Comments on Telecom Equipment by NTDC (Telecom)

1. Telecom System Architecture & Network Diagram
I.

The distance between Metro Wind Farm and remote substation-2 is <10 km
therefore Power Line Carrier along with outdoor coupling will not be installed
on 132kV line-2.
MPCL Response:
As per the instruction by NTDC (System Protection, letter is
attached) , we are providing differential relay with distance
protection function which can operate through OPGW and as well as
through DPLC.
Furthermore, DPLC shall be used for communication purpose with
NPCC through Far end substation as required under clause 15 of
Schedule 2 page 2-12 of EPA which states as follows:
DPLC shall be the primary medium of communication between the
Complex and NPCC
Islamabad through new 132 kV NTDC/HESCO grid station ("Grid
Station") as well as adjacent Wind Power Project ("WPP") while
backup communication medium shall be a satellite link between
Complex and NPCC Islamabad for the purpose of data, voice and fax
Communication to be provided by the Seller at the Complex.
Therefore, DPLC with outdoor coupling will be required for both
lines.

II.

132kV line-2 shall be protected by differential relay operating through OPGW

which is to be provided by NTDC.
MPCL Response:
We are already providing differential relay with distance function as per the
instruction of NTDC (System Protection) which can operate through OPGW
and as well as through DPLC.

III.

For the protection of 132kV line-1 differential relay is shown on the drawing
which does not conform to 15(b), schedule # 2 of EPA.
MPCL Response:
As mentioned above, because of the instruction of NTDC (System Protection),
differential relay with distance function has also been provided for line -1
having length > 10 KM.

IV.

Since the distance between Metro Wind Farm and remote substation-1 is
>10km therefore Distance protection will be used. DPLC shall be used for
inter-tripping of circuit breaker at both ends of 132kV Transmission line.

MPCL Response:
As mentioned above, because of the instruction of NTDC (System Protection),
differential relay with distance function has also been provided for line -1
having length > 10 KM, which can operate through OPGW and as well as
through DPLC.
V.

VI.

R, S, T is shown on the drawing, it should be R, Y, and B. Clarification is

required.
MPCL Response:
Noted and shall be incorporated.
Interconnection schemes for power Evacuation indicates that one circuit will
be IN/OUT at UEPL, whereas in drawing it is not shown. Clarification is
required.
MPCL Response:
We have not provided interconnection scheme for Power Evacuation by NTDC
therefore, it is not shown in drawing. We have already write a request letter
to CPPA for Far End Grid via a letter ..

2. Telecom System Base Design

Power Line Carrier
Offered PLC MiCOM T-390 is already installed in NTDC, Telecom network and
technical data conform to Telecom NTDC specifications. However, according
to field information working of PLC MiCOM T-390 is not satisfactory.
MPCL Response:
Offered PLC MiCOM T-390 is already installed in NTDC, Telecom network and
has been accepted by NTDC as evident from various FAT certificates and
letter from CE Tel NTDC attached herewith.
Digital PABX
I.

Specific works data is missing. Only brochure is attached.

MPCL Response:
Technical Data is given in the base design in sufficient detail. Specific
Works Data format is not specified in EPA.

II.

Reference list in power utility network is missing.

MPCL Response:
Proposed PABX is extensively used in NTDC system. List of other users
will be supplied subsequently.

III.

Complete type test report is missing.

MPCL Response:
In view of extensive use of the proposed PABX in NTDC system, its
acceptance in FAT by NTDC as evident from attached FAT reports, the
submitted type test report can be deemed to be sufficient.

IV.

Offered PABX IS 3000 is already installed in NTDC, Telecom network.

According to field information working of PABX IS 3000 is not
satisfactory.
MPCL Response:
Offered PABX IS3000 is already installed in NTDC, Telecom network and
has been accepted by NTDC as evident from various FAT certificates.

DIP 5000 Protection Equipment

The technical data is provided is devoid of essential detail technical
specification.
As far as LMU is concerned, it is strongly advised that Tele
protection equipment, outdoor coupling equipment, and Digital PLC
should be of same manufacturer to avoid mismatching and
compatibility issues.
MPCL Response:
Technical Data is given in the base design in sufficient detail. Kindly specify
exact requirement.
The proposed DPLC and LMU are of Alstom make.
3. OVERALL SLD
I.
The distance between Metro wind farm and remote substation-2 is
<10 km therefore line Trap will not be installed on 132kv line-2.lt may
be deleted in SLD (OHL-132KV <10 km).
MPCL Response:
Same reply as against comment C above.
II.

Rest of the SLD from telecom point of view is accurate subject to the
approval by system protection.
MPCL Response:
Overall SLD is already approved by System protection.
