MFU believes backsliding on the current RFS mandate is not prudent at this time as it has the
potential to hurt rural economies by reducing demand for corn which would hurt farm income and
the rural economy, while the USDA is expecting a record corn crop (slightly above 14 billion
bushels) for this upcoming year. We further feel backsliding on the mandate would devastate the
advanced biofuels industry by scaring investors by this reversal in policy; investors will likely take
their investment dollars elsewhere. This proposal also contradicts President Obama's climate
initiative; According to a recent study by Argonne National Laboratory, corn ethanol reduces
greenhouse gas emissions by more than 30 percent compared with conventional gasoline
Regarding biodiesel, these are challenging times to be an American farmer. Uncertain global
markets threaten the prices of once-stable crops, changing weather patterns endanger yields, and
imported foreign goods risk undermining American-grown crops. In this uncertain economic
environment, the success of the American biodiesel industry under the RFS has been a tremendous
boost to farmers around the country. significant growth in biodiesel production created by the RFS
has been crucially important to farmers and livestock producers across the country. Holding RFS
biodiesel requirements at 1.28 billion gallons, despite record production of 1.7 billion gallons this
year, would have the effect of drastically curtailing biodiesel production next year. Please
reconsider the 2014 RFS requirements for biodiesel and take action on this important issue. This
could have significant consequences on the American agricultural system, putting increased strain
on already struggling farms. Minnesota was the first state to mandate the use of biodiesel. As of May
1, 2009, all diesel fuel sold or offered for sale in Minnesota must contain S percent biodiesel (BS),
and this year Minnesota is currently in the process of moving to BlO. Because it is made from a
locally-grown, renewable resource, using biodiesel can help boost Minnesota's farm economy and
reduce dependence on fossil fuels. It is estimated that the state's BS requirement will replace over
40 million gallons of diesel fuel with domestic, renewable biodiesel-and Minnesota's 63 million
gallons of biodiesel production capacity can easily meet that demand.
Thank-you for your consideration of these comments on behalf of our farm-members and keep
moving forward, don't backslide on our country commitment to renewable fuels, energy
independence and a cleaner environment.
