Commissioners Journal
Commissioners Journal May 13, 2015
This 13th day of May, 2015, the
Board of County Commissioners met
in regular session with the following
members present: Roy Klopfenstein,
Tony Zartman, Mark Holtsberry, and
Nola Ginter, Clerk.
MEETING NOTES OF APPOINTMENTS
Sheriff Jason Landers met with the
commissioners for his regularly scheduled monthly meeting. He presented the
2015 projections report as of May 4 for
their review.
Attached was the inmate report for
the month of April. Total inmates held
in the month of April was 55. 37 males
and 18 females served a total of 607
days, with the average number of days
served being 11. The average number
of inmates per day was 20. There were
77 inmates kept in the Paulding County
holding facility for a total of 96 hours.
A total of 108 inmates were transported
in 43 trips to the Putnam County Jail
during the month of April. Out-housing
costs paid to Putnam County in April
for the second quarter of 2015 were
$62,500.
Sheriff Landers shared his desire to
reinstate the DARE program, stating he
feels that drug education in the schools
is very important.
Landers reported Paulding Countys
second K-9 has arrived and is currently
being trained for duty.
Judge John DeMuth met briefly with
the commissioners to discuss the district
park board.
Judge Suzanne Rister spoke to the
commissioners about the recent common pleas court trial that was held in the
County Court Annex. She said the trial
ran smoothly thanks to a lot of cooperation and assistance from various county
offices and the VFW.
Rister reported County Court cases
are up when compared to last year. She
noted there have been more combination traffic/criminal cases. Judge Rister
is pursuing the feasibility of Paulding
County Courts judge position becoming full-time.
Greg White, Paulding Village
Mayor, met briefly with the commissioners to update them on the designated
parking spaces along the south-east side
of the courthouse. He indicated the
council had met and decided to not approve the priority parking around the
square. All parking around the square
will remain two-hour parking. He noted
the council will consider additional all
day parking off the square at a later date.
Scott Schroeder and John Brock,
Poggemeyer Design Group, met via
telephone conference to discuss the copula (dome) project. The commissioners
have reviewed Poggemeyers design for
the project and asked for some direction
from Poggemeyer as to how to move
forward on the project.
Schroeder stated Poggemeyer will
assist with the bid documents/specs
and the bidding process. They will also
make sure the project is advertised in
a paper of major circulation (Bowling
Green Sentinel was suggested), as well
as soliciting contractors specializing in
the type work required. Poggemeyer
will also review bids and make an award
recommendation. They will provide a
contract and the proper AIA documents
once a contractor has been selected
for the project. Poggemeyer will also
monitor the project during construction
until completion. Schroeder quoted an
estimate of $6,000 for their complete
services from beginning to end of the
project.
Claudia Fickel and Ann Pease - The
commissioners and Fickel and Pease
walked around the courthouse exterior
to discuss the landscaping. All agreed
updates are needed. Several bushes
need to be pulled and replaced. It was

requirements, communally logging hundreds of
volunteer hours working in gardens, answering
landscape and environmental questions.
The Paulding County Extension program currently has 14 volunteers. During 2013 more than
1,000 hours were donated to community service
projects including the services of the Master Gardener helpline.
In addition to the gardening season hours,

Skill-a-thon through the
eyes of a 4-H exhibitor
By DEVON SMITH
4-H Writer
PAULDING It wasnt only about having
the knowledge of livestock; it was about teamwork as well. That describes Skill-a-thon, the
last step 4-H exhibitors have to take before
going to the Paulding County Fair.
Its important that Skill-a-thon runs smoothly in order for all the exhibitors to complete
their assignments. The purpose of Skill-a-thon
is basically an exercise to test an individuals
knowledge of specific subject matter using the
experiential learning model of exploring, reflecting and applying that knowledge.
Skill-a-thon was held on May 27 from 4-7
p.m. at the Extension hall on the Paulding
County Fairgrounds. This year the new 4-H
Youth Development Educator, Michael Schweinsberg, took the leadership role in coordinating the Skill-a-thon.
It took a month and a half of planning,
meetings and cooperation with everyone to
get Skill-a-thon rolling, said Schweinsberg.
There were a few small changes, but noth-

I am going to make an attempt to list the jam sessions
in and around Paulding County. If I miss one, please let me
know by email. One of the
longest lasting jam sessions is
in Melrose at the Opry Barn.
The music begins at approximately 6 p.m. and there is a
dance floor available.
Every other Monday night,
there is a group of musicians
who get together and perform
in Vaughnsville. I have never
attended this jam, but from all
reports it is a fun place to go.
Again, music begins at 6.
On Tuesday evenings, Steve
Scott hosts a music session
with many locals showing
their talents. There is good

ODOT projects
The following is a weekly report regarding current and upcoming highway road construction projects in the Ohio Department of Transportation District
One, which includes Paulding
County:
Berm work will take place
at the following locations during
the week with traffic maintained
through the work zone. Work is
being performed by the Paulding
County ODOT maintenance garage: Ohio 637 between SR 111
and SR 613; Ohio 613 from just
west of Ohio 637 to the Putnam
County line; Ohio 49 from the Van
Wert County line to Ohio 111.
Ohio 613 from Ohio 500
to U.S. 127 east of Payne will be
restricted to one lane through the
work zone for pavement repair
and resurfacing. The project will
continue until late June. The portion of the project on Ohio 613
from the state line to the village
of Payne is largely complete with
berm work and pavement markings remaining to be completed.
Beginning June 8 and continuing
for approximately two weeks,
work to install curb ramps within
the village of Payne will take place
with little effect on traffic anticipated. Beginning June 8, paving
on Ohio 613 from Ohio 500 to
U.S. 127 will restrict traffic to one
lane through the work zone.
U.S. 127 between Garfield
Avenue and Jackson Street in
Paulding will be closed for approximately eight months beginning April 13 for a sewer separation project. Traffic detoured
onto Ohio 613, Ohio 637 and
Ohio 111 back to U.S. 127.
Work is being performed by
VTF Excavation, Celina.
BOOK SWAPS Paulding Elementary had its first book swap at the end of the school year to
promote summer reading. Children were invited to bring gently used books to donate for other
children to read. Every child had the opportunity to choose books to take home to read this summer, along with a new summer reading incentive. The school was selected by Ohio First Lady
Kasich to receive 200 free books that were included in the swap. Paulding Elementary was chosen
because it has proven its commitment to student success. Nearly 2,000 books went home with
students to read this summer. Three more book swaps are planned this summer to provide opportunities for students to get new books and remain excited about reading on June 16, July 7 and
Aug. 4 from 9-10:30 a.m. Students who come to the elementary library will get to listen to a story,
swap books and have an opportunity to read. The goal is built on helping children learn and love
to read. Allowing children to choose the books they want to read is creating excitement and joy
that will only create positive results.

Eight medium-sized
strawberries contain 140% of
the recommended daily allowance of Vitamin C.
Strawberries will not
ripen further once they are
picked.
It takes three days for a
strawberry to ripen from green
to white to red.
In the U.S., California
produces 83% of the countrys strawberries. One year of
the states harvest laid end to
end would circle the earth 15
times.
There is a strawberry museum in Belgium.
A full moon in June is called
a strawberry moon because it coincides with strawberry harvest.
Though the apple and banana are the favorite fruits of
most Americans, we still average eating nearly five pounds per
person per year. If youre one of
those people who doesnt like
strawberries, Im probably eating
your share.
