ORDINANCE NO. 2015-69

AN ORDINANCE CREATING AND ESTABLISHING
THE SUBANEN ECONOMIC AND SOCIO-CULTURAL DEVELOPMENT CENTER (SESDEC)
COVERING THE AREA OF MOUNT MALINDANG RANGE FALLING
WITHIN THE JURISDICTION OF MUNICIPALITY OF TUDELA
AS ONE MEASURE OF ADDRESSING IMPACT OF URBANIZATION,
AND PROVIDING FUNDS THEREOF

Be it ordained by the Sangguniang Bayan of the Municipality of Tudela that:

Section 1. Establishment. There is hereby established a Subanen Economic
and Socio-Cultural Development Center (SESDEC) in the Municipality of Tudela as
one measure of addressing the impact of Urbanization wherein indigenous peoples
collectively known as subanen from the Mount Malindang Range covered by the
same municipality migrate to the cities and lowlands in search for better
opportunities in life. This ordinance establishing this center shall be a vehicle of
providing employment opportunities befitting their culture, preserving their
indigenous heritage and way of life, thereby educating them toward becoming selfsustaining and communities.
Section 2. Structure of the Center. The Center shall be under the Office of
the Municipal Mayor acting as Chairman of the Board that comprising two (2)
members from the Sangguniang Bayan, one (1) representative from Business Sector
and one (1) Temuay or tribal leader from the Subanen community. There shall be
two staff to be employed as Center Operatons manager and secretary-cashier
respectively.
Section 3. Program of the Center. There shall be program exclusively for
this purpose:
a. Providing portions of the lands covered by the Center as hunting
ground, on the premise that it is an established historical fact
Subanens are not farmers, but skilled hunters. Hunted animals shall
be traded by the hunter to the Center and the latter shall trade it to
the market and/or buyers. Proceeds therefrom shall be used for
continuing program of the Center.
b. By providing training to the Subanens for the development of the
skills for entrepreneurial purposes and education for the
preservation of their culture and heritage.

c. For other programs, in line with for which this Center is established,
that the Board shall decide, provided that, such program shall give
due benefit to the Subanen community in general.
Section 4. Funds. Funds for the necessary operation of the Center shall be
included and dispense from the Municipal Appropriations of the succeeding year
following the establishment of this said Center.
Section 5. Administrative Provisions. (a) The Mayor, in his capacity as
Chairman of the Board of the Center, shall convene the meeting for the said
program.
