In principle, we all agreed that army professionalization was crucial. There were different approaches to it in terms of how fast and
how serious the process should be. The government, with myself as
defense minister, decided that the implementation of this decision
could not be postponed: the army must undergo a quick and effective
professionalization. I can say today that the fact that this process is almost complete is a result of our determination.
Army professionalization has been a turning point in our state and
our armed forces history, although we may not necessarily realize
that yet. Despite the fact that in the public eye, the professionalization
process meant only the suspension of drafting for obligatory military
service, it has actually been a process of serious transformation in
terms of the quality and quantity of military personnel, and the introduction of extensive structural changes.
The professionalization process has been crucial for many reasons.
First, the professional armed forces are an inherent element of the
contemporary world, a synonym for advancement and efficiency.
Second, such an army is less expensive and definitely more effective.
Third, as experiences from the peace and stabilization missions
show, only a professional army is able to ensure proper expeditionary
capabilities, equipment and training compatibility with allies, and in
consequence actual interoperability.
We have completed another important stage during the 20 years of
the Polish Armed Forces transformation history. The army of

ended yet. We have to continue striving for a modern and effectively capable army. The professional armed forces must be able
to cooperate with allies and have such possibilities when building international security, and they must be powerful enough to
counteract any threat to our country. The army must develop harmoniously in order to be a tool for peace keeping, deterrence and
armed conflicts prevention as well as counteracting of crisis or
elimination of natural disaster effects. It must be prepared to participate in actions in Poland and during expeditionary missions.

Twenty years of the Third Republic of Poland were a
time full of constant changes in the army reforms,
restructuring, reorganization, and reconstruction.
Still Offensive
The philosophy of evolutionary transformation in the political system
of Tadeusz Mazowieckis government included to a great extent security and defense matters. This philosophy was based on geopolitical realities, affirming and respecting commitments resulting from our membership in the Warsaw Pact. Any constructive concept of the army transformation, its functions, missions and time limits did not take place then.
The new authorities focused mainly on adapting the armed forces to
the political transformations by depoliticizing the army, democratization
and submitting it to civil and democratic control. The organizational
changes referred to political neutralization of the units (making them independent of the Polish United Workers Party (PZPR) and liquidation of
the political officers corps. The appropriate decisions on these matters
were already made in autumn. Despite the reformers good intentions the
first steps taken in 1989 and 1990 aimed at establishing the civil control
were unprofessional, non-systemic, temporary.
Organizational and structural changes in 1989 and in 1990 were mainly based on the concepts and plans of the previous regime. The document
presented in December 1989 at the meeting of the Committee for the Country Defense described the condition and organization of the Polish Armed Forces. In peacetime, the armed forces were to number 250300
thousand troops. In wartime, the Land Forces were to form like so far,
in the coalition the Polish Front consisting of two armies and one corps.

Generally speaking, the Polish Armed Forces during the first year of the
political transformation were a relatively powerful, quite well-armed army, organized according to the Soviet models, prepared for offensive operations. The Defense Doctrine of the Republic of Poland, which came into force in February 1990, was to correspond with new geopolitical/geostrategic realities. As its contents and spirit were still rooted in the past, it
did not match the new reality even at the moment of its announcement. It
became outdated because of dynamic changes in the defense sphere, such
as German reunification, disestablishment of the Warsaw Pact, which enforced a radical change of defense system concept and the necessity to adopt quite a new strategy and deep reorganization of the armed forces.

1989 rozformowano 1006 jednostek, przeformowano 70, a 6 sformowano od nowa. Budet obronny zmniejszy si o prawie 60 procent, liczebno o 0 procent. W tej wielkiej reorganizacji nie zabrako pomysw spektakularnych w swojej nierealnoci, na przykad
utworzenia dywizji kawalerii powietrznej.

In autumn 199, the decision was made about the second strategic
turnabout. Poland embarked on the road to NATO as a result of a
post parliamentary election agreement between the main political parties.. Meanwhile, the Polish Armed Forces were reduced by percent, and national defense spending was dramatically cut (every year
by 10- percent, and in 199 by nearly 0 percent). This had to influence the quality of the army, its condition equipment, infrastructure,
training and also morale. The first five years of restructuring the armed forces resulted in the reduction of military personnel, disbanding
of garrisons, degradation of weapons, equipment and infrastructure.

The second strategic turnabout in the Polish defense began taking
shape during the first turnabout. Although starting in 199 we can see
coordinated, planned activities aimed at joining NATO , such fundamental matters required an appropriate (overall) strategy. However up until
000 we remained with the concepts from 199 that were rapidly becoming outdated. At this time, the overall strategy was replaced by the programs and plans aimed at preparation of the armed forces to function in
the Alliance and gain essential interoperability and compatibility. The
activities of the armed forces were strongly oriented towards the undertakings in the Partnership for Peace program. At the same time, constant
changes were taking place in the Polish Armed Forces. Since 1989, 1006
units had been disbanded, 70 reorganized and 6 reformed. The defense budget was reduced by nearly 60 percent, and the number of personnel by 0 percent. This great reorganization also included ideas
which were spectacularly unrealistic, for example the idea to form an air
cavalry division. The concept included in the Polish Armed Forces 01 modernization and organization program adopted
by the government was to bring about the principal change
in the style of carrying out the transfor-

The next ten years (nearly) of transformations in the armed forces had
a definitely more balanced character. Our membership in NATO had an
impact on stabilization in transformations. The NATO machine, procedures and finally strategic culture excellently cooled down the improvisation and enforced elementary planning and programming discipline.

turning point for the country and the army itself. For the armed forces, it
was supposed to be the end of the temporary solutions. When this document was adopted by the government of wodzimierz Cimosiewicz in
September 1997 during the election campaign, it became questionable
whether it would be implemented. A year later, the government of jerzy
Buzek adopted the Program of Integration with the North Atlantic Treaty
Organization and Modernization of the Armed Forces of the Republic of
Poland during 1998-01, according to which the army was to be reorganized practically in all the fields, and prepared both for the national and
NATO missions.
There were slight differences in both programs on the issues of the armed forces organization and their principal tasks. Finally, the armys
strength (in 00) was to be 180 or 160 thousand troops. After less than a
year, due to the countrys financial situation, the plan touted by the defense minister as what the Polish army was waiting for, was deemed unrealistic. Year 1999 became just a collection of wishes and illusions. The
following year, the works on the next document - The Armed Forces
001-006 - commenced. According to this document, the army personnel was to be reduced to 10 thousand soldiers. It was already the sixth
year of the armed forces transformations in the passing decade.

Na ustabilizowanie procesu zmian i jako planowania dugofalowego duy wpyw mia przewidywalny (wreszcie) budet. Pewne zachwianie do stabilnej cigoci koncepcji zmian, trwajce okoo roku (20012002), pozostao bez wikszego znaczenia.
Spord wielu programw (koncepcji) reformy wojska o jednym
mona powiedzie, e ma znaczenie historyczne. To Program profesjonalizacji Si Zbrojnych Rzeczypospolitej Polskiej na lata 2008
2010. Jego realizacja oznacza bowiem radykaln zmian charakteru armii. Na ocen obowizujcej koncepcji przeobrae wojska oraz
sposobu jej realizacji jest jednak jeszcze za wczenie.
Charakter trwajcych ponad dwadziecia lat przeobrae w wojsku
zdeterminowany by najoglniej procesami transformacji ustrojowej oraz zmianami w pooeniu geopolitycznym (geostrategicznym).
To bana. Wrd bardziej namacalnych czynnikw wymienibym: budet (moliwoci finansowe pastwa), jako elit politycznych, czyli
przygotowanie reformatorw, gotowo do zmiany elit wojskowych.
Wysoko budetu (a raczej jego nisko), szczeglnie w pocztkach lat dziewidziesitych (zwanego budetem przetrwania, a nawet agonii), musiaa odbi si niekorzystnie na jakoci armii, za
nieprzewidywalno w jego stanowieniu dziaaa zabjczo na planowanie dugoterminowe, czyli take na sposb prowadzenia przeksztace. Te problemy znakomicie rozwizaa ustawa gwarantujca wydatki obronne w wysokoci 1,95 procenta produktu krajowego brutto.
Warto tu odnotowa, e pod tym wzgldem Polska plasuje si obecnie
na szstym miejscu wrd czonkw NATO i nawet przekracza redni krajw europejskich sojuszu. Wydatki obronne naszego kraju ju
w roku 2006 byy dwukrotnie wysze ni w 1999, roku akcesu do

sojuszu. Ten zbawienny dla armii trend zosta jednak zakcony przez
kryzys ekonomiczny z koca 2008 roku.

by the economic crisis at the end of 2008.
Dorobek poprzednikw
Achievements of Predecessors
I am not competent enough to assess the quality of the political elites. I only know that the regular manners of ignorance and rejecting
the predecessors achievements every time the power was handed over
had a very bad bearing on transformations of our armed forces. I know
that for a long time the new political elites (the animators of reforms)
just had no idea about the defense matters. I also know that respectable (civilian) expert background is still in the phase of development.
The experiences gained during our participation in practical operations, especially in three wars in the former Yugoslavia, Iraq and Afghanistan gave us hard to overestimate stimuli for transformations,
and showed us directions and pace of changes. Involvement in the
Balkan operations, within the multinational units, and existence in the
Alliance appeared good lessons of NATO culture, standards, and procedures. The missions in the Balkans gave us also the opportunity to
present the quality of our armed forces to our allies. The contingent
numbering 2,500 troops was formed, trained and deployed in the area
of operation in Iraq within three months.
At the same time, the multinational division made up of military
units from 26 countries (from Europe, Asia, America) was formed
and deployed in the area of operation under Polish command. This
was a great organizational success. The well-organized, and then effectively commanded multinational division gave us a very important
feeling of high self esteem among the partners in NATO. In Afghanistan, our army is learning the counterinsurgency war. Perhaps not all
experiences from this and previous wars will be useful in the future,
but even those not very useful will not do harm to our armed forces.
Spokj i dyscyplina
The personnel, elites of the Polish Armed Forces, proved their proper
attitude during twenty years of never-ending reforms. Despite some
distance and skepticism towards some reformative endeavors, high-ranking officers showed compliance, loyalty, discipline and quite a big dose
of conservatism typical for this circle. Many bullet points could be put on
the list of mistakes made by the reformers. Two of them are cardinal sins.
The first one is a lack of strategic perspective (because there was no appropriate strategic culture), the second typical for majority of concepts
discrepancy between ambitious goals (visions) and tough reality, financial capabilities. I will not mention some minor mistakes, including the
problems concerning the territorial defense.
However, we can also say some good words about the transformations
of the armed forces. For example, there was no place for immature experiments (against which Wadysaw Sikorski warned in a book titled
Przysza wojna (Future War); what is more, the adequate proportions
of functions and missions of the armed forces were consciously maintained against some trends. Finally, I must admit that although the prolonged process of the army transformation was not quite balanced, it was not
turbulent. Calm and good discipline prevailed in the barracks. During the
last two decades, the Polish Armed Forces managed to transform from an
army made up of mainly conscripts, an army of the industrial period into
a small, relatively modern professional army, which is experienced and
has verified its quality in three wars, an army without complexes
among the allies.

