Historical Background

Started with a Religious History, Barangay new Visayas was once only a Sitio
formerly known as Sies Kutsillos headed by an elderly leader named Pedro Ompod as
the Tenyente del Baryo. Houses on those years were far from each other, people were
respectful to their elders and the stable peace and order situation were only few of the
characteristics of the Sitio. The main transportation on those times was ferries going to
poblacion and back were Calesa, a rig drawn by a horse.
The Sitio was converted eventually into Barangay on July 1949 under R.A. 2370
and called it Barangay New Visayas deriving its name from the early settlers of the
areas who were mostly coming from different places of Visayas Region. The Foundation
Day celebration of the barangay falls every 16 th day of July. The early settlers were
witness to the dawning of the gradual development of the barangay from the growth of
the newly planted coconut and fruit trees to the advent of the new ERA of
modernization. Early philanthropists like Mr. Tuyong Somozo and later Mrs. Maria
Cuevas, realized the dreams and aspiration of the young people by donating pieces of
their property to give way for the construction of School Buildings where the present
learning institution now stand.
Barangay New Visayas has an approximate total land area of 404 hectares. At
present the barangay has a total population of 19, 651 with seventeen (17) Puroks,
consisting of twenty one (21) Subdivisions fully occupied. the place is now considered
residential haven of the City of Panabo where the new occupants became witness to
the transformation of the former agricultural area into a mushrooming of subdivisions
where the population is also consistently growing. Majority of the residents were
employed in the neighboring Banana Plantations that give stability to the economic

condition of most of the people in the Barangay amid the economic upheaval the
country is facing currently.
The Barangay has one Barangay Health Center served by two Rural Health
Midwives; one Barangay Nutrition Scholar; 18 Barangay Health Workers; one Barangay
Sanitary Inspector and one Botika ng Barangay operator. It has also 23 Lupong
Tagapamayapa Members; 55 Barangay Tanod Members; eight Day Care Workers.
Last 2014, the Barangay has an Internal Revenue Allotment (IRA) if Php
7,351,451.00 with an estimated income of Php 8,645,451.00. This year 2015, the
Barangay has an existing IRA of Php 8,455,059.00 with an estimated income of Php
9,759,059.00 of which five percent (5%) is allocated for the Barangay Disaster
Reduction Management Fund amounting to 487,952.95. As of this year 2015 the
Barangay has a larger amount of total Calamity Fund of 1,941,295.64 compare to Php
1,491,664.29 during 2010-2013 and Php 449,631.35 on 2014.
Like other barangays in the city, Barangay New Visayas is not free from
flashfloods, fire, criminalities, and earthquakes. The barangay still experienced floods
especially during heavy rainfall due to some factors such as heavy precipitation brought
about by global warming; and silted canals due to erosion and improper garbage
disposal.
The Barangay being a thickly populated area may also succumb to fire due to
personal negligence on the part of the households owner or electrical short circuits.
Though, New Visayas is far from the active fault line in Davao oriental,
sometimes the place also experience low intensity earthquake. Sometime in August
2012, a low intensity earthquake hit the City of Panabo but there was no affected
Barangay recorded.
Based on the criminological point of view when a certain place is progressive
criminal incidence will also rise. The barangay experienced the same problem
especially on petty crimes, perhaps, due to poverty and survival and other obvious
reasons.
With the above-mentioned problem, the Organization of BDRRMC has many
importance and advantages, to wit: (1) Protection from any risk or problem affecting the
barangay (2) Preventing the barangay constituents from any sickness to occur (3)

Implement plans for the solution of the risk that may happen (4) To accommodate the
needs of the present times amidst global warming and climate change as well as manmade and other natural calamities.

Geographic Location
Barangay New Visaysa is situated 1 km from the Poblacion area bounded by
Barangay San Francisco to the west; Barangay Sto. Nio to the north; Barangay Datu
Abdul Dadia to the south.
Legal Basis

Terrain
Barangay New Visayas has subdivisions, residential houses owned by
inhabitants coming from different walks of life rich and poor, entrepreneurs and laborers
alike and OFWs. It has four Private schools, both High school and Elementary school
and one state college.
Demography
Barangay New Visayas is an ideal place to live-in. It is now considered as
residential haven of the City of Panabo. It is closed to public marker, churches, schools
and even cemetery. Transportation is also accessible to anyone because of its complete
barangay roads. It has a total Land area of 404 hectares consisting of 17 Puroks that
would assist its constituents in enhancing closer relationship and obedience of the law.
Since early settlers were mostly coming from Visayas Region, the dialects spoken by
the majority is Cebuano.

Climate
Like other adjacent places, the barangay enjoys a pleasant tropical climate.
Rainfall is evenly distributed from January to December each year and is influenced by
the Southwest Monsoon from June to September with Inter Tropical Convergence Zone
(ITCZ) from May to December. Easterlies occur during the first half of the year and the
Tail End of a cold front or Northeast Monsoon from November to February and Local
Storm, the Thunderstorm.
Economy
The major source of income of the constituents of Barangay new Visayas is
employment. Most residents were employed in the neighboring Banana Plantations that
give stability to the economic condition of the people. Others were also working in the
different firms or establishments. Some residents engage in Agriculture like Farming,
Livestock and Poultry production.
