JOB TITLE: Logistician - Response & Resilience Team (RRT)

OXFAM PURPOSE: To work with others to find lasting solutions to poverty


and suffering.
DIVISION PURPOSE: To act with poor people as a force for change in
addressing the causes of poverty, suffering and injustice and alleviating their
symptoms.
RESPONSE & RESILIENCE TEAM PURPOSE: To respond effectively and
rapidly to major emergencies anywhere in the world, and enable communities
to become more resilient to future shocks and stresses.
LOGISTICS TEAM PURPOSE: To ensure that the operational
implementation of Oxfam GB programmes and strategy is:
Properly planned and managed by the right logistic team;
Efficient, through the timely availability of assets and a transparent
supply chain, with close monitoring of the consumption and use of
those assets;
Structured through the clear definition of individual responsibilities and
appropriate processes and ways of working, transversally.
JOB PURPOSE: Focus on Response implementation
Provide managerial and coordination resources in emergencies and
resilience work.
Provide skills and experience to help staff and partners develop their
logistics capacity.
Provide resources for the development of the use of new technologies
in Logistics.
Provide expertise across all areas of logistics.
It is essential that all RRT Logisticians are able to respond effectively to
humanitarian emergencies including large rapid onset cat 1s. All RRT
Logisticians will have to have the soft and management skills to work through
others to run a supply chain. This includes coaching, mentoring, training and
performance management competencies. This set of soft skills and people
management skills will be the most important part of the RRT Logistics profile.

BACKGROUND:
Oxfam is committed to providing timely humanitarian assistance to those
affected by conflict and natural disasters and to increase programme impact
by strengthening the effectiveness and accountability of our humanitarian
work.
As Logistics and Supply is a support function, a global approach is required to
maximize impacts. Global in the sense that it includes all aspects of Oxfams
work, internationally, both in humanitarian and development activities.
DIMENSIONS:
Manages a number of teams, assets, budgets, projects or process.
The role impacts directly on Oxfam effectiveness in the ways strategic
goals are implemented.
Problems are diverse but solutions can be identified from a wide range of
previous experience with judgement being required to find and apply the
most appropriate solution.
The role directly impacts on Oxfams response to emergencies, from the
immediate operating unit right through to other affiliates.
The role has significant influence on the way logistics and Oxfam are
perceived, internally and externally.
Requirements to influence managers and to negotiate medium level
contracts and manage external relationships
The role influences the division and the way it operates. It can also
influence the organisation.
KEY RESPONSIBILITIES:
Technical Skills :
To conduct thorough assessments of logistics issues in emergency
situations including designing of assessment tools incorporating standard
Supply & Logistics tools and continue assessment to note relevant changes
in the post-emergency period.
To manage setting up or scaling up, implementation and closure phases of
emergency response relating to logistics operations in a Country. This
included management of Supply Chain, Procurement, Warehousing,
Stocks, Assets, transport & fleet, Import & Customs procedures, distribution
related logistics works, and record management for the response
To Lead the logistics components of project planning and preparation of
donor proposals, budgets and reports in collaboration with the appropriate
management including donor procedures & Policies.

Knowledge Management in Logistics
Liaison with military and civil defence forces
Have the additional skills and aptitude to support the development of
processes, procedures and policy in Supply & Logistics.
Have the knowledge and ability for capacity building local staff, partners
and local authorities.

JOB PROFILE
Have experience of programming in a HELIOS context.
Able to Coordinate Supply & Logistics in Cat 2 emergencies.
Have the experience to design and implement new technological solutions
to distributions.
Have the experience to contribute to the design of large camps.
Have experience in urban emergencies.
Manage Human Resource planning, recruitment and performance
management of logistics staff during a deployment. To supervise and
Coordinate geographically dispersed teams to ensure coherent and
consistence programming.
To lead on the development of Supply and Logistics plans relating to
Humanitarian preparedness plans when required in a country.
Ensure permanent visibility of Logistics activity through concise reporting to
line and matrix managers. Key Logistics issues should be prioritised and
recommendations made with practical solutions in mind.
Ensure provision of appropriate levels of visibility to programme teams in
order to enhance quality programming: information sharing, collaboration
and integration with programme teams.
Maintain accurate and comprehensive records of activities and audit
controls.
Participate in development, review, implementation and monitoring of
Oxfams security measures in-country, in support of the responsible
management.
Play an active role in facilitating Supply & Logistics planning with Partner
organisations, when required conduct Partner assessments and capacity
building.
Have a clear appreciation of the constraints and capabilities that may
impact Logistics and be proactive in sharing how these will affect the
successful delivery of the Programme. Propose changes and be creative
in making improvements happen.
Facilitate coordination with OI affiliates and promote learning and sharing
including resources.
Represent the organisation with relevant external organisations and
networks (for example NGO Logistic Coordination fora, the UN Logistic
Cluster), actively networking and building relevant relationships.

SKILLS AND COMPETENCE:


Minimum requirements all RRT members are expected to fulfil:
a. Ability to deploy at short notice to areas affected by crisis and support
the rapid scale up of humanitarian programmes to meet life saving
needs of affected people. To demonstrate the core competencies and
behaviours agreed for humanitarian personnel. Such behaviours will
help RRT members Oxfamise new staff during rapid scale up, when a
large number of new staff are often recruited, through modelling
appropriate organisational culture.
b. Management skills; given that virtually all RRT deployments will involve

managing a team of others in delivering the work, RRT members will
need to demonstrate management competencies.
c. Behavioural skills; all RRT deployments require the individual to
successfully work with others often under challenging circumstances.
RRT members should demonstrate competencies around listening
and creating dialogue and working with others as well as networking
skills.
Technical and other Competencies :
Extensive knowledge and hands-on management experience in Logistics,
Supply, Procurement, Transport, Vehicle management, Communications
and Warehouse Management.
Proven leadership skills in motivating multi-cultural and multi-functional
teams. Leadership qualities and people-oriented management expertise to
provide direction and effective support to multi-disciplinary and multicultural teams.
Proven management experience of teams aiming at building capability
through motivating, developing and supporting others.
Good planning and organisational skills.
Proven analytical, systems design and problem solving skills.
Understanding of donor requirements and accountability.
Ability to work under tight deadlines and pressure.
Proven ability to react positively and effectively in emergency situations.
Understanding of and commitment to humanitarian and development work.
Commitment and understanding of Oxfams equal opportunity, gender and

Adaptable, flexible, able to deal with a wide range of conflicting needs and
demands.
QUALIFICATION AND EXPERIENCE:
Extensive practical Supply & Logistics management experience including
front line emergencies.
Strong and proven experience in people management.
Extensive experience in Transport and distribution.
Extensive experience in Warehousing Management.
Extensive experience in Purchasing and Supply.
Extensive experience in Vehicle Management.
Good IT skills including strong knowledge of MS Excel.
Clean driving licence.
A degree in Business / Logistics related discipline is desirable.
Extensive experience in Clearing and forwarding is desirable.
Extensive experience in Security management is desirable.