Pierwszy to brak strategicznej perspektywy (bo brakowao odpowiedniej kultury strategicznej), drugi charakterystyczny dla wikszoci
koncepcji rozziew midzy ambitnymi celami (wizjami) a twardymi realiami, moliwociami finansowymi. Liczne drobniejsze bdy, w tym

Historyczna szansa
Problem ten staraem si podnosi w czasie swojej prezydentury,
ale bywao to opacznie rozumiane. Gona staa si sprawa tak zwanego obiadu w Drawsku Pomorskim 30 wrzenia 1994 roku. Bya to
moja standardowa narada z kadr kierownicz wojska, ktra odbywaa si w okresie intensywnych rozmw w sprawie przyjcia Polski do
NATO. Przypomn wic, co mwiem wtedy o polskiej armii w tym
kontekcie, bo spdzao mi to sen z powiek, osabiao moj pozycj
wyjciow w negocjacjach.
Historia daje nam dzi niepowtarzaln szans. Nasze granice s
bezpieczne. Wykorzystajmy to i nie marnujmy czasu. Armii nie mona reorganizowa, gdy pojawiaj si zagroenia, gdy sytuacja przestaje by stabilna. Z przykroci stwierdzam, e tego czasu nie potrafimy
waciwie wykorzysta. Wikszo problemw si zbrojnych, o ktrych mwilimy rok temu, nie zostaa rozwizana. Mam na myli
zwaszcza kwestie legislacyjne. Przepisy prawne normujce funkcjonowanie systemu obronnego nadal w wielu przypadkach pochodz z minionej epoki. Wci nie ma ustawy o powszechnym obowizku obrony. Brakuje jasnego podziau kompetencji odpowiedzialnych
za bezpieczestwo pastwa, kierowanie i dowodzenie siami zbrojnymi instytucji. Te sprawy nie mog duej czeka. Aby system obronny
by sprawny, naley nim dobrze kierowa. Musi by jednoznacznie
okrelona osoba odpowiedzialna za podejmowane decyzje. Z niepokojem obserwuj, e zbyt niskie s nakady na obronno. Powanym
problemem jest rwnie stan uzbrojenia polskiego wojska. Wiele si
na ten temat mwi. Wszyscy zdaj si to rozumie. Tymczasem techniczna degradacja armii postpuje. Brakuje rozwiza, ktre pozwoliyby ten proces zatrzyma.
Mwiem te wtedy, nie kryjc irytacji: Na pewno atwiej tworzy
tendencyjne ankiety o szkodliwej roli kapelanw i rzekomych zagroeniach z mszy witej dla morale wojska. Moe zamiast tego skoncentrowa wysiek legislacyjny na karcie praw i obowizkw onierza, na kodeksie honorowym oficera, na ustawie o zakwaterowaniu si zbrojnych,
na powoaniu Agencji Mienia Wojskowego, na ustawie o zawodowej
subie wojskowej. Z gazet i telewizji dowiaduj si, e s siy, ktre
chc zachowa stare struktury, hamujc reformy. Jednoczenie jako
zwierzchnik si zbrojnych nie otrzymaem, poza propozycjami Sztabu

I was trying to tackle this problem during my presidency, it would
however be misunderstood at times. There was this affair on September 30, 1994, the so-called Drawski dinner; it was my standard
meeting in Drawsko-Pomorskie with the army management staff held
in time of quite emotional talks on Poland joining NATO. I will thus
remind what I said then about the Polish army in this context, as this
was keeping me awake at night and weakened my starting position in
negotiations.
Our history offers us today a unique chance. Our borders are safe.
Lets take advantage of it and waste no time. Our army cant be reorganized in the face of threats and when the situation becomes unstable. I regret to say that we are not using this time properly. A majority
of problems in our armed forces that we talked about last year have
not been solved. What I mean specifically is the legislative issues. Legal regulations defining our defense system come still in many cases from a different era. What we lack is a clear division of competences in the matter of state security, management and command of
the armed forces. Those things cant wait any longer. For the defense
system to work properly, it must be managed properly. There needs to
be one person responsible for decision making specifically appointed
to the task. It makes me worry to see the defense budget so insufficient. The state of the army equipment is also a serious problem.
There is much talking about it, everybody seems to understand the
problem. However, technological degradation of our army is progressing. There are no solutions to stop this process.
I would say then, not trying to hide my irritation:
It is certainly easier to conduct surveys on the detrimental role of
priests or allegedly harmful influence of a catholic mass to the morale
of a soldier. Instead, perhaps it would be better to concentrate all legislative efforts on the declaration of rights and duties of a soldier, on
the officers code of honor, on the armed forces housing act, on establishment of the Military Property Agency, or on the act on professional

by etapem przejciowym na drodze do rozszerzenia sojuszu, a nastpnie, speniajc nasze nadzieje i pragnienia, zaprosi nas w kocu
do NATO. Flaga polska pojawia si na maszcie w Brukseli, a polscy
onierze mogli naszywa sobie r wiatrw na mundurach. Nad naszym krajem rozcignity zosta parasol ochronny NATO, a sojusz
zyska sprawdzonego, dobrego partnera, ktry wie, na czym polega
solidarno i walka w imi dobra wsplnego.
Tak widz w wielkim skrcie ostatnie 20 lat budowy polskiego bezpieczestwa, ktre dzieli si na dwie epoki: przed i po. Przed
NATO i po przystpieniu do sojuszu. Potem nastpia ju cakowicie
nowa epoka, nowa sytuacja i powstaa inna polska armia, ktra z roku
na rok uczy si coraz lepiej przystawa do tej nowej epoki. Wymaga
ona jeszcze wielu reform i zmian, ale budowana jest na waciwych
fundamentach, pooonych wsplnym wysikiem przed laty.

Protective Umbrella
Slowly, putting a good face on a bad business, we were convincing
the West to believe in our vision, trying to do the same with the East
and Russia, with the latter one blocking our efforts in that matter. In the
autumn of 1993, the United States surprised us and suggested that we
participate in the Partnership for Peace program. In my opinion, this
proposition was to replace our membership in NATO. The Russians announced success: the USA would withdraw from NATO expansion
plans. We were not ready to give up, though, nor accept any half-measures. I would criticize the Partnership for Peace project loud and clear.
I would on many occasions express my doubts on whether Poland
would join this program. The USA wanted to have success. Wasa said
it was a bad idea, but the NATO summit in Brussels where they were to
make a decision was approaching. Just before the summit, Madeleine
Albright, the ambassador, and General John Shalikashvili, the US Army Chief, visited Poland. We agreed that the Partnership for Peace
would not substitute our full membership in NATO. The US President
Bill Clinton quickly confirmed that the PfP was but a transition stage
on our road to NATO, and the next thing he did was to make our hopes
and desires come true by inviting us to join NATO. The Polish flag was
finally fluttering on the mast in Brussels, and Polish soldiers could wear
the NATO emblem a four-point compass rose. Poland gained a protective umbrella of NATO, and NATO gained a good partner who
knows what the solidarity and fight for the common good mean.
This is my view, in short, of how for the last 20 years Polish security has been growing. These 20 years can be divided into two eras: before and after NATO. What followed was a brand new era, new situation, and new, different Polish armed forces which have persistently,
year by year, been learning to catch up with these new times. Our army still does require many reforms, but has now the right foundations,
laid with joint efforts years ago.

Ucywilnienie i modernizacja
Po odzyskaniu penej suwerennoci w roku 1989 pierwszym
wanym krokiem byo ucywilnienie Ministerstwa Obrony Narodowej. W grudniu 1991 roku po raz pierwszy w historii II i III Rzeczypospolitej, a take PRL na czele MON stan cywil. Od tamtego czasu w siach zbrojnych dokonao si wiele istotnych i pozytywnych zmian. Zreformowano Ministerstwo Obrony Narodowej
oraz Sztab Generalny Wojska Polskiego, przywrcono ordynariaty. Wanym wydarzeniem bya take niedawna likwidacja Wojskowych Sub Informacyjnych.
Take w procesie modernizacji technicznej dokona si ogromny
postp. Mamy czogi Leopard i KTO Rosomak oraz pociski przeciwpancerne Spike. Nasze Siy Powietrzne doskonal si na wielozadaniowych F-16, dysponujemy rwnie nowoczesnymi samolotami
transportowymi CASA. Redyslokacja jednostek pozwolia na bardziej
rwnomierne rozmieszczenie wojsk w garnizonach na zachodzie
i wschodzie kraju. Ponadto naley podkreli, e wyposaenie indywidualne onierzy Wojsk Ldowych szczeglnie tych sucych
poza granicami kraju naley do najnowoczeniejszych na wiecie.

