Establishment of Bangsamoro Human Rights Network (BHRN)
on March 2013.

The RHRC website will also be launched in

Creation of BaSulTaSub-Regional Office in Zamboanga
City and Lanao del Sur Provincial Office in Marawi City on
May 2013.
Multi-year strategy with the UNHCR to focus on the
protection of IDPs in ARMM signed on May 9, 2013.
Election Monitoring during May 2013 elections together
with C-Care.

Achievements 2013
Facilitated the release of Kuddus of Basilan
from NBI by providing legal assistance.

Achievements 2013
Investigation, jail visit, documentation, and field monitoring of HRVs
and other issues related to displacement/conflict, to wit:

Ridos in South Upi and Talitay, Maguindanao (political


violence).
Al-Barka displacement.
Tongkil, Panglima Estino and Patikul displacement (political
violence).
Field monitoring and IEC in IDP areas in Lanao del Sur:
Bubong, Ramain, and Buadiposo, Buntong.
Jail visit to Tawi-Tawi Provincial Jail re: 38 Royal Army of Sulu
detainees.

Achievements 2013
Interview with 8 detainees who were arrested in
relation to armed conflict in Barangay
Bagumbayan in President Quirino, Sultan
Kudarat. RHRC also facilitated the conduct of a
medical examination of the 8 detainees, with the
help of the Medical Action Group (MAG).
Monitoring of the Armed conflict between the
AFP and alleged members of the BIFF in Brgy.
Ganta, Shariff Saydona Mustapha, Maguindanao

Achievements 2013
The RHRC has approximately sixty (60)
docketed cases all over the region.
RHRC provided assistance during the drafting
of the IRR of the ARMM Free Birth
Registration Law.
RHRC has met with EU consultants in several
consultative meetings.

The RHRC has conducted several trainings on
human rights and international humanitarian
law for the security sector.

Developed the Municipality Human Rights Profile
(MHRP) template together with the UNHCR on May
2013.
MHRP Orientations were conducted in the three offices
on August 2013.
CSOs actively took part in the MHRP procedure.

Out of 118 Municipalities and Cities, 83 have
been visited.
70 municipalities responded.
36 municipalities submitted partial data.
21 ARMM Line Agencies, Security Sectors &
NGOs participated and submitted partial data.

Repacking of goods for IDPs by Basulta Team
during Zamboanga Crisis on September 13-15.
Formation of legal aid program with NCMF and
with private practitioners which renders
assistance to IDPs and children.

Facilitated OHCHR Scoping Mission in ARMM on October 9-11, 2013.

Signed MOA with the CHRP on October 17, 2013.


Facilitated release of three minors who were illegally arrested in

Maguindanao.
Conducted the first lecture as part of the Lecture Series on Human

Rights and International Humanitarian Law with the MILF on


November 24, 2013. More lectures to follow in 2014.

Meeting with CSOs in Lanao del Sur on December 1, 2013,
with focus on environmental justice (preservation of Lake
Lanao).
Human Rights Stakeholders Summit held on December 9,
2013 at Alnor Convention Hall, Cotabato City.
