Vice President of Human Resources /EEO Officer
Developed and enforced all Company Policies which included Disciplinary Policy, EEO & Affirmative Action Policy,
Workplace Violence Policy and Department of Homeland Security I-9 Verification process. Developed company
manuals for 7 companies. Developed all new hire packets with policies and signed acknowledgements along with
conducting new hire orientations to verify understanding of policies and benefits. The acknowledgments are crucial for
liability protection in event of a suit or grievance. Advocated for employee rights and responsibilities as well as advised
and consulted with Managers regarding to all matters relating to employees. Provided personal assistance to employees,
as requested, such as counseling troubled employees and conducting exit interviews. Investigate employee complaints
and take prompt disciplinary action when needed.

Ensured compliance with all state and federal laws in relation to hiring and termination practices.

 Invited and participated in the New I64 and Mississippi River Bridge Job roundtables to develop a consensus on
how to ensure proper minority participation for projects. Officials from Washington, DC lead the roundtable on
behalf of the President and relied on participants input.

 Developed and presented EEO action plan to meet minority participation on IDOT projects. Developed trainee
reporting plan to MoDOT which was implemented as pilot program and implemented state wide. This allowed
the program to move from manual reporting to automated. During the Company’s 2 year work on one 58 million
project, we received the Contractor of the Year Award due to the above development and implementation.

 Completed EEO1 and VETS reporting for total employment and PR1391 for federal and state funded projects and
pre-bid certifications. DOT and Economic Census reporting.

 Responsible for processing quarterly MSHA reports for all appropriate locations

Reviewed medical enrollment information prior to renewal and presented all viable options to the Insurance Committee
and Executive Committee for approval. Factored in the best possible option for the employees for the lowest cost to the
employer. Experienced in administering FSA’s, HRA’s and COBRA.

 Implemented Health Risk Assessments and Wellness Initiatives to keep medical costs down. Continual employee
education on various wellness initiatives and benefit plans to ensure utilization to the fullest possible extent.
Assisted employees in identifying early health risk issues. Instituted EAP not previously in place (was informed
through spouse, saved employee’s life).

Initiated pre-employment psychological testing and reviewed results in order to make recommendation to Manager on
candidate, conducted pre-employment background screen, pre-employment orientation, trained in conducting pre-
employment drug screening and enrollment of all Company benefits and enforcement of policies for over 1,300
employees and double digit subsidiaries in multi-states.
 Maintained and tracked Company wide disciplinary action to ensure proper enforcement. Conducted and
participated in disciplinary and termination sessions. Developed Performance Improvement Plans for those
employees with performance issues who might benefit.

 Conducted new hire orientations and trained on new hire drug tests. Implemented and conducted exit interviews
to ensure we were meeting our employee’s needs.

 Participated in Career Fairs at Universities in the bi-state area for recruitment purposes and maintaining minority
goals.

Verified all unemployment claims and either processed or protested claims when appropriate. This would result in
reducing the unemployment cost for the Company.

Maintained, verified and processed year end information for W-2’s, maintained mileage reports on Personal Usage of
Company Vehicles and all non-cash benefits.

Responsible for completing annual ESOP allocation including releasing of shares and dividend allocation, 401(k)
enrollment, educational meetings and complete annual testing for all plans.
