Hello!MynameisAndyLeung,andIamtheProgramCoordinatorforthe2015UCLAModelUnitedNations
SummerInstitute(MUNSI).ThisismyfirstyearasProgramCoordinatorforthiswonderfulprogram,butitis
notmyfirstyearstaffingtheprogramIservedasaCounselorduringtheprevioustwoSummerInstitutesand
lovedeveryminuteofit!Iamgreatlylookingforwardtoworkingwitheachandeveryoneofyouduringthis
yearsSummerInstitute.

IhopeyouareasexcitedforMUNSI2015asIam!Tobeginwith,alittlebitaboutmyself.Iamathirdyear
hereatUCLAmajoringinBusinessEconomicsandminoringinAccounting.IhavebeeninvolvedinMUNfor
fouryearsinhighschoolandthreeyearsatUCLA(movingonfour).Stilltothisday,Ilovetheleapsand
boundswemakeincommitteeroomsonforeignaffairs!

ThoughIamverypassionateaboutbusinessandeconomics,Ialsohaveastrongloveforinternationalrelations.
Bothbusinessandinternationalrelationshaveoverlappingthemesandpracticesintermsofspeakingskills,
research,andnegotiations.IamofCantoneseoriginmyparentscamefromHongKong,andIwasbornhere.I
havetravelledtoHongKongandChinanumeroustimes,andIholddualcitizenshipinHongKongandthe
UnitedStates.IviewHongKongasadirectrepresentationofthemixtureofbusinessplusinternational
relations.Iloveexperiencingculturesthroughtravellingaroundtheworldandespeciallythroughpartakingin
thefoodthatisnativetotheregionandthemusicthatiscelebratedbythepeople.

Withthatbeingsaid,IcannotwaittillMUNSI2015begins.Iamalwaysexcitedtomeetnewpeople,andIam
especiallyexcitedtohearandseeeachandeveryoneofyouparticipateineverythingwehavetooffer.Iwant
youtochallengeyourselftoindulgeyourmindintheresearchoftheissuesthatwillberaised,findthebalance
betweenyourcharactersopinionsandyourowntoconfrontthesetopics,andinteractwithoneanotherto
weavetogetherresolutions.Theplayoutofourcommitteesessionswillhopefullyinterestyourmindsonthe
impactofinternationaleventsaswellassparkyourinterestforfutureMUNactivities.

Alittlebitaboutmyself:IwasborninthedustylittletownofFaridabad,India,butmovedtoSouthAfricaatan
earlyage.RaisedinJohannesburgonadietoffootball,debate,andclassicliterature,IreturnedtoDelhito
completemyhighschooling,andfurtherdecidedtopursueanundergraduatedegreeinMaterialsScienceand
EngineeringatUCLA.Currentlyajunior,aftercollegeIplantogotograduateschoolandhopefullyenterthe
environmentalnanotechnologyindustryinordertotackletheproblemsofcleanenergyandsustainable
technology.

Iraisedmyfirstplacardinmyjunioryearofhighschool,andIhaventlookedbacksince.
ModelUnitedNationsismypassionawayfromengineering,andinmycollegecareerIhavetravelledtoMUN
conferencesinWashingtonDC,Montreal,SanFrancisco,Chicago,SacramentoandNewYork.Inadditionto
mytravelteamcredentials,IhavealsostaffedBruinMUNandLAMUNforthelasttwoyears,andcurrently
serveastheDirectorofPublicationsontheExecutiveBoardofMUNatUCLA.

TheUNGeneralAssemblyestablishedtheUnitedNationsHumanRightsCouncil(UNHRC)in2006inorderto
replacetheCommissiononHumanRights(CHR),whichallowednationswithhumanrightsatrocitiestobe
members.TheUNHRCcoordinatesandleadsinternationalactionintheprotectionofhumanrightsandinthe
preventionofatrocitiessuchasviolenceagainstreporters,whileprotectingfreedomofreligion,womensrights,
andthefreedomofethnicminorities.TheUNHRCworkscloselywiththeOfficeoftheHighCommissionerfor
HumanRights(OHCHR),whichprovidesassistancetogovernmentsintrainingoverareasofadministrationof
justice.IntheyearsthattheUNHRChasexisted,theyhaveaddressedconflictsinIsraelandPalestine,
Myanmar,Syria,Libya,IranandNorthKorea.MembersoftheUNHRCareelectedbytheGeneralAssembly,

ImyselffirstbeganmyMUNcareeratthetenderageof13.Sincethen,myfondnessofthisphenomenonwe
callModelUNhasonlygrown.IamanenteringthirdyearstudentpursuingaPhilosophymajorandcivic
engagementminor.

