Introduction

Oriental Management Service Company (OMS) is an Afghan consultancy, Logistics and


Construction company established in 2007 to provide consultancy services across
Afghanistan. The company is a product of Afghan vision to reach consultancy needs of
public and private sectors and enhance working efficiency of the national and international
organizations.

OMS is determined to provide consultancy management services in delivering best solutions


to support clients. We aim to offer services across Afghanistan with the support of multi-
national staff following international standards through professional approach;
comprehensive planning, new operating methods and competent delivery.

Since 2007 OMS implemented consultancy services that include English language teaching
and translation services to the government of Afghanistan and international organizations.

OMS strategic location and access to various points across the country with excellent
facilities enable its working team to accomplish difficult assignments. We believe in team
work and have been successful by contributing with our partners and clients.

is located in Kabul with provincial with representatives in regions central provinces such as

ASMED is a five year USAID funded program that supports the development of the Small
and Medium Enterprise Development sector. ASMED, since establishment, has assisted
multiple business associations in terms of building their capacity through technical and
managerial training programs, financial contributions and in-kind contributions embodying
equipments purchase, building storages, building common facilities and etc. ASMED has,
further, assisted association members to form and create associations so that the members
get all the required services in bulk rather than individually.

As part of this program, USAID/ASMED intends to develop the capacity of the associations
by supporting the provision of ‘Association Management and Leadership Training' to
selective associations. The expected outcome of the training will be to empower the
members to more effectively manage their activities, recognize their roles and
responsibilities of the Board of Directors, Executive Committee, CEO and the rest of the staff
in implementing their overall strategy.

ASMED frequently has a requirement for providing this kind of training to associations, as
new associations are established and others seek support in capacity building for their
membership.

Methodology

Technical Approach

We already have some materials that can be used for relevant areas. However, a
comprehensive package will be developed for this traning programme at OMS which will
include curriculum, training materials, learning materials, quizzes, tests, placement test and
teaching plans.

We will design all programmes in accordance to the current need and requirement of the
client and conduct training programmes in the spoken language of that area. For example if
the training is planned for Jalalabad, we will develop all materials in Pashto language
conduct it through well spoken Pashto speaking trainer who can meet the expectations of
the trainees and deliver the training appropriately.

The training programme will be based on conceptual and practical sessions to enhance the
capacity of the attendees.

Upon successful completion of the full package, if ASMED agrees certificates of completion
will be issued only to participants only. Trainers are mandated to be present at their duty
stations for required time from throughout the training programme.

We will give a particular attention to the areas expected by the client and continue our
activities in accordance to the best interest of students and client.

successfully with a great output to assist participants grow quickly.

We will be providing train the trainer (ToT) course to trainers to improve and perform better.
These training programs will be mandatory for all trainers and will be considered crucial part
of our objective to meet client’s expectations.

Trainers’ development can help strengthen their abilities and ensure trainees learn faster
and quicker. Our development training programs will be relevant to training programmes.
While at the same time will also stress on other skills of trainers.

B – Trainees

As trainees are major part of the project and our special area of focus. Therefore, OMS
teams will be using all criterias to conduct training programmes with full standards. We will
provide cross training to all trainees and participants and encourage trainers to ensure that
instruction continues without any delay in process.

OMS will provide trainings to trainees on association management and on leading and
developing others. Our trainers should be able to create a supportive environment for
trainees and cater to different learning styles, giving trainees opportunities to practice and
develop confidence in new skills. Trainees will be encouraged to absorb and know what they
do well and where there is room for improvement, identifying activities our trainers would
help them.

C – Management Plan

OMS seeks to develop a model for establishing strong strategic channels within appropriate
Association bodies’ national and international community. In so doing, specialized expertise
in approaching strategic goals are retained in Afghanistan to provide technical training
services and advice to various associations especially those of particular focus. The capacity
to understand different strategic locations is our strategic goals and manage them in
accordance to our management plan. Such strategic goals assists in broadening joint
operations and bring working ability in daily affairs to reach main thematic areas. We will be

using our strategic sources and resources to enable our teams to better contribute in
achieving targets and managing our plans.

OMS will establish regional and central coordination bodies to support on going efforts and
get to what client is expecting us. Such bodies should be able to use technical concepts on
what could be best to enhance team work especially at strategic levels that could lead us to
the operational interests of the client and huge output of our efforts.

It is critical that technical training experts within teams focusing on important management
plans at strategic areas of the projects. This will enable us to develop and maintain suitable
mechanism and easy to understand know-how for the project.

The ultimate goal of OMS is to promote understanding of better management ways in


the association bodies:

Improving management and leadership skills and bring efficiency, capability as well as
strength.

Increasing the alignment of external resources with association management plans


and priorities, and introducing an Afghan concept across the associations in Afghanistan.

Personnel Capability and Experience

Criteria

Trainers’ selection is one of the most important areas and a driving tool towards successful
completion of the project. We will focus on some competences and skills that are more
relevant to trainers, however prior information to be aware of how trainers demonstrate all of
them is difficult.

committee to identify well qualified trainers for this particular training project.

We will provide you with a number of CVs for our existing pool of consutants and trainers. In
addtion to that will search for trainers expert in the relevant fields required by the client. Our
current training methodology focuses on following areas and expertise in trainers’ selection
for the job.

Qualification

Job relevant qualification is the key to accomplishing goals and objectives. We will assign
qualified trainers especially those who have got at least a bachelor degree or preferably a
masters degree from an accredited university or academy.

