Executive Summary
Rual Primary School Education project proposal is a project of Christians United for Evangelism, Education and
Development (CUEED). CUEED is a faith based organization formed by Southern Sudanese Christians from
Gogrial West County to respond to socio-economic development in Southern Sudan through implementation of
community based integrated projects targeting the youth, women, elderly, adults and children.
CUEEDs main concern is the realization of sustainable peace and development in which the youth, women,
elderly, adults and children are involved in positive activities that will ensure socio-economic welfare in the entire
Gogrial West County. The vision of CUEED is peaceful coexistence and development in which everyone
participate equally and effectively in problem and solution identification and where local communities,
governments and other developmental bodies facilitate and carry out skills transfer to the younger generation
who were not fortunate enough to be trained or even to go to school because of the civil war which took nearly
four decades until 2005 when it came to a close when the Comprehensive Peace Agreement was signed.
Since its formation CUEED has worked with grass root communities in Gogrial West County to facilitate
dissemination of Southern Sudan constitution and CPA as communities prepare for the forthcoming referendum
in 2011 thereby providing apparatus for peaceful coexistence beyond 2011.
The charity has established skilled and competent staff capable to manage its programmes throughout Gogrial
West County where she has chosen to launch her pilot project. Further more the organization has managed to
establish a strong network with the grass root communities to carry out a variety of functions, and further
stimulate social-economic recovery /development in the region after considering the long decades of civil
conflicts that took place in Sudan.
The organization has furthermore succeeded to hold two successful meetings with the local communities in the
county and deliberated on various issues touching on Health care, education, self-employment, technical skill
training, and development of small-scale industries such as carpentry, brick making and tailoring.
In order to realize its goals, CUEED has designed primary school education project that will see construction of 8
class rooms, kitchen, latrines and 1-administration office block, but also equip the school gradually with teaching
materials, such as text books, supply of water. The construction cost will require USD43, 448
Project rationale

Developments do not come to these remote parts of Southern Sudan easily. As an example till 2008 there were
only few primary schools in Gogrial West County. The major constraint for children and parents is that the most
nearby primary schools are between the walking distances of 10 and 15 kms or 3 and 4 hours respectively.
CUEED has taken the initiative to change this situation and is now approaching organizations in order to improve
the conditions for children who are joining primary schools in the nearby villages.
The CUEEDs strategy is to construct a day primary School in Gogrial for boys and girls respectively.
Implementation will include construction, provision of teaching materials, such as text books for all subjects, and
clean and safe drinking water and they will be in two phases of the project.
In phase (1) of the project, CUEED will construct 8 classrooms which will have one door and four windows each
and will be 27 metres long and six metres wide. The walls and the floor will be made from locally baked bricks;
the doors and windows of metal and the roof of zinc sheets. There will also be need to construct kitchen, an
administration block comprising of head masters office, his deputy and a staff room, six toilets and two staff
houses. Once construction work is completed, classroom will be fitted with chairs in phase two of the project to
prepare the school to start operating learning and teaching activities in 2011. The classrooms will be used to
teach the pupils in the morning and provide adult education classes (especially for women) in the evenings. The
CUEED team will mobilize parents and local community members to make bricks for the buildings and contribute
other locally available materials towards this project.
This grant will help to sustain the gains so far made in the post conflict reconciliation and peace building efforts.
By improving the education in Gogrial, the proposed intervention will expand the capacity of the County to
maximize the utilization of its resources without relying on much external expertise. The County also will relay on
their own expertise for development and future advancement.
This project will also provide coping mechanisms and starting life strategies to the youth who have since returned
home. The proposed intervention will in addition motivate the youth towards reconciliation and participation in
socio-economic recovery. The intervention furthermore fits within the framework of the countrys healing process
as spelt out in the recently signed Comprehensive Peace Agreement (CPA) and Sudans new constitution.
Problem Statement
Gogrial West County due to its location was an easy target during the North-South civil war that lasted over two
decades. Being an area that was marginalized just like other parts of Southern Sudan before the war, the little
physical infrastructure and institutional establishments that had been developed were not spared the aerial
bombardments of the civil war. The natives of Gogrial are the Dinka.

