OnlywhenthisconditionhasbeensatisfiedcantheCEmarkbeproperlyaffixedtotheproduct,
recognisinganddemonstratingthattheproductfulfillstheEuropeanUnionsafetyandperformance
requirementsandtherebyallowingfreetradeinsidetheEuropeanUnion.Therefore,CEmarkisalegal
requirementfortradewithintheEU.AnyothermarkisvoluntaryandcannotsubstitutedtheCEmark.
TheConstructionProductsRegulation(CPR)hasbeenadoptedbytheEuropeanCommissionand
replacestheConstructionProductsDirective(CPD)asfrom1stJuly2013.

EuropeanUnion.ItwasrepealedandreplacedbyTheConstructionProductsRegulation.

TheConstructionProductsRegulation[9]istitledinfull"Regulation(EU)No305/2011oftheEuropean
ParliamentandoftheCouncilof9thMatch2011layingdownharmonisedconditionsforthemarketing
ofconstructionproductsandrepealingCouncilDirective89/106/EEC",andisintendedtosimplifyand
clarifythelegalframeworkinthisfieldwhichwasestablishedbyDirective89/106/EEC.
TheRegulationprovidesthatwhereaharmonisedtechnicalstandardexistsforaconstructionproductas
definedbytheRegulation,thatproductmustbetestedandcertifiedtothatstandardbyanotifiedbodyin
ordertoqualifyforaCEMark.SinceEN54istheharmonisedtechnicalstandardforfiredetectionand
alarmproducts,itappearstofollowthatproductsinthatfieldwhicharebroughttomarketinthe
EuropeanUnionmustbetestedagainsttheprovisionsofEN54andcertifiedaccordingly.
TheConstructionProductsRegulation(CPR)cameintoeffectfrom1stJuly2013productswhichare
placedonthemarketintheEUafterthatdatemustcomplywiththeprovisionsoftheRegulation,andby
extensionthereforewithEN54.

fromCEN/TC72.Thesecommitteesmustinformupdatesandnewnormativethatisreceivedfrom
CEN/TC72toresponsibleoffice,departmentsornationalorganizationwhichhasbeenmanagedthe
normativeofFiredetectionsysteminsideofeverymembercountry.Thesenationalcommitteesmust
carrythenecessitiesandnewrequirementoftheindustryanduserofeachcountrymemberofFire
detectionsystemtotheCEN/TC72thatistheEuropeanCommitteewhichisresponsibleofupdateand
changenormativeoffiredetectionsystemintheEuropeanUnion.

ForaproducttocarryaCEMark,itmustfulfilltheessentialrequirements.FirealarmandFiredetection
products,therefore,mustfollowtherequirementlaiddownintheConstructionProductsRegulationfor
testingbyanotifiedbodytobecarriedoutagainsttheharmonisedtechnicalstandardinthefieldEN
54.
Thetestingprocedure,whichislaiddownindetailinEN54,mustbecarriedoutbytheapproved
notifiedbodyandtheofficialcertificatoryDeclarationOfPerformanceshouldbeprovidedbythatbody.