Strong Army
Today, Polands security is not threatened by any
military aggression. If such situation is to be continued
in the future, Poland needs to develop a strong army.
dedicated service of soldiers is needed every day. Their commitment is recognized not only in Poland, but also often increasingly abroad. The Armed Forces of the Republic of Poland have for many years participated in peace and stabilization missions and operations, defending the interests of the Poles and Poland.
Our soldiers serve in international missions under the auspices of
NATO, the European Union, the United Nations and the Organization
for Security and Cooperation in Europe. It is actually due to these foreign missions that our military gained experience, and is now on the
road to become a fully professional armed force. We are a loyal ally
and an appreciated partner. To arrive at where we are now required
hard work, commitment and devotion.
Civilianization
and Modernization
Upon regaining full sovereignty in 1989, the first serious step was
to civilianize the Ministry of National Defense. In December 1991
for the first time in the history of the Second and Third Republic of
Poland, as well as of the Polish Peoples Republic (PRL) a civilian
was appointed the head of the Ministry of National Defense. Since
then, the armed forces have gone through many crucial and positive
changes. The Ministry of National Defense and the General Staff of
the Armed Forces have been reformed, and the military ordinariates
restored. A recent disbandment of the Military Information Services
has also been quite important.
A significant progress was made in the area of technical modernization. We have the Leopard tanks, the Rosomak armored personnel
carriers and the Spike anti-tank missiles. Our Air Force pilots fly multirole F-16 aircraft, we also have the CASA transport aircraft. A redeployment of military units allowed for more balanced distribution of
the troops in garrisons and in the east and west of Poland. It should also be emphasized that the personal field outfits and equipment of the
ground troops (the Polish Land Forces), particularly of those deployed
abroad, are one of the most advanced in the world.

he process of the armed forces restructuring commenced before 1989. On the wave of international relaxation the number of troops has been gradually reduced since 1986. The 6th
Pomeranian Airborne and 7th Coastal Defense Divisions were reorganized into brigades. Unfortunately, the reorganization affected to
a great extent the military units in the garrisons situated on the eastern wall, such as: Rzeszw, Przemyl, Godap, Hrubieszw,

no o przeprowadzeniu gruntownej restrukturyzacji centrali resortu. Z organu dowodzenia i administrowania wojskiem przeksztacono j w instytucj zapewniajc cywiln kontrol nad siami zbrojnymi.
Rwnolegle prowadzono prace nad struktur organizacyjn i kompetencjami w resorcie obrony, w szczeglnoci we wzajemnych relacjach
midzy cywilnymi strukturami ministerstwa a jego czci wojskow
(Sztabem Generalnym WP). Cakowite unormowanie kompetencji nastpio dopiero po wejciu w ycie ustawy z 14 grudnia 1995 roku o urzdzie ministra obrony narodowej. Na jej mocy zaczto proces gruntownego przeobraenia MON. W ustawie jednoznacznie okrelono kompetencje ministra oraz szefa SGWP. Opracowano ponadto status ministerstwa,
zreorganizowano te struktur MON. Ten sam proces obj Sztab Generalny WP, w ktrym wprowadzono trzy zasadnicze piony funkcjonalne:
planowania strategicznego, dowodzenia i szkolenia oraz logistyki.
System kierowania Siami Zbrojnymi RP naleao dostosowa do nowych uwarunkowa organizacyjnych. Na mocy decyzji numer 17/MON
z 16 lutego 1998 roku powoano Kolegium Dowdcw Si Zbrojnych,
w ktrego skad wchodzili: minister obrony, szef SGWP oraz dowdcy
rodzajw si zbrojnych. Do zasadniczych zada kolegium naleaa wsppraca z midzynarodowymi organizacjami zajmujcymi si bezpieczestwem, biecym funkcjonowaniem wojska, programowaniem i planowaniem rozwoju oraz szkoleniem.
Kolejny etap transformacji struktur ministerstwa by zwizany z bezporednimi przygotowaniami do wstpienia do NATO. Dokonano wwczas nowego podziau kompetencji w resorcie. Zasadnicze przeobraenia zaszy zwaszcza w Sztabie Generalnym WP, ktry dostosowano do
nomenklatury organizacyjnej obowizujcej w sojuszu (utworzono
sze generalnych zarzdw P1, P2, P3, P4, P5, P6).

A very significant aspect which determined the shape of the Polish Armed Forces structures was a reduction in conventional arms
which was initiated in the international arena in the 1990s. As a consequence, the Treaty on Conventional Armed Forces in Europe
(CFE) was concluded on November 19, 1990 and followed by further specifications of July 10, 1992, which defined the number of
troops. In peacetime Poland was obliged to have no more than 1.73
thousand tanks, 2.15 thousand armored fighting vehicles, 1.61 thousand artillery pieces, 460 combat aircraft, 130 attack helicopters and
up to 234 thousand troops.
Another important element of the armed forces transformation
was entering into cooperation with NATO within the Partnership for
Peace program at the session of NATOs permanent council of ambassadors, in which the representatives of the Polish government
participated. The requirements connected with this program forced
the objective to achieve interoperability with the NATO force and
considerably determined the structural and organizational changes
in our armed forces.

The local military administration authorities consisted of three
military districts, 49 voivodeship military commands and 139 military recruitment offices. They had a two-level structure (military
districtsvoivodeship military commands). The military recruitment
offices included the regional offices of the voivodeship military

Na przeomie lat osiemdziesitych i dziewidziesitych ubiegego
wieku terenowe organy administracji wojskowej (TOAW) miay ksztat,
jaki nadano im w 1975 roku, kiedy to wprowadzono dwustopniowy
podzia administracyjny pastwa, tworzc 49 wojewdztw i znoszc
powiaty.
TOAW skaday si z trzech okrgw wojskowych (OW), 49 wojewdzkich sztabw wojskowych (WSzW) i 139 wojskowych komend
uzupenie (WKU), przy czym ich struktura miaa charakter dwustopniowy (OWWSzW). W skad WKU wchodziy natomiast delegatury
wojewdzkich sztabw wojskowych, zachowujc jednak du autonomi dziaania. Status TOAW ustalony by rozkazem ministra obrony
i zarzdzeniem szefa SGWP.
W 1992 roku, w wyniku nowelizacji ustawy o powszechnym obowizku obrony RP, okrgi wojskowe, wojewdzkie sztaby wojskowe
i wojskowe komendy uzupenie dostay status terenowych organw
wykonawczych ministra obrony w sprawach operacyjno-obronnych
i administracji wojskowej (TOAW).
Pierwsza faza zmian polegaa na tym, e utworzono czwarty okrg
wojskowy (krakowski), zachowano 49 WSzW i zwikszono liczb
WKU do 144. Rozwizania prawne dotyczce statusu i zasadniczego
przeznaczenia TOAW obowizuj do dzi, niezalenie od czstych nowelizacji ustawy o powszechnym obowizku obrony RP.
Take w 1992 roku rozpoczto prace analityczno-koncepcyjne zmierzajce do przeksztacenia WSzW w organy dowodzenia, zwaszcza na
potrzeby projektowanego systemu obrony terytorialnej (OT). Miao to
polega na utworzeniu regionalnych sztabw wojskowych (RSzW),

obejmujcych zasigiem dziaania kilka wojewdztw i podporzdkowaniu im dziaajcych w tych wojewdztwach WSzW.
Dla praktycznego sprawdzenia przyjtych zaoe w 1993 roku na
bazie czterech WSzW (Krakw, Legnica, Olsztyn i Szczecin) testowano eksperymentalnie dziaanie nowych struktur. Mimo niejednoznacznych wynikw eksperymentu w 1995 roku zarzdzeniem szefa SGWP
utworzono szesnacie WSzWRSzW. Zmniejszono take do 142 liczb
WKU.
Liczebno si zbrojnych
1 stycznia 1989 roku w polskich siach zbrojnych czasu pokoju byo okoo 398,66 tysica stanowisk etatowych. W tym prawie 59,97 tysica oficerskich, 33,98 tysica chorych, 38,52 tysica podoficerw zawodowych i 266,19 tysica stanowisk dla onierzy zasadniczej suby wojskowej. Planowane wstpienie do NATO spowodowao zmian proporcji struktury stanowisk. W szczeglnoci dotyczyo
to korpusu oficerw, w ktrym niezgodnie z przyjtymi w sojuszu
standardami byo zbyt wielu oficerw starszych w stosunku do modszych. Konieczne byo rwnie ograniczenie liczby onierzy suby
zasadniczej. Wymuszay to take przemiany spoeczno-ekonomiczne
w pastwie.
W latach 19891999 Siy Zbrojne RP zmniejszyy si o 178,66 tysica stanowisk etatowych, w tym okoo 37,77 tysica stanowisk onierzy
zawodowych oraz blisko 140,89 tysica stanowisk onierzy zasadniczej suby wojskowej.
Ku zawodowstwu
Po wstpieniu do NATO zasadniczym wyzwaniem w procesie transformacji bya konieczno dostosowywania systemu dowodzenia siami
zbrojnymi na potrzeby dowodzenia operacjami poczonymi na terenie
kraju i poza granicami. Dlatego postanowiono sformowa struktur,
ktra w czasie kryzysu lub wojny byaby organem dowodzenia operacjami poczonymi z udziaem si wasnych lub sojuszniczych (wielonarodowych). Zadanie to powierzono Dowdztwu Operacyjnemu,
utworzonemu w Warszawie na mocy decyzji ministra obrony z 22 padziernika 2003 roku.
Od 1 lipca 2005 roku Dowdztwo Operacyjne wykonuje zadania
zwizane midzy innymi z dowodzeniem polskimi kontyngentami wojskowymi na misjach i w operacjach, planowaniem uycia si w operacjach kryzysowych militarnych i niemilitarnych, szkoleniem i zgrywaniem dowdztw oraz si wydzielonych komponentw Wojsk Ldowych,
Si Powietrznych i Marynarki Wojennej w operacjach poczonych,
a take kierowaniem siami zintegrowanego systemu rozpoznania si
zbrojnych.
W dalszym etapie reorganizacji struktur szczebla strategiczno-operacyjnego, jesieni 2006 roku, rozpoczto formowanie Inspektoratu
Wsparcia Si Zbrojnych (IWspSZ) z siedzib w Bydgoszczy. Gotowo
do dziaania osign on 1 lipca 2007 roku. Do zada inspektoratu nale midzy innymi: organizowanie i kierowanie systemem wsparcia
logistycznego si zbrojnych, w tym zabezpieczeniem logistycznym
jednostek wojskowych uytych lub przebywajcych poza granicami
pastwa, a take kierowanie procesem planowania i realizacji zada
wynikajcych z penienia funkcji pastwa gospodarza (HNS) i pastwa wysyajcego.
Inspektoratowi Wsparcia Si Zbrojnych podporzdkowane s midzy innymi: okrgi wojskowe (w tym WSzW i WKU), Szefostwo
Transportu i Ruchu Wojsk Centrum Koordynacji Ruchu Wojsk,
cztery wojskowe oddziay gospodarcze (Wrocaw, Gliwice, Dblin
i Ustka), rejonowe zarzdy infrastruktury, dwa terenowe oddziay
lotniskowe.
Towards Professional
Armed Forces
After joining NATO, the main challenge in the transformation
process was to adjust the command system of the armed forces to
be able to command the joint operations on the territory of Poland
and abroad. Therefore, the decision was made to create the structure which would become the authority in command of joint operations involving national or allied (multinational) troops in time of
crisis or war. This task was allocated to the Operations Command
formed by Decision of Minister of National Defense of October
22, 2003.
Since July 1, 2005, the Operations Command has fulfilled the
tasks connected with commanding of the Polish Military Contingents (PMCs) in the missions and operations, planning of involvement of troops in the military and non-military crisis operations,
training of cooperation of commands and detached components of
the Land Forces, the Air Force, and the Navy in the joint operations
and managing the armed forces integrated surveillance and intelligence elements.
In the further stage of reorganization of the strategic and operational structures, in autumn 2006, the formation commenced of the
Inspectorate for Armed Forces Support based in Bydgoszcz. The Inspectorate started work on July 1, 2007. Its tasks include, among
other things, the organization and management of the logistics support of the military, including the units deployed outside the Polish
borders, planning and fulfilling the Host Nation Support and Sending Nation responsibilities.
The military districts (including the voivodeship military commands and the military recruitment offices), the Troops Transportation and Movement Management the National Movement Coordination Center, four regional military commands (Wrocaw, Gliwice,
Dblin and Ustka), regional infrastructure directorates, two territorial airfield infrastructure units are, among others, subordinate to the
Inspectorate for Armed Forces Support.
Another significant change in the military transformation concerned creation on January 1, 2007 of a new branch of the Polish
Armed Forces the Special Forces. Initially, the Special Forces
Command had its headquarters in Bydgoszcz, then it moved to
Warsaw to be finally located in Krakw since December 31, 2008.
The Operational Mobile Reaction Group (GROM), the 1st Special
Commando Regiment, the Naval Special Operations Unit (For-

