Guidelines for Sponsorship for Ph.D. & M.E./M.Tech. Programme


A committee was constituted by Director, SAMEER vide note dated May 7, 2008 to
formulate guidelines and later screen the applications for sponsoring SAMEER
Scientists for M.Tech. and Ph.D. Programme. Following are the committee
members.

Four members of the committee from SAMEER had detailed deliberations for
formulating the guidelines for sponsorship from SAMEER for M. Tech and Ph. D
programme. For this purpose, earlier guidelines were referred to extensively. Dr. Ray
also discussed with the visiting scientist from CDAC, Noida, the procedure followed
in his organization for such sponsorship.
Committee holds the view that maximum number of scientists should be encouraged
to pursue postgraduate degree and Ph. D programme, as it will enhance the
knowledge base in the organization. At the same time, it is felt that certain amount of
screening is required to allow only serious candidates who will complete the
course/research work on time. It should also be ensured that time bound on-going
projects in the respective divisions do not suffer because of the absence of the
scientist from his division.
The Committee recommends that once approval is given for pursuing Ph
D/Postgraduate programmes, the applicant should register within a year and
complete the programme as early as possible.
For Ph D programme, it is stressed that scientist has already done background work
on the topic of research, which must be in line with SAMEERs activities, so that after

registration, he takes minimum time for submission of the thesis. This fact can be
ascertained by the prior publication of the scientist in the topic of research.
There should be cut off date for submission of application forms in SAMEER.
Keeping in mind the Registration schedule in IITs, it was decided that applications
should reach SAMEER Directors office on or before 31st December of every year.
The committee should meet once in a year in the month of January and screen all
the applications received for the year.
It is also decided that co-opted members from IIT Mumbai and Mumbai/Pune
Universities should be consulted for technical clarifications related to the research
work for Post Graduation and Ph. D programmes, if needed.

above deliberations, committee recommends following

1. Criterion for Selection:


(a)

Minimum Residency (service) Period in SAMEER: 6

Qualification for Selection:


B.E./B.Tech or equivalent degree for
M.E/M.Tech. For Ph.D. programme M.Sc./M.E./M.Tech degree holders are
permitted. B.E./B.Tech degree holders are also permitted to pursue Ph. D.
programme, if it is acceptable to the concerned educational
Institutions/Universities. However, for B.E/B.Tech degree holders the
residency period of ten years will be required to get sponsorship for Ph.D.
programme.

(c)

Publications:
For post graduate programme, it is preferred to have
publication in one Indian journal or two Indian conference papers.
However, for Ph. D. programme publication in the relevant field is a must.
There should be one International journal or two International conference or
one Indian journal plus one International conference paper publications in the
topic of proposed research thesis.

(d)

Priority:
Priority may be given to persons who have not availed any
sponsorship for study previously. If a person has obtained M.E./M.Tech.
through sponsorship, he/she may be permitted for Ph.D. only after minimum
period of five years of service after the award of the respective degree. The
same rule should be applied for the postgraduate courses also. General ethics

to be followed that the person should not work only for the higher study at the
expense of organizational (project) interest.
Keeping time bound projects in mind, a person would be allowed to pursue
higher study only twice during the course of his/her career in SAMEER.
(e)

Compensation of working Hours: During the period of pursuing higher


study, the person should compensate for loss of working hours (for attending
classes and/or discussions with the external guide) by working in SAMEER
after office hours and on holidays/week ends. This will ensure that the time
bound project of SAMEER will not be hampered.
Thus, the candidate permitted for higher study need to give an undertaking to
SAMEER that the time period for which the person remains absent will be
compensated by working additional hours after official working hour and on
holidays and record shall be maintained by the individual and should submit
the same quarterly to the respective centre heads.

2. Topic of M.E/M. Tech project/ Ph.D. Thesis:


The topic should be of interest to SAMEER and related to the project or the R&D
programme of SAMEER to which he/she is attached with.
The outcome of the research work, as documented in the theses, will be the
intellectual property of the SAMEER and the Institute/University.
3. Internal Guide:
If there is provision of co-guide for thesis work in the Institute/University, an
internal guide should be from SAMEER to facilitate the research work.
4. Where to Register:
For post graduate programme, M.E/M.Tech degree by research should be
encouraged, wherein minimum residency period is required. If this provision is not
there, then the institute/university in the same city should be chosen.
In the case of the registration of the Ph.D. also, the Institute/University with no
residency period should be preferred, otherwise Institute/University, within the
respective cities, should be approached.
5. Time limit for completion:
For M.E./M.Tech there are strict guide lines in the Institute/University for the
maximum duration for completion of the post graduate programme, which by

default one has to adhere to. But for Ph.D. programme, besides set guidelines of
the educational Institution, research work will be reviewed every two years.
6. Number of people to be permitted for registration in a year:
For both the programme two each from Mumbai and one each from Chennai and
Kolkata in a year subject to a ceiling of 10 total registrants in any year. It is felt
necessary because of limited permanent man power in whole SAMEER.
7. Selection Method:
Applicants for both the programme will be required to give an application in
required format specified by SAMEER, which will be screened by a committee. If
required he/she will be interviewed by a committee.
8. All exceptions at the discretion of the Director, SAMEER.
