BUDGET 2015
Union government presented
its first full budget in the parliament
on 28th feb 2015. This years budget
was aimed at high growth, providing
investment friendly conditions and
improving the physical infrastructure.
Along with above objectives budget
has also focused on improving the
fiscal discipline and making legislative
and tax reforms. This was the first
budget presented after Centre
accepted the Finance commission
recommendation. Union government
accepted the recommendation of
Finance commission to increase the
states tax pool to 42 percent from
central taxes, earlier this used to be
32 percent. Taking all transfers
together, about 62% of the money
available (including non-plan grants
and loans, central assistance to states
and UTs and centrally sponsored
schemes) to be spent now in India
will be with the states. Increase in the
size of the states revenue reduces the
financial space of the Centre. Several
key sectors like education, health etc.
will not have a one size fits all policy
from central government rather states
will have the resources and the policy
according to their needs.

policies presented in the budget:2
Headline Numbers
In the interim budget presented
last year government set the target to
contain the fiscal deficit below 4.1
percent. While the target for 201516 was set at 3.5 percent and for the
next fiscal year target was reduced
to 3 percent. In this years budget
government has achieved the target
for this year but it has increased the
fiscal deficit target to 3.9 percent
next year and 3.5 and 3 percent in
following years. In this way
government will get to the Finance
Commission recommendation of 3%
fiscal deficit a year later than planned.
This has been done to provide
adequate public spending in the
infrastructure sector and not for the
subsidization. Budget document
expects consumer inflation to remain
close to 5 percent by March, opening
room for more monetary policy
easing. The GDP growth projections
are higher at 8%-8.5% for the next
year. But these numbers are also due
to change in method of calculating
GDP along with change in base year
for calculating GDP.
Taxation
Government has tried to make
the taxation system simple and more
friendly to the investors.

In order to promote investment
in the country, the Minister
proposed to set up a Public
Debt Management Agency
(PDMA) which will bring both
Indias external borrowings
and domestic debt under one
roof.

FINANCE COMMISSION
Article 280 of the constitution
of India gives President of India the
power to constitute the finance
commission every five years. If the
President thinks it is required earlier
it can give the order to constitute it
even earlier as well. The Finance
Commission is required to
recommend the distribution of the
net proceeds of taxes of the Union
between the Union and the States
(commonly referred to as vertical
devolution); and the allocation
between the States of the respective
shares of such proceeds (commonly
known as horizontal devolution).
Though recommendations of finance
commission are non-binding, the
Centre generally accepts the
recommendation of the expert body.
Fourteenth finance commission
under the chairmanship of former RBI
governor Y.V.Reddy has submitted its
report for the period of 2015-2020.
Report was submitted to central
government with a dissent note from
Abhijit sen and central government
has accepted the recommendation.
Highlights of the
Recommendation
States share from the net

distance and forest cover.
Individual weight among those
is- 50 per cent is given to
distance from the highest per
capita income district,
followed by population (1971
census) at 17.5 per cent,
changes of population since
1971 at 10 per cent, area at 15
per cent and forest cover at 7.5
per cent.
Finance commission has
recommended that Fiscal
Deficit of Union government
should be 3.6 per cent of GDP
in 2015-16 and 3 per cent the
year after. Three percentage
fiscal deficit should be kept for
three following years. Finance
commission
has
also
recommended that revenue
deficit to come down from 2.9
per cent in FY15 to 2.56 per
cent in FY16 and then
progressively reduce to 0.93
per cent by 2019-20.

As tensions rise,
Assam on alert to Protect Nagas
The Assam government has put
its administration on high alert
following the lynching of a rape
accused, Syed Sarif Khan, from
the State by a mob after
dragging him out of the
Dimapur jail in Nagaland .
The government has asked the
Deputy Commissioners, the
Superintendents of Police and
the Divisional Commissioners to
provide security to people from
Nagaland living in the State and
to ensure the safety of travellers
between the two States.
Parliamentary Affairs Minister
Rockybul Hussain listed the
steps in a statement in the
Assembly after the Opposition
raised the issue.
The government informed the
Assembly that Nagaland
promised to arrest the guilty and
instituted
a
judicial
investigation,
besides
suspending three officials.
Mr. Hussain said Chief Minister

SEBI slaps
Rs.86 cr penalty on DLF
The Securities and Exchange
Board of India (SEBI),
penalised the real estate major,
DLF, and other connected
entities by levying a penalty of
Rs.86 crore for violating capital
market regulations by engaging
in fraudulent and unfair trade
practices.
SEBI penalised DLF Rs.26 crore
and other top officials
including, K.P. Singh, Rajiv Singh
and Pia Singh, another Rs.26
crore. Further, SEBI fined
another related 35 entities,
including individuals, Rs.34
crore.
The case is pertaining to the
irregularities and non-disclosure
violations related to its 2007
initial public offering (IPO).
DLF said it did not violate any
law and it will challenge the
SEBI order. DLF further said that
the company and its board
were guided by and acted on
the advise of eminent legal
advisors, merchant bankers and
audit firms while formulating its
IPO documents. We are
presently reviewing the said
orders and after taking
appropriate legal advice, we
will challenge the said Orders
in appeal, DLF said in a
statement.

Mr. Bhadrashyam Kothari,
prominent industrialist and

Director, Kothari Sugars and

the U.S., after a brief illness. His

In a breakthrough, researchers
led by an Indian-origin
scientist, have shown that stem
cells from the skin of two adults
of the same sex can be used to
make human egg and sperm
cells.
Scientists at Cambridge
University collaborated with
Israels Weizmann Institute of
Science and used stem cell
lines from embryos as well as
from the skin of five different
adults.
Researchers have previously
created live baby mice using
engineered eggs and sperm,
but until now have struggled to
create a human version of these
primordial germ or stem cells.
Ten different donor sources
have been used so far and new

SWINE FLU
Swine influenza is a virus which
causes respiratory problems in pigs
like nasal secretions, decreased
appetite etc like human flu.
Occasionally, pigs transmit influenza
viruses to people, when they are
closely associated with pigs mainly
to hog farmers and veterinarians, pork
processors. Swine influenza, also
called pig influenza, swine flu, hog
flu and pig flu. During the 1918 flu
pandemic Swine influenza was first
proposed to be a disease related to
human flu. In 1930, Swine influenza
virus was first isolated from pigs in the

Paramaras
According to available evidence,
the Paramaras were originally
vassals of the Pratiharas and the
Rashtrakutas and emerged as an
independent power in the second
half of the tenth century. Starting
from Ujjain, they later shifted their
capital to Dhar.
The first notable Paramara ruler
was Vakpati Munja, who ruled
towards the end of the tenth
century and is hailed as one of
the greatest generals of his age.
He was a generous patron of art
and literature, and a number of
poets

vassals of the Gurjara Pratiharas
