Note on Purpose of Draft Template
This document will be available to inspectors to record the inspection of a combined operations notification submitted under SCR2015 against the
requirements of Schedule 4, which outlines the Particulars to be included in a notification of combined operations. It has been decided that this will be
conducted by the focal point inspector for the production installation and the non-production installation and by exception the inspector may refer the
notification to a topic specialist inspector to comment where he/she feels it is necessary to explore the details of the submission further.
The document is drafted to complement the guidance being produced to support the regulations as well as existing topic sector guidance. Requirements
identified by green text are new to SCR2015, those in black text were present in SCR05. It is proposed that similar templates will be developed for each
discipline that together will form the complete record of the assessment process undertaken by the Competent Authority. It is proposed to make these
templates freely available to promote transparency and assist industry in drafting its submissions.

The SMS should encompass the marine, helicopter and diving activities of the installation, and relevant aspects of combined operations. The
areas of interface between the SMS of these operations, and the SMS of the installation, need to be identified and assessed for clarity, to ensure
potential hazard have been identified due to duplication, commission or omission.

SCR2015 Regulatory Requirement

Inspection Guidance / Minimum Information


1. Is the name and address of each duty holder preparing the notification
stated and a confirmation that every such duty holder has agreed to the
contents of the notification? Who are the duty holders?
2. Is there a description, by reference to a bridging document authorised
by all parties to the document, of how the management systems for the
installations involved in the combined operation will be co-ordinated so as
to reduce the risks from a major accident to comply with the relevant
statutory provisions?
3. Are the particulars of any plant to be used in connection with the
combined operation but which is not described in the current safety case
for any of the installations involved in the combined operation given?
4. Is there a summary of a joint review that identified the hazards and
assessed the risks of the combined operation? Does it included:

a description of any activities during the combined operation


which may involve hazards with the potential to cause a major
accident on or in connection with an installation; and
(b) a description of any risk control measures introduced as a result
of that review?
5. Is there a description of the combined operation and a programme of
work, which must include the dates on which the combined operation is
expected to commence and finish?
6. Is the name and address of the duty holder submitting the notification
given? Who submitted the notification?