szkolenia onierzy z jednostek specjalnych, realizowanie i koordynacj przedsiwzi zwizanych z uyciem tych jednostek za granic
oraz w kraju, w tym przygotowanie naszych komandosw do dziaania w wielonarodowych poczonych siach operacji specjalnych
NATO i Unii Europejskiej.
Istotnym elementem decydujcym o kierunkach transformacji struktur
si zbrojnych byo wejcie w ycie w 2001 roku ustawy o przebudowie
i modernizacji technicznej oraz finansowaniu Si Zbrojnych RP. Zdefiniowane w niej zostay gwne kierunki rozwoju wojska. Jednoczenie zdecydowano, e bdzie do 150 tysicy stanowisk etatowych; nie mniej ni
poow przeznaczono dla onierzy zawodowych, w tym 1/3 dla oficerw. Ponadto okrelono, e na potrzeby obronne przeznacza si bdzie
corocznie nie mniej ni 1,95 procent produktu krajowego brutto. Ustawa
miaa fundamentalne znaczenie dla procesu zmian organizacyjnych oraz
modernizacji wojska, gdy z jednej strony okrelaa limit stanowisk etatowych, z drugiej dawaa gwarancj finansowania wojska.
Zaoenia okrelone w powyszej ustawie osignito do koca
2003 roku. W kolejnych latach wprowadzano zmiany organizacyjno-dyslokacyjne w celu osignicia optymalnej struktury korpusw osobowych: do 27,5 tysica stanowisk oficerskich oraz co najmniej 75 tysicy stanowisk dla onierzy zawodowych. Po wejciu w ycie ustawy o subie wojskowej onierzy zawodowych stworzono warunki
formalnoprawne do penienia suby zawodowej w korpusie szeregowych (na stanowiskach starszych szeregowych).
W dalszym etapie planowano systematyczne uzawodowienie, gwnie poprzez zwikszanie liczby stanowisk szeregowych zawodowych.
Na koniec 2006 roku byo 87 tysicy stanowisk przeznaczonych dla
onierzy zawodowych i niespena 63 tysice dla niezawodowych.
Wewntrzny podzia kadry przedstawia si nastpujco: oficerowie
okoo 27,5 tysica, podoficerowie blisko 49 tysicy, szeregowi zawodowi ponad 10 tysicy.
Kluczowym momentem dla reorganizacji polskich si zbrojnych
byo owiadczenie wygoszone przez prezesa Rady Ministrw w listopadzie 2007 roku, zawarte w jego expos. Donald Tusk powiedzia,
i w 2008 roku ograniczona zostanie liczba onierzy odbywajcych
zasadnicz sub wojskow, tak aby od pocztku 2010 roku sub
wojskow penili wycznie ochotnicy.
W MON powsta Program profesjonalizacji Si Zbrojnych RP na
lata 20082010, przyjty przez Rad Ministrw 5 sierpnia 2008 roku. 1 stycznia 2009 roku w siach zbrojnych byo okoo 148 tysicy
stanowisk etatowych, w tym: okoo 26,8 tysica oficerw, prawie
48,5 tysica podoficerw i ponad 63 tysice szeregowych zawodowych. Docelowo maj one liczy do 100 tysicy onierzy suby
czynnej i do 20 tysicy onierzy ochotniczych Narodowych Si Rezerwowych. To jest plan na koniec 2011 roku.

W 1989 roku Polska, niestabilna gospodarczo, w rozregulowanym
geopolitycznie regionie, przyja koncepcj samowystarczalnoci
obronnej, a nastpnie za zasadniczy cel obraa wstpienie do NATO
i Unii Europejskiej. Wwczas centralnym, najwyszym rang organem dowodzenia siami zbrojnymi zosta Sztab Generalny WP. Lata
19901993 byy czasem poszukiwania nowych rozwiza w dowodzeniu. Objcie cywilnej kontroli nad armi (oddzielenie funkcji dowodzenia wojskiem od kierowania politycznego nastpio w 1993
roku) i wyznaczenie na stanowisko ministra obrony cywila miao
fundamentalne znaczenie.
Do wycznych kompetencji ministra zastrzeono midzy innymi
przygotowanie projektw zaoe polityki obronnej, w tym koncepcji i planw obrony pastwa. Stanowi o tym dokument okrelajcy
zasady kierowania dziaalnoci resortu, tryb jego pracy, organizacj, a take zadania poszczeglnych komrek Regulamin organizacyjny Ministerstwa Obrony Narodowej.
Wyzwania z przyszoci

1999 wiele inicjatyw zbliajcych nasz akces do NATO, midzy
innymi zgosi przystpienie do programu Partnerstwo dla pokoju
(PdP) oraz nawizanie bliskiej wsppracy dusko-niemiecko-polskiej. Wsppraca ta nabraa wyranego charakteru na szczycie
NATO w Madrycie w lipcu 1997 roku, gdy zaproszono nas oficjalnie do sojuszu i postanowiono powoa Wielonarodowy Korpus Pnocno-Wschodni ze sztabem w Szczecinie (formowanie korpusu zakoczono w 1999 roku).
Po wstpieniu Polski do NATO zmiany w MON miay lepiej dostosowa resortowe struktury i kompetencje do nowych wyzwa sto-

forces, and in these spheres revolutionary changes have taken place
over the last two decades. It was not easy to face up to challenges connected with them. In 1989, the command system of the Polish military was
subordinate to the Warsaw Pact structures, including the Unified Command of Pact Armed Forces in Moscow, and the 10th Directorate of the
USSR General Staff. The Soviet marshals were supreme commanders,
said Colonel Jan Posobiec, PhD from the National Defense Academy
during the scientific conference on The Armed Forces of the Third Republic of Poland from the Perspective of Twenty Years from Authoritarianism to Democracy, organized on the occasion of the 90th anniversary of regaining independence in June 2009 at Cardinal Stefan Wyszyski
University (in: Od autorytaryzmu do demokracji. Wojsko Polskie 1989
2009, Warsaw: Wydawnictwo MON, 2009).
With an unstable economy and in the geopolitically upset region, Poland in 1989 approved the concept of defensive self-sufficiency and set
joining NATO and the European Union as principal objectives. Then the
General Staff of the Polish Armed Forces became the central highest
command body of the armed forces. The period of 19901993 was a time
of searching for new solutions in command. The civilian control of the
armed forces (separation of functions of command from political control
of the armed forces took place in 1993) and appointing a civilian to minister of defense was of fundamental importance.
The preparation of the defense policy projects, including the state defense concepts and plans became the ministers exclusive competence.
This is included in the Organizational Regulations of the Ministry of National Defense, a document which defines the principles of directing the
MoND activity, the mode of its work, organization and the tasks of particular departments.
Future Challenges
The ministry already under the civilian command undertook many
initiatives in 19941999, which brought us closer to NATO, for

utworzonego w 2006 roku Inspektoratu Wsparcia Si Zbrojnych
i powstaego w 2007 roku Dowdztwa Wojsk Specjalnych. Spaszczeniu i likwidacji ulega cz zbdnych podsystemw dowodzenia. Proces ten wci trwa. Szef resortu obrony zapowiada kolejne
zmiany czci organw dowodzenia w 2010 roku.
example we joined the Partnership for Peace program and established close Danish-German-Polish cooperation. The visible effects
of this cooperation could be seen at the NATO summit in Madrid in
July 1997 when Poland was officially invited to join NATO, and the
decision to establish the Multinational Corps Northeast with the
headquarters in Szczecin was made (forming the corps was completed in 1999).
After Polands accession to NATO, changes in the MoND were
supposed to adapt the ministry structures and competences to the
new challenges, which the institutions responsible for defense and
security faced, and coordinate them with the corresponding structures in the allied countries. At this time, reorganization was dictated by the changes introduced in the Alliance connected, for example, with new threats. The national conditions, however, were
its main determinants. The functions and responsibilities of the
central command bodies the General Staff of the Polish Armed
Forces, commands of particular branches, the Operations Command established in 2003 (which took over command of the troops
engaged in foreign missions), the Inspectorate for Armed Forces
Support set up in 2006 and the Special Forces Command established in 2007 were being settled then. Some redundant command
sub-systems were reduced. This is an ongoing process. The chief
of the ministry of defense announced further changes in some
command structures in 2010.

