Background:
Super-typhoon Haiyan (local name Yolanda) made landfall on 8 November in the Philippines on the east
coast of Samar Island followed by the isles of Leyte, Cebu, Pasay and Palawan, maintaining wind speeds
as it moved with destructive intensity. The Department of Social Welfare and Development (DSWD)
estimates that 14.9 million people were affected, while approximately 4.1 million were displaced. CRS
launched an immediate emergency response. Now, more than one year after the typhoon, many needs
remain. CRS recovery response is addressing needs in 1) shelter, 2) water, sanitation and hygiene, 3)
livelihoods, and 4) disaster risk reduction.
CRS currently supports communities to build back better and safer, which in some cases involves
working with families to identify temporary or permanent relocation options, due to their current
residential status in the government defined No Build Zone. CRS works with communities to choose
from a menu of options rebuild on-site (when not in the NDZ), or facilitating temporary or permanent
relocation options. CRS is also working to improve the sanitation and hygiene conditions of typhoonaffected communities in targeted barangays in Tacloban City.
Primary Responsibilities:
Project Implementation:
1. Under the guidance of the Community Mobilization Team Leader/Community Facilitator,
facilitate community discussions on shelter and resettlement options, community facilities
recovery issues (i.e., sanitation), and community action plans
2. Facilitate the process of beneficiary registration, including ensuring transparency in all
beneficiary selection processes
3. Under the direction of Community Mobilization Team Leader/Community Facilitator, and in
coordination with relevant MEAL staff, develop a feedback/complaint mechanism to ensure that
beneficiary lists are accurate, adhere to targeting criteria and that communities can provide
feedback on the recovery program.
4. Facilitate detailed project/activity planning per the approved project design
5. Conduct required trainings as designation by the project, for shelter assistance, linkages with
livelihood projects, communal service facilities projects, DRR and protection activities on a per
cluster and community-wide basis;
6. Facilitate linkages with legal registration bodies (SEC/CDA/DOLE/HLURB), Mayors Permit,
support agencies (TESDA/DTI/DA-BFAR) and non-government service providers;
7. Consult with community and LGU leaders to identify potential temporary relocation options in
safer areas for households currently residing in unsafe areas.

8. Help clarify community issues/concerns/problems, facilitate monthly community action planning,


and resolve community disputes as they relate to the project in a transparent and participatory
manner; and
9. Coordinate with the construction team on construction process, and ensure participation of
beneficiary families in designing and rebuilding.
Monitoring, Evaluation, Accountability and Learning (MEAL):
1. Work with MEAL staff to ensure the design of an appropriate MEAL system, including data
collection and reporting.
2. Monitor projects and programs through regular site visits and interviews with project
beneficiaries.
3. Manages feedback received via the Accountability feedback mechanism, in coordination with the
MEAL staff.
4. Identify deviation from approved project plans and recommends corrective measures to address
deviations form program plan.
5. Facilitates project evaluations in consultation with the immediate supervisor and MEAL staff
Coordination:
1. Establish strong relationships with other shelter actors/organizations such as: local church
officials/leaders, government officials/departments, and non-governmental organizations and UN
shelter cluster.
2. Represent CRS in inter-agency meetings (shelter cluster), conferences or gathering, and other
shelter forums as required.
Finance:
1. Provide monthly cash forecasts requested to the Team Leader/Program Manager.
2. Coordinate with the Construction Manager to ensure that labor payments are done in a timely
manner.
3. In collaboration with Program Manager, ensure proper use of funds according to approved
budgets and objectives, in addition to aspects of grant management and compliance.
Minimum Qualifications:
Education:
Bachelors Degree in Social Work, Community Development
Experience:
- Minimum of three (3) years experience as Community Development Specialist working with NGOs
or government agencies in planning and implementation of emergency response, disaster risk
reduction; training experience desired.
- Experience in project planning, reporting, and participatory approaches.
- Experience working with communities at the grass roots level and local & national government
officials.
- Extensive experience with donor funding regulations.
Knowledge:
- Working knowledge of Sphere standards.
- Excellent understanding of local NGOs and government system, with knowledge and
appreciation of the vision and mission of CRS.
- Knowledgeable in participatory and rural development processes.

Skills:
- Ability to work with stakeholders on multiple levels including non-government organizations,
donors, media groups, religious groups (Catholic, Muslim, etc.), and government units.
- Strong skills in developing organizational capacity including institutional strengthening,
mentoring and coaching.
- Proven organizational skills and ability to manage multiple tasks simultaneously.
- Good written and interpersonal communication skills.
- Skilled in personnel and financial management, technical writing and proposal development.
- Mature disposition in appropriately managing sensitive situations; ability to modulate emotions
professionally at all times.

- Strong skills in assessing and developing partner capacity including institutional strengthening,
mentoring and coaching.
- Proficient in the use of MS Windows and MS Office programs.
- Proficiency in English and Pilipino; other local languages a strong advantage.

- Willing to travel extensively on different locations most of the time or even on a short notice
