NBI claims to know where Ping is
THE National Bureau of Investigation (NBI) said on Sunday
that beleaguered Senator Panfilo Lacson was out of the country
and the bureau knows his whereabouts.
Lawyer Ricardo Diaz, NBI-Counter Terrorism Unit (NBI-
CTU) chief and concurrent bureau spokesman, said verifica-
tion made before the Bureau of Immigration showed that Lacson
left the country for Hong Kong on January 5 and has not yet
returned.
Diaz said the NBI received information from the International
Police (Interpol) about the senator’s possible location but would
not further revealed details as it would affect its bid to arrest
him and bring him to the country to face the trial for the slaying
of Salvador “Bubby” Dacer and his driver Emmanuel Corbito
on November, 2000.
“We have already an idea but we can not give it to the media
because it would be tantamount to telegraphing our moves to
him. I know he’s also monitoring us,” according to Diaz.
He added that Lacson should not be underestimated since
he used to have connections with the Interpol when he was the
Philippine National Police (PNP) chief.
This developed as lawyer Alex Avisado, lawyer of Lacson, is
set to ask the Manila Regional Trial Court Branch 18 to revoke
the arrest warrant against his client who is facing two counts of
murder charges.
Last Friday, Manila RTC Branch 18 Presiding Judge Myra

Caloocan court orders Comelec to disqualify Baby Asistio

THE Caloocan City Metro-
politan Trial Court has ordered
the Commission on Elections
to disqualify mayoralty candi-
date Luis “Baby’ Asistio after
his name was remove from the
list of permanent voters when
the court found out that he was
not a resident of the city.
In a 14-page decision penned
by Judge Arthur Malabaguio,
of branch 52, it ordered the
Comelec to remove the name of
Asistio from its list of voters
since he was not a resident of
the place he wrote in his cer-
tificate of candidacy.
The court became suspi-
cious of Asistio when he stated
in his certificate of candidacy
(COC) which he submitted on
November 30, 2009 that he lives
at 123 Interior P. Zamora St.,
Barangay 15, Caloocan City.
When checked, the address did
not exist.

chairman of Barangay 15, con-
firmed that the address given
by Asistio was fictitious.
The court also found out
that the false address is lo-
cated at Barangay 17, not at
Barangay 15, as Asistio
stated in his certificate of can-
didacy. When verified,
Asistio does not stay in the
given address.
Also the court did not be-
lieved in the testimony of
Angelina dela Torre that
Asistio was renting the house
from her.
It was found out that Asistio
is presently residing at 16-B

The Omnibus Election Code
and Section 39 of Republic Act
7160 states that candidates
running for local position must
be a bonafide resident of the
city.
A thorough check revealed
that Asistio gave another dif-
ferent address when he filed
COC and ran for mayor in the
2007 election.
Documents showed that in
1997, Asistio gave the address

Poll body reminds candidates

to comply with election rules
THE Commission on Elections
(Comelec) has given candidates run-
ning in the national and local positions
three days within which to remove their
streamers, billboards and tarpaulins
that violate the rules on campaigning
for the May 10, 2010 polls.
Section 29 of Comelec en banc Reso-
lution No. 8758, implementing rules
and regulations of the Fair Elections
Act, provides that: “All materials and
advertisements showing the picture, im-
age or name of the person made or done
in violation of election laws prior to
campaign period shall be immediately
removed by said candidate within three
days after the effectivity of this rules
and the start of campaign period.
All candidates, however, are advised
to place their posters in designated com-
mon poster areas, to be installed in
spaces being frequent by the public,
such as plazas, markets, barangay cen-
ters and the like, where posters may be
readily seen or read.
The Comelec , on the other hand, pro-
hibits the posting of campaign materi-
als in public places such as streets,
bridges, public buildings, trees, electric
posts and wires, schools, shrines and
main thoroughfares.
The campaign period for national posts
begins on Tuesday while on local bets
on March 26. Both will end on May 8.
Last Friday, the poll body released
the official guidelines for the forthcom-
ing campaign period, including the limit
hours in placing infomercials on tele-
vision and print advertisements in
newspapers etc.
National candidates will only be
allowed a total of 120 minutes per sta-
tion both on free and cable televisions
plus another 180 minutes per station
in radio.
On the other hand, local candidates
are allowed to have 60 minutes per sta-

was the “secret candidate” of the admin-
istration and that he met with First Gentle-
man Jose Miguel Arroyo at the house of