The Bureau of Plenipotentiary of Minister of Defense for AntiCorruption Procedures subordinate to defense minister is also a
new idea. The prior task of the plenipotentiary is to implement
the legislative and organizational changes to prevent evading the
law and taking bribes by people in charge of purchasing for the
armed forces and administering the military property. Moreover,
the Internal Audit Bureau was set up. Its tasks include supervision of legitimacy of procedures and functioning of the MoND
departments. The Missile Defense Bureau was created with a
view to cooperate with the USA in building the anti-missile
shield.

19972001) chcieli radykalnie ograniczy rol i kompetencje SGWP.
Mia on by instytucj doradcz szefa resortu o charakterze planistyczno-organizacyjno-mobilizacyjno-logistycznym, czyli wykonywa zadania dla wojska wane, ale nie najwaniejsze.
W opracowywanym za kadencji Bronisawa Komorowskiego projekcie ustawy o ministrze obrony planowano skrelenie zapisu stwierdzajcego, e to minister dowodzi wojskiem za porednictwem szefa
SGWP. Do nowelizacji jednak nie doszo i mimo praktyki dowodzenia
poprzez dowdcw rodzajw si zbrojnych, preferowanej przez byych
ministrw, prawnie pozycja szefa Sztabu Generalnego si nie zmienia.
Sztabowi odebrano jednak dowodzenie wojskami w terenie, podporzdkowujc zielone jednostki nowo utworzonemu Dowdztwu Wojsk
Ldowych.
Po reformie w 2006 roku w SGWP wprowadzono zarzdy generalne.
Byo ich siedem. Kademu podlegay trzy zarzdy lub szefostwa, jak
w Generalnym Zarzdzie Wsparcia P7. Znacznie te sztab odchudzono. Pozostao mniej ni 800 stanowisk. Lecz pierwszym onierzem
w wietle prawa pozostawa szef Sztabu Generalnego. Jego szcze-

n 1989, the General Staff of the Polish Armed Forces (GS PAF)
was the highest rank authority in charge of planning of the armed
forces operational use and strategic and defensive planning in
the state non-military system. It commanded the armed forces
through the commands of the Navy and the Air and Air Defense
Forces (AADF) and due to the lack of uniform Land Forces Command three military districts: Silesian, Pomeranian and Warsaw.
Three years later, the Krakw Military District was established; it
became an independent unit on January 1, 1993.
After reorganization of the command structures initiated in 1991,
the staff structures considerably expanded from 13 directorates,
several sections and management in 1989, to 19 directorates four
years later.
Then controversies arose in the armed forces which, in this hierarchic and conservative by nature institution, were caused by the full
civilian control over the military and the role of civilian authorities
in making decisions on the defense policy and organization of the
armed forces. In 1994, the Drawski dinner took place. Despite a
change in the position of the chief of staff, the role and tasks of this
institution still aroused controversy among the politicians who
brought to the armed forces from the civilian environment oversensitive caution towards the most important institutions existing in
the Polish Peoples Republic (PRL).
In 2000, the General Staff of the Polish Armed Forces employed
over two thousand people, a substantial majority of this number
were high ranking officers, who in fact made all decisions concerning the armed forces. The military units were still subordinate to the
General Staff (GS).
Staff Fears
The politicians who had civilian control over the armed forces
tried to change this situation. In the past ten years, the General Staff
had been subject to restructuring three times (after Poland had joined

Special Forces have enjoyed quite a big autonomy in the decisionmaking process. The new regulations liquidated the dualism which
concerned, for example, defining the position of the Chief of the
General Staff in relation to commanders of the armed forces
branches. The act on MoND stated that the defense minister commands the armed forces through the Chief of the General Staff.
However, according to other legal acts, commanders of the armed
forces branches were directly subordinate to the defense minister.
Since December 2007, the Chief of the General Staff of the Polish
Armed Forces has been the superior to all commanders of the
armed forces branches, the Operations Commander and the Chief
of the Inspectorate for Armed Forces Support. The aim of this subordination is to facilitate the exchange of information between
staffs at the working level.
The return to the principle of unity of command through appointing a superior to all soldiers resulted mainly from new challenges. The changes in the model of command and control require central coordination. In this way the appropriate conditions
to carry out full professionalization and smooth introduction of
modern armaments and equipment will be provided together with
simultaneous adjustment of units structures to new tasks, and
growing participation of troops in the foreign operations. It will be
easier to rationally use the financial resources for reorganization
and modernization of the armed forces, General Franciszek
Ggor assessed the implemented changes.
Due to the changes in the General Staff in 2007, supposed to reflect its planning role in the countrys defense system, it became
the counterpart of the western defense staffs. Just like in case of
the Chairman of Joint Chiefs of Staffs in the US, commanders of
the armed forces branches force providers, and the Commander
of the Operations Command of the Polish Armed Forces a force
user, are subordinate to our Chief of the General Staff. Due to his
responsibilities concerning strategic planning and monitoring of
all branches, the chief of staff is the main coordinator of all the
military activities in the armed forces. Evidently, this increases the
effectiveness of this function performed on behalf of the defense
minister. The Chief of the General Staff is also a member of the
NATO Military Committee and represents the interests of Poland
and its armed forces there.
We did not invent gunpowder while reverting the position of the
chief soldier. One of the most important regularities (after clear division of political and military positions) in the process of creation
of the armed forces command systems is appointing the so-called
flag officer, superior to all troops. The scope of his responsibilities
may differ in every armed force, but his superiority is unquestionable. This position has various names in different countries. In
many due to his functions he is called the chief of defense.
Structures of Responsibilities
In the new structures, the General Staff remains the strategic planning organ. The Operations Command, commands of the armed
forces branches, the Inspectorate for Armed Forces Support will be
the executive bodies in the field of troops use, training and logistics, declared General Ggor. The difference is that the General
Staff handed over some its former executive tasks to other units. The
Special Operations Management which transformed into the Special
Forces Command left the staff structures, as well as the Military
Health Service Directorate which changed into the Inspectorate for
Military Health Service in charge of the health service in the entire
armed forces. The General Staff is no longer responsible for the

executive logistics. A considerable part of the former General Logistics Directorate moved to the new Inspectorate for Support,
which centralized logistics in all branches of the armed forces. The
Operations Command also gained a greater number of duties; it
took over responsibility from the General Staff for many additional tasks not only in time of peace, but crisis and war as well. Due
to these changes, the General Staff may focus on the most important function it should fulfill, which is planning of the armed forces development and use.

The changes implemented two years ago do not stand in contradiction with the previous tasks and role of the GS chief. However, they improve the effectiveness of work in accordance with
the fundamental principle in every armed force of unity of
command. Pursuant to the acts and decisions, the Chief of the
General Staff of the Polish Armed Forces fulfills the managing
function in the national military system, so the final and decisive
word always rests with the people who have civilian control over
the armed forces the Minister of National Defense, the Prime
Minister and the President of the Republic of Poland. Today this
principle is the basic guideline for all activities of the troops,
also for the staff officers who undergo reorganization from time
to time.
The question is whether the structures of the General Staff of
2007 will be accepted as final. Rather not. The staff officers will
have to deal with a greater number of challenges and tasks, for instance connected with concluding of organization of the armed
forces command in compliance with the functions of commanders
and staffs, and adapting the tasks to the professional armed forces
and introduction of modern technology, especially in the information and telecommunications systems. The real challenges, which
not only the General Staff, but all bodies in charge of the armed
forces command face, concern preparation of the command system for warfare in cyberspace, creation of the Network Centric
Warfare command systems, and the system of Command, Control,
Communications, Computers, Intelligence, Surveillance and Reconnaissance, and also building of the information security systems, said General Ggor.
Certainly, the big reorganization or further reduction in the number of personnel in the General Staff will not take place. General
Ggor assured that he would even agree with supporters of further
reductions in the commands and staffs if the requirements in the
field of modern classified data transmission systems, teleconference systems and command automated information systems were
fully met. Without them, any reduction in the staff will only entail
greater number of tasks for fewer people, often at the expense of
quality of their service.