A significant challenge to reconstruction in post-conflict Southern Sudan is lack of education and training
materials*.* According to UN-OCHA, 1.8 million returned IDPs were recorded by mid-2009. The number of school
age children is rapidly increasing with the return of these large numbers of displaced people, but construction and
rehabilitation of schools has not kept pace with this growth*.* Most educational infrastructures were destroyed in
the war. Around 40% of schools function outdoors under trees, 50% is housed in structures made of local
materials, while only 10% are large schools located in buildings. In addition, only 6% of teachers are formally
trained, while 45% have attended only in-service courses of between one and nine months and 49% are
untrained.
The objectives:
To construct one (1) primary school in Rual Village, Gogrial West County, Warrap State with a population of a
bout 1,000 primary school going children to provide quality education in six months.
Strategies of Implementation
The project was proposed by a series of discussion with the local communities, review of baseline data, and also
minutes of the county coordination meetings.
At the initial start of the school project, the CUEED team in Gogrial will construct 8- class rooms, 6- toilets, 1kitchen and administration office, and also equip the school gradually with teaching materials, such as text books
and the supply of water.
Phase 1
Construction of 8 classrooms, Kitchen, administration office will start as soon as funds are availed. This will be
followed by construction of storage tanks for rainwater collection. At the end of the project, the last act will be the
buying of the text books.
Installation of a 10,000 litres rainwater collection tank and purchase of text books will be done to enable the
school to start operating in the second budget of phase two of the project. The school will admit 360 students
over eight classes
CUEED team will engage the expertise of constructors and other laborers to carry out the actual work. Then
there will be procurement of the construction materials which will be done in Wau or Juba and their transportation
to the construction site as has been agreed with the communities of Gogrial West County. The project Manager
will prepare all the necessary reports including the financial reports and submit them to the funding organization
as will be agreed upon.

CUEED team will invite the donor representatives and members of the government to carry out their own
independent evaluation after the completion of the project. Continuous monitoring of the project will be conducted
by the CUEED team and representatives from the Episcopal church of the Sudan, Wau Diocese to ensure that
the project achieves its goals and objectives as set out in this proposal.
Expected Results

Quality education for 360 students delivered through creation of students friendly learning spaces;

Changing role of women in society from passive to decision making enhanced

Increased accelerated learning programs to 300 adults and other disadvantaged groups that had
hitherto not accessed basic education;

Improved standards of life among 8 teaching staffs in Rual village

360 students enrolled and retained in school through school feeding programs.

1-primary school constructed in Rual village

160 girls counseled and mentored on education in Rual village

8 teachers paid their salaries

30 PTA members in proposed primary school trained on school management

30% of the community in Rual begin to appreciate the girl child education

7. Deliverable
Chief Executive Officer of CUEED will deliver both technical and financial reports each month to the funding
agency. This will include details of the class attendance by learners and teachers, lessons taught, materials
purchased, challenges faced, achievements realized, money spent and the community support.
Project Beneficiaries
The school facilities aim to give services to 360 primary school students from Rual village in Gogrial West County
annually. The Project will construct 1 primary school.
Monitoring and Evaluation
A variety of formal and informal Monitoring and Evaluation mechanisms will be central to ensuring the appropriate
delivery of effective and sustainable services. These will include: Multi Indicator Cluster Surveys, class
performance surveys, class attendance data, girl-boy retention data and exit surveys.
Project sustainability
* *CUEED will continue to work with the Ministry of education department to build on this capacity while also
working closely with local NGO working on education programmes in the area. CUEED will develop a

Memorandum of Understanding with the Ministry of Education which will clarify each partners roles and
responsibilities both short and long term. The Ministry of education will be encouraged to provide staff for the
facilities, facilitate the UNICEF supported school supply and CUEED will invest heavily in staff training at all
levels. In this way sustainable structures for primary school education delivery will be developed in Rual village,
Gogrial West.
CUEED will also work in partnership with local Churches, and involve them in technical trainings and work closely
with them in developing methodologies for engaging with communities. CUEED is focusing on technical and
logistical support as well as on institutional capacity building.
CUEED will work with local communities to develop the capacity of individuals to play an active role in
governance and delivery of education in primary school. Parents Teachers Association (PTA) will be formed to
ensure the schools future sustainability. CUEEDs annual sustainability assessment will be used to review the
capacity of both ministry of education, local communities and local Churches to take on further aspects of
supporting the school after the donor phase.
9. Collaboration
CUEED will collaborate with Episcopal Church of the Sudan to network with the local community, Gogrial West
County administration local NGOs, Government of Warrap State and Government of Southern Sudan.
10. Community Contribution
The Rual Community will contribute labour and local materials such as water and sand that will be used to
construct learning center and provide security for the materials.
CUEED Capacity
CUEED team has the required capacity necessary to design interventions and at the same time give impetus to
the programs management. We have in addition established networks with other organizations working in the
region and therefore have hands on experience in networking. The organization constantly plans before
engaging in project activities and other interventions. Its recognition by the local communities and County
government administration has further placed us in a strategic footing to replicate ourselves inside the greater
Warrap State and also establish strategic partnerships with key members of the government of southern Sudan.
CUEED has a rare unity of purpose amongst its members. This has in turn ensured solidarity and hence its
stability. There is high potential that this achievement will be replicated inside the greater Warrap State.
Conclusion

The agency will adopt the policy of sunshine governance throughout the implementation process of this project.
This will ensure accountability and transparency in the management of resources Finally CUEED staffs are
enthusiastic and committed to the agencys activities
