Dear Sirs,
1) This is to inform you that the tender submitted by you has been accepted for and on behalf of
NPCIL, for the items of work shown in the schedule of quantities and rates covered by the
tender for a total value of ` 69,66,420/- (Rupees Sixty-Nine Lakhs Sixty-Six Thousand Four
Hundred Twenty Only) exclusive of service tax, workman compensation policy, CAR policy,
third party insurance and same shall be reimbursed separately on actual payment basis on
submission of documentary evidence.

2) You may also note that you have agreed to execute the excess quantities i.e. beyond tendered
quantity of Abnormally High Rated (AHR) items at the departmental estimated rates. The details
are enclosed in Annexure-II.
3) The work shall be completed in all respects within Eight Months from the date of
commencement. The date of commencement and completion are 12.03.2012 and 11.11.2012
respectively. The time shall be essence of the contract and the work shall be completed as per
approved programme of work.
4) You are requested to inform the name of the authorized representative who will deal with all
matters relating to the contract and the Power of Attorney in his favour duly executed on non
judicial stamp paper of an appropriate value shall be furnished.
5) Shri R. G. Shetti, SO/D (Civil-GS), will be the Engineer-in-Charge. of this work. You may make
necessary arrangements for commencing the work in consultation with Engineer-in charge.

6) You have to mandatorily pay EPF contribution for all the employees deployed for the work. The
wage, bonus, overtime & other payment of all employees shall be deposited directly to their
bank account.
7) You are requested to apply for issue of Principal Employers Certificate for obtaining labour
license based on the maximum number of workmen you propose to employ for this work. You
will have to apply for a labour license to the Asstt. Labour Commissioner, of the area, for the
maximum number of workers you had indicated to engage on the work. A copy of the application
will have to be furnished to the Engineer-in-charge of the work within a weeks time from start of
work.
8) The following clauses of G.C.C. shall be complied with scrupulously.
Clause 4.2 - Security deposit
Clause- 5.4.4 - Labour laws regarding workmen compensation act, Payment of bonus act,
Minimum wages act etc.
Clause 6.13 - Material Accounting
Clause 7.7 - Compensation for delay
Clause 15 Insurance- As per Schedule- A

9) The following documents are to be submitted:a) Before commencement of work :i)

CAR policy including third party liability, Employees compensation policy (in original) As
per Schedule- A.

ii) Labour License if applicable.

iii) Work order acceptance letter.
b) Before Release of 1st RA bill :i)

Performance guarantee as per clause 4.2.3 of general conditions of contract shall be

submitted within 30 days after issue of work order.

ii) Copy of registration of Sales Tax / Excise Duty / VAT.

iii) Copy of registration of EPF along with the PF account no. of the employees.
iv) Partnership deed of firm or power of attorney of the representative.
v) Bank details, address, RTGS Number etc.
vi) Service Tax registration.
vii) Copy of PAN card.
viii) Copy of wage register witnessed by NPCIL representative for the bill period, bank
transfer details & photocopy of pass book.
c) For payment of the Final Bill, the contractor shall furnish the following documents: i.

An affidavit stating that all the liabilities on account of PF for the employees /
labours deployed by the contractor for the work, has already been liquidated and
indemnifying NPCIL of any future liabilities on this account and NPCIL shall have
no responsibility on this account.

ii.

The contractor has to take clearance from HR group of TMS before release of final
bill that bonus has been paid to all employees.

iii.

The contractor has to take no objection certificate (NOC) from safety section &
security section before release of final bill that no dues/ issues are pending from
the respective sections.

10) An agreement shall be signed as stipulated in special condition of contract. Till a formal
agreement is executed the original tender together with letters under reference and this work
order shall form the binding contract between us.