Have we done a good job over those past 20 years to guarantee
Poland security and sovereignty? What were your achievements
as defense minister? How do we ensure security to the Republic of
Poland and effective functioning to the Polish Armed Forces?
uring unparalleled 20 years of political transformation, Poland has travelled a hard and long way
from the Warsaw Pact to NATO. The unquestionable fact is that we have travelled it safely, which
should be considered a great success. A complex process
of radical transformation of our defense system was not
however so smooth and painless because of certain conditions, both internal (difficult economic situation), and
external ones (lack of new security system concept for
Europe). It was moreover complicated by the fact that the
following frequently changing governments never took
either the concepts or achievements of their predecessors
into account. As a result, the process of army transformation took much longer and generated extra unwarranted
costs. Such a situation occurred because at the initial
stage of the transformation process any substantial debate had not been held a debate on the condition of
state defense and direction of changes in the state security system, the result of which would be forming and
adopting by the legislature some primary characteristics
of a new system. Therefore, the following defense ministers, having had no specific direction to follow, acted
along their own will or which was even worse would
often degrade all accomplishments made by their predecessors out of some irrational spite.
In Poland, we eagerly, though unfortunately a bit
thoughtlessly, practice historical politics, ringing the bells
once in a blue moon. We are however much worse with
later analysis of all the reasons leading us frequently to de-

rodkw finansowych nie przeznacza si na modernizacj wojska, lecz trwoni je na udzia w militarnych awanturach nowego starszego brata, i to gwnie poza plecami NATO! To nie w Iraku czy Afganistanie rozgrywa
si decydujca walka z midzynarodowym terroryzmem,
ktry, jak si wydaje, jest zjawiskiem wtrnym wobec
dziaa niektrych mocarstw, uzurpujcych sobie prawo
do narzucania wiatu swoich regu gry.
NATO musi pozosta konstrukcj non bezpieczestwa w Europie. A skoro tak, to powinno szerzej otworzy si na kooperacj z pastwami pozostajcymi poza
strukturami paktu. Przede wszystkim trzeba umiejtnie
wczy do konstruktywnej wsppracy Rosjan, co zdaje
si zrozumia wreszcie prezydent USA, a wci poj tego nie mog, niestety, niektrzy nasi decydenci.

ofiar. A to oznacza, e potencja si zbrojnych musi by
adekwatny do terytorium Polski, pooenia, ewentualnych zagroe, i e armia nie moe by lekkomylnie
redukowana.

Also at present, when years went by, I have the impression that I was kindly welcomed as a civilian in the
defense sector and that I could count on cooperation
with many people in the army. I think the number of
changes I made was small, as I tried to rely on people
who worked in the armed forces; my cooperation based
on complete trust, for example with General Zdzisaw
Stelmaszuk proved that. It is not true that there was
a conflict between the Polish Peoples Republic (PRL)
era commanders and the minister of defense with no
communist party past. I am convinced that a lot of good
things could have been done. This chance was however
blighted by the politicians who gained dominance
in the Sejm and overthrew the government of Jan
Olszewski.
No doubt, the armed forces should be the base of our
security. We cannot assign this fundamental matter to
the allies and rely only on their good will. It must be obvious for everyone that we will defend the country even
at the cost of lives. This means that the armed forces potential must be adequate to the territory of Poland, its location, and potential threats, but most of all the army
cannot be recklessly reduced.

leadership and the Treaty of Lisbon does not create favorable conditions for huge political challenges, but rather tedious bureaucratic work.
My assessment of the works on the domestic security instruments is low. Subsequent defense reforms were created
on a short-term basis, they were incoherent and lacked consequence. They come to nothing as they are often blocked
and rejected when another political party comes to power.
I believe that my personal achievement is the armed forces technical modernization plan connected with a requirement to transfer modern technology to the Polish defense
industry. The Krab self-propelled howitzer project may be
an example here. Moreover, together with a team of military specialists, I worked out the program of forming the territorial defense forces, which would not only be the armed
forces reserve, but a strong defensive component as well,
deterring the potential enemies.
At present, I guess the equipment has been purchased abroad, we have forgotten about our promises to the Polish industry. The territorial defense troops are liquidated. Professionalization of the armed forces also arouses doubts. Large
amounts of money will be allocated for salaries of professional soldiers, there will be no financial resources for armaments and training. Moreover, the planned reserves remain only on paper. Poland is engaging in foreign armed
missions; meanwhile, one should create the army capable of
defending the Polish borders, in NATO such contingency
plans should be developed which would guarantee security
to Poland. The army does not need reformers or another
revolution, but calm and reasonable actions to carry out
the mission formulated in Article 26 of the Constitution of
the Republic of Poland.

oland, for the first time in many years, has taken advantage of its opportunities to the fullest. Our country is now a member of secure alliances, and has safe
borders, which is a result of the fact that in spite of natural
political controversies regarding various affairs in the past
when Polands security was at stake, a consensus was reached. After some initial doubts expressed by the leftists or
the more radical rightists, our membership in NATO received full support. We joined NATO during my second term
of office, which provides me with even more reasons for satisfaction. This fact, as well as promoting Poland, which is
reckoned with in the international arena and whose opinions on security matters are taken into consideration, should be considered a success. It would not however have been
possible without a complete change of our security policy;
all decisions related to it are made by the Polish society and
democratic institutions it elects. To put it grandiloquently,
the army was brought back to the Polish nation by breaking
up with the Soviet army, a collapse of the Warsaw Pact and
making the Polish Armed Forces a true national power.
Unsatisfying is still the pace of our armys modernization
process. It has not been like that only recently. I think that
every defense minister used to have the feeling of deficiency and enormous budgetary problems. A good solution was
setting a stable GDP percentage allocated to state defense.
Still, as we can see, even legislative guarantees were insufficient to ensure the implementation of this requirement. For
me, the fact that the number of generals is increasing while
the armed forces strength is decreasing is quite alarming.
For Poland, NATO remains a primary reference point.
We should therefore endeavor towards a situation where all
allies consider it important to care about the inseparability
of security among the European states and USA. However,
NATO is not a response to all threats, particularly those of
non-military nature, such as organized crime, ecological
challenges or energy security; it is the European Union who
must deal with these problems, and on this account it should
also have some military resources in its arsenal, exploited in
close cooperation with NATO. Therefore, we should build
our security on two pillars.

and things would be done just to spite each other; they
would even separate us from them. Second, the first
real steps towards the membership in the North Atlantic
Treaty Organization were taken. The US Secretary of
Defense at the time came to Poland which was a great
success as he had not planned the visit in order for him
to see with his own eyes that no generals coup took place. Later on, I revisited the USA to inquire whether the
Partnership for Peace program is a substitute for our
membership or our real road to NATO. It seems to me
that a deployment of Polish troops to the Implementation
Force (IFOR) in Bosnia was a confirmation of our aspirations. We deployed those troops very quickly, it cost us
much effort, and we had not been a NATO member yet.
This made quite an impression on NATO states.
Personally, I think that emphasis should be put on the
professionalization and rearmament of our army with the
best of equipment. We should be participating in peace
missions, but still toe the line. We should be loyal, yet realistic, and not accept tasks beyond our power. We should also increase the significance of the European component. During my term of office, the Multinational
Corps Northeast (MNC NE) in Szczecin was formed
where we would cooperate with the German and the Danish. Also, cooperation with our neighbors, particularly
the eastern ones, seems quite important. We used to have
good relations with Ukraine, and I would concentrate on
this direction in the future.

byy te warsztaty NATO, zorganizowane w Warszawie
w 1996 roku, chocia nie bylimy jeszcze wwczas czonkami sojuszu. Przyjechao czterech prezydentw, kilku premierw, kilkunastu ministrw spraw zagranicznych. Wszyscy zachwyceni. Rwnie wysokie oceny zebra pierwszy

nie na nacjonalizmie, ale na poczuciu, e yjemy w dobrze
rzdzonym pastwie, z ktrego moemy by dumni. Na tej
podstawie mona zbudowa system gotowoci obronnej,

Europejskiej.

these plants any reforms, and the chaos now continues, further intensified by partisan nominations. We completely destroyed our capability to build strategic culture by annihilating a number of good analytical centers, while the problems
important for Poland are ongoing, and they should be continuously monitored by independent experts. A state needs
the police, intelligence services, analysis and information at
all times. Everywhere else not in Poland, though. In Poland, in the name of the hurrah-patriotic slogans, the entire intelligence services are being wiped out to the detriment of the state and allies security. Not many really care
about that.
Therefore, I consider my personal achievement a foundation of the Department for Strategic Studies, later transformed into the Department for International Security. It
carried out the most honest and profound analysis of the
state defense system, which was classified secret, and remains as such also today. Unfortunately, it has never been
utilized. The NATO workshops held in Warsaw in 1996, although we had not been its member yet, were another great
success. Four presidents, several prime ministers and even
more ministers of foreign affairs participated in the workshops. They were all delighted. The first Defense Planning
Questionnaire was also very well assessed. Normally, such
document takes eight to nine months to prepare, and we had
done it in six weeks, before we joined NATO. This allowed
us to join in the process of Alliance planning. Yet another
success, although quite forgotten, was the Strategic Defense
Review, carried out in spite of enormous difficulties and
pressure incurred on myself to resign from this work.
Our task today is most of all to unify our opinions on Polands position in the international arena and on related
threats. Any discrepancies could be very harmful. Our security depends on social solidarity, not based on nationalism, but on the feeling that we live in a well-governed state
which we could be proud of. On such a foundation we could
build a defense readiness system, the backbone of which
would be modern and professional armed forces, firmly
embedded in NATO and the European Union.

Have we done a good job over those past 20 years to guarantee
Poland security and sovereignty? What were your achievements
as defense minister? How do we ensure security to the Republic of
Poland and effective functioning to the Polish Armed Forces?
know that this comparison is imperfect, but the twenty-year interwar period comes to my mind as a point
of reference for evaluation of the contemporary times.
Against this background, this evaluation appears positive. In fact, we have today a safe and sovereign Poland.
Before the war we managed to instill a huge patriotic
spirit and, on this foundation, build the feeling of community and the pride in having a Homeland. Unfortunately, for several reasons, we did not manage to achieve
security for Poland then. Today the circumstances are
more favorable. But we also did a lot to take advantage
of the chances. We are a NATO member. Joining the European Union was also significant. My mission as the
minister of defense was to do my utmost to prepare the
Polish Armed Forces to join NATO. I think I did my task
well as our aspirations were fulfilled. What is more, we
are a valuable element of the Alliance. Due to our efforts
in the international arena, we did not have to increase the
number of our armed forces, and even the other way
round, we could reduce it. However, even smaller, but
powerful armed forces cannot be formed without money,
and without a strong economy.
I must also mention some failures. After very efficient initial reforms of the country, political chicanery,
intrigues and wars emerged. We squandered the matters
important for Poland, we abandoned the ideals. There
was no political culture, which would strengthen Poland
and its position abroad as a powerful and well-managed

ue to a quick decision on joining the North Atlantic Treaty Organization and its execution, Poland was able to fulfill its strategic objective,
which was accession to the most powerful political and
military security system in the world. This was accomplished beyond political divisions, thanks to the common
effort of several governments and President Aleksander
Kwaniewski. Proving that we can achieve unity of words and actions can also be considered a success. The declarations on a must to fight terrorism or a need to
strengthen the international security were not groundless.
We confirmed them in our actions, as we participated in
the most difficult international operations in Iraq or Afghanistan. This makes Poland a reliable and credible ally
and a partner.
Of great significance was also the fact that after a period of insufficient investing and funding in 2001-2005,
such solutions were adopted which definitely changed
the condition of the Land Forces and the Air Force. This
happened thanks to a legal guarantee of 1.95 GDP on defense spending and a general ability to make difficult decisions. The armed forces strength was reduced to 150
thousand troops and the number of professional soldiers
increased to more than 70 percent; furthermore, for the
first time the Strategic Defense Review was conducted.
On the other hand, following years of incapacity, the
winning tenders for the F-16 aircraft, the Spike anti-tank
guided missiles, and the Rosomak armored personnel
carriers were selected and the Leopard tanks received.