BornandraisedinLosAngeles,Iwasexposedtoaplethoraofculturalandethnicdiversity.OnSaturday
mornings,Idtravelacrosstheglobewithmymother.WedgototheNewDeliSpiceMarketacrosstownto
pickupsomegoodIndianspices,HanKookmarketforfreshfish,theItalianDeliforsomeprosciuttoand
mascarponecheese,theRussianMarketforsomehardbreadandstalichnisalad,andsoon.Thesesmallshops
werefilledwithethnicfoodsandimmigrantgrocers,whooftendidntspeakawordofEnglish.Manyofthese
grocershadsternfaces.Theyseemeddiscontentwiththeworld.Ididntunderstandwhy.Whatcouldhave
possiblybeenthesourceoftheirdiscontent?Afterdiscussingthetopicofurbanslumsandpovertyin
developingnationsatmyveryfirstMUNconference,myignorancewasshattered.Irealizedthatthesternfaces
andconcernedlookssharedbymygrocerswerejustified.

Mygoalsinlifearesimple.Inmylifetime,Idliketomastertheartofbeingagoodhumanbeing.Idalsolike
tobecomeaninternationalhumanrightsattorney,andworkfortheUN.Inthemeantime,weinSOCHUMwill
focusontheimportantissuesofdiscriminationagainstwomen,aswellaschildsoldiers.

IhopethattheUCLAModelUNSummerInstitutewillofferyousomeinspiration,andencourageyoutothink
profoundthoughts.Ihopethatduringyourtimewithus,yougainabetterunderstandofyourgoals(shortterm
orlongterm)andaspirationsinlife.Asidefromdiscussingwithyouallaboutinternationalissues,Ihopeto

Afteritsestablishmentin1945,theUnitedNationsGeneralAssemblysetinplacesixmaincommittees.The
first,dealswithdisarmamentandinternationalsecurity(DISEC)thesecond,witheconomicandfinancial
issues(ECOSOC)thethird,withsocialculturalandhumanitarianissues(SOCHUM)thefourth,withspecial
politicsanddecolonization(SPECPOL)thefifth,withadministrativeandbudgetaryissues,andthesix,with
legalissues.Itisthethirdcommittee,theSocial,HumanitarianandCulturalCommittee(SOCHUM),thatwe
areconcernedwith.

WiththecreationoftheUnitedNationsUniversalDeclarationofHumanRights,itbecameoneofthecentral
focusesoftheUNtoprotectthehumanrightsofallpeople.TheGeneralAssemblyoftheUnitedNations,
allocatestoSOCHUMagendaitemsthatprimarilydealwithhumanrightsandhumanitarianissues.SOCHUM
dealswithissuesthataffectcountlesspeoplearoundtheworld.Inprevioussessions,SOCHUMhasdiscusseda
widerangeoftopicssuchastheadvancementofwomen,theeliminationofracismanddiscrimination,the
advancementoftheprotectionoftherightsofthedisabled,theprotectionoftherighttoselfdetermination,the
protectionofinternallydisplacedpeoples,andsoon.Inorderforthiscommitteetohavealargeimpactaround
theworld,thedelegatesofthiscommitteemustcooperativelycomposeeffectiverecommendationstothe
internationalcommunity,intheformofresolutions.Withintheseresolutions,thedelegatesofSOCHUMcan

TheFirstCommittee,DISEC,isoneofsixmaincommitteesattheGeneralAssemblyoftheUnitedNationsthat
dealswithmattersconcerningworldpeace.Inparticular,DISECisconcernedwithdisarmamentandrelated
internationalsecurityquestions.

ChapterIVoftheUNCharterexplainstheComposition,FunctionsandPowers,Votingrightsetc.ofthe
GeneralAssemblies.Article11ofthisChapterstates,TheGeneralAssemblymayconsiderthegeneral
principlesofcooperationinthemaintenanceofinternationalpeaceandsecurity,includingtheprinciples
governingdisarmamentandtheregulationofarmaments,andmaymakerecommendationswithregardtosuch
principlestotheMembersortotheSecurityCouncilortoboth.Asthenamesuggests,theDisarmamentand
InternationalSecurity(DISEC)Committeetakestheabovementionedresponsibilityonitsshoulders.

AlthoughDISECdoesnothavethepowertoimposesanctionsorauthorizemilitaryintervention,itprovidesthe
firstandlargestareafordiscussionofkeyissuesaroundtheworld.Additionally,itformsacommongroundfor
countriestodiscussissueswithequalpowerasnocountryhasvetopower.DISEChasthusbeenabletopass
manyresolutionsthatyoumayhaveheardof.SomeoftheseincludetheNuclearNonProliferationTreaty
(NPT),ChemicalWeaponsConvention(CWC),BiologicalWeaponsConvention(BWC)andmanymore.

