2015-2016 Significant Initiatives and Timelines

Mission/Vision
The Office of Student and Community Services (OSCS) exists to support schools and site teams as they
strive to maintain high expectations for student behavior by holding all pupils accountable. The office
also works with those teams to teach students to be responsible members of our school communities by
providing them opportunities to learn from their errors in judgment and correct behavior. Finally, the
OSCS works with school sites to problem solve emergent issues in real time which allows compliance
with all applicable board policies and education codes while providing the best service possible to all
stakeholders.

Truancy Prevention/Student Attendance Review Board


In 2014-2015 the OSCS rolled out a comprehensive Truancy Prevention and Intervention Handbook and
a revised Student Attendance Review Board (SARB) Process. Over 115 students went through the SARB
process in 8 SARB hearings held throughout the school year. A renewed relationship with the Orange
County Truancy Court was established, and over 30 students have been referred to the Court for truancy
hearings.

In 2015-2016 the OSCS will be hosting ten SARB Hearings and four Parent Meetings with the Orange
County District Attorneys Office. These latter meetings are intended to act as a precursor to students
who may be SARBed at a future date.
The SARB Process is designed to Combat truancy as one of the first ways that a community can reach
out quickly to a young person and help families that may be struggling. The SARB Process will focus on
the following areas in an effort to meet the Districts identified LCAP goals:
(1) Prevention efforts to motivate good attendance and behavior;
(2) Early identification of chronic absence, truancy and/or behavior issues; and
(3) Interventions with pupils and families when attendance or behavior issues are severe or
entrenched.

Restorative Culture Training


2015-2016 will see a significant increase in profiling and training related to the development of
Restorative Cultures at school sites. The elements of developing a restorative culture at school sites
includes, but is not limited to, the following:

Advancing the priority that schools must be safe, welcoming, and inclusive.
Relationship Driven, Student-Centered, Formative Instruments, Changing Social Norms.
A tiered approach to discipline and conflict resolution.
Activates School Sites, Staff, Students, Families, and the Community at large.
A system that is driven by two objectives: support all students while holding them accountable
for their actions.

Requires Fundamental Changes in thinking and behaving for both students and adults.

The OSCS has begun the implementation of professional development on restorative culture by
purchasing the book Dreaming of a New Reality: How restorative practices reduce crime and
violence, improve relationships, and strengthen civil society for the district administrative team.
The book will be the basis for the professional development series that will be made available to site
administrators throughout the school year.

PBIS Roll Out


The Positive Behavior and Intervenions System Initiative is in its second year of implementation and
focuses on developing:

A solid and cohesive site team membership


A Statement of Behavior Purpose
Positive School-wide Behavioral Expectations
Procedures for Teaching School-wide Behavioral Expectations
Procedures for Teaching Classroom Behavioral Expectations
Procedures for Encouraging and Strengthening Student Use of School-wide

NAVIG8
In response to increasing challenges faced by the normalization and acceptance of drug use in society
the OSCS has developed a comprehensive substance abuse and mental health intervention program
called NAVIG8 that will debut in the 2015-2016 school year. The most important feature of this ongoing,
sustainable support program will be its ability to work with struggling students and families throughout
the school year as they battle and overcome both substance abuse and mental health issues.