It seems quite clear that the Ministry of National Defense (MoND) considers it essential to continue the processes initiated by its forerunners. The best example here is helicopters, which now serve in Afghanistan. Minister Radosaw Sikorski made a decision to purchase
Mi-17 and Mi-24 helicopters, which during my term of
office went through general overhauls, after which Minister Bogdan Klich sent them on the mission. If the taxpayers money is to be spent reasonably, this is how it
should be done. One cannot however be afraid of making decisions, although they frequently have an impact
on the corporate status quo. Minister Bogdan Klich has
much freedom in this matter, and should take advantage
of the financial crisis as it is a good time for decisive actions. Finally, an external audit should be performed in
our armed forces. I have my fears that the ministers
knowledge is incomplete and the oversight in the MoND
insufficient. I remember I could not get an answer to a
simple question: How much military is in the military? Minister Klich said that the proportion of combat
units to support units should be 60:40. I say this is an incorrect proportion. Perhaps it would be better to cut
back on military administration jobs, for example by 10
percent, and save them for combat units.
When thinking about the future security of Poland,
we should focus on two tasks: army professionalization,
which will produce a strong army, and our engagement
in military alliances.

POLSKA ZBROJNA: How do you assess the transformations in the armed forces during the past twenty years?
HENRYK SZUMSKI: The past 20 years have been a time of
very extensive changes in the armed forces resulting from the
transformations which took place after the end of the Cold War and
also aimed at one primary objective Polands accession to NATO.
The Polish Armed Forces of that time quite well-equipped with
well-educated and trained personnel presented high combat capabilities. They just had to be adapted to new requirements, in particular interoperability, including unification of the command and communications systems, integration of the airspace management system, adjustment of the national structure for NATO reinforcing forces, and learning English. The fundamental reforms of the armed
forces, great openness to contacts with the armed forces of future
partners, close cooperation with the military of Hungary and the
Czech Republic enabled our military to meet the basic requirements
before accession to NATO. The experiences from the peacekeeping
missions were a great asset. We should not forget about support of
our efforts on the way to NATO by then future allies, especially the
armed forces of the US, Canada and Germany.
POLSKA ZBROJNA: What was a success of this period
and what was a failure?
HENRYK SZUMSKI: The first complex plan of the armed forces reform, in which we attempted to bring together the military needs and the country economic potential, was the Polish Armed Forces 2012 program, spread over 15 years. I participated actively in the
preparation of its basic principles, which were created in the National
Security Bureau at the turn of 1996 and 1997. The complete program, already developed in the General Staff, was approved by Minister of Defense Stanisaw Dobrzaski and attained the rank of the
government decision. Prime Minister Marian Cimosiewicz was personally engaged in creation of this program. It happened that at the
working meetings with the Prime Minister and his advisers
many controversial opinions clashed, and heated discussions were

CZESAW PITAS: It was a time of very dynamic
changes. First of all, the number of military personnel
was reduced from nearly 400 thousand to 240 thousand
soldiers, and finally to 150 thousand troops. The armed
forces were transformed from heavy, in the majority, armored troops to more mobile ones. We also launched the
process of professionalization. The troops of the overtime conscript military service made the units more flexible, especially in the missions outside the Polish borders. The transformations were initiated in the legal and
legislative fields, which defined the status of the armed
forces, their tasks and missions, including support in natural disaster relief in Poland. We managed to become an
important element of the defense system, and build it in
accordance with a democratic perception of the armed
forces role in the country. Simultaneously, we commenced a very intensive cooperation with NATO.
For the Polish Armed Forces, the military mission in the
former Yugoslavia was the first one which required more
than just observation tasks, as peace enforcement and disarmament control appeared necessary there. Appointing our
officer as commander of the NATO brigade, although we
had not been an Alliance member then, was a sign of great
confidence in Poland. Another challenge was the stage of
direct preparations for NATO accession and the first years
in the Alliance, including big exercises held in Poland. The
Armed Forces passed the exam of membership very well.
Of great significance is the fact that the military kept up
with challenges resulting from geopolitical changes, new
threats or dynamic development of technology, armaments
and equipment, in particular in the field of communications,
precision guided munitions or deployment ability.

W samym lskim Okrgu Wojskowym, najwikszym i najwaniejszym z racji pooenia na zachodnich rubieach kraju, ulokowanych byo pi duych dywizji. Dwie z nich, w Nysie i Kronie Odrzaskim, byy zmechanizowane, pozostae trzy w Gubinie, Opolu
oraz aganiu pancernymi zwizkami taktycznymi.
Oprcz wspomnianych wojsk operacyjnych do si ldowych zaliczay si wojska obrony terytorialnej kraju, zgrupowane w brygadach,
pukach i batalionach, oraz wojska obrony wewntrznej, take skadajce si z brygad, pukw i batalionw. Ten ostatni rodzaj wojsk, przeznaczony do ochrony wanych obiektw pastwowych i obronnych
zosta w 1991 roku podporzdkowany Ministerstwu Spraw Wewntrznych. Cae siy ldowe liczyy wwczas 295 tysicy onierzy. Trzykrotnie wicej ni obecnie ma caa armia zawodowa.

fter the collapse of the Iron Curtain and the Warsaw Pact, a
political transformation which followed resulted in radical
changes in our armed forces. The Land Forces underwent the
greatest change due to their key significance among all branches of
the armed forces.
Ground Forces
The forming of the post-war Polish Army was completed in the 1960s.
Its structure followed current military doctrine, and most of all, the requirements and obligations of the Warsaw Pact. The Polish Army had not
undergone almost any changes in the following 25 years.
In the second half of the 1980s, the restructuring process was initiated
as a result of a difficult economic situation in Poland and an easing situation between the West and the East. The Land Forces, which at the time
were not a separate branch of the armed forces, were organized into district structures. Subordinate to the central command were the commands of
three districts: Warsaw, Pomeranian and Silesian. They commanded the
operational units directly. The operational forces, then often called the assault or line troops, included 15 divisions, eight missile and artillery brigades, one anti-aircraft brigade, four engineering brigades, two communications brigades and many independent units and subunits.
In the Silesian Military District itself, the largest and most important
one because of its location on the western border of Poland, there were five large divisions. Two of them, in Nysa and Krosno Odrzaskie, were
mechanized divisions, the other three in Gubin, Opole and aga were armored tactical units.
The Land Forces also included the territorial state defense forces consisting of brigades, regiments and battalions, and the internal defense forces also with brigades, regiments and battalions. The role of the latter
branch was to protect the important state and defense targets. In 1991, it
became subordinate to the Ministry of Internal Affairs. The Land Forces
strength at the time was 295 thousand troops three times more than the
strength of the entire professional army today.

w 1986 roku, przeformowaniem 6 Dywizji Powietrznodesantowej
w 6 Brygad Desantowo-Szturmow oraz 7 Dywizji Desantowej
w 7 Brygad Obrony Wybrzea, a nastpnie rozformowaniem w 1988
roku 3. 9. i 15. dywizji zmechanizowanych.
Od pocztku zmian ustrojowych czoowi politycy nie ukrywali chci przyczenia Polski do NATO. Celem transformacji wojska byo
wic dostosowanie struktur oraz potencjau bojowego do zasad przyjtych w sojuszu pnocnoatlantyckim i wytycznych opracowywanego Traktatu o konwencjonalnych siach zbrojnych w Europie (CFE),
ktry wszed w ycie w 1992 roku.
Zmieniaa si dyslokacja jednostek. W myl strategii odziedziczonej po Ukadzie Warszawskim 75 procent jednostek Wojska Polskiego
znajdowao si w strefie naszej zachodniej granicy, okoo 10 procent
w centralnej czci kraju i tylko niewiele we wschodniej. Konsekwencj tych zmian byo podjcie w 1993 roku decyzji o powoaniu czwartego, Krakowskiego Okrgu Wojskowego. Zgodnie z traktatem CFE
nastpia redukcja naszej armii z 406 tysicy onierzy w roku 1989
do 230 tysicy w roku 1995. onierze wojsk ldowych stanowili 60
procent tej liczby.
W lutym 1994 roku podczas wizyty w Kwaterze Gwnej NATO
w Brukseli premier naszego rzdu podpisa Dokument Ramowy

Pierwsza z opisywanych dekad staa zatem pod znakiem permanentnej reorganizacji si ldowych. Struktury dywizji z pukowych zmie-

mainly T-55s, and about 3.2 thousand armored vehicles, including
900 BWP-1 infantry fighting vehicles (IFVs) and about 2.1 thousand SKOT armored personnel
carriers (APCs). The artillery
troops had about 2.1 thousand artillery units of 100-mm or higher
caliber. These were mainly 122-mm howitzers and 152-mm howitzerguns, as well as the BM-21 launchers, the Godzik self-propelled
howitzers, and the Dana self-propelled gun-howitzers. The artillery
troops also had 32 R-300 missile launchers and 56 una missile
launchers.
The air defense forces had over 800 ZSU-23-4 Szyka and ZU-23-2
anti-aircraft artillery systems and 250 Strzaa, Osa, Kub and Krug
missile launchers and systems.