internationalrelations,andhavehadfouryearsofModelUNexperience.IhopethatyoucometoMUNSI
excitedtogainnewinsightintointernationalissues,andthatyoubringyourknowledgeanddiplomaticresolve
withyoutothenegotiatingtable.MUNprovidesanoutletformetoexpressmyselfandtheintereststhatIhold.
MUNhasofferedmemanyopportunitiestohoneandimprovemydebateandpublicspeakingskills.The
discussionsthatIhavehadincommitteecarryonoutofcommittee,andthishashelpedbolstermynetworking
skills.MostofmyfriendsareonesthatIhavemetthroughthisorganization,whichofferssomanyprofessional

TheSecurityCounciltodayfacessomeoftheworldsmostimportantandcomplicatedissues,andto
successfullyresolvethemyoumustbewillingtolookpastyourindividualdifferencesandcomeupwith
logical,wellthoughtout,andcreativesolutions.Chargedwiththemaintenanceofinternationalpeaceand
security,theSecurityCouncilcannotsimplyaskanothercommitteetosolveitsproblemsorshiftits
responsibilitiestoanewlycreatedUNbodyyouasdelegatesmustrisetotheoccasion.

TheSecurityCouncilwillberunasanopenagendacrisiscommittee,meaningthatthecommitteewillstartwith
nosetagenda.Atthebeginningofthecommitteedelegateswillbegiventimetolobbyforwhichevertopicthey
wanttodiscussfirstandthenthebodyasawholewillsettheagendabyasimplemajorityvote.Itisuptoyou
asdelegatestocomepreparedforanyandalltopicsthatmightcomeup.Asacrisiscommittee,theSecurity
Councilchairandcrisisstaffwillalsopresentyouwithcrisesandinformationalupdatesfromtimetotimein
ordertogetdelegatestothinkquicklyandaddressnewdevelopmentsthatfallundereachtopic.Expectto
receivenewsbriefs,intelligencereports,pressreleases,andothermaterialstoinformthecommitteeofnew
(andusuallyfictional)informationthatchangesthecircumstancessurroundingthetopicthatdelegatesare
currentlydebating.Thus,itisimportantfordelegatestobewillingtobecreativeandthinkaboutnewsolutions
totheinterestingproblemsthecommitteewillthrowatyou.

COMMITTEEDESCRIPTION

Sinceitsinceptionin1946,theUnitedNationsSecurityCouncilhasbeenthecruxofUNeffortstopromote
peace,andresolveconflictthroughoutoftheworld.TheUNSChasthepowertodraftandpassresolutions,
createworkinggroups,andformorganizationsbutunlikeotherUNbodies,theSecurityCouncilmayalsopass
bindingresolutions,imposesanctions,mandatecollectivesecurityforces,anddispatchUNpeacekeeping
operations.Ineffect,theSecurityCouncilistheonlycommitteeintheUNthatcanmadethatstatespartytothe
UNchartertakecertainactions.TheframersoftheUNchartergavetheSecurityCouncilthesepowersto
facilitateitsabilitytodealwiththevastrangeoftoughsecuritychallengesandissuesofpeacethatconfrontour
worldtoday.Inpractice,mostoftheissuesthathavebeenbroughtbeforethecouncilwereextremelydifficult,
intricate,andcomplicated.ForexamplebetweenJanuaryandMay2012,theSecurityCouncilpassed
resolutionsontopicsrangingfromtheSituationinSudan(Darfur)toaresolutionextendingandsupportingthe
mandateoftheInternationalTribunaloncrimesagainsthumanityinYugoslaviain1991.

TheSecurityCouncilisalsoorganizeddifferentlyfromotherUNbodies.ChapterVoftheUNCharter
stipulatesthattheSecurityCouncilbemadeupof15memberstateswithfivepermanentmembersand10
nonpermanentmembers.TheP5membersofthecouncilareChina,France,Russia,theUnitedKingdom,and
theUnitedStatesofAmerica.EachoftheP5possessvetopoweroveranyresolutionpresentedbeforethe
councilmeaningthateachP5countrycansinglehandedlystrikedownanySecurityCouncilresolutiontheydo
notapproveof.

The10nonpermanentmembersofthecouncilarechosentorepresentdifferentregionsoftheworldthrough
electionsandtheyservetwoyeartermsonthecouncil.Eachofthe10nonpermanentmembershasavotebut
noneofthempossessvetopowersliketheP5states.

TheworkoftheSecurityCouncilanditsmemberstatesisessentialtothemissionoftheUnitedNations.The
SecurityCouncilisinessencethefirstrespondertointernationalcrisesandmustdevelopsolutionstothose
crisesinatimelyandefficientmannertakingintoaccountalloftheintricaciesandcomplicationsthatare
involvedininternationalpolitics.AsdelegatesinthiscommitteeitisyourgoaltoensurethattheSecurity
Councilcansucceedinitsmissiontopromotepeaceandsecuritythroughouttheworld.