Expertise

Expert trainers are assets to improving working ability, managerial skills and bringing
proficiency. We will attract trainers with excellent background strong training skills. A trainer
will not be given a job unless at least with three years of continues experience.

Achievement

Trainers’ achievement is essential to ensure future success and course management. It is


very important for us to know about past performance of a trainer. We actively seek to use
trainers with higher reputation and positive work progress. This would be a plus point for our
organization to bring people on board with successful background not only in training but
also how technical a trainer is and what can he/she contribute to enlighten our objectives to
improving management skills and leadership approach of selected associations. Our training
and increasing client satisfaction will lead us to better consequences.

best interest of participants and organizations and more importantly what strategies can help
improve learning ability especially to participants of various skills and different age.

Flexibility

We will be focusing on trainers’ flexibility to work in any kind of prefessional and


organizational environment and at all strategic locations under this contract. However, we
will be focusing on providing strong support to trainers to perform as per client and
participants’ expectations.

Intercultural Competence

It would be very important to know and hear from the trainers if they can adapt their
behaviors to local customs, ensuring that during classes and general discussions they
respect cultural norms.

Trainers should be able to show respect for trainees’ culture and language. However, its not
easy to understand a person in one interview but our corporate and long term goals will be
working on trainers to develop their intercultural competences to ensure a successful
completion of the project and positive impact at all times.

Professional Confidence

Our team will be working to identify confident trainers with strong professional background
who are able to develop materials, plan lessons, schedules and improving activities. Our
trainers should be able to understand complexity of the job and it’s the job of our teams.

Working Strategically

Our center of attention would be to bring those trainers that are flexible to work anywhere
with familiarity to languages, culture, area, and more importantly are able to work at any
ethnic and strategic location and can adapt to the strategic environment quickly.

Our trainers should be able to take account of diversity in their class/course planning,
encouraging trainees to share ideas and providing activities.

Standards to Select a Trainer

1. A trainer should be able to speak, read and write Dari (or Pashto) and English
fluently.

2. We will be having a testing methodology to select trainer for each particular training.

3. None of the trainers will be accepted for the job unless have proper qualification
documents from accredited universities and academies and successful training
experience. Documents will then be ensured to be certificated issued by the Ministry
of Education or an accredited institution.

4. Willing and able to travel outside of Kabul to other areas where trainings are taking
place.

5. Familiar to the area responsible for and to be able to provide training.

6. Understand local languages and be able to understand terminologies of relevant field


of training.

7. Have the ability to train and adjust with the trainees of different age and learning
abilities.

8. Most importantly flexible to work and train in any kind of professional environment.

9. Have the ability to train, manage and report training activities.

OMS will develop high quality training materials in local languages for the ‘Association
Management and Leadership Training Course' based on the ‘Association Management and
Leadership Training Manual' provided by USAID/ASMED. We will be amending the training
manual on the basis of the profile and current needs of the associations.

Delivery

OMS will deliver Associations Management and Leadership Training in local languages in
provinces of delivery.

Schedule

Each training programme will be scheduled for three full days and will be at least seven
hours per day, including two short refreshment sessions (15 mins) and one lunch break.

Logistics

We will provide relevant training materials including stationery and handouts to trainees,
refreshments (tea, coffee) and lunch.

Facilities

OMS will facilitate sessions for association members to complete the ‘self-development’
section of the course curriculum, to develop their ‘roles and responsibilities’ according to
the manual. This session will also help familiarize all the association members with
the functions of their positions, their responsibilities and how the positions interact with
one another.

responsibilities of each position and the training contents. These forms must be delivered to
ASMED after the training.

Reporting

OMS will produce and submit a separate detailed Final Report including participants list and
pictures of the program to ASMED and will be using reporting template provided by ASMED.

Presentations

All training presentations shall be conducted using PowerPoint Slide shows, or


handouts and posters in training locations without electricity.

Project Deliverables

OMS will deliver all required documents and evidences for each training course to
DAI/ASMED.

• A self-developed ‘roles and responsibilities manual' detailing the functions and


duties of every position in the association leadership, with a complete diagram of
the management structure, which details the reporting lines and decision making
authorities

• ASMED standardized training evaluation questionnaire, completed and signed by


each participant and delivered to them.

• A Signed Participants list (ASMED form)

• A completed ‘ASMED SME Registration’ form for each participating individual


Company.

• A completed ‘Project Activity Report’ for the training and at least five pictures of
every training course.

• A completed Final Report on the training, using the format provided by ASMED

OMS Responsibilities

1. OMS will carry out an assessment of the current training infrastructure and need
assessment for association management team if necessary.
2. OMS will provide trainers with support activities and requried training equipment.
3. OMS will ensure all possibilities to conduct classes on time with the support from
relevant government ministries.
4. OMS will take the responsibility of complying to the expectations of the RFP and
scope of work of the project.
5. OMS will deliver all consumable stationary required for this training.
6. OMS will facilitate both monitoring and evaluation of the project.
7. OMS will provide certification to the trainees upon the completion of the training.
8. OMS will provide all kinds of reports the to client organization and to the relevant
authorized bodies.

Afghan Government Responsibilities

1. Both Govt. Ministries will ensure that their staff attend the training conducted by
OMS
2. Both Govt. Ministries will provide controlled access to OMS instructors to their
compound with a complete security check on each time entry.

Conclusion

This proposal is prepared for one year period for the client in accordance to the RFP
received. Our team completely read and understood the terms and conditions and
