKI stated that when she arrived, she walked into the SPCA, and met with GABOLD at the
front desk. She recalled that GABOLD told her that DR. BOGART was at the location, but she was busy
re-attaching a dog's tail. Throughout the encounter with GABOLD, she never saw DR. BOGART, and
her presence was only alluded to by GABOLD. PISKORWSKI relayed that GABOLD told her that the
process happened in three shots, one for pain, one sedative, and one that would stop "Sport's" heart.
She stepped out of the room as the shots were given, then came back in and spent time with "Sport" as
he passed. She stated that "Sport" was on a cart with wheels. After spending a small amount of time,
she left the room, and GABOLD told her that "Sport" had passed. She told me that GABOLD told her
DR. BOGART was going to be out of town for a convention; however, he would relay any information
about "Sport" to PISKORWSKI.
PISKORWSKI told me that KRYSTAL called the next day and asked if DR. BOGART could do an
autposy, that she had never seen a mass like that. KRYSTAL also asked what PISKORWSKI wanted to
do with "Sport's" ashes. PISKORWSKI stated that she knew that there was a park where cremated
animals could be taken and their ashes spread. PISKORWSKI relayed that she was told that DR.
BOGART would do a paw print, cremation, and an urn for free.
PISKORWSKI advised that when she didn't receive any of those three items or a call from GABOLD,
she called the SPCA to inquire.
SUPPLEMENTAL - INVESTIGATION

Officer: DENTON, CHRISTOPHER

On February 19, 2015 at approximately 1615 hours, I made contact with ROBERT BENJAMIN at the
Police Department. BENJAMIN stated that he knows GABOLD through a mutual friend named CURTIS
SANDIFER; however, he can not remember how they met. BENJAMIN stated that GABOLD gave his
dogs alleged rabies vaccinations in June of 2014; however, he had to pester him until July of 2014 to
get the certificates. BENJAMIN provided me with the certificates, which were dated July 7, 2014. The
veternarian address was listed as National Pet Vax out of St. Petersburg. BENJAMIN stated that
GABOLD told him that if anyone ever asked, his pets got vaccinated at a Sweetbay.
BENJAMIN told me that in late July or August, one of his dogs started having discharge from his eye. He
called GABOLD, who brought dye and a light which he used to look in the dog's eye. GABOLD provided

BENJAMIN with an ointment, which he used for approximately a week, and the discharge disappeared.
At some point, BENJAMIN stated that he had a conversation with GABOLD about Comfortis and how
expensive it is. BENJAMIN relayed GABOLD told him he could get it for $30 for the six month supply
instead of $90. BENJAMIN told me that another acquaintance, ROBERT VAGIL had also received
Comfortis from GABOLD, and he became suspicious that BENJAMIN was taking Comfortis from the
SPCA and swapping something else for it. BENJAMIN stated he then cut ties with GABOLD.
BENJAMIN told me that he saw GABOLD in the SPCA van all the time, and he drove it regularly. He
also gave me several items given to him by SANDIFER, which SANDIFER wanted to turn over. These
items had allegedly been given to SANDIFER by GABOLD.
Included in these items were:
One blue Allflex microchip injector
One empty glass vial (Canine Distemper Adenovirus S/N: A302841)
One empty glass vial (Bordatella Bronchseptica Vaccine S/N: 1203516A)
One empty syringe w/ no needle (Bordatella Bronchseptica Vaccine S/N: 1204907C)
Four stickers with barcode and S/N: 0A14012812 (Possibly microchip?)
One empty syringe w/ no needle (Canine Distemper Adenovirus S/N: A290459)
The above items were placed into evidence via property receipt.
BENJAMIN stated that SANDIFER would be happy to talk to me if I contacted him
SUPPLEMENTAL - INVESTIGATION

On 03/05/15 Detective Denton and I met with Robert Vagil at his residence (9535 Gary St Hudson).
Vagil advised he received services from Michael Gabold. Vagil said he has had Gabold vaccinate his
dogs in the past. Vagil advised one of his dogs, Angel suffered a broken leg when she was struck by a
neighbors car. Vagil called Gabold who responded and set the broken leg. Vagil advised this was
sometime in January 2015. Vagil stated Gabold charged him $150 to set the dogs broken leg. Vagil
also advised he has given money to Gabold and his wife Crystal as donations thinking it was going to
the SPCA. Vagil thought the services Gabold performed were part of his duties as an employee of
SPCA. Vagil advised when Gabold responded he was wearing a Blue SPCA scrub type of uniform .
Vagil was unaware that Gabold was not a Veterinarian or even a Certified Veterinarian Technician .
Vagil had Gabold vaccinate six of his dogs in the past year. According to Vagil, Gabold told him the
vaccinations were three year rabies vaccines. I advised Bean of this so the dogs could be properly
vaccinated. No further information at this time.
SUPPLEMENTAL - INVESTIGATION