In 1989, a radical political reorientation and restructuring of the
armed forces occurred. The transformations were timidly initiated in
1986 with the transformation of the 6th Airborne Division into the 6th
Airborne-Assault Brigade and the 7th Airborne Division into the 7th
Coastal Defense Brigade, which in 1988 was followed by a disbanding of the 3rd, 9th and 15th Mechanized Divisions.
Since the outset of the political system transformations, Polish political leaders had been willing to affiliate Poland with NATO. The
aim of the army transformation was to adjust the structure and combat
potential to the objectives adopted by the Alliance and those of the
Treaty on Conventional Armed Forces in Europe (CFE), which came
into force in 1992.
The deployment of troops would change. In compliance with the
strategy inherited from the Warsaw Pact, 75 percent of the Polish
troops were deployed in the area of our western border, about 10 percent were in the central part of the country, and only a small percentage in the east. As a result of these changes, a decision on establishing
the Krakw Military District was made in 1993. In accordance with
the CFE Treaty, our army was reduced from 406 thousand troops
down to 230 thousand troops in 1995. The Land Forces troops constituted 60 percent of this total number.

1200 onierzy. I mimo e rok pniej zacza si take misja w Czadzie, dziaania w Afganistanie stay si najwaniejszym zadaniem
polskich Wojsk Ldowych. Misja w ISAF zyska na znaczeniu po wycofaniu dwch polskich kontyngentw z si ONZ na Bliskim Wschodzie UNDOF i UNIFIL.

lat. W tym czasie z blisko pmilionowej armii, ktr mielimy

clear that we would need to be better prepared for future missions.
The Ministry of National Defense ordered more advanced equipment
and arms for the participants and the Land Forces in general.
During the Iraqi mission, the soldiers individual equipment, as
well as the arms and equipment for the whole units, would change.
The training system also changed. At that time, the sniper school was
founded in the 17th Mechanized Brigade in Wdrzyn. Also, there
were many changes in the personnel of the Land Forces subunits.

Do uytku weszy wwczas migowce PZL W-3 Sok oraz samoloty
szkolno-treningowe PZL-130 Orlik. Jednoczenie wycofano kilkaset statkw powietrznych, ktrych wartoci bojowa i uytkowa nie byy due.
Niemodernizowane odrzutowce MiG-21PF trafiy w wikszoci na zom,
SBLim-2A, Lim-6bis kupili kolekcjonerzy, transportowe An-24, Tu-134
i cznikowe PZL-104 Wilga sprzedano i po czci te zezomowano.
W czasie redukcji starego sprztu na zakup nowych statkw powietrznych nie byo pienidzy. W 1993 roku dla WLOP zamwiono tylko pi
migowcw W-3W Sok, ktre po roku trafiy do jednostek. W 1995 roku Polska w zamian za migowce W-3W Sok otrzymaa z Czech dziewi myliwcw MiG-29A i jeden w wersji szkolno-bojowej MiG-29UB.
Samoloty przekazano do 1 plm, dla jego drugiej eskadry.
W kierunku NATO
W drugiej poowie lat dziewidziesitych polska polityka bezpieczestwa zmierzaa ju w stron NATO. Rozpoczto szkolenie lotnicze
zgodnie z wymogami sojuszu i wprowadzono kolejn reorganizacj
przygotowujc do powstania brygad lotnictwa taktycznego i odejcia
od niewydolnych dywizji lotniczych. Zlikwidowano zatem 4 Korpus
Lotniczy i 1 Korpus OP w Warszawie. Jednostki wchodzce w ich skad
przeszy do dwch pozostaych korpusw: 2. w Bydgoszczy i 3. we
Wrocawiu. W latach 19941997 wycofano z linii kilka kolejnych
typw samolotw: turbomigowe An-12 oraz odrzutowe Lim-5,

ordered only five W-3W Sok helicopters, and the units got them a
year later. In 1995, Poland in exchange for the W-3W Sok helicopters received nine MiG-29A fighters and one MiG-29UB operational
trainer version from the Czech Republic. The aircraft were assigned to
the 1st Fighter Regiment to its second squadron.
To NATO
In the second half of the 1990s, the Polish security policys objective was NATO. The air training was being conducted in accordance
with the standards of the Alliance, furthermore another reorganization
was carried out in preparation for the creation of tactical air brigades
replacing ineffective air divisions. The 4th Air Corps and the 1st Air
Defense Corps in Warsaw were disbanded. Their aircraft were assigned to other corps: the 2nd in Bydgoszcz and the 3rd in Wrocaw.
During 19941997, other types of aircraft were withdrawn: the Antonov An-12 turboprop transport aircraft and the Lim-5, SBLim-2M
and Su-20 jet aircraft. In 1997, the only regiment of its type the
32nd Tactical Reconnaissance Air Regiment in Sochaczew was disbanded. The regiments aircraft were taken over by the 3rd Fighter
Aircraft in Krzesiny.
Once again this was not a good moment to either acquire new
equipment or repair the old one getting obsolete. The Air and Air Defense Force received in 1996 only five Sok helicopters for its 47th
Helicopter Training Regiment in Nowe Miasto. A year later, the unit
got another six helicopters.
From 1989 to 1997, the AADF got rid of over 550 aircraft. In 1997,
the force was second among the armed forces in terms of their
strength: 56.1 thousand troops and 380 combat aircraft (a limit established in the Treaty on Conventional Armed Forces in Europe [CFE]
was 460).
In 1998, the 1st and 2nd Tactical Air Brigades in Pozna and
widwin were formed, and the 6th Fighter-Bomber Regiment in Pia
was disbanded. The AADF was getting ready for taking over the air

Po przystpieniu Polski do NATO sze samolotw MiG-29 z 1 Eskadry Lotnictwa Taktycznego wyznaczono do si natychmiastowego reagowania, a 12 Su-22M4 z 7 Eskadry Lotnictwa Taktycznego przeznaczono
do si szybkiego reagowania. Jednoczenie reorganizowano WLOP zgodnie z wymogami i standardami sojuszu. W roku 2001 blisko pidziesit
jednostek lotniczych przechodzio dalsz reorganizacj. WLOP miay
wtedy 505 statkw powietrznych: 407 samolotw (201 bojowych,
140 szkolno-bojowych, 66 transportowych) oraz 98 migowcw. Nowy
plan restrukturyzacji WLOP na lata 20032008 zakada redukcj tego
rodzaju si zbrojnych do koca 2003 roku do nieco ponad trzydziestu
tysicy stanowisk. W dwch korpusach, podlegych jednostkach,
w szkoach i orodkach suyo 34 tysice onierzy. WLOP dysponoway 197 samolotami bojowymi, 136 szkolnymi, 25 zestawami rakiet
przeciwlotniczych i blisko 180 stacjami radiolokacyjnymi. Pod koniec
tego roku wycofano z 3, 10 i 41 elt wszystkie pozostajce w subie myliwce MiG-21 i zastpiono je samolotami szkolno-bojowymi TS-11
Iskra. Rozformowano te 39 elt w widwinie, uywajc szturmowcw
Su-22.
Po rozstrzygniciu przetargu na redni samolot transportowy w 2003
roku do Polski przybyy pierwsze dwie maszyny tego typu CASA
C-295M. Na koniec roku WLOP miay 424 statki powietrzne. Wrd
nich znalazo si 329 samolotw (25 egz. MiG-29A, 6 egz. MiG-29UB,
78 egz. Su-22M4, 15 egz. Su-22UM3K, 113 egz. TS-11 Iskra, 37 egz.
PZL-130 Orlik, 2 egz. CASA C-295M, 10 egz. An-26-W, 8 egz. Jak-40,
2 egz. Tu-154M, 8 egz. An-28, 25 egz. An-2) oraz 95 migowcw (11
egz. Mi-8, 65 egz. Mi-2, 8 egz. W-3, 10 egz. W-3W, 1 egz. Bell-412).
Sukcesywnie WLOP otrzymyway samoloty szkolne PZL-130TC-1
Orlik oraz mae transportowce M-28 Bryza. Pozbyway si natomiast
statkw powietrznych, ktrym skoczyy si moliwoci eksploatacyjne: Su-22, TS-11 Iskra, An-2, Jak-40 i Mi-2.

command at the tactical level and for changes following Polands affiliation with NATO in 1999. The fighter and fighter-bomber regiments were in 2000 transformed into the tactical air squadrons subordinate to brigades and air bases. The squadrons would perform the
flights, and the bases would organize them. The MiG-23 aircraft were
not considered prospective, and the 28th Fighter Regiment in Supsk
was disbanded, along with the poorly equipped squadrons: the 19th
Tow Air Squadron in Supsk, the 45th Experimental Air Squadron in
Modlin, the 17th Air Squadron in Pozna and the 23rd Training Air
Squadron in Dblin. The communications air squadrons in Bydgoszcz
and Wrocaw were replaced with the 2nd and 3rd Transport and Communications Air Squadrons, and the 23rd Special Air Squadron in
Dblin was formed. Training air regiments became the air training
centers.
The year of 1999 was a time of great reorganizational effort: over
140 units were disbanded, formed and transferred. By the end of the
year when Poland joined NATO, the Air and Air Defense Forces employed 43 thousand troops and 235 combat aircraft.
Role of Ally
When Poland joined NATO, six MiG-29s from the 1st Tactical Air
Squadron were assigned to the Rapid Reaction Force (RRF), and
12 Su-22M4s from the 7th Tactical Air Squadron to the Immediate
Reaction Force (IRF). At the same time, the AADF was reorganized
to meet the standards of the Alliance. In 2001, almost 50 air units underwent further reorganization. At the time, the forces equipment included 505 aircraft: 407 fixed-wing aircraft (combat 201, operational trainers 140, transport 66), and 98 helicopters.
According to the new restructuring plan for the Air and Air Defense
Force for the period of 20032008, the number of job positions in this
branch of the armed forces was to be reduced down to a little over 30
