DETAILED INSTRUCTIONS FOR CANDIDATES ATTENDING PERSONALITY TEST

BOARD IN RESPECT OF CIVIL SERVICES(MAIN) EXAMINATION, 2014


1.
You should bring the following certificates/documents in original along with a self attested
photocopy of each for verification in the Commissions office on the day of the Personality Test.(A
Broad check-list is enclosed.)
(a)
Original Matriculation/Higher Secondary/equivalent Certificate or Mark Sheet in lieu of
certificate containing Date of Birth (with a copy thereof) issued by the University /Board concerned .

(b)
Degree or equivalent examination along with Mark-sheet and other higher qualifications
certificates in original issued by the University concerned (along with a photocopy of the same)
for verification.
(c)
Scheduled Caste/Scheduled Tribe/Other Backward Classes Certificate in Original (with a copy
thereof) in the prescribed form issued by the Competent Authority of the District to which you belong
(applicable for candidates claiming scheduled Caste/Scheduled Tribe/Other Backward Class status).
The certificate should bear Office Seal as also Designation Stamp of the issuing authority. The name
of caste /sub- caste/Tribe should
be as per Central List. The OBC certificate should contain latest
creamy layer clause.
(d)
Physically Handicapped Certificate (with a copy thereof) in the prescribed form issued by the
Competent Authority (Applicable for candidates claiming Physically Handicapped status). Dominant
(writing) Extremity(DWE) Certificate for PH-I(LDCP) who availed 20 Minutes extra time per hour in Civil
Services (Main) Examination.

The Questionnaire regarding background information, duly filled in and signed.

Two passport size photographs (4cm. X 5 cm. approx) taken recently (say within the preceding
three months) and one of them should be self attested. Four extra copies of same photograph may
also be kept ready for use at the time of your Medical Examination.
(g)
In pursuance of the decision of the Govt. to amend Rule 2 of CSE Rules, 2014, all the
candidates who have qualified in the written part of Civil Services (Main) Examination, 2014 shall
mandatorily indicate revised preferences of Services participating in the said Examination for which
he/she is interested to be allocated to and such Revised Order of Preferences shall be in supersession
of the earlier order of preferences filled by the candidate in his Detailed Application Form. The
candidates will be required to fill up the Revised Services Preferences and submit the same online as
per the details/ guidelines which will be available on Commissions Website shortly. Therefore you
are mandatorily required to submit a signed print out of your Revised Services Preferences
submitted online.

It is further stated that even if you do not present yourself for the Personality Test, you are
required to submit the Original Certificates called for in Para 1 above to the Commissions Office for
verification within 3 days of the date fixed for your Personality Test or earlier, failing which your
candidature for the Civil Services (Main) Examination, 2014 will be cancelled and you will not be
entitled to know your detailed result/marks.

-23. If you are an outstation candidate, you should bring duly filled in T.A. Bills (two copies) in respect
of the onward and return journey respectively to facilitate the settlement of Commissions contribution
towards travel expenses on the date of your Personality Test (applicable to outstation candidates only).
The payment of Commissions contribution is subject to the production of proof of your journey and
verification of your eligibility.
4. Please note that even if you are declared successful on the basis of the result of the Examination,
you will not be appointed unless you are found to be eligible, inter-alia, in terms of the Rules for the
Civil Services (Main) Examination, 2014.
5. You are further informed that your medical examination will be conducted at one of the
hospitals in New Delhi/Delhi, preferably on the next working day after the date of your
interview. The date of the Medical Examination will be directly intimated to you by Deptt of
Personnel and Training. You are instructed to participate and cooperate with the procedure of
medical examination as advised by the medical examiner during the course of your physical
examination at one go. If advised by the medical examiner, you have to present yourself before
any other Medical Board at a given time. Leaving the medical examination incomplete would
render you liable for cancellation of your candidature. You should leave the medical
examination only after obtaining a relieving letter in the prescribed format to be issued by the
Chairman, CSMB or his authorized representative and are required to keep it in your possession
as a proof of your completing the medical test. For further details, you may directly write to
Desk Officer (AIS-I), Department of Personnel & Training, Ministry of Personnel, Public
Grievances & Pensions, North Block, New Delhi-110001.
6. Mobile Phones, Cameras, Bluetooth, Recording device, i-pads, pods, palm tops or other electronic
or communication devices are not allowed inside the premises of the Union Public Service
Commission. Any infringement of these instructions may entail cancellation of candidature and
disciplinary action including ban from future examinations/selections. The candidates are advised in
their own interest not to bring any of the banned items to the UPSC premises, as arrangements for
safekeeping cannot be assured and those will not be allowed to be carried inside the Commissions
premises.
7. Please bring this letter with you when you come for Personality Test and report at Reception at
Gate No.2, UPSC, Dholpur House, New Delhi. Failure to do so may result in denial of entry into the
Commissions premises.
8. Any change in your postal address should be communicated to this office at once.
9. You should also send the copy of the Attestation Form duly filled in along with six photo-copies
thereof duly signed in ink with a passport size photograph ( 4 c.m.X 5c.m.approx.) pasted on each of
them, direct to the Desk Officer (AIS-I), Department of Personnel & Training, Ministry of Personnel,
Public Grievances & Pensions, North Block, New Delhi-110001 within 10 days from the issue of this
letter. Kindly note that these Attestation Forms will not be accepted at the Commissions Office

The Prescribed format/proforma of SC/ST/OBC/PH/QUESTIONNAIRE /ATTESTATION
FORM/T.A. FORM certificates, may be downloaded from the Commissions website www.upsc.gov.in.

IF YOU ARE A PHYSICALLY CHALLENGED CANDIDATE, DETAILS OF
ASSISTANCE REQUIRED
BY YOU, IF ANY, DURING THE PERSONALITY
TEST/INTERVIEW MAY ALSO BE INTIMATED IMMEDIATELY TO ENABLE THE
COMMISSION TO MAKE SUITABLE ARRANGEMENTS.

12.
Please acknowledge receipt of this letter IMMEDIATELY indicating your Roll Number.
If you are an outstation candidate, then please also state the address at DELHI where you
intend to stay.
MOBILE PHONES AND OTHER SUCH ELECTRONIC GADGETS ARE BANNED IN

THE CAMPUS OF U.P.S.C. AND EXAMINATION HALLS.