I spoke to Bean in reference to the items turned in by Sandifer. Bean confirmed the items came from
the SPCA. Bean also advised there would be no reason for those items to be off site . Bean advised
dogs are never treated or vaccinated anywhere but on SPCA property .
I called Michael Gabold on 04/23/15 on his cell phone 727-514-6442. I spoke to Gabold and advised
him I would like to meet up with him in reference to a case I was working. Gabold stated he was out of
the state and would be returning in approximately eight days. Gabold said he would come to the police
station to meet with me then.
I received a call from Bean on Monday 04/27/15 at approximately 1000 hours advising SPCA staff

seen Gabold at the Volunteer Way on Congress St next to the SPCA. I responded to the area but could
not locate Gabold. Bean advised Gabold is traveling in a full size older White Van with a spare tire on
the back.
I completed a Probable Cause Affidavit for Gabold's arrest and distributed a BOLO to surrounding
agencies.
I received a call from Bean on 04/29/15 at 1154 hours advising Gabold was in the van traveling
northbound on Congress St. Assisting units checked the area. Sgt.Jay was on Us Hwy 19 near New
York Ave on an unrelated assignment. Sgt.Jay observed a White Van FL tag X778YT matching the
description traveling northbound on US Hwy 19. I advised Sgt.Jay that vehicle was registered to the
same area Gabold resides at (15230 Banjo Ct Hudson FL). Sgt.Jay conducted a traffic stop on the
vehicle for an obscure license plate. I responded to the area and made contact with Michael Gabold
who was the back seat passenger. I arrested Gabold and placed him in a patrol car. I made contact with
Gabold's wife Crystal who was a front seat passenger in the vehicle. I advised her and Garry Kurvink
they were free to leave and that Michael Gabold was being arrested for Practicing Veterinary Medicine
without a License, Scheme to Defraud, and Grand Theft. Crystal began asking why this was happening.
I explained I was investigating crimes which originated at the SPCA. I asked Crystal if she ever was with
Michael while he was performing services on peoples animals. Crystal denied ever being with Michael. I
asked Crystal if she ever collected money from anyone for services Michael performed. Crystal again
denied these allegations. Crystal left the scene without incident.
Ptlm.Floreau and Ptlm.Ioppolo transported Michael back to the station. I escorted Michael to the
interview room. I read Michael miranda by paper which he advised he understood. Michael advised he
was a Medical Manager for the SPCA and his job was to assist with surgeries , do an initial examination
of incoming animals, and update vaccines as needed. I asked Michael if he drove the SPCA van while
employed by the SPCA. Michael said he used to use the van to pick up distilled water for the surgery
room. I asked Michael if he ever performed procedures at people's homes or vaccinated dogs while at
people's homes. Michael advised he was not allowed to do that and would never do that. I asked
Michael if he knows a Susan Piskorwski. Michael advised his wife Crystal is friends with her. I asked
Michael if he ever performed procedures on "Sport". Michael advised he has not. I asked Michael if he
was ever at Piskorwski's residence with the SPCA van. Michael initially said no. I advised him a
neighbor had seen the van at Piskorwski's residence on December 20, 2014. Michael then changed his
story stating he was their to pick up Crystal who was cleaning Piskorwski's house. I asked if he ever
accepted money from Piskorwski. He said she let him borrow $200 to purchase a knife. I asked
Michael if he transported "Sport" in the SPCA van on 12/20/14 to euthanize "Sport. Michael denied this.
According to Bean, Michael was not authorized to use the SPCA van and has never been authorized to
conduct procedures on or off site. Piskorwski advised the times she had seen Michael with the van was
at night around 2000 hours. Bean advised this is a time no staff is on site and Michael had the alarm
codes so it's possible for Michael to conduct business at the SPCA and use the van during this time
without other staff knowing.
I asked Michael about his interaction with Robert Benjamin. Michael denied ever providing services to
Benjamin's animals and said he never provided ointment to Benjamin for his dog's eye. I showed
Michael the rabies certificate. I told Michael that Benjamin provided us with the certificate and advised
he received it from Michael Gabold after his dogs were vaccinated. Michael looked at the certificate
and denied providing the certificate to Benjamin. The signatures on the certificates look similar to
Michael Gabold's signature.

I asked Michael if he ever came into contact with Curtis Sandifer. Michael said he met Sandifer
through a mutual friend Corey Burleigh. I asked Michael if he ever performed any vaccinations on
Sandifer's dog. Michael denied ever vaccinating Sandifer's dog. I asked Gabold how Sandifer had
items from the SPCA. I showed Michael a list of the items (Allflex Microchip injector, Distemper vials,
Bordatella vials, and possible microchip) I explained these items were identified by serial number as
belonging to the SPCA. Michael initially said he may have had them in his pocket after work but then
said he wouldn't put anything from work in his pocket. He then said he may have had them at his house
when Burleigh was over but then said that was not a possibility.
Michael had no logical explanation for these people's allegations. He stated he believes Gail Fawcett
(SPCA Director) put these people up to making these allegations. I advised him this is unlikely given
their consistent detail in their stories. I asked Michael why he would be ordering Enalapril and
Azithroumycin. I showed Michael the invoices with his authorization. Michael denied ordering Enalapril
but said the Azithroumycin is used as a substitute antibiotic . Michael said the Enalapril is a heart
medication for humans and he would never order that. Michael could not explain why the Enalapril was
ordered showing his authorization. I asked Michael if he ever told anyone he could get them Comfortis
(Prescription Flea Medication). Michael said he has never offered or even supplied anyone with
Comfortis.
I concluded the interview and advised Michael of his charges. Michael was transported to Land O
Lakes Detention Center by SRO Pascalli. The SAO Invest is set for 05/14/15 at 1000 hours. I will
supplement this report when further information is received.
